Who we are
The National Environmental Center (NEC) (www.environment.md) is a public association
of non-profit, non-governmental, non-political character, set up by the free expressing of
willingness of associated persons. NEC began its activity on March 18, 2010, with a team of
professionals who have 15-25 years of experience in the field of ecology. The association
implements environmental activities, with particular focus on water resources protection
and environmental education of the population.
Members of the National Centre for Environment promote the respect for nature,
harmonious and healthy lifestyle, and the right to a healthy environment and implement
activities both in the Republic of Moldova and neighbouring countries. The organisation
has 4 full-time employees, when needed there are subcontracted consultants. About 40
volunteers are actively involved in our activities.
Our vision is to promote a free and open society, which respects the universal balance in
everyday life aiming to live in a harmonious and sustainable manner.
Our mission is to contribute to the reestablishment of a balanced and sustainable
development by developing capacities of different stakeholders in the field of environment,
supporting environmental education and public awareness, involving all society actors in
environmental activities.
To achieve its mission NEC has set the following objectives:
1. to put maximum effort in raising public awareness on sustainable development
principles, and especially on the fact, that the society, economy and environment is
one whole, depending equally on each other;
2. to raise public awareness on the right to a clean and healthy environment, as a
fundamental human right;
3. to create partnerships between NGOs from different fields for exchange, capacity
building and implement common activities in order to achieve the mission of the
association;
4. to create partnerships between local public authorities and business sector to reestablish the natural balance, as well as explaining the role of each stakeholder in
the process of sustainable development, implementing practical actions;
5. to create partnerships between educational institutions, to educate the young
generation in the spirit of respect the natural balance, as a basic pre-condition of
harmonious development of the society.
During 3 years of activity, NEC has successfully implemented projects in the following
fields: protection and rehabilitation of streams, environmental education and public
participation within the environmental decision-making process. The most relevant
projects, involving youth participation, implemented by NEC are the following:

The
project
“Promoting
sustainable
development in Moldova by defending the right
to a clean environment” was implemented by
NEC with the support of the US State
Department, through the Democracy Grants
Program and the Grant Program of the
Lithuanian Embassy in Chisinau, during May 3August 31, 2011. The project aimed to
strengthen the civil society to get actively
involved in the elaboration and implementation
of environmental policies and legislation of the
Republic of Moldova and to increase the awareness level on basic human right - the right to
a clean environment.
The main objectives of the project aimed to raise public awareness on environmental
pollution cases, to train civil society representatives to defend the right to a clean
environment, to strengthen the cooperation between civil society and the Ministry of
Environment and other competent bodies in the process of development and
implementation of environmental policies and legislation as well as to involve the public in
adjusting the Environmental Strategy of Moldova for 2012-2022, providing comments and
recommendations. The main components of the projects were the following:
 Public hearings on pollution cases of shallow well waters in Lipnic village
(Ocnita rayon)
NEC organized public hearings on
pollution case of shallow well waters in
Lipnic village, which are used for
drinking by the local population, with
wastewater from Ocnita Rayonal
Hospital. The purpose of hearings was to
bring together the decision-making
factors and to find out viable solutions to
this serious case of pollution. Thus, on
the
8th
of
June
2011,
NEC
representatives together with the
Director of Ocnita Rayonal Hospital, the mayor of Lipnic village, Chief of Section
for Water Resources and Atmospheric Air of State Ecological Inspectorate and Deputy
President of public association "Hyde Park" met about 45 citizens in Lipnic village, where
the above mentioned case, as well as the problem of wells water quality were discussed.
During this meeting the villagers had the opportunity to test wells water quality they drink

to nitrate concentration. Thus in 36 cases out of 61 tested, there were found concentration
of nitrates which overcame the allowable limits. The impact of polluted waters on human
health is reflected in the movie "We are what we drink", which was developed within the

