three multi-purpose athletic courts, concession stand,

Anyone attending HTAC to use the walking track, open court,
participating in Adult Pick-up Sports, or Exercise Classes MUST
have a HTAC Membership Card to enter. Cards are available at the
complex during business hours and are free to residents or a
one-time $10.00 fee for non-residents.

n MOTORIZED VEHICLES (dirt bikes,
quads, go-karts) are prohibited in
the park.
n FIREWORKS and open fires are
prohibited.
n PLAY EQUIPMENT is designed for
children ages 3 to 12. Please use appropriate equipment for your age.
n CHILDREN are to be supervised by an adult at all times in play areas.
n VANDALISM of any kind will not be tolerated. Offenses will be
prosecuted.
n PLAY at your own risk.
For your safety and enjoyment, please observe the following
park rules:
n DOGS must be kept on a leash and under owner’s control at all times.
n DOG owners are required to clean up and dispose of waste left
by dogs.
n PERMITS are required to rent pavilions.
n LITTER must be placed in designated receptacles.
n DRIVING vehicles on walking track and on fields and or
grass areas is prohibited.
n VEHICLES must park in designated parking lots.
n SPEED LIMIT throughout park is 5 mph.
n OVERNIGHT parking in the park is prohibited.
n ALCOHOL AND DRUGS are prohibited in the park.
(Violation of these rules may result in removal from the park and/or prosecution.)

Withdrawal & Refund Policy:
If a program is canceled due to low enrollment, or for any other reason made
by the Parks & Recreation department, you will be contacted and issued a full
household credit or refund for the program. A participant wishing to withdraw
from a program that has not been canceled by the department must provide a
written request at least one week before the scheduled start of the program. If
granted, the participant may receive a 100 % credit to be used by any member
of the household for future use or request a refund check minus a $5.00
administrative fee per participant per program. Within the week prior to the
scheduled start of a program or after a programs starts, refunds/credits will not
be given except for verified medical/hardship cases and may be prorated. If a
participant misses a class or practice on their own, no refunds will be issued.
There is no refund for special events and trips. If there is a different refund
policy for a specific event or activity, it will be listed in the program description.

Cuddle and Bounce – 1 month to 1 year
Cuddle and Bounce music class supports healthy brain activity as your
baby is exposed to new faces, sounds, and movements. Each class will
center on a theme. We’ll learn songs and finger plays, play simple
instruments, group dance, and move to rhythms. Puppets, bean bags,
balls, scarves, and a parachute are some of the toys we’ll use to add even

Music Makers
Music classes can increase your child’s vocabulary, develop math and
reasoning skills, and encourage creativity. During Music Makers class, the

Dog Obedience Training
This class is for dogs 8 weeks to young adult with no
previous training experience. Learn the tools to develop
your dog’s unique potential. Classes will cover
identifying the best training techniques for you and
your pet, and include instruction on Focus, Watch me,
Sit, Down, Stay, Come, Leave it and Loose leash and
much more. Everyone MUST FIRST ATTEND THE ORIENTATION CLASS
prior to Obedience Class. No dogs needed for the Orientation Class.
The Orientation Class will cover topics such as reading your dog’s body
language, understanding your breed’s issues, stages of puppies and
young adult dogs, how to correctly meet and greet. This is sure to be an
informative class for all. All of our Obedience Classes are an 8-week course
compressed into a 4-week curriculum. Perfect for the busy dog owner.

Drawing Together to Develop Self-Control
This is a 6-week art therapy group for ages 6-12. In this fun and effective
group, children will learn to recognize behavioral problems and
understand how feelings influence their behavior. They will learn to
understand that behaviors lead to consequences, and understand the
need for discipline. They will recognize feelings of powerlessness, learn to
think before they act, and show greater respect for other family members.
They will learn to identify behavioral problems at school, learn good
relationship skills, and increase self-esteem. The participant gets to keep
the workbook.

Workshops are FREE to the general public. Dog attendance is encouraged.
One dog per adult owner please. We work on issues such as loose leash,
excessive barking, jumping, potty training, as well as any issues that are
important to you. Family, friends are welcome to participate.

interested in how voice-overs work and

Located in the heart of historic Brownsville, PA, Twelve Oaks
Restaurant & Tavern is acclaimed for its fresh southern cuisine with a
modern flair. Named after the Southern Plantation in “Gone with the
Wind” the house is listed on the National Registry of Historic Places.
Menu includes items such as Lobster Mac and Cheese, Sweet Corn
Chowder, or Blackened Ahi Tuna Sandwich. A little pricy, but

We are looking for energetic and enthusiastic volunteer coaches
who are interested in teaching youth sports. Our program goal is
to create a positive environment that promotes self-confidence
and self-esteem through the experiences we provide. The
program is dedicated to providing all youth with the highest
quality of recreation and educational experiences.

