Introduction In FY2013-14, the national and world economies continued slow recoveries from the Great Recession and every business faces a “new normal” in how it operates and successfully competes in the new economy. The Economic Development Council (EDC) continues to serve as a positive resource which provides year-round support to business owners, executives, and entrepreneurs who may be seeking to start, expand or relocate enterprises in St. Johns County. The EDC has worked and continues to work to encourage businesses to expand and to relocate in St. Johns County. The good news to share this year is that our local economy continues to improve ahead of the pace of most of the rest of the land. On pages 15-17, you will find 17 announced projects representing new and expanding local businesses and 18 instances highlighting additional economic activity. This list contains projects that serve both our job generation goals as well as our non-residential tax base expansion goals. The EDC offers a valuable connection point linking businesses to key resources. EDC events provide unique networking opportunities, access to St. Johns County’s most successful businesses and assist local leaders in increasing awareness of local, state and national economic issues. A quick look at key economic indicators for St. Johns County: Unemployment rate is 4.7% (November, 2014). St. Johns County’s unemployment rate of 4.7% was considerably lower than both the state (5.6%) and national (5.5%) unemployment averages for this same time period. Private sector average wage rate increased to $36,489 Property tax base increased 2.9% to $17.5 billion Commercial property tax base increased 0.2% to $2.5 billion The St Johns County Board of Commissioners approved a new and improved incentives ordinance in FY2013-14 which gives our community a more competitive set of tools to ensure St. Johns County businesses continue to thrive. The EDC hired a new economic development vice president, Declan Reiley, with 25 years experience in adding value to economic development programs on both the Atlantic and Pacific coasts and in both the private and public sectors. The expansion of local businesses, the introduction of new enterprises with new employment opportunities and the expansion of the non-residential tax base will continue to benefit the residents and economy of St. Johns County. The united effort among economic development partners has produced positive results and we believe this momentum will continue in 2015. In 2014, the EDC partnered with organizations including St. Johns County, the City of St. Augustine, the Industrial Development Authority (IDA), the Northeast Florida Regional Airport (NFRA), Small Business Development Center (SBDC), SCORE, the St. Augustine, Ponte Vedra & the Beaches Visitors and Convention Bureau (VCB), St. Johns County Tourist Development Council (TDC), CareerSource of Northeast Florida, JAXUSA Partnership and Enterprise Florida. Each of these organizations, as well as individual EDC members, play a critical role in St. Johns County’s economic development efforts. The JAXUSA Partnership Report is included as Addendum 1. Through our collaborative efforts, the EDC worked to advance the three goals established by the Chamber Board of Directors for 2014: JOBS St. Johns Florida 5.7% 5.1% PRIVATE SECTOR WAGES 1. Job Creation The goal was 51,536 private sector jobs in St. Johns County. The final data for 2013* indicates that St. Johns County ended the year with 52,787 private sector jobs, representing an increase of 5.7% from 2012. St. Johns Florida 2. Wages The goal was an average private sector wage rate in St. Johns County of $36,676. The final data for 2013* indicates an increase in the average private sector wage rate of 0.8% to $36,489 from 2012. TOTAL PROPERTY VALUE 3. Commercial Tax Base The goals were 16.2% of non-residential vs. total taxable property value and to reach $2,529,950,720 in commercial tax base value, including tangible personal property value and centrally assessed property. The final data for 2013 indicated 15.9% of nonresidential versus total taxable property value and an increase of 0.2% to $2,535,880,571 in commercial tax base value. In 2014, St. Johns County witnessed a positive increase in local employment and a simultaneous expansion of our local labor force. The St. Johns County School District has been ranked #1 out of 67 counties in Florida for six consecutive years. According to the U.S. Census Bureau’s 2013 American Community Survey (ACS), approximately 73.7% of St. Johns County’s population over 25 years of age have some college education, 41% have a bachelor’s degree or higher and 14.1% have graduate or professional degrees.