 How to defend our right to a clean environment?
Subsequently, on June 21, 2011, NEC
organized the training "How to defend our
right to a clean environment?”. The target
group of the training were environmental
NGOs interested in legal issues related to
the protection of the above mentioned right.
The purpose of the event was to enhance
the involvement of civil society in
monitoring
the
compliance
of
environmental legislation in their localities
and to act appropriate in order to detect
legislation-breaking cases. The results of the training and the movie were presented during
the Aarhus Convention Conference which was held in Chisinau during June 27 – July 1,
2011.
 Regional public consultations on the National Environmental Strategy
2012-2022
NEC in collaboration with the Ministry of
Environment and the Ministry of Regional
Development initiated the regional public
consultations in Chisinau municipality,
Cimislia town and Balti municipality during
June 27-29, 2012. The goal of these
consultations was to examine the draft of
the strategy, the general objectives of
promoting sustainable development and the
concept of green economy, to discuss the
integration of environmental requirements within socio-economic development of the
country at national and local levels, setting
the sector goals and indicators in the
environmental field, to discuss the role of
local authorities and local partners, public
associations in developing, promoting and
implementing the strategy. These events
joined together the representatives of the
Regional Development Agencies, Rayonal
Councils, Ecological Inspections and
associations which contributed to the
improvement of the content of the strategy with their recommendations.

This project is a component part in the process of strengthening the voice of the civil
society in Moldova on defending the right to a clean environment.
e-Environment Transparency
The
project
“e-Environmnet
Transparency” was implemented
during 13.06.2011 – 31.12.2011
and was supported by the
representative of the World Bank
in Moldova
The main goal of the project was
to
promote
environmental
transparency and to improve the
environmental decision-making
process in Moldova.
The project achieved the following results:




There were identified pollution sources of surface waters with sewage from
treatment plants which are
broken or defective and/
or businesses in Moldova;
There were made of two
films about pollution of
surface
waters
with
sewage;
The
movies
were
disseminated in internet
through Internet television

The

"Ecological catastrophe in
Ciorescu
village"

of pollution of Ichel river in the village, Chisinau, with wastewater from the nonfunctional treatment plant of Chisinau municipality. The movie "Budesti village
environmental problems" (http://curaj.tv/reportaj/social/probleme-de-mediu-labudesti/) relates to the pollution case of Frumusica river in Budesti village from
Chisinau non-functional wastewater treatment plant;
There was developed the interactive application "online pollution sources", which is
an interactive map marking pollution sources of surface waters with sewage,
documenting them with video and/or photo, data about laboratory analysis of
water, information about whom is affected (school, mayoralties, kindergartens ,

hospitals, lakes , forests, etc.) in radius of 1 km from pollution source. The

Bic river Initiative
The main reason for launching the
initiative was the deplorable state of
Bic river, one of the main tributaries
of Nistru river in Moldova, which is
crossing 4 towns, including Chisinau
municipality, which have a major
impact on the river, being qualified
by specialized institutions with
grade III to IV of pollution
One of the objectives of the initiative
is inform the target groups about
the situation of Bic river and
awareness on the need to change attitudes and actions for preventing pollution and
degradation of the river and protection of water resources in the basin. The working
methodology within the initiative is to involve a large number of stakeholders,
communities and the population to implement activities. After two-year collaboration with
the youth within the initiative, the National Environmental Center obtained valuable
partners and resources in implementing activities.
Thus the major components of the initiative during 2012-2013 were the following:

 Bic river water assessment activities
During May-November 2012 NEC
organized a series of water
assessment activities using the
biological monitoring method,
mobilizing about 60 schools located
in the basin of Bic river. Thus we
managed to train more than 1000
young people between 14-20 years
and their teachers.

 The First Youth Forum in the basin of Bic river
NEC in collaboration with the American
Foundation UCEF and the Embassy of
Finland in Bucharest organized the First
Youth Forum on 24.03.2013 with the
participation of about 400 young people
from the schools located in the basin of
Bic river. Within this forum we managed
to organize a contest which included 3
categories: video, photography and
entertainment (songs, theater and dance),
which reflected their vision on the
situation of Bic river. There were
submitted about 90 works and the
winners were awarded with special
prizes. Moreover, the young people had
the opportunity to dialogue with the
competent authorities and bodies who
were present at the event.

 Cleaning campaign in the basin of Bic river with the slogan “Love your
river!”
The first cleaning campaign with the slogan
“Love your river!” was organized on 27.04.
2013, involving about 1000 young people
from 63 localities of the basin.