Changes in Central Administration
Due to the retirement of Mr. David Johnston, Director of Pupil Services, the central
administrative team has been reorganized. Mr. Jeffery Coover, who for the past
three and a half years has served as Director of Special Education, has moved
into the position of Director of Student Services. Replacing Mr. Coover is Mrs.
Darla Bryant, who will serve as the Supervisor of Special Education. Mrs. Bryant
comes to Hempfield from the Franklin Regional School District. She holds a
Bachelor’s Degree in Elementary/Special Education from Clarion University, a
Master’s Degree in Curriculum and Instruction from Gannon University, a second
Master’s Degree from Duquesne University in School Administration, and a

First Annual THON Fundraiser a Huge Success
THON, first organized in 1973 by a group of students at Penn State University,
is a student-run philanthropy committed to enhancing the lives of children and
families impacted by childhood cancer. THON has grown to engage more than
15,000 students each year and has inspired other university, high school, middle
school, and even elementary school students across the nation to start dance
marathons of their own, all in the hopes of conquering pediatric cancer. Hempfield Area High School students held their first annual THON fundraiser on Saturday, April 2, 2016, raising an unbelievable $20,200.25! This event was
spearheaded by the students, with assistance from teachers Ryan Wuslich, Darlene Truxal, and Sarah Kucherer. Over 375 students participated in the day’s
events of dancing, cornhole and dodgeball tournaments, basket raffles, Zumba,
and Yoga. Students had a great time dancing to the tunes of senior Jesse
Madden, an amazing DJ, who created an upbeat, fun environment for the day.
A big thank you goes out to all of the local businesses, individuals, and staff
members who donated food, baskets, and their time to help the students in
making this event a huge success.

2015-2016 Foundation Funds Educational Grants Awarded
For the second year, The Hempfield Area Foundation Funds Committee has awarded
educational grants to Hempfield Area School District teachers to fund special projects that
they would like to implement in their classrooms. Grants were awarded based on the merit,
strength, and quality of the applications. The committee’s main goal is to fund educational

Hempfield Area Hosts Empty Bowl Event
SAMA Student Exhibit
In a project to benefit the Westmoreland County Food Bank, Hempfield Area
High School hosted the Empty Bowl event on Sunday, March 13, 2016. This
event is made possible through the donations of handmade
ceramic bowls crafted by local community members,
schools, colleges, universities, practicing artists, and
even some bowls signed by celebrities. By donating
$15.00, attendees were able to select their choice of
any bowl, soup from local restaurants, bread
from Panera and Central Westmoreland
Career and Technology Center, cookies,
coffee, water, and tea. There was also a
Chinese Auction, Silent Auction, and a 50/50 raffle, all benefiting the Food Bank.
Entertainment throughout the day included the Hempfield High School Chamber
Choir, Bruce Guay, Andy Gregg, Detention, Jenna Swisher, West Holiday Trip,
Shriner Clowns, and a face painting booth. This year’s event raised $13,580,
exceeding past totals by at least $2,500. For more information on this worthwhile

Students throughout Westmoreland County participated in the “Students of the
21st Century Art Exhibit” at Southern Alleghenies Museum of Art (SAMA) in
Ligonier for Youth Art Month. Elementary students displayed tempera, oil pastel,
and watercolor paintings. They were represented by Ava DeGuffroy (Fort Allen,
Grade 1), Miah Bentz (Maxwell Grade 3), Damien Jones (Stanwood Grade 5),
Malea Nadeo (Stanwood Grade 4), Kairi Leech (Stanwood Grade 3), Harlyn
Ramirez (West Hempfield Grade 1), Kamille Horton (West Point Grade 4), and
Jaden DeRoche (West Point Grade 4). Austin Resnick from West Hempfield
Middle displayed a tempera painting, Francesca Nemetz from Wendover exhibited a colored pencil drawing, and Randy Nelson from Harrold presented a
tempera on canvas board. The High School students also had a large assembly
of students showing their work. Dan Flemming, Rosalie Fearer, Kara Mastrorocco, Kris Demorest, Ashton Stepinsky, Alexis Edge, Ashley Stone, Rachael
Hollar, Sam Daughenbaugh, Jenna Achtzehn, Kalin Smith, Rose gutowski, and
Caitlin Boice had items such as ceramics,
pencil and charcoal drawings, and
rayogram, cyanotype, pinhold and digital
light photographs on display.
An opening ceremony was held in February
to recognize all of the students for their
creativity and will remain on display until
Sunday, April 17, 2016.

2016 Pennsylvania School Counselor of the Year

Dr. Lisa Maloney, School Counselor at West Hempfield Elementary School, was
named Pennsylvania School Counselor of the Year by the Pennsylvania School
Counseling Association (PSCA). The American School Counselor Association
(ASCA) announced that Dr. Maloney was selected as the Pennsylvania State
Representative for the 2016 School Counselor of the Year program. This
program honors professionals who devote their careers to serving as advocates
for the nation’s students, helping them achieve success in school and in life.
Dr. Maloney traveled to Washington, D.C. in January and was honored in a
ceremony at the White House with First Lady Michelle Obama. Congratulations
Dr. Maloney!

