Message
It fills my heart with great pleasure to acknowledge that the
National Mission for Empowerment of Women (NMEW) has been
making great progress in catering to the needs of women from all
sectors, strata and regions of India. Inter sectoral convergence of
schemes and programmes impacting women, which is the mandate of
the Mission, is not an easy one. However, despite the challenges, it has
been able to set a benchmark in a short span of time, with a multi
pronged approach to bring in convergence with Central and State
Govt. Ministries and Line deparments as well as reputed civil society
organizations in strengthening the processes that promote holistic
development and empowerment of women.
I wish NMEW success in all its endeavors!

Shri Prem Narain (IAS-UP-78) joined as Secretary in the
Ministry of Women and Child Development, Government

of India on August 1 , 2012. Earlier, he was serving as the
Principal Advisor, Planning Commission. Shri Narain has
been a driving force behind the progress of the Mission.
Smt. K Ratna Prabha (IAS-KN-81) joined as Additional
Secretary and Mission Director of National Mission for
Empowerment of Women, Ministry of Women and Child

Development, Government of India on August 22 , 2012.
Since the day of her joining, she has set a new direction and
pace for the Mission.
Smt. Rashmi Singh is a civil servant from the Union
Territory Civil Services 1989 batch. She is presently the
Executive Director, National Mission for Empowerment of
Women, Ministry of Women & Child Development,
Government of India. She has been a key person for the
execution of the programmes of the Mission.
Introduction
1. National Mission for Empowerment of Women (NMEW) is an initiative of the Government of India with a
view to empower women socially, economically and educationally. The Mission aims to achieve
empowerment of women on all these fronts by securing convergence of schemes/programmes of different
Ministries/Departments of Government of India as well as State Governments. The Mission utilises existing
structural arrangements of participating Ministries wherever available and partners with Panchayati Raj
Institution (PRIs) in implementation of activities.
2. NMEW, as a mission based approach, was initiated as per recommendations of the Committee of Governors
(CoG) setup by the Hon'ble President of India to address socio-economic development and empowerment of
women. The Mission was launched by Hon'ble President of India on 8th March, 2010.
3. The objective of the Mission is to facilitate the processes for ensuring economic and social empowerment of
women with emphasis on health and education, elimination of violence against women, creation of awareness
about various schemes and programmes meant for women, gender mainstreaming of programmes, policies,
institutional arrangements and processes of participating Ministries.
4. NMEW has a National Mission Authority (NMA) at the apex level under the Chairmanship of the Prime
Minister, which is meant to provide policy direction to the Mission and enable convergence across ministries.
NMA comprises of Ministers from 14 partner ministries of the Govt of India, namely, Ministry of Human
Resource Development, Ministry of Finance, Ministry of Housing & Urban Poverty Alleviation, Ministry of
Rural Development, Ministry of Panchayati Raj, Department of Agriculture and Cooperation, Ministry of
Health & Family Welfare, Ministry of Micro, Small & Medium Enterprises, Ministry of Law & Justice,
Ministry of Environment & Forests, Ministry of Labour & Employment, Ministry of Social Justice &
Empowerment along with the Chairperson of National Commission of Women (NCW), two Chief Ministries
of States and five representatives from Civil Society Organizations (CSOs).
5. The Mission is served by a dedicated team at the Centre comprising of an Additional Secretary cum Mission
Director, an Executive Director and other gender experts from various thematic domains of Poverty
Alleviation, Social Empowerment, Health and Nutrition, Gender Budgeting, Gender Rights & Law
Enforcement, Empowerment of Vulnerable and Marginalised Women, Media, Awareness Generation,
Advocacy & Mass Communication and Information Technology.
6. The State level institution consists of the State Mission Authority (SMA) and State Resource Centre for
Women (SRCW), which works in co-ordination with NMEW. The SMA under the Chairmanship of the Chief
Minister and Ministers of key Departments related to women's issues, besides civil society representatives as
members, provide direction to the Mission's activities in the respective states.

