About ILGA ILGA, founded in 1978, is the world federation of national and local organisations dedicated to achieving equal rights for lesbian, gay, bisexual, trans and intersex (LGBTI) people and their liberation from all forms of discrimination everywhere. ILGA’s Vision The vision of ILGA is of a world where the human rights of all are respected and where everyone can live in equality and freedom; a world where global justice and equity are assured and established regardless of the people’s sexual orientations, gender identities, gender expressions and bodily diversity. Mission: * to act as a leading organisation and a global voice for the rights of those who face discrimination on the grounds of sexual orientation, gender identity and/or gender expression and (sex) intersex, * to work towards achieving equality, freedom and justice for lesbian, gay, bisexual, trans and intersex people through advocacy, collaborative action, and by educating and informing relevant international and regional institutions as well as governments, media and civil society, * to empower our members and other human rights organisations in promoting and protecting human rights, irrespective of people’s sexual orientation, gender identity and/or gender expression and sex (intersex) and to facilitate cooperation and solidarity among ILGA regions and members, and * to promote the diversity and strengths of LGBTI people around the world. 4 ILGA ANNUAL REPORT 2014 Strategic Plan 2014-2018 The 2014 ILGA World Conference adopted the new Strategic Plan for 2014-2018. ILGA’s Strategic Objectives for 2014-2018 are to: 1 Become a representative voice of LGBTI civil society within international organizations, particularly the United Nations, through collaboration, engagement, and support of members and partners. 2 Promote diversity, advance equality and effective application and enjoyment of human rights standards and principles without discrimination based on sexual orientation, gender identity and/or gender expression, and sex (intersex). 3 Reinforce and develop ILGA’s organisational capacity (Executive Board, Staff, Regions and Members) to achieve political, social and institutional change. Our thanks to the following organisations: Special thanks to COC Nederland, ILGA-Europe and RFSL for helping ILGA in a difficult moment. 6 ILGA ANNUAL REPORT 2014 Foreword from the CO-Secretaries General This report highlights a fraction of the achievements of this 37-year old organisation that continues to be dynamic and relevant to the global lesbian, gay, bisexual, trans, intersex and queer movement. We are an organisation, which is made up of an ever-changing movement that keeps growing in its recognition, credibility and maturity. This report is an opportunity for you to take a glimpse into what we do and who we are. Its contents are a manifestation of the hard work and courage of hundreds of activists and allies in all regions of the world. In 2014, we moved. We moved office from one country to another and laid the ground for an increase in our capacity, both within our head office and in our regional offices. We moved activists to gather at five regional conferences. We moved efforts to ensure a strong LGBTIQ voice at the United Nations. We moved the decision-making of the organisation to Mexico City for the biennial World Conference. However, we were moved by the successes of member organisations in their respective countries and regions; by the relentless work in other countries where individuals risk their lives to fight for what is right; and by the young activists who join older ones, renewing the movement’s energy. This is what empowers us to continue fighting for human rights and social justice, discussing issues that matter to you, building bridges with institutions and other movements, and bridging gaps within our own movement. This is also what affirms the need for ILGA and its work. Go ahead and treat this not as yet-another-report, but as a small window to the world of LGBTIQ activists around the world. We are honoured to be leading this organisation and look forward to seeing an ILGA that becomes stronger in its capacity and impact. We are proud to be ILGA. We hope you are too. Ruth Baldacchino and Helen Kennedy Co-Secretaries General ILGA ANNUAL REPORT 2014 7 A MESSAGE FROM THE EXECUTIVE DIRECTOR The first year of ILGA’s new Strategic Plan (2014-2018), adopted by the Executive Board in October 2013 and ratified by the World Conference in Mexico City in October 2014, is behind us. Indeed, 2014 brought rapid and dramatic change, and in its wake it left clear paths to broader cooperation and revealed new causes for optimism. ILGA moved its head office from Brussels to Geneva, supported the organisation of three out of five regional conferences (Africa, Latin America and the