High School Students Skype with Katherine Howe
HAHS Talent Show Raises $2,020 for
CASA of Westmoreland
The high school library recently hosted an after-school book discussion and
Skype with best-selling young adult author, Katherine Howe. The students
spoke with Ms. Howe via a laptop computer and screen projector, asking her
questions about her books, upcoming projects, and writing career. A discussion
of her latest novel, The Appearance of Annie Van Sinderen, followed the Skype.
Katherine Howe is also the author of Conversion and The Physick Book of
Deliverance Dane.
Students in Mr. Ken Stough’s Project 18 class held their annual talent show
contest in the High School auditorium on Wednesday January 13, 2016. Directed
by senior Madison Dunn, forty-one acts tried out for twenty available spots to
compete for cash prizes and the recognition of their peers. First place winner
was sophomore drummer Luke Zajdel, second place was the band “Kaelber,”
and third place were sophomores Meg Jones and Emily Tain who played a duet
on the piano and sang. The Project 18 students chose to donate all proceeds
from the evening’s ticket sales and refreshments to CASA of Westmoreland, an
organization that helps protect neglected and abused children in our
community caught up in the court system. It was a great night proving, once
again, that Hempfield’s Got Talent, and a lot of compassion.

Cancer touches the lives of millions of people each year, and it is likely that we
all know someone who has faced, or is currently facing, this awful disease.
Fortunately, there is hope. Relay For Life of Greensburg will hold its third annual
event on June 11 & 12, 2016, at Hempfield Area High School Stadium. This
event provides opportunities to celebrate those who have battled cancer,
remember loved ones lost, and take action to save lives. A fun-filled day
beginning Saturday morning, June 11th at 10:00 AM is open to the community.
This year’s theme, “Step Right Up and Fight Through the Night Carnival”
promises to be fun for people of all ages. There will be carnival games, basket
raffles, food, a survivor celebration at
5:00 PM, and a luminaria celebration
at 9:00 PM. Be

Officers from the U.S. Army War College Speak at Hempfield Area High School
On February 4, over five hundred Hempfield, Greater Latrobe, and Derry area students took part in the Eisenhower Series College
Program of the United States Army War College held at Hempfield Area High School. Underwritten and sponsored by the World
Affairs Council of Pittsburgh, five Lieutenant Colonels from our military’s premier school for advanced strategic studies briefed our
students on global challenges and U.S. national security strategies.
The interactive three-hour event, hosted by Laura Brodie and Bill Soff from the High School’s Social Studies Department, brought
senior officers from several Army divisions, including Cyber Security, Special Forces, the Judge Advocate General (JAG), the
Corps of Engineers, and the Strategic Initiatives Group. Created in 1969, the Eisenhower Series College Program was designed
to encourage open and candid dialogue on national security and other public policy issues between senior officers of the War
College and university students.

Chain Reaction Contraption Contest winners
A group of Hempfield Area High School students recently participated in the
annual Carnegie Science Center’s Chain Reaction Contraption Contest, taking
first place among forty entries. The goal of the competition is to build a Rube
Goldberg type contraption within a 2’ x 3’ x 5’ size limit that completes the given
task. (A Rube Goldberg machine is a contraption, invention, device, or apparatus
that is deliberately over-engineered to perform a simple task in a complicated
fashion.) This year’s task was to construct a contraption that tells a story.
Seventeen students were involved in this year’s build, working side by side with
local engineers Phil Hawkins, Tim Johnson, Alan Immel, and teacher/mentor
Tom Harden, to construct a contraption consisting of thirty-two transitions that
told the story of Humpty Dumpty’s death by falling off a wall. Adam Podlaszewski
played the role of the detective investigating the death of Humpty Dumpty, with
Magi Vanderhoff and Hunter Maholic playing the roles of witnesses Little Red
Riding Hood and Little Boy Blue. In the past three years Hempfield Area students
have finished in first place two times. Congratulations to this remarkable group
of students.