7. The first pilot project to demonstrate
convergence of programmes and schemes was
launched in District Pali, Rajasthan on Sep 16,
2011. Women Resource Centres or Poorna
Shakti Kendras (PSKs), that are one stop
centres for services to women, were opened in
150 Gram Panchayats (GPs). The PSKs are a
platform/forum for women to come together,
explore their potentials and possibilities, raise
women's awareness about their contributions
to society and their social, economic and
political rights, facilitate access to schemes and
entitlements and build capabilities for
promoting women's participation in decisionmaking. Each PSK has two Mahila Gram
Samanvyaks appointed by the mission who act
as motivators for the women in the Gram
Panchayat and are also responsible for
providing training on various issues. The
district centre along with the partner CSOs
provide support to the PSK in implementation
of various initiatives.
The PSK model has achieved important
milestones in districts where it has been
operationalised. It has helped thousands of women
to avail benefits of various Government schemes
by increasing awareness of entitlements and
facilitation in applying for government schemes
and programmes. Women have been mobilised to
participate in Nari Sabhas, creating awareness on
women's role in local governance and ensuring
larger participation of women in Gram Sabha
meetings.

There has been a focus on addressing various
social issues including declining Child Sex Ratio
(CSR), child marriages, Violence Against Women
(VAW) etc. Simple steps like celebrating the birth
of a girl child and honouring the mothers for the
birth of the girl child at the community level,
installing tracking devices in 32 Ultrasound
Centres are some of the steps taken as part of
Former President APJ Abdul Kalam delivered a moving address
efforts to address the declining child sex ratio and
on the occasion of Girl Child Day 2013; Hon'ble Minister and
have shown impact. Other efforts made by the

PSK have contributed to increase in enrolment and
improved attendance of girls in schools, prevention of more than 200 child marriages, increase in registration and
resolution of domestic violence cases, etc. In the efforts for economic empowerment, NMEW has partnered with
CSOs like Shanidham Trust and Hand-in-Hand to form Self Help Groups (SHGs) as well as other livelihood
promotion activities.
The PSK model project is also being implemented in District Kamrup Metropolitan, Assam and Jaintia Hills of
Meghalaya.

Progress of the Mission during 2012-13
1. NMEW activities initiated during 2011-12 after the approval of Planning Commission of NMEW as a
Centrally Sponsored Scheme (CSS) on 04/04/2011 were scaled up and strengthened during 2012-13.
2. The Central Monitoring Committee (CMC) and Inter-Ministerial Coordination Committee (IMCC) set up to
monitor and facilitate convergence across Ministries met during 2012-13. The CMC under the Minister of
State (IC), MWCD with representatives from five participating Ministries/Departments, State Governments
officials and specific domain experts as members has the role of effective monitoring of the functioning of the
Mission. The CMC held three meetings during the year. The Inter-Ministerial Coordination Committee
(IMCC) under the Cabinet Secretary with Secretaries of 14 Partner Ministries / Departments as members, has
the role of reviewing inter-ministerial convergence issues and met on 17th October, 2012.
3. SMA has been notified by 27 States/UTs (Andaman & Nicobar Islands, Arunachal Pradesh, Bihar,
Chhattisgarh, Chandigarh, Daman & Diu, Gujarat, Goa, Himachal Pradesh, Haryana, Jammu & Kashmir,
Jharkhand, Karnataka, Kerala, Lakshadweep, Madhya Pradesh, Goa, Meghalaya, Mizoram, Nagaland,
Odisha, Puducherry, Punjab, Rajasthan, Tripura, Uttarakhand and West Bengal) The SMAs in Goa and West
Bengal had their meetings and important issues concerning women were taken up for discussion.
4. As on date, 21 States/UTs (Andhra Pradesh, Bihar, Chandigarh, Chattisgarh, Daman & Diu, Gujarat, Haryana,
Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Meghalaya, Mizoram, Nagaland,
Odisha, Puducherry, Rajasthan, Uttarakhand, Tripura and West Bengal) have set up SRCWs.
5. NMEW has prepared a detailed Action Plan for the next 3 years (2012-15) in consultation with partner
ministries, CSO's and experts as a road map for the various initiatives for women's empowerment. This action
plan, approved by CMC of the Mission, is being currently implemented by the Mission.
6. Thematic Convergence Projects were launched on 18th August, 2012 at a ceremony held at Vigyan Bhawan,
New Delhi. These projects pertains to various issues affecting women including declining Child Sex Ratio
(CSR), Access to Rights, Access to Sustainable livelihoods etc. in association with Partner Ministries,
International Agencies and Civil Society Organisations.