Caribbean, Oceania), organised a World Conference in Mexico City, hired its first Gender Identity and Gender Expression Programme Officer, continued its support of regional offices in Buenos Aires, Johannesburg and Hong Kong, published the 2014 issue of the State-Sponsored Homophobia Report and related map, all while expanding its UN work, and awarding former High Commissioner Navanethem Pillay for her outstanding accomplishments visà-vis LGBTI rights during her mandate and directly organising or supporting many other activities listed in this report. Consider the extraordinary demands made on our human resources – three of four staff members relocated with the head office – and our accomplishments in 2014 are all the more staggering, and just as rewarding in terms of results: Global South regions can now realistically look at regional conferences as regular occurrences rather than oneoff occasions, thus making ILGA a much more tangible reality in the lives of member organisations, while the World Conference in Mexico City – with close to 450 participants – confirms, after the equally successful World Conference of Stockholm in 2012, that ILGA conferences are becoming the occasion no one in the global LGBTI movement wants to miss, as they provide a natural platform for activists and allies to meet, share knowledge and experiences, and coordinate for future actions. ILGA’s UN work, strengthened by a more solid cooperation with other NGOs and allies, is stockpiling knowledge and contacts that are already encouraging regional organisations and local groups to bolster their advocacy work with their relevant regional and national human rights bodies, bridging the gap between affirmation of LGBTI human rights in the international arena and the implementation of said rights at the local level. Thanks to the dedication of its staff, the support of its board and of its funders, and the direct engagement of its members, at the end of 2014 ILGA stands stronger than ever before, placed at the heart of the United Nations, taking full advantage of its consultative status with the ECOSOC Council, strengthening its three Global South regions, and with new leadership elected at the World Conference in Mexico, ILGA will expand its base, streamline operations, and advance our collective campaign for the rights of lesbian, gay, bisexual, trans and intersex people. Renato Sabbadini Executive Director Geneva, April 2015 8 ILGA ANNUAL REPORT 2014 ILGA moved its operations from Brussels to Geneva in May 2014. The new office is located in Rue Rothschild, in front of Palais Wilson where among others, there is also the Office of the High Commissioner for Human Rights. ILGA’s new office is located in the headquarters building of the Graduate Institute of International and Development Studies of Geneva, one of Europe’s most prestigious institutions in the field of political science, international law, international relations and development studies. The Institute was founded in 1972 with the aim of training functionaries and delegates of the United Nations. The opening of the new office represents a great opportunity for ILGA to achieve its Strategic Objectives, in particular in becoming a representative voice of LGBTI civil society within international organizations, particularly the United Nations, through collaboration, engagement, and support of members and partners. ILGA ANNUAL REPORT 2014 9 ILGA and the United Nations: 2014 A second resolution on Sexual Orientation and Gender Identity (SOGI) After more than three years of waiting since the first Sexual Orientation and Gender Identity (SOGI) resolution at the UN Human Rights Council that had been brought by South Africa in June 2011, a second resolution passed in September 2014, brought by Brazil, Chile, Colombia and Uruguay calling for an updated report by the UN to be presented in June 2015. The resolution passed with the support of States from all regions. It also did so this time with an absolute majority. There was also a substantial increase in the margin of success. With 47 States able to vote, it went from a vote margin of 4 in 2011 to a margin of 11. We are seeing a change in governments’ views: the Philippines and Viet Nam were two notable new “yes” votes. ILGA had been involved in building collaborations of civil society efforts to bring about a strong LGBTI voice to the United Nations calling for action. For example, in recognition of the need for SOGI civil society to discuss goals and strategy related to this potential resolution, ILGA co-organized with many other organizations a meeting in Istanbul on 27-28 February 2014. At the meeting were present more than forty SOGI activists from about 30 countries and all regions of ILGA, including strong participation of Trans and Intersex activists. The outcomes of the meeting include greater clarity amongst participants on the various options available at the UN, and a clear sense of consensus on many key “asks” in a future resolution. 