Hempfield Students Compete in WIRC Reading

Science National Honor Society Mentors
Elementary Students
Over fifty high school students traveled to Seton Hill University in February to
compete against thirty-nine teams in the Westmoreland Interscholastic Reading
Competition (WIRC). High School students were responsible for reading thirty
different books prior to the competition. At the competition they had to answer
questions about the books they read in a spelling-bee type format. The senior
team won first place by earning a better-than-perfect score by answering all of
their questions AND stealing points from other teams who answered incorrectly!
The bright smiles on the faces of the elementary students eclipse the shine of
any star! Mr. Douglas Cook, High School Science National Honor Society
Sponsor, and Mrs. Kristy Pollak, third grade teacher at Stanwood Elementary,
organized a video chat between his students and the aspiring scientists in Mrs.
Pollak’s third grade class. The older students responded to a huge variety of
space-related questions submitted by the younger group as they discussed
black holes, stars, and an
assortment of planetary

program for elementary and middle school students. Young students are paired
up with a high school student who play the same instrument for a free one-onone lesson. The program has been met with much enthusiasm by both the
younger musicians and their tutors! Many students have signed up to come to
several lessons and are extremely excited about what they have achieved so
far. It is planned to offer this program annually so that we can continue to help

Wendover Student Brings Home First Place
Wendover Middle School Participates in the
National Geographic Bee
Congratulations to Jessica Mitchell, a student in Ms. Amanda O’Leary’s English
class at Wendover Middle School, who was chosen as the first place winner of
the Westmoreland County Firemen’s Association Fire Prevention Essay Contest!
Jessica was recognized at an awards ceremony held at the Youngwood Fire
Hall, and was presented with a special plaque, an Android tablet and case, and
a smoke detector for her excellent work. Outstanding job Jessica!
Each year thousands of schools in the United States participate in the National
Geographic Bee using materials prepared by the National Geographic Society.
Wendover Middle School annually participates in this entertaining and challenging competition, designed to inspire students to be curious about the world. Nine
students survived seven exciting rounds of preliminary competition: eighth
graders Caitlyn Bubarth, Lindsey Ellison, Jared Rivard, and Mikey Whirlow; seventh graders Ben Kissell, William Krueger, and Matthew Smith; and sixth
graders Sam McCool and Dan Sierk. These nine students competed in the final
round until only Jared Rivard and Daniel Sierk remained to advance to the
Championship Round. In the championship round, both Jared and Daniel received the same three questions to which they would write their responses. Of
the three questions asked, Daniel Sierk successfully answered all three
questions correctly to win Wendover’s 2016 National Geographic Bee.
As Wendover’s school-level champion,
Daniel will complete a qualifying test that
will be submitted to the National Geographic Society. If he scores well on this
test, Daniel will advance to the next level
of competition at the Pennsylvania State
Geographic Bee in Harrisburg, PA. The
winner of the state bee will advance to the
National-Level Bee in Washington, D.C.
where the national champion will win a
$50,000 scholarship and a prize trip from
National Geographic. Good luck Daniel.

The Hempfield Enrichment Program
(HEP) hosted the University of Pittsburgh’s Center for Neuroscience
Brain Program on Wednesday,
February 3, 2016. Approximately
forty (40) students from all three
middle schools, who showed high
ability and interest in the sciences,
capped off a semester of studying
how the brain and nervous system
function by attending a day of
workshops. A professor, as well as multiple graduate students from Pitt,
presented sessions on various topics related to brain-based research. The day
culminated with keynote speaker, Jan Scheuermann, sharing her experiences
as a research participant at UPMC where she was able to control a robotic arm
with her motor cortex. Students were able to ask questions and whet their
appetite for further study and exploration of the sciences.

students were able to earn college tuition rewards by participating in the “Great
American Fundraising Program.” The certificates, valued at up to $2,500
dependent upon the amount of fundraising they generated, can be redeemed
at over 340 private colleges and universities across America. We are proud of
the students who earned a combined total of $227,000 in college tuition reward
points.

The Westmoreland County Music Educators Association (WCMEA) is an organization of certified music teachers
who work together for a common cause – to improve school music. WCMEA sponsors annual festivals that allow
students to acquire valuable and inspirational musical experiences, working under the leadership of some of the

Harrold Middle School Well Wishers Club, sponsored by Mrs. Danielle Ali and
Mrs. Lauren Blatney, are packing weekend meals for eligible Fort Allen Elementary School students. Every other week students go home with food such as
macaroni and cheese, pasta meals, Nutrigrain bars, and Pop Tarts to supplement
their meals for the weekend. Churches in the Fort Allen area are supporting this

Harrold Celebrates Black History Month
In honor of Black History Month, seventh grade students in Mrs. Mash and
Mrs. McCaffrey’s reading class read the biography of Ruby Bridges, the first
African American child to attend an all-white elementary school in Louisiana.
Following the reading, they wrote summaries of her life and watched the
movie Ruby Bridges in order to compare and contrast the two versions.

Every day seems to be a different national food day, from National Banana
Bread Day to National Guacamole Day. Family Career Community Leaders
of America (FCCLA) members at Harrold and West Hempfield Middle
Schools are teaching cooking classes to fellow members and classmates
focusing on a particular National Food Day. FCCLA members are educating
their peers about the nutritional value pertaining to the ingredients they are
using, as well as how simple some recipes can be to make quickly and
easily!