The project is implemented in collaboration with MoPR focusing on District level
action plan for improving Child Sex Ratio. The process emphasises on capacity

Centre for
Advocacy and
Research (CFAR )
The project describes a socially disadvantaged group i.e., sex workers and transgenders. The focus is on designing and evolving processes to ensure that the basic
entitlements and services are delivered consistently. Along with that it focuses on
scale for vulnerable and trafficked sex workers and transgender persons through
better convergence and integration of various Government schemes and programs.

This project aims at Economic Empowerment of Women Farmers through Value
Chain Development. The project proposes to develop support structures and
facilities to promote new gains through value chain approach, especially postharvest value addition processes and establish marketing facilities through women's
collectives /social enterprises to achieve scale. In the first phase of implementation,
the staff have been identified, provided required training and the primary producers
to take part in this project intervention is being initiated. Value chain development is
being done through innovative, locally relevant technologies for value addition.
Strategies involve groups of women farmers in order to improve their incomes
through both vertical & horizontal integration.

This is an action research study on access to justice by women in seven identified
districts to which the Sixth Schedule or Article 371A, B and G of the Constitution of
India apply. The Sixth Schedule of the Indian Constitution pertains to the
administration of the tribal areas in the North Eastern States of Assam, Meghalaya,
Tripura and Mizoram. Article 371 A, B and G of the Indian Constitution protects the
tribal laws applying in certain states such as Assam, Tripura, and Nagaland. This
guarantees a system of direct self governance that ensures the tribal regions in the
North East preserve their existing systems of governance. As there are no Panchayati
Raj Institutions in these areas, there is no way to ensure a minimum representation of
women, as is now mandated in the Panchayats. Hence, women are unable to
participate in decisions concerning governance, justice and interpretation of tribal
laws. This phenomenon may have ramifications for the development of women and
their access to justice in these areas.

Tourism through
Hand in Hand
(HiH)
This project on Eco-Tourism for Women Empowerment & Poverty Reduction is
working towards building capacity of women SHGs for creating enterprises and
services revolving around tourism and developing market linkages. The initial
activities of formation of SHGs, appointment of implementation staff, setting up of
infrastructure etc. have already been initiated through partnership with the
implementing NGO.
The goals for the programme include Empowerment of women leading to
Development of backward and forward linkages in the Eco-tourism value chain for
linking the targeted groups.
The methodology covers capacity building of local women SHGs, Setting up
Incubation, Training & Production centre, SHG formation & bank account opening,
Skill building training & enterprise promotion, Impact Evaluation & External Audit.
Capacity Building Trainings includes various modules to cover basic sensitization
and fundamentals of organized behavior, benefits of savings, customer service,
basics of book keeping and accounting.
The Skill Building Trainings revolves around:
1. Production & Sale of handicraft products.
2. Production & Sale of value added forest & herbal products for both medicinal
and condimental products are proposed to be promoted.
3. Promoting organic farming
4. Production & Sale of dairy products : A product with a unique branding can be
developed and marketed
5. Garment stitching, hand embroidery Production & Sale : Market linkages to be
created in adjoining areas to promote the sale of the products, which will lead to
income generation of the women folk of Banda, paving the way for their
empowerment Awareness camps are being organized for propagating concepts
of environmental care and eco-tourism.

6.
OXFAM India
Oxfam India has been advocating, as part of its programme activities, for proper
implementation of the Protection of Women from Domestic Violence Act (PWDVA)
to address domestic violence. It has established support centres for women in
identified police stations in Gujarat, Uttar Pradesh & Andhra Pradesh. Some of these
have been in place since 2009, and are in various stages of operation.
Experiences from the working of the support centres have shown that domestic
violence needs holistic research which includes legal aid, accesses to health systems,
shelter facilities, livelihood opportunities and access over household property.
Hence this project aims to fulfil these convergence opportunities.

