It includes the selective deconstruction of 450 buildings and the paradigmatic management of 42.000m3 of residue, recycling virtually 100% of the material; two, the elimination of all invasive exotic species over 90 hectares, especially the ice plant (Carpobrotus edulis); three, the restoration of the orography and drainage to re-establish the natural erosion and sediment transport dynamics; four, the implementation of a public use project which exudes the values of the area by ordering and grading the itinerary and proposing a network of rock and animal identifiers. Sales 175 ha SURFACE YEAR 2000 SITE This proposal is based on three ideas with the aim of creating a littoral park in the Delta del Llobregat: first, to make connections and links throughout the delta in terms of light traffic and public and private transport, and also to join the populated areas to the natural world; second, to recover the biological connectivity by widening the belt of dunes and the beach, and so creating a system of small tidal lakes, and also by reforesting part of the pine wood; thirdly, to divide the area into zones and thus separate public use, and also to make this offer of a wider range of free-time activities compatible with the objective of recovering the natural environment. The prize will go to the best proposals for public use and for the most original idea. Therefore, the idea is to create and apply a standardised method to find solutions for frequently occurring problems. Five intervention groups are envisaged-the river bed, the banks, the paths, plantations and outdoor furniture and facilities-and are adapted to the conditions and requirements of each place. The proposal guarantees the continuity of the longitudinal access to the riverside, as well as the replanting of the fluvial woodlands in order to recover the three-dimensional structure of the river. REORGANISATION OF FORTÍ DE LA REINA, TARRAGONA A project to demolish a ‘weddings and banquets’ restaurant located inside the archaeological remains of Fortí de la Reina in Tarragona, and to landscape the ‘tropical gardens’ and surrounding facilities. This ‘rock on rock’ project proposes to clear all the ornamental elements as far as the mother rock, which is made of sandstone typical of this heavily built-up section of the coast, and so expose the wind-worn cube-shaped rocks of the castle. This project looks to create a certain ‘brutality’ and the sensation of exposure to the elements more like Peine de los Vientos de Donosti than a domestic promenade. L’EIIP considers a series of improvements to the exploitation project: first, the diversification of the orography by varying the talus type in relation to sun exposure time and the vegetation cover required; second, to transform the rainwater drainage system into a superficial watering system and to separate the gradient of building humidity; third, to diversify the vegetation cover in relation to sun exposure time, slopes and drainage; fourth, to deal with the perimeter of the zone in sections according to existing views and heritage value. LANDSCAPE STUDY OF THE LLOBREGAT FLUVIAL ENVIRONMENT AT T.M. DE SANT FELIU DEL LLOBREGAT AND MOLINS DE REI Four initial proposals for four municipalities which have an extremely complex relationship with the fluvial environment of the Llobregat river. For some decades the growth of these towns and the construction of infrastructure for the fluvial corridor of the Llobregat has taken place facing away from the river. This has effectively isolated this important corridor fluvial and deprived citizens of the municipalities along the river from enjoying the area. This is a project of territorial suture on basically private land, and is born of a detailed study of the possibilities. The main focuses are public access routes and the plantations along them, and public facilities along the new fluvial façade. SPECIFIC ORGANISATION PROGRAMME FOR LA PUNTA OF THE CAP DE CREUS Visitor numbers for La Punta of the Cap de Creus are surprisingly high considering its state of disorganisation. The analysis concludes that the area needs to be ‘monumentalized’, and the zones for recreational use, including restaurants and sun and beach tourism, need to be kept separate. The plan is to distance the car park from the urban limits in seven stages, and from there to direct the traffic, assuming that this is the key to managing the area. For each stage the following variables are taken into consideration: identity, access model, capacity, network of paths, facilities, management and security, and finally enhancement of the territory. GREENBELT, CERDANYOLA. PARC DE L’ALBA - SINCROTRÓ The aim of the greenbelt is to improve habitats and restore connectivity, to build a functionally efficient social and ecological space in the Natural Park of the Collserola mountain range and the Plana del Vallès. It is the most important intervention of this type in the whole of Spain. The agroforestry mosaic has two components, cereal crops in the centre flanked by two rivers which are the main axes of ecologic functionality. The project includes building a new ecoduct above the AP-7 motorway which would mark the first attempt to restore ecologic permeability between