10 ILGA ANNUAL REPORT 2014 The Human Rights Council ILGA has been ensuring that LGBTI issues remain on other parts of the agenda of the Human Rights Council. \Statements have been made on many issues including on violence and discrimination of LBTI girls and women, rainbow families, intersex concerns and, perhaps most significantlty, a joint statement of more than 500 NGOs from around the world calling for the UN to act and pass a resolution on SOGI issues. ILGA, together with partners also organized an historic side event exclusively dedicated to intersex issues, titled “Intersex People and Human Rights: Violations, Voices and Visions” that took place on 11 March 2014. The panellists presented both powerful testimonials and analysis, urging States to fulfill their responsibilities to stop human rights abuses directed against intersex persons, including violations of rights to health, dignity, equality, bodily autonomy, and freedom from torture and other cruel, inhuman or degrading treatment. ILGA organized other NGO events at all three HRC sessions during 2014 on “Intersectionality and Impunity: Locating Sexual Orientation & Gender Identity in the Human Rights Discourse”, “Women and Human Rights: a trans, intersex, lesbian and bisexual perspective” and “The Time Has Come”, focussing on civil society briefing States on their perspectives on bringing a resolution. The Universal Periodic Review (UPR) ILGA’s work with our members from all regions at the UPR has continued to strengthen. All ILGA member organizations are now informed when their country is coming-up for review, and ILGA provides strategic, logistical and drafting support to member organizations and partners. During 2014, there have been some several key moments in the UPR. In countries like Nicaragua, Dominican Republic, Italy and Bolivia, there was a marked increase in the number of SOGI recommendations. In January and October, Vietnam and Fiji received ILGA ANNUAL REPORT 2014 11 their first SOGI recommendations ever respectively. In March, Ifeanyi Orazulike from ICARH delivered a statement during the adoption of Nigeria’s UPR Report on the human rights situation in Nigeria after the Same Sex Marriage Act was adopted. And in September, Rainbow Sunrise Mapambazuko and MOPREDS prepared a statement on the compound discrimination against LGBT persons in the Democratic Republic of Congo for the adoption of their country’s UPR Report, to list but a few examples. The active participation of our members and partners and ILGA’s involvement have clearly contributed to these achievements. “I just want to express my most sincere gratitude to ILGA for being so helpful and wonderful. This was a really great opportunity not just me, but also the queer groups in Malaysia and Comango to highlight the issues that we face in Malaysia.” Thilaga Panichpathom from Kryss Malaysia 12 ILGA ANNUAL REPORT 2014 “ILGA gave us essential technical support to understand the UPR. ILGA was the most important partner to make our voices heard at the Human Rights Council and it gave us the tools during the national and international UPR process. This opportunity is given every four years and we always had the dream to use this space for the LGBT cause. Thank you so much for all the support. ” Frank Arteaga from Manodiversa - Bolivia UN Human Rights Treaty Bodies ILGA started to cover the work of the UN Treaty Bodies more systematically, and as for the UPR now also informs all ILGA member organizations when their country is coming-up for review. On 7 July 2014 in Geneva, ILGA – led by the ILGA Women’s Secretariat – presented a statement at the CEDAW session on education with particular focus on the educational needs of LBTI women. ILGA ANNUAL REPORT 2014 13 What is a human rights treaty body? Human rights treaty bodies are committees of independent experts that monitor implementation of the core international human rights treaties such as the International Covenant on Civil and Political Rights, the International Covenant on Economic Social and Cultural Rights, the Committee Against Torture, the Committee on the Elimination of Discrimination Against Women and the Commission on the Rights of the Child. Human rights advocates can raise issues at these bodies when their country comes up for review The Commission on the Status of Women (CSW) At the CSW ILGA organized a side event: “Development Challenges for Lesbian and Bisexual women, Trans and Intersex people.” Attention was given to specific development obstacles faced by women/people because of their sexual orientation, gender identity and their sex and was attended by more than 50 people. World Health