* The college attainment level of St. Johns County places it 3rd highest in the state after Leon and Alachua counties. The new welding facility features a high-tech welding simulator. FCTC offers a comprehensive array of technical career training programs including automotive technologies, firefighter, EMT, paramedic, nursing, dental assistant digital design and aircraft fabrication programs. FCTC is currently developing Florida’s first ASE/CNG certificate program to help meet the expanding needs of employers with fleets utilizing compressed natural gas (CNG) and other alternative fuels. 11 Economic Advocacy In 2014, the St. Johns County’s EDC and its economic development partners worked to promote St. Johns County an attractive location to expand or relocate a business. This multi-faceted effort included participating in select conferences, hosting special events and direct communications with potential prospects for expansion or relocation. The St. Johns County Chamber of Commerce also hosted more than 140 business networking and education events in FY2014 aimed at promoting business development. Special event highlights included: Economic Development Reception at THE PLAYERS. The St. Johns County Industrial Development Authority (IDA), St. Johns County EDC, Northeast Florida Regional Airport (NFRA) and other partner organizations planned and hosted the Economic Development Reception at THE PLAYERS. This economic development event was held during THE PLAYERS Championship at TPC Sawgrass. St. Johns County Chairman Jay Morris recognized St. Johns County ranking as the #1 School District and AT&T’s corporate leadership in economic development in Northeast Florida. Jan Fogelberg, Vice President of Customer Service & Technology for Frontier Airlines offered remarks regarding their expansion into the St. Augustine market and new route from St. Augustine to Trenton, New Jersey. Collins White, CEO of Defenshield & Phil McDaniel, Founder of the new St. Augustine Distillery provided personal testimonies regarding the support their companies received from the economic development partnership. The St. Johns County Chamber and Economic Development Council also engage in direct advocacy efforts and engage with local, state and federal policymakers to promote sound public policies which support the growth and expansion of businesses. The elected leadership of the State of Florida and the Governor of the State of Florida are keenly focused on Florida’s economic climate and St. Johns County’s elected officials have also made economic development a key public priority. The executive committee of the Economic Development Council reviews and approves an annual state and local legislative agenda which guide the advocacy communications of our members and staff team. Advocacy is necessary to ensure St. Johns County continues to have a regulatory environment which is attractive to business and which provide small businesses and new start-ups with the opportunity to grow and expand. Two programs which provide opportunities for members of St. Johns County’s business community to directly interact with current and prospective policy makers include the annual Day@TheCapitol program and the Politics In St. Johns events held during election cycles. 12 Promoting St. Johns County Economic Development Council Quarterly Breakfast Events Each year, as part of its educational mission, the Economic Development Council produces four educational forums known as “EDC Quarterly Breakfast” events. These large-scale events are attended by St. Johns County’s most successful business leaders and feature presentations by economic and public policy experts. These special events provide unique networking opportunities and are designed to educate business leaders on issues and trends impacting the health of St. Johns County economy. Our FY2014 EDC Quarterly Breakfast Series included: Fall 2013 program featured Christine McGlade, Vice President & Site Manager, for the Northrop Grumman’s St. Augustine Aircraft Integration Center of Excellence, who shared an update on Northrop Grumman’s expansion and planned construction of a new aircraft manufacturing facility. Defense Sector Winter 2014 program “Education: The Economic Development Issue of the 21st Century,” program featured a panel of education experts including Greg McLeod, Provost of St. Johns River State College-St. Augustine, Dr. Joe Joyner, Superintendent of the St. Johns County School District, and Dr. Laura Bailet, Director of the Nemours BrightStart program. The panel provided updates on the contribution of their organizations to workforce education in St. Johns County and also discussed the positive impact of early learning programs. Education Sector Spring 2014 program “Advancing and Sustaining Success” featured Richard Burke, CEO of Advanced Disposal who discussed the growth and expansion of their environmental services company and compressed natural gas technology. Environmental Services / Energy Sectors Summer 2014 program “Building Florida’s Businesses Online” focused on the use of technology to accelerate small business growth and featured David Brown, President & CEO of Web.com. Technology Sector Representatives from the media are invited to attend all EDC events. News coverage increases public awareness of the key economic issues and trends discussed at the events. 