natural systems. The reorganisation project for this leisure spot, apart from resolving existing accessibility problems, also creates a new visitors’ itinerary by ‘deconstructing’ the current viewpoint and transforming it into a series of cascading terraces which multiply the views and angles. These terraces are located around a rediscovered rocky outcrop. These facilities are to be expanded to include a plant for treating and recycling cement. The plan considers a series of measures to better integrate these industrial installations with their surroundings by means of screening, peaks and camouflage. It also proposes a more diverse restoration programme, including varying the topography and the management of drainage and infiltrations. RIERA DE VALLVIDRIERA RESTORATION PROJECT. PHASE I This is a low-budget project which has restored the fluvial environment of the Riera de Vallvidrera, previously occupied by illegal allotments, to the citizens of Molins and also repaired the access route between the PN de Collserola and Molins. In doing so (mmm) m3 of rubble and structures has been removed, and (m3) d’arrels of American cane roots have been destroyed to open up this section of the river and so encourage native species of vegetation to recolonise the riverbank. A new path along the river which goes over three bridges is also planned. One condition of the project is to preserve both existing populations of Spanish toothcarp (Aphanius iberus), which is at risk of extinction all over the world, and the protected flora, Limonium sp, thus creating tidal lakes with a habitat for aquatic birds. The different requirements in terms of depth, isolation and slopes, mean that the section of earth breakwaters between pools is remodelled to diversify the amount of flooding and thus create an archipelago of tidal islands. Franch SPC Ferrier - Leduc - Boyer SURFACE 100 ha YEAR The ZAC Torremilà-Fraternité, an annex of the airport, is included in a proposal for the system of open spaces and consists of three main areas of intervention: first, to treat the airport’s access roads as a ‘parkway’ which integrates the industrial estate and the wine-producing landscape to become the gateway to the city of Perpignan; second, to create a linear park to manage rain water through a series of storage tanks which become a habitat; and thirdly, to organise the inner roads of the ZAC so that they are oriented towards the Canigó mountain and to create large tree-lined avenues. 2003 SITE Les bordes. EMF Franch, Rivers, López This proposal attempts to anticipate ‘a woodland housing estate’. The traditional urban plantation is replaced by other denser systems with different combinations of species requiring new management methods, to establish a woodland area in a new section. It is an experiment in creating a 2-in-1 wood which combines species which establish and grow quickly with other slower-growing noble trees. PARTNERS J. The rows of trees that act as windbreaks and the drainage ditches for the rain create an ordered landscape. It is difficult to integrate large logistics warehouses of some 400mx90mmx15m into such a flat landscape. The proposal is to alternate them with strips of woodland with trees which are tall enough that the emerging wood integrates with the warehouses. The strips of woodland also serve to collect and infiltrate rainwater from the warehouse roofs which helps to not only establish the wood and but also to reduce the size of the pools of rainwater. ZAC ORLINE, PERPIGNAN (FR) The industrial estate of Mas Orline marks the southern gateway to the city from the A9 and is situated on an agricultural plane of vines and fruit trees. French law requires that the impact of the impermeabilization of the soil caused by urbanisation be reduced by building ‘retention bases’ which accumulate and then let the rainwater slowly drain away over a period of 48 hours. Contrary to the usual solution in similar cases where a large pool is created at the lowest point of the industrial estate, ZAC Orline proposes to build a series of more superficial rib or finger-shaped pools which not only manage rainwater but also form strips of wooded areas which help the environmental and ecological integration of the industrial estate. The horizon is where the gaze sees the earth join the earth and the sky. These are the ecotons that define spaces with enormous social, environmental and landscape surplus value. Nowadays, the park is a scenic deposit of drinkable water, very popular with visitors but untouchable. Within the context of the dry landscape of central Catalonia, the proposal is to expand and ‘activate’ the water through a seasonal programme. The initial ‘pack’ is a swimming pool complex, a place of mist and ice, fountains, pots, aquatic gardens, fun canals and waterfalls. At the same time, the park is linked to the surrounding agricultural terrain and neighbouring towns and villages. PRAT NORD CHALLENGE The conclusions of 12 professional studies by urban planners, architects, landscape professionals, civil and hydraulic management engineers, experts on mobility, urban law and economic promotion, and environmentalists, headed by Llop-Jornet-Pastor, have lead to the following proposal: a compact