Mrs. Hays has a created a STEAM space in the library titled, “Makerspace.”
This is an area filled with opportunities for students to explore Science,
Technology, Engineering, Art, and Math in a hands-on, independent way.
Students may access a variety of technological resources including LittleBits
Circuits, Hummingbird Robotics Kits, and Makey Makey Invention Kits. They
can also use ordinary items like recycled objects and art supplies to supplement
their creations. Students have a chance to enhance their technological expertise
by learning to code. They

West Hempfield Middle School Cultures Club
The writer, Virginia Woolf, once observed that libraries are full of “sunken treasure.”
Hoping to renew that kind of interest in language and literature, Mrs. Tammy Sige,
Mrs. Janine Hays, and some of the eighth grade WIRC members spent the day
circulating among the stacks and stacks of resources at the Carnegie Public
Library. The response to the trip was unabridged enthusiasm! The students
enjoyed “checking out” not only the large variety of books the library has to offer,
but also the other attractions including the building’s stunning architecture, the
impressive teenage reader’s section, and the heralded artifact’s room, where the
group saw an original, signed work by Robert Frost! The students completed the
tour and visit of the Carnegie Public Library by participating in a scavenger hunt
in the teenage section of the library. Volumes of fun were had by all!

held its’ annual Evening of the
Arts in celebration of Youth
Arts Month in March. Families were treated to art displays and the talent show
entitled, “Shine.” The Inside
Out Club also held a bake sale and organized a candy
gram table that raised over $300 for the school’s Relay for Life team. Mrs. Jennifer
Busato, Mr. Dennis Doran, Mr. Bernie Hauger, and Mrs. Mary Claire Izzo worked
with over thirty students to create a wonderful evening of entertainment in both
the visual and performing arts where they truly did “shine!”

and their parents were
invited to attend a “math
night” hosted by faculty members, Mrs. Andrea Hoak and Ms. Rebecca
Spurlock. The night consisted of non-traditional math problems set up in stations
for students and parents to explore together. It was a great night and the parents
really enjoyed working alongside their children.
The Harrold Middle School fine arts department also celebrated Youth Arts Month
by hosting their annual “Arts Alive” on March 22nd. The evening was filled with
displays of student artwork and hands-on art booths by Mrs. Suzanne Blady’s art
students and the Artin’ Spartans. There was also a recital of live music and vocal
performances on stage by the students of Mr. Dan Lauritzen and Mrs. Elinor
Kurtiak.
In addition, parents of students in Mrs. Michele Duboy’s math classes were
invited to attend a portion of a tutoring session to learn tips on how to help their
children successfully complete math assignments and better navigate school
educational resources and math websites.
Wendover Student Wins Carson Scholarship
Alexa Brown, an eighth grade student at Wendover
Middle School, has been recognized by the Carson
Scholarship Foundation for her excellent academic
achievement and philanthropic work. This scholarship honors the achievements of young people
throughout the nation and supports their dedication
to humanitarian efforts and academic success. The
funds awarded to Alexa will go directly towards her
college tuition. She will attend an awards banquet
held at Heinz Field in April.

Third Grade Egg Drop Investigation
As part of a partnership through Buhl Academy, the Fab
Lab from the Carnegie Science Center visited Mrs. Jennifer
Kudrick’s third grade classroom at Stanwood Elementary
School. Students had the opportunity to spend three
days working with the 3-D laser cutter and the Inkscape
computer program to design their own egg drop vessels,
which simulated Martian supply drop containers. They
were so successful with their design work that almost all
of the vessels survived the various launches. Hempfield
Maintenance Department even provided them with a
scissor lift so that they could take their egg drop
investigation to even greater heights.

important to one another?” The students’ eyes lit up with excitement as
Jessica shared interesting animal facts,

leave without trying to ask “just one
more question.” Jessica gave the
students a wonderful experience that
they will remember for years to come!

Change our Beards Fundraiser at Stanwood
Stanwood Kindergarten Visit
The Westmoreland Museum of American Art
As a fundraiser for cancer awareness, the men of Stanwood Elementary agreed
to groom their beards in a silly style selected by the student body. Students voted
for their favorite beard style by placing change in a bucket featuring the historical
beard styles of Martin Van Buren, Abraham Lincoln, George Washington Carver
and Chester Arthur. The Chester Arthur style won and was worn by the male
staff the last week of December.
Stanwood Kindergarten students visited the
Westmoreland Museum of American Art to
learn more about emotions and art. Prior to
visiting the museum, Joan McGarry, Museum
Education Director, came to Stanwood to
team teach with the classroom, music, and art
teachers to educate the students in identifying
and drawing emotions. The field trip included
dancing, imaginary picnics, and identifying
emotions in paintings in the art galleries at the
museum.

Stanwood Elementary hosted a Vocabulary March which is an event designed
to improve all areas of communication – listening, speaking, reading, and writing.
Each student picked a robust vocabulary word on their own that became their
costume for the march! The weather cooperated and students were able to
parade outside of the school to show off their words and costumes.