The main objective of the project is to empower socially excluded communities in
the focus areas to enable them to be part of the mainstream society. The project also
aims to facilitate better access of various Govt. schemes and programs through

The purpose of the project is to address the relevance of sex/gender disaggregated
data in Kamrup, Assam and Singhbhum, Jhakhand in asserting the impact on
participatory governance, citizen participation and enhanced entitlements. It aims to
provide opportunity to make available authentic information on the basic
infrastructure available to the community and the officially published data so that the
gaps can be easily ascertained. It has the potential to go beyond data collection and to
include gender considerations in data analysis, validation and ultimately in
utilization of the data for planning and budgeting apart from its other uses for local
governance.

A 'Communication Charter' was chalked out for a cohesive communication strategy
to address the problem of female foeticide or 'Sex Selective Elimination' (SSE). This
communication strategy is aimed at bringing about an attitudinal change in people so
that they stop believing in the merits of SSE. This was done through involving
community members in every stage of message development making it an
interactive and experiential process leading to greater acceptance and sustainable
action in the practices of a community.

7. Other Thematic Convergence Projects: Apart from the above mentioned 11 convergence projects, The
Mission has also converged with the following :
i. NMEW along with NGO, Women Power Connect is conducting a project on empowering girls by
addressing child marriage through the implementation of the Prevention of Child Marriage Act. (PCMA) It
looks at the convergence strategies required for capacity building, advocacy and mobilisation aspects of the
Act. It is being implemented in the districts of Sehore and Rajghar (Madhya Pradesh); Dumka and Deoghar
(Jharkhand) and Nalanda (Bihar). As a part of this Project three state level consultations have been conducted
in Bhopal on 26th of Dec 2012, Patna on 28th of Dec 2012 and Ranchi on 9th of Jan 2013. Also a state level
interactive session was organised in Patna on 11th of Jan 2013, which was attended by the Minister of Social
Welfare, Bihar and the ED, NMEW along with other stakeholders.
ii. NMEW's project “E- Vidya” along with CSC e-Governance Services India Limited will train 25000 rural
women to become digitally literate by acquiring basic Information and Communication Technology(ICT)
skills. The projected is being implemented in the districts of Banda, Mirzapur, Maharajganj, Sonbhadra
(Uttar Pradesh), Jodhpur, Barmer, Ganganagar (Rajasthan), Rajnandgaon (Chattisgarh), Nashik
(Maharashtra), Patiala, Gurdaspur, Jalandar, Hoshirpur (Punjab) and West Tripura, Dhalai (Tripura). The
project will target the beneficiaries under the SABLA programme for the ICT training.
Efforts to Address Declining Child Sex Ratio
The Inter Ministerial Co-ordination Committee (IMCC), headed by the Cabinet Secretary, highlighted the issue of
the declining CSR as a priority matter in its first meeting held on 17th October, 2012. IMCC had representations of
all the partner ministries of the Mission as well. Several suggestions were made including the recognition of the
fact that there is no National Level Action Plan for providing focused attention to this grave issue. Subsequent to
this, the MWCD has been asked to draw up a National Level Action Plan with reference to the National Advisory
Council's (NAC) recommendations for improving CSR at birth and the draft report of the Sectoral Innovation
Council (SIC) of MWCD on declining CSR. A Working Group, consisting of the partner ministries of NMEW and
headed by Secretary, WCD,was constituted in order to submit a National Action Plan.
In order to draft the Plan, NMEW held a National Consultation to bring various stakeholders, including
Government officials, CSO members, Medical

Practitioners etc. on board on 8 January,
2013 at Vigyan Bhawan, New Delhi, to
identify ways to address the issue of declining
CSR. Subsequently, to understand the regional
perspective on this issue of declining child sex
ratio and Government initiatives taken at the
National, State and District level along with
challenges in the implementation of the
PCPNDT Act, societal attitude and
effectiveness of media in communicating
messages to the community, a series of four
Regional Consultations were organized.
During the course of each of the four Regional
Consultations, the participants were divided
into four groups to hold discussions on Policies
& Programmes, Laws & Legislations,
Community Participation and Advocacy &
Social Mobilization. The outputs from these
deliberations have been utilized by the
Working Group for drawing up the National
Action Plan by the Ministry of Women & Child
Development.