widening of the ‘superislands’ to the south, a central park linked to the agricultural area and the city, and to the north, a strip for service industries and metropolitan facilities linked to the motorway. The central park is a ‘remake’ of the agricultural section to be used as natural-urban spaces, leisure areas and for other programmes, whilst emphasising the water system of the delta and making the cohabitation of urbanity and nature a reality. Rather than create a landscape garden, the proposal is to retain the existing agricultural landscape with trees that act as windbreaks and parallel lines of fruit trees. The treatment tanks are repositioned in order that they do not run parallel to the access route, whilst the higher tanks are situated as far away as possible from the residential area J.M. Ferran, C. Bosques, EMF Franch, Rivers SURFACE 8.100 m 2 YEAR 2005 STRATEGIC PLAN FOR THE SEDÓ COLONY, ESPARREGUERA This plan strives to preserve one of the most noteworthy textile industry colonies of the Llobregat, which is still operational in the form of workshops and small and medium-sized companies. Apart from cataloguing the architectural items, renovating the heritage pieces and restoring the workers blocks to create new protected housing, the project also aims to manage both the relationship with the landscape of the river bed, and the conversion of the proprietor’s garden into a public park for new social housing. LAROQUE DES ALBÈRES CEMETERY(FRANCE) In a field of well-established cherry trees a hybrid of the northern European tradition of the woodcemetery and the Mediterranean tradition of the building-cemetery is being created which, at the same time, retains all the natural beauty of this spot. The project is based on two opposing aspects and geometries, whose very contrast serves to emphasize its identity: straight rows of cherry trees and the defined, abstract geometry of the cement sepulchres. Seen from the ground, the architecture is carefully enclosed within narrow strips among the cherry trees. Seen from above, the architecture resides beneath a blanket of leaves, thus preserving the visual continuity and the unity of the space. The path becomes a meadow. CARTOIXA SCALA DEI. RESTORATION CHALLENGE Scala Dei S.XII-XIX, located in the Montsant mountain range, was the first Carthusian Monastery in the Iberian Peninsula. This grouping of monuments creates an extraordinary dialogue with the wine-producing and mountainous terrain of the area. The challenge encompasses three main ideas: to reconstruct the existing volume of the roof by means of metal latticework, to build a museumrestaurant-hotel complex beneath the allotment area, and to restore the fields to their original use, including the re-establishing the allotments above the new complex. CAN XARAU PARK COMPETITION OF IDEAS A ‘remake’ project designed to both integrate sporting facilities and an auditorium and to restore the façade of the Sec River and thus redesigning the central location of the city. This is a tectonic project requiring meticulous workmanship with the topography to make the pathway nearer the river bed and to integrate part of the project beneath the taluses to create viewpoint platforms. There is also a bridge project to unify the banks of the river Sec and in so doing make it the centre of the project and turn the façades towards the reclaimed river. PERPIGNAN CONSERVATORY PROJECT The garden of the enlarged Perpinyan Conservatory is designed as a tranquil space amidst the urban rush. Firstly, the 1.5m difference in ground level between the surrounding streets and the new building work becomes a slope with an archipelago of planted areas which act as margins and create grassy spaces. It is a meditative and calm space, a garden of hidden corners, a meeting place for neighbours, students and parents; a place of exchanges, a place to improvise a rehearsal or a small performance or simply a shady place to take a rest. CASTELL DEL REMEI SPECIAL LANDSCAPING PLAN A new generation plans use the cellars to combine wine-producing with service industries. An Urban and Landscape Plan is put together which: first, redirects access and parking to the perimeter thus leaving the centre car-free to create a new visitor’s route; second, to treat the central space- castle, hermitage, shop, restaurant- as a representative space; three, to convert pools and canals into evocative elements which attract attention; four, to convert a field for grazing into the new entrance to the area by means of recovering the traditional crops of camomile to create a production-garden hybrid. RENOVATION PROJECT OF L’ILLA 1 IL1, THE DEVESA This project integrates the activities held at the Trade Fair in Girona, which operates for three to six months of the year, with one of the islands of the most important historical park of Girona, the Devesa. Plans include the gathering and renovation of obsolete structures from the Fair, the definition of the park’s boundaries and the design for both a new, provisional enclosure and also a new lighting system for pedestrians as well as for other events that take place in different parts of the park. LA TANCADA SALT FIELDS EXTERIOR MUSEUM PROJECT The project is to restore the