Organization (WHO) ILGA worked jointly with Global Action for Trans Equality (GATE) to hold a meeting in Geneva on 8-9 September 2014 for intersex activists to discuss approaches to intersex in the ICD. The two-day meeting included a strategising session on how to persuade the WHO to take intersex concerns seriously followed by a discussion on how to make the UN human rights system and the WHO work in concert with intersex activists to bring about real changes. Training on the UN to support local change An increase in focus is how the UN system can support local change for LGBTI communities. To that end, training on how to use the UN in strategic ways was provided to ILGA member organizations at the following ILGA conferences in 2014: Pan Africa ILGA (Nairobi: 24 to 28 March), ILGA LAC (Havana: 6 to 10 May), ILGA Oceania (Darwin: 14 May), ILGA Europe (Riga: 8 to 11 October) and at the ILGA World Conference (Mexico City: 27 to 31 October). 14 ILGA ANNUAL REPORT 2014 PAN AFRICA ILGA (PAI) REGIONAL CONFERENCE NAIROBI, KENYA PAI’s Regional Conference – 24-28 March, Nairobi – attended by 120 participants representing 90 African organisations and international partners successfully: * Provided a platform for the membership to elect new PAI leadership: Yahia Zaidi, Jabulani Pereira, Caine Youngman, Anthony Oluoch, Samuel Opio, Richard Lusimbo, Bachir Ali Toudert, Monica Tabengwa, Kholod Bidak, Akudo Oguaghamba. * Revised and adopted the PAI constitution and the strategic framework. * Voted for PAI to be formally registered in South Africa, and initially hosted by ILGA member organization, Iranti-Org. * Trained activists from all sub-regions on the Universal Periodic Reviews and Special Procedures to raise thematic and country-specific human rights issues around gender, sex and sexuality within the UN System while providing training on securing human rights documentation and other digital matters. * Advocacy training at the African Commission for Peoples’ & Human Rights (ACHPR) was postponed in order to identify the best partners for it. ILGA ANNUAL REPORT 2014 15 Lessons Learned * More African workshops delivered by African organisations that focus on the context of Africa are needed. * Solidarity and political consciousness within the growing African LGBTI youth community movement must be prioritized. Core Values * Equal representation and participation across language, sexual orientation, gender identity, regional and racial lines. * Recognizing the intersections of all human rights issues with those of organisations working on SOGI issues and advocating for their integration into the broader human rights framework. * Increase participation of African LGBTI organisations within human rights mechanisms such as the UNHRC and ACHPR. * Creating safe spaces while building partnerships regionally and globally in the execution of our work. Strategic Focus * Collaborate with coalitions and other organisations to increase visibility, access and participation in regional and global spaces. PAI will ensure the participation of the underrepresented central, northern, and west African LGBTI groups. * Implement a communications strategy to make resources on LGBTI work readily available thereby strengthening the network of local LGBTI organisations and other stakeholders. * Increase knowledge and understanding of the UNHRC and the ACHPR among African LGBTI organisations and highlight specific human rights issues as they relate to LGBTI issues. * Strengthen and support the coordination functions of member organisations as they engage with governments and development partners. Thematic Areas of Focus * The safety and security for LGBTI organisations and individuals across Africa. * To combat the negative effects of religious fundamentalism on the work and lives of LGBTI people. * To influence SOGI resolutions at the UNHRC and the ACHPR and other human rights mechanisms. 16 ILGA ANNUAL REPORT 2014 VI ILGA-LAC Regional Conference - Cuba 2014 The 6th ILGA-LAC Regional Conference, held from 6-10 May 2014 in Havana and Varadero, Cuba, were five electric days that witnessed academics, NGOs, scientists, and LGBTI activists discuss ideas, share experiences, revel in victories, and ponder setbacks in the spirit of solidarity against all forms of discrimination and exclusion based on sexual orientation, gender identity, and expression. Indeed, the level of cooperation that comes from a strong sense of unity requires an equally inspiring backdrop, not just visually but organizationally. ILGA-LAC’s experience of its 6th conference was one of consistent accommodation. “We were made to feel our only responsibility was to build bridges, collaborate, and focus on what we could learn from one another,” said Pedro Paradiso, ILGA LAC’s Executive Director. “Facilitating a setting like this produces a unique harmony among social justice advocates, and for this we broadly offer our gratitude to our host organisation – CENESEX Centro Nacional de Educacion Sexual de Cuba (National Center for Sexual Education) – and specifically to CENESEX’s Director, Mariela Castro.” 