1. The First Regional Consultation for the Southern States was organized in Hyderabad on 7 February,
2013, in collaboration with Women & Child Development Department, Government of Andhra Pradesh. The
participating states in the Consultation were Andhra Pradesh, Karnataka, Tamil Nadu, Kerala, Orissa,
Puducherry, Lakshadweep and Andaman & Nicobar Islands. The inaugural session of the Consultation was
graced by Smt. Krishna Tirath, Hon'ble Minister, Women & Child Development, Government of India along
with Smt. V. Sunitha Laxma Reddy, Hon'ble Minister of Women & Child Welfare, Government of Andhra
Pradesh. The Consultation provided a platform for every State of the region to put forward its perspective on
the issue of CSR and the initiatives being undertaken by them to tackle the issue. Around 150 participants from
the Southern Region including Government officials (Health, DWCD, Panchayati Raj, Rural Development,
Planning Department, Judiciary, Police, District Collectors etc), CSO members, Medical Practitioners,
Radiologist/Ultrasonologists etc. engaged in the day long deliberation and worked on the recommendations.
2. The Second Regional Consultation for the Western States namely Goa, Rajasthan, Gujarat, Dadra & Nagar

Haveli, Daman & Diu & Maharashtra was held on 15 February, 2013 at Hotel Vits Convention Centre,
Balewadi, Pune, Maharashtra. The Consultation was hosted by the Department of Women and Child
Development, Government of Maharashtra with support from the Mission. Hon'ble Minister, Women & Child
Development, Smt. Krishna Tirath inaugurated the consultation. Smt. Varsha Gaiekwad, Hon'ble Minister of
Women & Child Welfare, Government of Maharashtra also participated in the inaugural session. Smt. K.
Ratna Prabha, Additional Secretary & Mission Director, Smt. Rashmi Singh and other officials of NMEW,
Ministry of Women and Child Development were present. Principal Secretary, Shri Ujjwal Uke, Ministry of
Women and Child Development, Govt. of Maharashtra, Smt. Shomita Biswas, Member Secretary, National
Commission for Women and a host of other senior officers from Department of Women and Child
Development and CSOs were present to deliberate and give recommendations on this issue.
3. The Third Regional Conference for the States of the North-East Region and West Bengal to address

issues of declining Child Sex Ratio (CSR) was held on 20 February, 2013 at Guwahati at Administrative
Staff College, Khanapara. The conference was attended by over 70 representatives representing Government
and Civil Society Organisations. Sh H.K. Sharma, Secretary, Department of Social Welfare, Govt. of Assam
welcomed all the participants and Smt K. Ratna Prabha, Additional Secretary & Mission Director, NMEW
made a detailed presentation on the issue, highlighting the drop in CSR across the regions. Sh P.P. Verma,
Additional Chief Secretary, Govt. of Assam, mentioned that the 2011 census figures had come as a shock to
many people, though the drop in Assam was only 7 and below the national average of 13, as it signified
impeding problem. The inaugural session was followed by state-wise presentations on CSR initiatives.
4. The last and Fourth Regional Consultation for the Northern & Central States namely, Bihar, Chandigarh,
Chhattisgarh, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Madhya Pradesh, Punjab,
Uttarakhand, Uttar Pradesh & Delhi was held on 28th February, 2013 at NIPCCD, Lucknow, UP. The
Consultation was hosted by the Department of Women & Child Development (DWCD), Government of Uttar
Pradesh with support from the Mission. Sh. Prem Narain, Secretary, Ministry of Women & Child
Development, Govt. of India inaugurated the consultation and Smt. K. Ratna Prabha, Additional Secretary &
Mission Director, NMEW set up the context and guided the deliberation for developing concrete
recommendations and suggestions. Smt. Rashmi Singh, Executive Director, NMEW moderated the
inaugural, topical and technical sessions during the consultations. The State representatives shared the efforts
and initiatives taken on tackling Child Sex Ratio (CSR) within their states and offered recommendations on
how the issue of declining CSR can be addressed effectively.There were approximately 85 participants from
the states comprising of government officials (health, women and child development, NCPCR, DC, ADC,
Mahila Samakhya (HRD), SRCW), CSOs, UN, Media, Academia, Medical professionals etc.
Meanwhile, the Working Group has met thrice to finalise the National Action Plan .