pools and the building annexes of an old fish farm. It is a museum project concerning the salt fields and intertidal zone of the Delta de l’Ebre, and it includes both nature and ethnology. The proposal explores the potential of the ‘liquid landscape’ of the delta, and the programme and museum itineraries are achieved through excavating an archipelago of islands on which the necessary programmes are located- a parking area, a reception area, demonstrations of the art of fishing, navigating a punt- and which serve to facilitate visitor access. The remake of some of the salt fields provides the place with a more central position and a new identity, and also forms part of the publicity programme. Five techniques to minimise water consumption are apparent: an underground deposit to collect water from the buildings, energy-saving species, flimsy parterres for infiltration, transformation of the soil using water absorbing gel which consumes 30% less energy, and mulchper to reduce soil transpiration. TORRENT PARK, L’ILLA AL BRUC The proposed site for this park is an abandoned field of vines and olive trees. A path winds its way from one end of the site to the other and connects a series of small, independent but similar architectural features, each with a different use or function. Every space demonstrates a unique logic born of the intrinsic qualities of that spot: views of Montserrat and the bridge, the shade beneath a pine grove or an olive tree, the aroma of rosemary and wild thyme, the proximity of the bridge, the pathways and so on. Each space has a different use; a children’s playground, benches in a square, a viewpoint, romantic stone benches, a rest on a divan and sporting activities. RAIERS PARK, POBLA DE SEGUR The proposal is to join the historic centre of Pobla de Segur to the new urban areas of the municipality which spread out from the end of the Sant Antoni dam by means of an urban-fluvial park with a flexible programme. The design of the park is based on the different characteristics and materiality of the two rivers that flank it, the Noguera Pallaresa, which has a permanent and abundant volume of water, and the Flamisell, a a torrent for flash floods. Half of the park is the wooded banks of the river with added features, whilst the other half is a mosaic of meadows like carpets with different sized pebbles and stones each with a different function and facilities. The plantations are designed to blend in with the undergrowth of the surrounding mountains by mixing native persistents with other low-maintenance herbaceous plants and Gramineae which require little watering. RIERA DE LA RASA RE-MODELLING PROJECT. PHASE 1 The Riera de la Rassa winds through several loosely-connected neighbourhoods of Julià de Ramis. The project proposes to transform the Riera, a drainage structure, into an integrated public area and a hive of local activity. To this end a new, long, easy path would be built which would follow the torrent upwards and re-link the neighbourhoods, as well as creating two crossings, a bridge and ford, two parks, one at the far end and the other joining the widened river. This project would mean a remodelling of the torrent section as well as extensive tree plantations to transform the currently two-dimensional torrent into a large three-dimensional arboretum. COURTYARDS OF CAP DE SALT A series of linear, enclosed courtyards which cannot be watered or maintained are transformed through an abstract topography-texture which combines stones from the nearby river Ter with craters of recycled glass. However, its central location in relation to the airport, its orography, the remains of its water system and its wide horizons combine to provide the basis from which to invigorate the landscape and to become the catalyst for a better quality of life and prestige for the new neighbourhood. ‘Litoral’ re-energises the landscape and creates 12 km of new waterways and 4 km of new horizons, thus diversifying conditions for new uses and housing and helping to forge the identity of the future city based on the two paradigms of the start of the twenty-first century- water and sustainable energy. Furthermore, it is reminiscent of the coastline that Madrid has always desired. ‘Litoral’ has made initial proposals for how the park will be organized while for the rest of the areas the programme is as yet unconfirmed. LA PINEDA PARK, L’ESTARTIT La Pineda in l’Estartit is the bond between the urban world with the marshlands of Ter Vell, between town and nature. It is currently not well-used and there is no link with the promenade. The project aims to extend the promenade into the pine wood in order to promote this area, to build a new central zone with facilities including a beach library-children’s play area, a bar and other services. Further proposals are to construct a system of pathways to highlight the best views of the sea and the Medes Islands from between the pine trees, to restart the planting of pine trees in the areas which are bare, and finally to recover the ecosystem of the dunes. The project includes the construction of a bridge for pedestrians, new facilitates on the fluvial axis, the re-urbanisation of the Torcatis Avenue, a new park at the entrance, Claudion