400 activists from 24 countries in Latin America and the Caribbean made 2014’s regional conference the largest in ILGA-LAC’s history. ILGA ANNUAL REPORT 2014 17 Despite the entrenched sexism and heteronormative bias, and in the face of cultural differences and troubling public policy many would count this region among the most progressive and innovative in its promotion of LGBTI equality worldwide. As host of the 6th Regional Conference ILGA-LAC, Cuba is not exempt from the problems of LGBTI communities in the region, despite the recent legislative advances. While the Cuban LGBTI movement lacks the organization of other international movements, one can see evidence of a more and more mainstreamed fight against discrimination based on sexual orientation and gender identity throughout the country. The objectives of the conference were to promote debate among activists, leaders, and scientists concerning the fight for the civil and human rights of LGBTI people, and against all forms of discrimination. Pre-Conferences: * Pre Conference of Lesbian and Bisexual Women * Pre Conference Trans * Pre Conference of Gay Men and Bisexuals * Pre LGBTI Youth Conference Working Groups: * Hate Crimes, discrimination and violence * Mobilization and Participation Policy * Families and Health * LGBT Public Policy in Cuba * Communications Figures: * 2 Locations: Varadero and Havana, Cuba * 400 Participants * 24 Countries assistants * 48 Speakers 18 ILGA ANNUAL REPORT 2014 ILGA OCEANIA HOLDS ITS FIRST REGIONAL CONFERENCE Taking advantage of the possibility of using the same premises of the human rights conference associated with the Pacific Outgames, ILGA-Oceania was able to organise its first ever conference in Darwin (Australia) on 13-14 May. Twenty delegates (Oceania is the smallest of all ILGA regions in terms of membership) from Australia, New Zealand and a few Pacific Islands (Samoa, Fiji, Tonga) were able to approve a Constitution and elect a Board. During the ILGA Oceania conference, participants engaged in a training on various UN processes. These included specific training on how to make a submission to the UPR process, presented together with Jack Byrne from New Zealand who had engaged in the UPR of his country. Participants discussed possibilities for engagement with the upcoming UPR reviews of Fiji, Kiribati, Marshall Islands, Australia, Micronesia, Nauru, Palau, Papua New Guinea and Samoa. There was also an introduction to the UN Treaty Bodies with specific reference to the UN Committee Against Torture and the upcoming review of Australia in late 2014, as well as Fiji’s upcoming review under the UN Committee on the Rights of the Child, also in late 2014. The training concluded with a discussion on Oceania’s unique contribution to global LGBTI issues with its perspectives on gender identities and expressions. ILGA ANNUAL REPORT 2014 19 ILGA NORTH AMERICA HELD ITS FIRST REGIONAL MEETING ILGA North America’s first regional summit was held in June 2014 as an affiliated event of World Pride 2014 (Toronto, Canada). Participants included: * 35 representatives from ILGA member-groups PAI, ILGA-LAC and ILGA-Asia, * 22 North American member and supporting organizations, * Co-Secretary General of ILGA, Gloria Careaga Pérez and * ILGA Executive Director, Renato Sabbadini. The Summit examined the increase in opposition to global LGBTI rights and prioritized legal protections and cultural change as tools to improve the day-to-day lives of LGBTI people. Five representatives from the Global South discussed on-the-ground struggles for SOGI rights. This report inspired and galvanized their growing membership as they focused on: * Potential achievements of uniting under the ILGA North America umbrella. * Identifying the region’s natural and strategic partners. * Strategic opportunities for future collaboration. The summit also finalized and adopted ILGA-NA’s new constitution and handbook Three programmatic areas were identified as vital to ILGA’s growth in North America: * Bring the progressive politics and networks of unions and labor rights organizations in for productive cooperation. * Create opportunities for individual members, and ILGA-NA as a whole, to resist North American religious extremism. * Increase collaboration with ILGA-LAC, and other hemispheric bodies, particularly the Organization of American States. The ILGA-NA regional meeting at the ILGA World Conference in Mexico City implemented new voting rules and leadership structure. It also identified key opportunities for their newly-elected board to act on these three programmatic areas from 2015-16. 