13 4 Funding the EDC The work of the St. Johns County’s Economic Development Council to support the relocation and expansion of businesses in St. Johns County is funded by both private and public contributions. In FY2013-14, private funding accounted for approximately 61% of the EDC efforts, a contract with St. Johns County accounted for approximately 32% of funding and payments from third party contract work accounted for approximately 7%. The funds were used for St. Johns County participation in the JAXUSA regional economic development partnership, which serves Northeast Florida as well as the EDC’s direct efforts in business recruitment, expansion and community education on business-related matters. Manufacturer of specialized security products designed for the defense and homeland security sectors relocated its international corporate headquarters from Syracuse, New York. National discount retailer expanded in St. Johns County, opening three new retail locations in St. Augustine and Murabella. National discount retailer expanded in St. Johns County,, constructing a new store in St. Augustine. An additional location is also planned for West Augustine. Fidelity Bank expanded into the St. Johns County market and has opened three bank locations in St. Augustine, St. Augustine Beach and Ponte Vedra Beach. ST. AUGUSTINE HISTORIC DISTRICT National premium hotel chain expanded in St. Johns County, redeveloping a hotel site in St. Augustine’s Downtown Historic District. National airlines expanded into the Northeast Florida air service market. Frontier launched new air service from Northeast Florida Regional Airport to Trenton, New Jersey market. 16 Upscale themed resort chain announced expansion in St. Johns County. Guy Harvey Resorts will redevelop an oceanfront hotel site on St. Augustine Beach in 2015. National historic tour company relocated its corporate headquarters to St. Johns County with the acquisition of a professional office building in St. Augustine Beach. Hyper Screens, LLC., a St. Johns County technology and manufacturing company expanded and purchased a new manufacturing facility. New & Expanding Companies Manufacturer of aluminum fencing products relocated its corporate headquarters and manufacturing center to St. Johns County. Jacksonville Academy of Gymnastics opened a new sports education and training facility in St. Johns County. Compressed natural gas service provider expanded in St. Johns County. Public-private partnership announced to create a new CNG fueling station. Villagesof St.Augustine Non-profit veterans services organization expanded, developing a new education and training center in Ponte Vedra Beach. Historic bank property re-imagined and restored as a premium wedding and corporate events venue. International chain of gourmet coffee shops announced plans to expand in St. Johns County with a new Starbucks coffee shop. St. Augustine San Sebastian Inland Harbor Waterfront mixed-use site development announced in St. Augustine’s Downtown Historic District within the Lincolnville CRA. New assisted living facility is planned for SR 16. Construction is expected to begin in 2015. Florida credit union expanded in St. Johns County, opening two new bank branches in St. Augustine and Ponte Vedra Beach. New manufacturer of aquarium tanks and products serving domestic and international markets opened its headquarters in St. Augustine. Technology-focused children’s museum announced in St. Augustine. 17 This new compounding pharmacy is locally-owned and operated. Specialty pharmaceuticals is a growing high-wage industry in Florida. Under Construction Economic development projects can often span multiple fiscal years as they progress from initial inquiry to qualified prospect to public announcement to commencement of construction. We’d like to provide you with a brief update on projects announced in this fiscal year as well as previously announced projects which are under construction and will soon contribute the commercial tax base. Located on 21 acres of prime wooded land, the Silver Creek at St. Augustine development is comprised of 72 assisted living units and 48 memory care units within a single custom-designed building. Groundbreaking activities for the Silver Creek St. Augustine community began in July 2014 and opening is projected for July 2015. Ideal has relocated its headquarters and manufacturing plant to St. Augustine, Florida in St. Johns County. Over several years, up to 120 jobs will be created or relocated. Ideal made the decision to relocate to St. Augustine after considering multiple locations in Georgia and Florida. Its new St. Johns County plant will allow for increased manufacturing efficiencies, improved logistics, better access to Ideal’s fast growing customer base and operational savings.
