Overview of the City of Nagahama The ―Living Guide for Foreign Residents in Nagahama City‖ provides a variety of useful information to foreign residents living in Nagahama City to make their life more convenient, comfortable and safe. (1) About the City of Nagahama Nagahama City is located in the northeastern part of Shiga Prefecture, sharing a border with Fukui Prefecture in the north and Gifu Prefecture in the east, and is surrounded by the Ibukiyama mountain chain and Lake Biwa. The city is located on an alluvial plain called Kohoku Plain, laid down by the Anegawa, Takatokigawa and Yogokawa Rivers flowing into Lake Biwa, and blessed with one of the richest natural environments in Shiga Prefecture. You will enjoy beautiful views of the mountains, rivers and lakes inhabited by a variety of aquatic birds. The city is conveniently located in the middle of major economic zones including Kansai, Chubu and Hokuriku, and is served by a wide transport network. Nagahama also has an abundance of historical heritage. Hokkoku-kaido Road and Hokkoku-wakiokanendo(Byroad of Hokkoku-kaido), that was the shortest route connecting Hokkoku-kaido and Nakasendo, prospered as important roads connecting Edo (currently Tokyo) in the Edo period. Nagahamajo Castle and Odanijo Castle ruins, Shizugadake mountain, and the old Anegawa battlefield remind us of the Sengoku period. The city also has many temples and shrines, such as Hogonji Temple in Chikubushima island, and Kannon no Sato in which there is Doganji Temple with the Eleven faced Kannon and many other temples enshrining Kannon (the Buddhist goddess of mercy) statues. (2) History Nagahama, which used to be called Imahama, was named by Hideyoshi Hashiba (later Hideyoshi Toyotomi) in the Tensho period (1572–1592). Hideyoshi moved the center of government from Odanijo Castle to Nagahama. He allowed merchants to govern the commercial area by themselves and trade goods freely, and Nagahama flourished as a castle town serving the center of commerce in the region. In 1943, the town of Nagahama merged with six other villages to gain city status. In 2006, Nagahama City was merged with Azai-cho and Biwa-cho. On January 1, 2010, Nagahawa City was merged again with six towns including Torahime-cho, Kohoku-cho, Takatsuki-cho, Kinomono-cho, Yogo-cho and Nishiazai-cho to create the current city of Nagahama. Procedures for Various Registration and Certificates (1) Notification of a place of residence, etc. Foreign nationals who are admitted and resided in Japan with a resident card or who are allowed to carry with a special permanent resident certificate, as well as foreign nationals born in Japan, must notify their places of residence. They are required to always carry the resident card as an ID card when going out. With regard to the special permanent resident certificate, they are not required to carry it always. But when they are requested to show, they must respond positively.(However, when entering Japan on a visa in which the permitted length of stay is less than three months—i.e., a temporary visitor visa—a resident card is not issued and it is not necessary to register as a resident.) ◆Resident card To the foreign nationals entering Japan from the main airports, the resident card is issued on entering Japan. For the foreign nationals entering Japan from other airports and sea ports than the above, please refer to the visa card; on the card, it is stated that they can receive the resident card at a later date. To the foreign nationals born in Japan, the resident card is issued when they get a stay permit at the Immigration Bureau. (For application for a stay permit, it is necessary that notification be made within 30 days from the date of birth). ◆Notification of a place of residence The foreign nationals who want to receive a resident card or a special permanent resident certificate must notify to the Minister of Justice of their places of residence. When change is made, such as moving-in, residence transfer, moving-out, etc. you are requested to notify the city hall of such change, without failure within 14 days. When you notify of your place of residence, you need the resident card or the special permanent resident certificate. * The legal amendment made on July 9, 2012 requires foreign nationals to submit a moving out notification when they move out, and to receive the moving-out certificate. If the relationship is written in the document in motherland language, you need to prepare original and the translation version thereof. There are two types of seals; ―mitome-in,‖ which is used in daily life and ―jitsu-in,‖ which is used for important documents. ―Mitome-in‖ is a small seal used in place of a signature for simple legal acts such as registration at governmental offices, or receipt of courier service. 4 ―Jitsu-in‖ is a registered seal used for important official document or formal contracts. The procedure to register your jitsu-in is called ―inkan toroku (seal registration).‖ Foreign national who has resident registration at Nagahama City can register his/her seal at the city hall (one seal per person). * However, if you are under 15 years of old or an adult ward, you cannot register. When you register your seal, you will be issued a Seal Registration Card (inkan toroku card.) (4) The Basic Resident Registration Card The Basic Resident Registration Card is a very secure IC card, and it can be used as official identification as long as a photograph of the cardholder is included on it. When earthquakes occurs, the ground is heavily shaken or sometimes displaced, causing people to be crushed to death under collapsed buildings or furniture, or trapped in a fire. When an earthquake occurs The intensity of an earthquake indicates how violent the earth shakes. It is measured on a scale from 1 to 10, and the larger the number the stronger the ground shook. Please evacuate safely by following the instructions below.