20 ILGA ANNUAL REPORT 2014 ILGA-Europe Annual Conference 2014 The ILGA-Europe Annual Conference 2014 took place in Rīga, Latvia, from 9 to 11 October 2014, under the themeMOVEment: Leading Sustainable Change. It is the largest LGBTI political event in Europe, and in 2014 it brought together almost 350 human rights activists and decision makers from 48 different countries. Throughout the conference the participants discussed the main theme in a series of panel discussions and workshops focusing on strategic responses to developments, from the Vaticanled ‘anti-gender theory’ movement to Putin’s Russia anti-‘propaganda’ laws, the militant homophobia of evangelical fundamentalist movements and conservative and reactionary forces worldwide. Keynote speakers included Helena Dalli (Maltese Civil Liberties Minister), Charles Radcliffe (Chief of Global Issues Section at the Office of the UN High Commissioner of Human Rights, and senior UN human rights adviser on sexual orientation and gender identity), Marja Ruotanen (Director of Human Dignity and Equality within the Directorate General of Democracy, Council of Europe) and Graeme Reid (Director of the Lesbian, Gay, Bisexual, and Transgender Rights Program at Human Rights Watch). ILGA-Europe’s conference also hosted the first Queer- ED Talk which was held by Jordi Vaquer(Director of the Open Society Initiative for Europe and the regional director for Europe at the Open Society Foundations). Find more information about the Annual Conference 2014: http://ilga-europe.org/home/about_us/annual_conference/riga_2014 ILGA ANNUAL REPORT 2014 21 ILGA WORLD CONFERENCE ILGA’s 27th World Conference took place in Mexico City, Mexico between the 27th-31st October 2014 under the theme “Decolonizing Our Bodies.” Over 400 LGBTI activists and representatives of civil society organizations from around the world came together for a week of workshops, networking, analysis and discussions in support of both strengthening and celebrating the global LGBTI movement. The Mexico conference has been an important one both for the governance of the organisation (including changes to the ILGA Constitution – such as the change of the registered office from Brussels to Geneva and the introduction of a Treasurer – and the election of the first Intersex Secretariat and of two new co-Secretaries General: Ruth Baldacchino from Malta and Helen Kennedy from Canada) and for the wide variety of its content: 24 workshops during the conference proper (i.e. from 29-31) and 12 events on 27 & 28, including pre-conferences, regional caucuses and thematic conferences. 22 ILGA ANNUAL REPORT 2014 (Jesse Vilela President, Sociedad Trans FTM,European Parliament Co-President Ulrike Lunacek, Anne Lim Executive Director Galang, Philippines and Kholoud Mahdhaoui, President Chouf, Tunisia The European Parliament’s Intergroup on LGBT rights honoured three LGBTI organisations for doing outstanding work in spite of operating in volatile contexts. European Parliament Co-President Ulrike Lunacek, handed the Go Visible Award certificate and an additional 1000 euros to Galang (Philippines), Sociedad Trans FTM (Peru) and Chouf (Tunisia). Receiving the awards on behalf of their organisations were Anne Lim, Executive Director Galang; Jesse Vilela, President Sociedad Trans FTM and Kholoud Mahdhaoui, President Chouf. ILGA ANNUAL REPORT 2014 23 The intense program of World Conference included the presence of three pre-conferences on: Interfaith Co-organized with GIN, Global Interfaith Network, the Interfaith Pre-Conference took place on 27 October to respond to the growing needs of ILGA members to adapt lessons from successful models of religious LGBTI organizing. The Interfaith pre-conference also provided support, networking, and training opportunities for faith-based members to partner with groups or support activists on the ground to create events that increase pro-LGBTI religious dialogue with adversaries, and document the need for an efficacy of LGBTI faith-based organizing. The goal is to see the lessons resulting from these collaborations disseminate to all ILGA members with best practices for how to incorporate religious dialogue and reconciliation into their current models where the faith component is lacking.The total number of attendees to the Interfaith Pre-Conference was 113 throughout the day. In addition to the programme, the pre-conference also hosted the following opportunities: * members’ meeting for Global Interfaith Network (30 in attendance) to introduce new members to the organization and take feedback on our strategic plan * meeting among interfaith activists (15 in attendance) and faith-oriented donors (10 in attendance) * meeting among GIN, arguably a globally representative body creating a significant stakeholdership in this work, and funders (8 different foundations in attendance) Intersex An intersex pre-conference in Mexico City took place between 27-28tOctober. A total of 10 intersex activists participated and discussed in detail the next steps for intersex activism for ILGA and the function of its newly elected intersex secretariat. 