Heart with a new focus this year; celebrating a “Heart Hero” named Avery Gorman.
Avery’s mom shared the story of Avery’s
rough beginning when the doctors found
three defects and multiple pinholes in her
heart, requiring heart surgery at a very
young age. She is now a healthy fourth
grader, thanks to wonderful doctors and the
American Heart Association who assisted
in making funds available to help finance
Avery’s procedures. Seeing this little girl
and hearing her story gave the students
“purpose” in this fundraising event. Thanks
to all of our elementary schools who take
part in this worthwhile program.
Maxwell Elementary School is hosting an after-school Girls on the Run program
for females in grades three, four, and five. The program uses running to inspire
and motivate girls, encourage lifelong health and fitness, and build confidence
through accomplishment. Many learning goals are addressed including selfcare, self-awareness, selecting and keeping healthy relationships, and empowerment. Fourth grader Marion Williams commented that, “I feel really excited
about Girls on the Run because I’ve never done anything like this before. I am
looking forward to running because I love to run.” At the conclusion of the season
on Sunday, May 15th, the girls will run a 5K event at Hartwood Acres. To date,
over 350,000 girls across the US and Canada have experienced the life changing
impact of this program. Faculty advisors for the program are Jen Bauer, Michelle
Bringe, Chantelle Colinet, Greta Kuzilla, Amy Landin, Brenda Matthews, and
Bernee Tabita.

annual Science Fair at West Point
Elementary School. The gym was
filled with chemistry, biology, physiology, space, and environmental
projects that the students presented as family and friends visited
their exhibits.
Fourth grade students at West Hempfield Elementary are afforded the opportunity
to be part of the staff of the school newspaper, WHE Spartan News, which was
started in the 2013-2014 school year, under the direction of school librarian, Mrs.
Angela Long. Students meet once a week to create, design, and edit the newspaper using Google Docs. Over the last two years, students have conducted
surveys about the best lunches, interviewed teachers, wrote short stories, and
reported on a host of other topics. Joining the newspaper staff is a year-long
commitment and a wonderful opportunity for budding writers to develop their
skills and experience.

March 2nd.
• Mike Clark from WTAE, as well as students from the Central Westmoreland Career & Technology Center, read to

• West Hempfield students recited the “Reader’s Oath” during morning announcements and read Dr. Suess books
with their teachers.
• West Point fifth graders read Dr. Suess books to the kindergarten students and were treated to snacks afterwards.

Middle School Soccer Team Mentored by Charlie Indyk
Charlie Indyk, a local soccer talent, has teamed up with several of the high school Lady Spartan soccer players
to help prepare the middle school players for high school. Every Thursday night the group gets together for
a practice session held exclusively for the Hempfield girls’ middle school soccer team. The middle school
soccer coaches are very impressed with the generous offer from Charlie. “This is the true definition of team,”
said Coach Lindsay Hirshberg. The “Baby Spartans,” as the middle school team is endearingly named, are
learning foot skills, passing, and tactical elements of the game from Charlie and the high school players. While
in middle school, Annie Jones, Meg Jones, Delaney Mietrics, Sabrina Pettinatto, and Sierra Anibaliall all
played for Coach Hirshberg. Today they are giving back to their former team, and better preparing the younger
players for their future as high school soccer players.
Boys Middle School Volleyball Makes a Huge Impact!
The spring of 2015 marked the first official season for the Hempfield Boys Junior High Volleyball team! In their
inaugural season, the twenty-five player boys’ 7th and 8th grade teams chalked up more than twenty wins!
Led by current eighth graders, Will Kuhns and Gavin White, the optimistic team is gearing up for a great 2016
spring season! All interested seventh and eighth grade boys should inquire with their middle school offices
about this fantastic opportunity! Good luck to all Hempfield volleyball teams!
Student Athletes to Continue Playing at the College Level
According to The National Collegiate Athletic Association (NCAA), only about two-percent of high school
athletes are awarded FULL athletic scholarships to compete in college. Hempfield Area High School is
proud to announce that three athletes have achieved this recognition and have received full scholarships
to play their respective sport at the college level: Dominick Marshall (Track) will attend DePaul University
in Chicago, Taylor Blevins (Softball) will attend Bowling Green State University, and Taylor Hoffman (Softball) will attend Liberty University. In addition, Alexa Pastor (Softball) will attend Seton Hill University with