Research Studies
The Mission has initiated a number of research studies on various issues during the year and four studies were
completed.
i.
The study on An assessment of convergence of Sarva Shiksha Abhiyan (SSA) with selected Central and
State Schemes in Mewat district of Haryana has been completed and the recommendations have been shared
with the Ministry of Human Resources Development (HRD), Govt. of India and the State Governments. This
was done in collaboration with Institute of Rural research and Development (IRRAD).
ii. The Study to develop a 'Communication Charter' based on Behaviour Change Communication (BCC)
Study with CSO, Breakthrough in order to chalk out a cohesive communication strategy to address the
problem of female foeticide or 'Sex Selective Elimination' (SSE). The results of this study are now being used
as building blocks for a national level mass media campaign to address behaviours and mind-sets leading to a
declining child sex ratio. The study has also been used to develop communication tools for a grassroots
advocacy campaign that will be implemented in 4 pilot districts in Haryana.
iii. The joint effort with Lawyers Collective Women's Rights Initiative (LCWRI) on monitoring and
evaluation of the Protection of Women from Domestic Violence Act, 2005 resulted in the development of
'Manual on Best Practices on the implementation of PWDV Act 2005', and 'Resource Tool for Monitoring &
Evaluation of PWDV Act 2005'. The Best Practices Manual highlights the efforts of several States towards
effective implementation of the PWDV Act. The Monitoring and Evaluation tool is a guideline for states and
the centre to conduct regular stock taking of the status of implementation of the PWDVA in India.
iv. A study in Pali district, Rajasthan along with Hindustan Latex Family Planning Promotion Trust
(HLFPPT) on A situation analysis of Health Schemes and existing inter-sectoral convergence in Pali
District is in the final stages and the inputs will be used for strengthening the implementation of PSK project.
Progress in other studies initiated during the year by the Mission is as under:
1. Study on 'Accessibility and utilization of basic services rendered to women of SC/ST community to meet
their Rights and Entitlements. (Avinashlingam University, Coimbatore). Seventy five percent data
collection is over and the study will be completed as per the schedule.
2. Gender Atlas of India: A Geo-spatial Perspective (by Delhi University) study aims to collate the socioeconomic, political and demographic status of women through the available secondary sources. This is a
unique Atlas in its own way as it presents all the gender related information/data at one place for ready
reference. The Atlas would further help in understanding the status of women across states/districts and
facilitate in taking up relevant issues and in evolving gender friendly initiatives and taking policy decisions.
3. The study with Participatory Research in Asia (PRIA) addressing Women and Multiple Vulnerabilities in
an area of unrest: Key issues and challenges of Tribal women in Dumka and Jamtara of Jharkhand aims
to understand the perception about women's vulnerabilities, capabilities and barriers for access to basic
services in a situation of unrest. It attempts to analyse the livelihood options, access to services and measures
for improving utilization of these services and possibilities of promotion of convergence. The study would
help in suggesting measures for improving the utilization of these services and in this context identify steps
that can be taken to promote gender convergence between various stakeholders.
4. The study entitled Assessment study on Access and Utilisation of Government Schemes and Programmes
is being undertaken in Pali district of Rajasthan. The overall objective of the study is to assess the awareness
and access of various government programmes and schemes of the Centre and State in the pilot district, Pali.
The focus of the study is on the need assessment/ identification of women and matching their needs with
different programmes and schemes that are being implemented by both the States and the Centre. The outcome
of the study would be crucial in addressing issues related to the underlying gaps in budget allocation and
utilization; Addressing the prevailing gaps in the implementation through better planning of awareness
Generation and IEC Activities; and address critical areas of concern that needs convergence and coordinated
efforts of different departments which would be taken up by the Mission with the concerned
Ministries/Departments.