24 ILGA ANNUAL REPORT 2014 Using the Malta Declaration as a guiding document, a discussion took place about the long-term goals and outcomes for the intersex movement. The discussion focused on medical, legal and community aspects of intersex work. The Pre-Conference held a discussion on mapping the situation of intersex people around the world, similar to other maps e.g. like on equality legislation, marriage, discrimination laws. Trans The Trans Pre-Conference took place between 27-28 October with the aim of developing basic and advanced instruments for national and international advocacy of Trans rights to strengthen the links between different regions and activists. The pre-conference focused mainly on language, e.g. the term “Trans” adopted as umbrella term in the Barcelona Gender Identity Congress in 2009, referring to all gender non-conforming people, while respecting and recognizing the number of identities that may be covered by this term, and the term “gender identity”, as used internationally to refer to trans people, and “gender expression”, while examining the current status of the process of depathologisation of trans identities at the UN and touching briefly the importance of strategic litigation for the advancement of trans* rights. The Trans Pre-Conference was attended by about 50 Trans activists and a good number of allies. A report of the Pre-Conference was presented to the World Conference on its first day and it was unanimously adopted. WORKSHOPS ON THE WORK WITH THE UNITED NATIONS During the ILGA World Conference held in Mexico from 27 to 31 October 2014, there were four workshops covering topics related to work at the UN attended by a total of more than 50 activists from 23 countries. ILGA ANNUAL REPORT 2014 25 The workshops were as follows: 1. Working in Intergovernmental Spaces The purpose of the meeting was to provide participants with an opportunity to share experiences of work taking place at the intergovernmental level, to evaluate how effective was the work being done at the intergovernmental level, and how it addresses real needs on the ground as well as provide a space to consider future ways of working with each other. 2. ECOSOC Accreditation: You win some, you lose some - let’s make the best of it! The purpose of the meeting was to explore a range of topic areas related to ECOSOC status: how the accreditation process works and the politics of it (thus leading to both success and deferral of like-minded groups in the same session), how groups have used the status once they have it, and what we can do to more effectively support our civil society partners who want to engage with UN mechanisms. Participants heard from NGOs who had applied for ECOSOC status, and the strategies they engaged in to get ECOSOC status. There was robust discussion on whether it should be a continued priority for NGOs to seek ECOSOC status, with a firm sense that it would be good for more LGBTI organizations from the global South to have such status at the UN. 3. A training on the rights of LGBTI Persons under International and Regional Law The purpose of this training was to give an introduction to international human rights law to activists who were keen to use that system to support their advocacy. The training took the form of mini-lectures on various aspects of how international law is formed, its influence and how it can be used to support change at the local level. Participants were encouraged to ask clarificatory questions as the training progressed and the session concluded with a round-table discussion on possible new avenues for future engagement with the UN system, including strategic complaints brought to various UN human rights treaty bodies. 4. More than the UPR: Ways to use the UN System The purpose of the meeting was to train participants on some of the key UN human rights tools that are available to SOGI and intersex activists. Building on the pre-identified knowledge that participants at this workshop already had on the UPR system, the session focused in particular on the use of other tools: principally the UN Treaty Bodies and the Special Procedures. 