Park, and the construction of Têt Square, a split level riverbank-city space at the foot of the new footbridge. This project is carried out whilst maintaining the ‘natural’ character of the river bed. At a supra-municipal level it consolidates the river as a main route for light holiday traffic joining the towns and villages as for as the sea. FOOTBRIDGE-BENCH BETWEEN SANT JULIÀ DE RAMIS AND SARRIÀ DE TER La Riera de la Rassa separates two municipalities which merge together and share public spaces and sporting facilities. The footbridge marks where the two villages meet with a railing and a bench right where everybody passes. GROUND 0 SQUARE, CARMEL On 27th January 2005 the collapse of the manoeuvring tunnel of line nine of the Metro caused the partial collapse of a building, the re-accommodation of 850 people from 200 families and the definitive demolition of four blocks of buildings. The proposal is to fill this empty urban space with a block of social housing and a civic centre around a new square and to conciliate the two streets which feed it. The pronounced incline of the Carmel neighbourhood and the need to maintain accessibility means installing ramps which create a tectonic, centripetal square. LLIMONER SQUARE. GIRONA Llimoner Square is the epicentre of the gypsy neighbourhood in Girona. It is one of the most neglected and vandalised areas of the city. The existing square has a 2m difference in level and is broken up by terraces and walls which make it inaccessible. The proposal includes transforming the terraces into a set of grades of different heights which open up the space to create a kind of urban ‘stage’ which also incorporates access ramps as a tectonic solution for the 2m level difference. More than 100ml of unvandalizable stone seating is incorporated. Five pagoda trees (Sophores japonica) are planted to provide cool, light shade. The appropriation of the place begins and time will dictate the conditions for the rest of the space, which is occupied by individual plot for various future uses. These begin as extensive agricultural crop zones or low-cost forest plantations and become a pre-structured landscape. Its creation is progressive, depending on later investment and according to the assignations of an evolving programme. Ochoa, SURFACE 545 m 2 YEAR 2006 The idea of this project is to promote and unite the remaining public spaces along the C-255 road on the section through Celrà, most notably the area of the industrial estate. The first phase is to create a flowering meadow inspired by ‘Mondrianana’. The second phase, which has not yet been implemented, is to sign an agreement with the nurseries of the village, which are among the most important in Spain, to cultivate these spaces in a way that reinforces the identity of Celrà at nil cost to the municipality. LANDSCAPING OF ACCESS ROADS TO CADAQUÉS Cadaqués is arguably the most cinematographic and picturesque village of the Catalan coastline. This village, second residence of Salvador Dalí and other illustrious painters and artists, has chronic parking problems. The proposal is to construct a four-storey car park on the existing parking area at the entrance of the village which will cater to (...) vehicles. This means less congestion for the village, it separates residents and visitors, empties Riera Street which is currently used for parking, and converts it into a central avenue, “a rambla”, that leads to the centre of the village. The plans also include building new pavements and managing plantations along the road. ROUNDABOUT AT THE ENTRANCE TO CADAQUÉS The middle of the roundabout is suggestive of the landscape of terraces of olive trees and stone walls which accompanies visitors to the beginning of the village of Cadaquès. This project means carefully working with the levels and inclines of the walls to create a dynamic perception of the space. A series of interventions are planned which aim to provide the area with the facilities to cope with a greater number of visitors including routes, signposts and an itinerary, more viewpoints over the river and meadow, an information point, a picnic area, benches, hides, and so on. There are also plans to improve existing habitats including providing an island for otters and tidying up the wooded river bank, among others. CYCLING ROUTES FOR TOURISTS IN THE BAIX EMPORDÀ A project for an itinerary which also grades a network for cyclists and links all the municipalities and sites of interest in Baix Empordà county. The design for the signposting system, information points and meeting points is included. The network is organised into a basic network and a supplementary network and specific interventions are proposed and budgeted for for each of the sections. LEISURE AREA, RESERVA DE MONT-REBEI A long wall made of natural stone separates the motorised from the pedestrian areas and becomes a long bench that directs visitors to the shady picnic areas. The limits of the parking area is marked by large rocks which are studiously placed in an informal way to leave space for existing groups of boxwood shrubs (Buxus sempervirens) and for planting new trees to provide shade and screening for the vehicles. The plan uses the existing trees to mark the