hold true today. Many of us often first look to blame others for the troubles
we face, when we should be heeding Kennedy’s advice and asking how can
we get involved and help our local community.
e hempfield Township residents expect adequate fire protection.
Our community needs to preserve the township volunteer fire fighting
structure. is system of volunteers provides the most cost effective
solution to Hempfield residents for fire protection. If our volunteer fire
departments one day can no longer meet the requirements to respond, then
the Board will have to institute a paid fire service. is option of a paid service
would come at an enormous additional cost to Township property owners
and residents.
e hempfield Township volunteer Fire departments are struggling and
our community is facing a fire protection crisis.
In 2014, the insurance industry released their Insurance Services Office (ISO)
evaluation of Hempfield Township in which our community rating dropped.
is decreased ISO rating will translate into an increase in fire insurance premiums for as much as $75 on average per year. If corrective action is not taken
to support the volunteer fire service system, the ISO ratings will continue to
drop and fire insurance costs will continue to rise. Rising premiums do not in
any way fix the volunteer fire fighter shortage or their ability to adequately
train and fight fires.
e hempfield Township Fire departments need more volunteers in order
to meet the needs of the residents.
On a daily basis most residents do not need the services of a fire department.
However, when you need them you expect them to show up and know how
to respond to the emergency. Everyone needs to consider what they can do to
help their community volunteer fire department. Go visit your local fire
department. Talk to their firefighting members and their Chief. Learn how
rewarding it is to serve your community and consider becoming a voLuNTeer to help.
e hempfield Township supervisors are required by pennsylvania law to
provide fire protection services to its citizens.
Although many communities across the state are facing the same crisis, the
Hempfield Township Board of Supervisors has taken action in partnership
with the Hempfield Township Fire Chief Association to save our volunteer
fire fighting system. e supervisors have taken a great first step to attract and
retain volunteers by committing to pay for all fire operational expenses and
reduce their fundraising burden. ey are also working with the Fire Chiefs
in forming a Bureau of Fire to assist in raising grant funding and improving
overall fire service operations. However, volunteers to serve our community
as fire fighters continues to be a problem.

Reporting a
Streetlight Issue

Lateral Thinking
The first is a change to the fax number. When faxing in the
Streetlight Problem Report, please fax to 877-289-3674.
Attached is a new Streetlight Problem Report that includes
the new fax number.
A Connecting or Service Sewer (generally called a Lateral in the sewage
business) is the sewer line which connects your home to the public sanitary
sewage system. Wastewater from your toilets, sinks, showers, tubs,
dishwasher, and washing machine travels through your home’s lateral to the
main sewer system, which then carries it to the nearest wastewater facility for
treatment.
Section 67-21 of the Hempfield Township Code of Ordinances states, “The
maintenance of the connecting sewer shall be the responsibility of the
property owner.” In other words, lateral sewer lines are privately owned and it
is the business or homeowner’s responsibility to keep their lateral in good
working order.
l If your lateral line gets clogged by grease or other debris, it is your
responsibility to have it unclogged.
l If a breakage occurs in your lateral, it is your responsibility to have
it repaired.
Anytime you have a sewer backup at your home or business, your first step
should be to call the Authority. We will send a field employee out to determine
if the problem is in the main sewer line or in your lateral.
Lateral line blockages are most often caused by an excessive buildup of
grease (a result of pouring cooking oil and grease down the kitchen sink and
washing greasy dishes) or tree roots that have grown into the sewer pipe. Also,
if flushed, plastic and other non-soluble materials such as baby wipes, diapers,
and feminine products can get caught in the line and block the flow of wastewater through the system. Even products advertised as “flushable” do not always readily disintegrate in the sewer pipes and can cause clogs.
So, please be careful what you flush – The toilet is not a trash can!
Online Reporting
Using a web enabled device, follow these steps:
1. Navigate to www.firstenergycorp.com.
2. Click "Report an Outage" from the upper left menu group.
3. Click "Report Lighting Problem" from the upper left menu group.
4. Answer the first two questions, then select the appropriate button
to report an outage for either a Streetlight, Multiple Streetlights,
or Outdoor Area Light.
5. Scroll to the bottom of the page and click "Please use this form."
6. Complete the on-line form, entries with an asterisk (*) are
required fields.
7. Click [NEXT] at the bottom of the screen when the form is
complete.
8. Review the summary page, and click [SUBMIT] if correct.
9. Users will then get a statement on a new web page that the
streetlight information was sent.
10. A follow up e-mail will be delivered to the e-mail address
provided in step #6. This message will include a notification
number that can be used to follow up if necessary.

The Authority has recently conducted main sewer lining projects in the Greenridge/West Hempfield and West Point/Wendover areas, as well as other parts
of the sanitary sewer system. A lining project in the Fort Allen area is scheduled
for this summer. These projects are done in older sections of the system where
terra cotta (clay) pipe was originally installed, to prolong the life of the pipe
without having to excavate the whole system and replace it. Terra cotta pipe
is known to allow the intrusion of tree roots and this is what we find during the
lining projects. Before lining can be done, roots need to be cut out of the pipe
and any major defects caused by the roots need to be fixed. Then, once the
pipe is lined, it is much less likely to be plagued by roots.
At the same time terra cotta pipe was installed as the main sewer line in the
older neighborhoods, it was also used for the house laterals. Therefore, the
same issues we see in the main sewer lines no doubt have caused or potentially could cause property owners problems in the future. As noted above,
these problems are the responsibility of the property owner.
If you are concerned about the issue, it is the Authority’s recommendation that
you contract with a plumber to ascertain whether roots are causing or are likely
to cause a problem in your lateral. Many plumbers have the ability to place a
CCTV camera in your lateral to look for roots or other defects. As with any
home project, the Authority also recommends that you obtain at least three
quotes before undertaking the project, and also talk to friends and neighbors
who may point you in the direction of a plumber with whom they may have
had a good experience (or a bad one, for that matter).