26 ILGA ANNUAL REPORT 2014 Regional Offices ILGA ASIA The ILGA-Asia board approved the decision to open an office in Hong Kong. In April 2014 the ILGA-Asia office registered with the Hong Kong authorities at: ‘The loft’, Block A, 4/F, Lee King Industrial Building, 12 Ng Fong Street, Hong Kong. In March 2015 ILGA-Asia hired an Office Coordinator, Sattara Hattirat and both the Regional Board and the Office Coordinator are now concentrated in the organisation of the 6th ILGA-Asia Regional Conference to take place in Taipei, Taiwan in October 2015. ILGA LAC The ILGA LAC regional office was opened in December 2013 in Buenos Aires, Argentina in Agenda Cordoba 4123. Currently ILGA LAC has three staff members working in Buenos Aires: Pedro Paradiso Sottile, Executive Director, Paul Caballero, Project Officer and Leandro Fogliatti, Communication Officer. The ILGA LAC staff publishes a newsletter every fortnight, took care of the communication in Spanish in relation to the ILGA World Conference in Mexico City, and co-organised the ILGA LAC Conference in Cuba in May 2014. ILGA ANNUAL REPORT 2014 27 ILGA LAC met several government officials of Mercosur and Unasur to ensure that LGBTI equality issues stay on the agenda of said governments. The National Institute Against Discrimination and Racism of Argentina (INADI) signed a partnership on projects with ILGA LAC that will come into force once the organisation will be legally registered in the country. Project proposals prepared by ILGA LAC include: * A Digital Platform to integrate via web a set of online services for member organizations of ILGA LAC. * A Country Situation Report to picture the situation of inclusion of LGBTI rights in the region. An annual online publication summarizing the principal facts recorded in the region. * A Report on Access to Justice, covering a survey of the jurisprudence on LGBTI rights in the region and organising legal data in Latin America and the Caribbean to get an overview of LGBTI related jurisprudence throughout the region. * An Inclusion Index (a pilot project with the World Bank), to measure the level of access of the LGBTI community to state services in areas such as education, employment, health and housing arose (In December, the Executive Director traveled to Washington and participated in a meeting with representatives of the Bank, a representative of the LGBTI Rapporteur of the Inter-American Commission on Human Rights and the World Bank. A new meeting was scheduled in August 2015 to advance different working methodologies that allow the execution of a formal long-term project). ILGA LAC and ILGA North America initiated talks to formalise cooperation vis-à-vis advocacy at the Organisation of the American States. PAN AFRICA ILGA - PAI The Pan Africa ILGA - PAI office was opened in July 2014 and is located on the 1st Floor, Dunked Work Centre, #281 Cnr Bompas & Jan Smurs Avenue, Dunkeld, Johannesburg, South Africa. Lame Charmaine Olebile (Botswana) was hired to manage the regional office, initiate the process of registration of PAI with the South African authorities and work with the regional Board to plan the strategic planning process. The regional board then met in Johannesburg – thanks to funding provided by the Open Society Institute in South Africa (OSISA) – at the end of January 2015 to develop the 3-year strategic plan and agree on the accompanying monitoring and evaluation (M&E) framework. To provide support and situational analysis of existing LGBTI organizing in Africa PAI invited partner networks such as the Coalition of African Lesbians (CAL), African Men for Sexual Health and Rights (AmSHER), Global Interfaith Networks (GIN) and AIDS and Rights Alliance in Southern Africa (ARASA). 28 ILGA ANNUAL REPORT 2014 9th edition of the State Sponsored Homophobia Report and Lesbian and Gay Rights Maps May 30 saw the publication of ILGA’s 2014 State–Sponsored Homophobia Report and Gay and Lesbian Rights Maps in the framework of a panel on International Human Rights Law and Sexual Orientation at the UN in Geneva, and in the presence of H.E. the UN High Commissioner for Human Rights Navi Pillay, ILGA’s Co-Secretary General Gloria Careaga Pérez as well as representatives of various UN diplomatic missions and human rights defenders from around the world. The 2014 report was edited by Lucas Paoli Itaborahy and Jingshu Zhu, with the introduction provided by Aengus Carroll who also joined the editors in reviewing and supplementing the final version of the report. The report also featured regional introductions by ILGA Board Members, researchers, writers, and activists. ILGA AWARDS THE UN HIGH COMMISSIONER FOR HUMAN RIGHTS During the ceremony for the release of ILGA’s State-Sponsored Homophobia Report, ILGA Co-Secretary General Gloria Careaga Pérez, on behalf of the whole ILGA Executive Board, awarded the UN High Commissioner Navi Pillay the honor of “LGBTI Friend of the Year 2014” in light of her own very personal, heartfelt, and sincere, gamechanging role – and supported by her exceptionally competent and motivated team at the OHCHR – in the promotion of equality for LGBTI people worldwide.