parking spaces, provide shade and visually screen the cars. The area receives visitors and it is here that the Iberian market is periodically held. The reorganisation project proposes a confined and essentially bare esplanade with shady spots and a viewpoint-stage, and with heavy benches distributed in a way that signposts the archaeological remains. MANAGEMENT PLAN FOR TRES CREUS HILL Cut off by the AP-7 motorway, industrial estates, the Congost river and the high-speed train line, and at quite a distance from the villages of Montmeló and Montornès del Vallès, the Tres Creus hill has serious visitor accessibility problems. It is, at the same time, an area of great heritage value, and includes the Roman site of Can Tacó, which dates from the second century BC and is also a privileged look-out point. The project aims to improve accessibility for light traffic by using the surrounding industrial estates, making changes to certain sections of the road, and constructing new paths to access the hill. New features will also be added to diversify its use. The project also envisages the reconstruction of the three crosses thus converting them into territorial icons, and to take measures to restore the existing torrents and woods. SITE PUBLIC USE PLAN FOR THE GALLECS RURAL AREA PROMOTER Gallecs, like other rural metropolitan spaces, is no longer just a rural space but is now a place where urban leisure coexists with agriculture. The four objectives are; to promote its landscape heritage; to provide new opportunities for leisure activities; to reconcile leisure activities and the surroundings; and to root the area into its local and metropolitan context. Furthermore, the project includes a series of strategic proposals to give the area its own identity and to provide it with unique possibilities for leisure, as well as ways to improve connections with neighbouring municipalities and to increase its capacity. The design is founded on three basic principles, integration with the environment, resistance and ease of construction. CATALUNYA CAIXA VIEWPOINTS A singular assignment to design a series of pieces of outdoor furniture able to shape a network of viewpoints and landscape interpretation spots with different capacities and facilitates. These pieces of furniture must integrate with the different landscapes, be highly resistant and need practically no maintenance. The idea is to design a ‘kit’ of modular pieces which can be put together and combined n infinite ways to be determined by the place and the use to which the furniture would be put. The pieces are designed according to different needs: milestones, boundary posts, seats, tables, information support and interpretative artefacts. A sink for washing clothes beneath the property’s spectacular spiral staircase is the starting point for imaging an everyday scene: hanging out the washing. A blue atmosphere, a web of washing lines full of carnations drying upside down and a shower of soap bubbles fall from the sky to create an imaginary landscape. Shortly after opening the exhibition piece, and quite unexpectedly, the sprays become magnificent weapons of mass cooling off. It is a museum project concerning the salt fields and intertidal zone of the Delta de l’Ebre, and it includes both nature and ethnology. The proposal explores the potential of the ‘liquid landscape’ of the delta, and the programme and museum itineraries are achieved through excavating an archipelago of islands on which the necessary programmes are located- a parking area, a reception area, demonstrations of the art of fishing, navigating a punt- and which serve to facilitate visitor access. The remake of some of the salt fields provides the place with a more central position and a new identity, and also forms part of the publicity programme. LIFE restoration project The project aims to transform the pools of an old fish factory into a habitat of littoral, tidal lakes. One condition of the project is to preserve both existing populations of Spanish toothcarp (Aphanius iberus), which is at risk of extinction all over the world, and the protected flora, Limonium sp, thus creating tidal lakes with a habitat for aquatic birds. The different requirements in terms of depth, isolation and slopes, mean that the section of earth breakwaters between pools is remodelled to diversify the amount of flooding and thus create an archipelago of tidal islands. Within the context of the dry landscape of central Catalonia, the proposal is to expand and ‘activate’ the water through a seasonal programme. The initial ‘pack’ is a swimming pool complex, a place of mist and ice, fountains, pots, aquatic gardens, fun canals and waterfalls. The project is based on two opposing aspects and geometries, whose very contrast serves to emphasize its identity: straight rows of cherry trees and the defined, abstract geometry of the cement sepulchres. Seen from the ground, the architecture is carefully enclosed within narrow strips among the cherry trees. The proposal includes transforming the terraces into a set of grades of different heights which open up the space to create a kind of urban ‘stage’ which also incorporates access ramps as a tectonic solution for the 2m level difference.
