About The Instructors
Mark Wagaman is a retired public
school teacher who taught recently in
the Hempfield School District. He
has also taught in the Eastern
Lancaster County School District,
Walker (MN) Independent School
District and in the Toombong School
for juvenile delinquents in Mittagong,
NSW, Australia. Through his 33
years in public education, Mark has
taught
Health
and
Physical
Education, in addition to Driver’s
Education. He was the varsity boys’
basketball coach at Hempfield from
1978-1985 and was involved with the
Hempfield Boys’ Basketball program
through 2005. In Mark’s spare time,
he enjoys traveling, music festivals,
and spending time with his four sons.
Matt Wagaman is in his 9th year at
Centerville Middle School.
He
coaches basketball and track and field
for Hempfield and is a graduate of
Franklin and Marshall College.
All instructors have their
certification to teach behind the
wheel in the state of Pennsylvania.
School Background
The roots of the driving school
began with John Wilbur Wagaman in the
Pennsylvania State Police. He was lead
administrator of driver’s exams at the
Lancaster barracks, when state troopers
gave all tests. He also taught Driver’s
Education at Lancaster Mennonite and
McCaskey High Schools, as well as,
privately.
Today, his son, Mark Wagaman
continues the practice of educating and
training new, young drivers. With more
than thirty-five years of experience in
education and twenty years specifically in
Driver’s education, he holds certifications
in the states of Pennsylvania and
Minnesota.

students and under his direction,
Hempfield High School won four
Lancaster-Lebanon
League
Seatbelt
Competitions in five years. The Seatbelt
Competitions are sponsored by the
Center for Traffic Control in York, PA.
The Center found that the seat belt
“buckle up” rate at Hempfield was 81%,
whereas the national average was 71%.
During Mark’s tenure, he had the honor
of guiding two students to state
championships,
awarded
by
the
Pennsylvania Truckers Association.

Scheduling
State Champ Driving School will try to accommodate each student’s schedule and availability
as much as possible. All lessons are scheduled in advance. The six hours of behind-the-wheel
training are covered in three to six sessions, ranging from one to two hours.
The number and duration of the lessons will be determined by the student’s ability and
schedule. Parents or guardians are welcome to check in with the instructor during the first
behind-the-wheel session.

$240 for six hours of
behind-the-wheel training
Program Description
• Behind-The-Wheel Phase
•Each student will complete six hours of
behind-the-wheel training. All driving will
be in a real car (no simulators) with a
responsible, licensed instructor. The cars
are equipped with dual brake controls and
automatic transmission. The lessons will be
given on actual city streets, highways, and
freeways.
• Classroom Phase
• State Champion Driving School does
not provide or assist with the classroom
phase. This phase is still available through
the Hempfield School District.
Upon successful completion of both phases
of the program (6 hours of Behind-TheWheel), students will receive a certificate.
In conjunction with the 30 hours of
classroom instruction (available through
Hempfield High School), this certificate
may be used for reductions in insurance
premiums. In addition, a regular license
may be attained at 17½ years of age with a
good driving record.
The insurance
premium reduction may offset the cost of
the Behind-The-Wheel course within two
years, with certain companies.

educated and certified.