Township taxes are due May 1st through June 30th, 2016 at the face

(H1590). If you do not receive your 2016 County and Township tax
statement, please call our office at 724-837-8437. You should receive
your 2016 School tax statement the first week of August. If you do not
receive your 2016 School tax statement the first week of August,

If you had a 911 address change and you had an escrow set up with
your mortgage company and you have not recently given the
Westmoreland County Tax Mapping your current address, you need

collecting. You will be given a day of collection for your recyclable
electronic device. Please note that this date may or may not be on your
regular trash collection day, as these items are collected separately. Items
must be placed at curb by 4:00am the day of collection. All electronics
must be placed curbside. No electronic items will be collected in alleys.
Effective January 1, 2016 the following changes will take effect
regarding waste hauling and recycling in Hempfield Township.

Recycling will now be collected weekly on the same day as your regular

Household Hazardous Waste will be collected at your door from each

have different wastes that could be flammable, please inform the
Customer Care Representative so more than 1 bag can be shipped to your
residence. You will then be scheduled a pick up day for your waste items.
Please note that Household Hazardous Waste cannot be placed at the
curb, but must be within 25 feet of the curb in plain sight for the collector.
No items will be collected in alleys or garage areas due to the type of
vehicle and materials handled.
SENIOR CITIZEN STICKER PROGRAM
Senior citizen stickers will no longer be sold at the Township Building.

Small Business Recycling Program
A limited number of 22-gallon office recycling bins are available for
loan to help small businesses comply with Hempfield Township’s
Commercial Recycling Ordinance (and PA law), which requires all
businesses to recycle paper, cardboard, aluminum cans and leaf waste.
All grades of paper, including cardboard, can be taken to the
Westmoreland Cleanways Recycling Center during the Center’s regular

miles past Westmoreland Mall) to drop
off items such as Electronics,
Cardboard/Paper, Tires and Freon
Appliances. The Center is open 3 days
a week and 1 Saturday a month.

Spring Has Sprung!
Nobody knows the hazards of this dynamic season more than NOAA’s
National Weather Service (NWS). We ask that you get weather-ready for
spring with just a few simple steps:
Get Ready for Some of the Wildest Weather!
Spring is the time of year when many things change—including the
weather. Temperatures can swing back and forth between balmy
and frigid. Sunny days may be followed by a week of stormy
weather. Sometimes extreme weather changes can occur
even within the same day. Tornadoes, lightning, floods, early
season heat - spring is three months of danger that can
imperil the unprepared. It roars in like a lion, rampaging
across the United States throughout March, April and May.
1. Know Your Risk
Check weather.gov every morning. It is a simple action that will
ensure that you’re ready for the day’s weather. Don’t leave
home without knowing the forecast.
2. Take Action!
Assemble an emergency supplies kit with 72 hours’ worth of
food and water. In an emergency (such as after a tornado or
some other hazard event), you may be stuck at home without
electricity for three days or more. Make sure that you’re prepared.
Also, ensure that everyone in your life knows how to stay in touch with
an emergency communication plan. This plan lists meeting places and
alternate ways of communicating in case of emergency.

You are not powerless in the face of
extreme weather and water events. Learn

- and some that are threats year-round and what you can do about them by going

Because spring weather is so unpredictable, you may be unprepared when
severe weather hits. When severe weather hits unexpectedly, the risk of injury
and death increases. So planning ahead makes sense; prepare for storms,
floods, and tornadoes as if you know in advance they are coming, because
in the spring, they very likely will.

Over the last 2 years, Adamsburg and Community Volunteer Fire
Department and High Park Volunteer Fire Department have been
working towards combining to become one larger and more efficient
fire department. Adamsburg and High Park cover the west end of
Hempfield Township. Throughout history, Volunteer Fire Departments, especially in Pennsylvania, have been on the receiving end of
lowered membership and lowered income associated with it, as well
as ever increasing costs and requests for Fire and Rescue services.
To continue to provide the high level of service our communities
expect and support, our Fire Departments have started the process
of combining into one department. It is not often that emergency
services can get ahead of the curve when it comes to firefighters and
funding. We believe this process and the end result, will provide the
new Fire Department, with the staying and fire power to handle all
types of incidents at the same or better service level we provide now,
long into the future. This combined with Hempfield Township recognizing the need for and addressing support for the fire service, will
help put us head of that curve. As we continue on this journey, please
be on the lookout for status updates and additional information.