5. Ministry of Labour & Employment in collaboration with NMEW is undertaking a National Study on Skill
Development programme/schemes for Women. NMEW has organized a brain storming session with
partner Ministries to develop Terms of Reference and also the design of the study.
6. Learning from STEP Evaluations: How Best to Strengthen skills is a Meta-Evaluation of STEP projects
commissioned by NMEW to Institute of Social Studies Trust, and funded by Ministry of Women & Child
Development. So far 20 evaluation reports have been analysed using OECD DAC framework and the field
work has commenced. Report is expected to be completed by end of March 2013.
7. An in-house critical assessment on labour laws and their implications on participation of women in the work
force involving research, classifying and collating literature (both in house research along with research
studies sent to us in response to our advertisement) has been ongoing. The aims of this research project are to
identify areas where there is inadequate implementation of women friendly legislations and policies or where
existing legislation has developed a gender blind spot in its implementation, thus affecting the participation
rate of women in the workforce. Policy note on maternity benefit has been prepared and followed up with
Ministry of Labour and Employment as part of this critical assessment. Also Focussed Group Discussions
(FGD) are planned on various themes such as factors responsible for low work force participation of women,
sexual harassment at the workplace, maternity benefit, and safety and security at the workplace. The first FGD
with experts on the issue of shift rationalisation to ensure safety and security of women in work was

successfully organised on 27 February, 2012.
8. A Compendium of Schemes for Women by various Ministries/Departments of the Government is in
progress. The main objective of this exercise is to have the list and brief information about all the schemes of
the ministries/departments of the central/state government related to women at one place. The final document
would serve as a handbook/resource guide to all users interested in the cause of women/gender issues. The
same would benefit not only the national and state officials but all the grass root level functionaries and the
community at large. The compendium would be printed in English language and later translated into the
regional languages with the help of SRCWs.

A series of 6 regional conferences on Achieving Convergence for the Empowerment of Women were held
at Shillong, Patna, Bhubaneshwar, Chandigarh, Bangalore and Mumbai covering all states of India to bring
together diverse stakeholders in raising collective consciousness on inter-sectoral women issues and need for
convergent action.

Nari ki Chaupal is a unique initiative by NMEW to create a vibrant space that enables a large number of
community groups, civil society organizations and women from various communities to come together,
reflect and have a dialogue on issues that affect women. Range of key messages were disseminated through
interesting, pre designed and structured activities in form of Nari ki Chaupal during Vatsalya Mela, held at

Dilli Haat, New Delhi from Nov 14 to 19 , 2012. The space had an ethnic chaupal kind of a look where
people can sit around and engage with the proceedings. Dance performances by women and girls, street plays
and legal literacy quizzes were also held along with discussions on various themes such as the declining sex
ratio and sexual harassment of women, etc. The Mission organized various cultural activities with the help of
various professional agencies that creatively represent the themes, viz., Girl's Safety, Domestic Violence,
Protection of Women, Menstrual Hygiene, Female Feticide, Value of Girl Child, Sanitation through audiovideo shows, street plays, game shows, puppetry, discussion, interactive games, etc. A number of reputed
civil society organizations collaborated with the Mission to make Naari Ki Chaupal programme a success.

Mini Vatsalya Mela: Mini hubs of activities during Vatsalya Mela were created all over Delhi in
collaboration with 60 local NGOS who run Gender Resource Centres under Mission Convergence, Govt. of
Delhi. Beti Janmotsav was organized as part of Mini Vatsalya Mela held at the community level, in
collaboration with 60 local NGOs of Delhi spread all over the NCR by mobilizing women from the
community with whom they work. During these Beti Janmotsavs, the birth of the girl child was celebrated
along with the mothers at the community level. Other activities like slogan writing competition, painting
competition, discussions and street play etc. were also organized among children and adults to highlight the
value of the girl child.

