BOE History and Mission
♦ Bureau of Explosives (BOE) is dedicated to helping
carriers, shippers, and container manufacturers
continually improve hazmat transportation safety
♦ Formed in 1907 by the railroad industry to serve as a
self-policing agency to advance the safe transportation
of explosives and other dangerous articles
♦ BOE developed the first hazmat safety rules, which were
later adopted and expanded upon by the Interstate
Commerce Commission and subsequently the U.S.
Department of Transportation (DOT)
♦ Today’s BOE continues to provide valuable services
and products to promote compliance with hazmat
regulations and industry standards

♦ Inspections of rail terminals (yards) to ensure that
railcars transporting hazmat are being accepted and
released in accordance with the regulations
● Train placement, placards, markings, proper securement of top
and bottom closures, stenciling of required inspection and test
dates, etc.
● Follow up with shippers to correct deficiencies, especially when
linked to hazmat NARs