A one day Orientation workshops on learning resource material for accurately measuring the weight,
assessing growth pattern and effective use of Mother Child Protection Card (MCPC) for officials from
Ministry of Women and Child Development (MWCD), Ministry of Health and Family Welfare (MH&FW),
Food and Nutrition Board (FNB), NIPCCD, DWCD, Govt of NCT Delhi was held on 28th August, 2012.

A one-day workshop for training frontline workers including Auxiliary Nurse Midwives (ANMs) and
Aganwadi Workers (AWWs) on using the MCPC was conducted on 30thOctober, 2012. It was attended by

front line workers along with Supervisors, CDPO, Medical Officers from 4 block of NCT Delhi.

A consultation on Valuation of Household Work undertaken by Women in India was organised on
7thNovember 2012 having participants from partner Ministries including Ministry of Statistics and Program
Implementation, National Commission for Women (NCW), INGOs including UN Women and experts. The
deliberations focussed on the need for measurement and recognition of the work done by women within the
household. Subsequent to the consultation, a task force comprising of Prof. H.R. Hashim, Prof. Indira
Hirway, Prof. Jayati Ghosh, Prof. Aasha Kapur Mehta, Ms. Dakshita Das and Dr. Neetha N. Pillai was
constituted to provide policy suggestions. The task force has provided recommendations to the MWCD to
address this issue.
7.
A National level Interactive Consultation with Scheduled Caste (SC) Elected Women Representatives was
organized jointly with the All India Dalit Mahila Adhikar Manch on 18th and 19th November, 2012. The
objectives of the consultation were to understand the issues of SC Elected Women Representatives, and also
enable a dialogue between the Ministries responsible for facilitating their effective participation in local
governance. Further, the over-all objective of the consultation was to develop a future course of strategy on
issues related to the SC and ST women elected representatives.

A two day Orientation programme for Nodal Officers of SRCW was held from 19 to 20 December, 2012 for
senior officers of nodal departments in the States and functionaries of SRCWs. Representatives from 18
States attended the programme.
9.
A National level conclave on Corporate Social Responsibility (CSR) was organised on 17th November,
2012. The conclave was addressed by leading corporates and several industrialists participated as well.

10. A National Girl Child Day function was organised by the Ministry of Women and Child Development in New
Delhi on Thursday, 24th January, 2013. The occasion was graced by former President Shri APJ Abdul Kalam.
Shri Kalam enthralled the children in the audience by making all the girl children take the following pledge “I am born with protection. I am born with goodness and trust. I am born with ideas and dreams. I am born
with confidence. I am born with wings. I am not meant for crawling, because I have wings and I fly. I fly. I fly.”
To celebrate this occasion, an All India Slogan Writing Competition in Hindi and English categories was
organised by NMEW for school children in the age group of 14-18 years in the context of rapidly declining
child sex ratio in India. The competition drew approximately 5000 entries from all over the country and
abroad. The winners of the selected slogans received First Prize of Rs. 50,000/-, Second Prize of Rs. 35,000/and Third Prize of Rs. 25,000/- under each category from Shri Kalam and Smt. Krishna Tirath, Hon'ble

11. NMEW participated in the North East Fest sponsored by the National Textile Corporation (NTC), Ministry
of Textiles, Ministry of Home Affairs, GoI, DONEAR and many other Government departments including

NMEW and PSUs to promote the activities of the Mission in the North East on 1 March, 2013 at Guwahati,
Assam. Nari ki Chaupal was organised at the venue of the Festival at Hotel Brahmaputra Ashok in Guwahati.
Frontline women workers from the PSK, Dimoriya Block, ASHA, AWWs and women from the community in
Kamrup Metropolitan District participated in this programme where NMEW officials conducted a workshop
on gender roles and stereotypes and the Protection of Women from Domestic Violence Act (PWDVA), 2005
through audio-video clips on how to intervene in the middle of incidences of domestic violence. Nari ki
Chaupal was followed by a play by a well known theatre activist from Assam, Shri Naren Patgiri on economic
empowerment of women through weaving which is an important income generating activity for women in the
entire North East region.