 The first ecological flash-mob on the Great National Assembly Square in
Chisinau
The flash-mob was organized on
29.05.2013 stressing on serious
condition of Bic river and
namely to illegal discharges of
sewage into the river and to
create social pressure on
policymakers to eliminate these
sources of pollution. A unique
scene was performed in front of
the Government of the Republic
of Moldova in the Grand
National Assembly Square of
Chisinau. The goal of the action
was to show the causes of river
pollution, warning that all of us
are in danger as long as the local
and central authorities will not
get involved in solving them.
The action lasted 20 minutes
and involved the participation of
about 200 young people. The
action reflected the most severe
cases of river pollution in
Chisinau, which relate mainly to
the activity of economic entities,
which
discharge
untreated
wastewaters directly into the
river. The participants simulated
the pollution of the river placing
a black canvas over a blue one,
which symbolized the fact that
the river is almost dead. Waste
water pipes were also included
as the main element of the flash
mob. The participants, holding blue and red balloons, have completed the action aligning to
form the message: "♥ Bic river".

 Youth expedition on Bic river
The expedition was held during 0714.07.2013 and involved the participation of
25 young environmentalists, who went on
foot 155km along the river and identified
sources of pollution and its degradation
factors. During the expedition, the young
people had the opportunity to meet with
local authorities and competent bodies in
certain localities on the course of the river.
During these meetings, young people
expressed their opinion regarding the state
of the river as seen by them - the legacy that
will take over from the current generation.

 The flash-mob caravan "Love Your River!”
Following the flash-mob which was organized on 29 May 2013 in Chisinau, the National
Environmental Center decided to replicate this successful experience and organized a flash
mob caravan with the slogan “Love you river!” in all 4 rayons of Bic river basin as well as in
Chisinau municipality. The main goal of the Caravan was to invite the population to Bic
river Festival with the same
slogan on 29 September
2013 in Temeleuti village,
Calarasi rayon - the place
the Bic river originates
from. The action gathered
about 1000 young people
who played the story of Bic
river. They showed the way
the river is born, then how
it becomes polluted as well
as the way it could be saved.
In the end of the action, all
the participants and the
passers-by joined in a
traditional dance, which is
called “hora”. This action
symbolizes the power of

people in the basin of the river, joined for cause, in this case for the salvation of Bic
river. When the action was done, the volunteers distributed invitation flyers to the festival
to every participants of the flash mob. Thus during a week before the festival, by means of
these actions, the youth who study in the schools in the basin of Bic river, were inviting
people to Bic river festival. During the Caravan, the National Environmental Center in
cooperation with the mayoralties and Rayonal Councils located in the basin of the installed
road signs with the message “Love your river!” in Calarasi, Straseni, Ialoveni, Anenii Noi
towns and Chisinau municipality on the bridges crossing the Bic river. The events were
attended by the local authorities as well as by the young people who participated in the

 The Festival of Bic river “Love your river!”
The festival of Bic river was organized on 29.09.2013 in Temeleuti village, Calarasi rayon,
the place where Bic river originates from. In the organization and development of the
festival there were actively involved
Calarasi, Straseni, Ialoveni and Anenii
Noi Rayonal Councils, who gathered the
best folk groups, craftsmen, in total 480
local artists. The event was attended by
about 1,500 people from the basin of Bic
river. The festival was sectioned in
several areas:






 Main stage with the all-day long
concert
 Fair
of
traditional
items
(Moldovan folk clothes, wooden items, clay items, hand-made jewellery etc.) and
organic food (honey, agricultural products etc.)
Master classes
Cinema with environmental videos and pictures
Food area
Children’s area
Exhibitions of traditional souvenirs
Excursion to Bic river spring
The most skilled craftsmen organized
different exhibitions and sold authentic
traditional
items.
Children
have
experienced very creative moments
while participating in handicraft
workshops manufacturing their own
items in aquatic style with polymeric
clay, under the guidance of best
specialists in this field. Those who had attended the festival had a chance to admire an

aero-performance carried out by the
sports Aero Club Calarasi. Young
people interested in radio games had
the opportunity to practice this kind of
sports. An improvised cinema was also
organised, where those interested in
pollution issues of Bic river had the
opportunity to find out more
information about the current situation
of Bic river. The movies were
developed by the participants of Bic river Basin Youth Forum held on 24 March 2013.
Moreover, a photo exhibition of the participants of the Youth Forum was held during the
festival. The cinema was arranged in a military tent which was given free of charge by a
partner of the National Environmental Center, the Ministry of Defence of Moldova.

 Second cleaning campaign in the basin of Bic river
The second cleaning campaign was organized during 24-31.10.2013. The National
Environmental Center managed to involve about 3000 young people in cleaning the
territory around the course of the river in all the localities of the basin.

Eco-School - the way to sustainable development
The project „Eco-School – the way to sustainable
developed” was launched in 2010 in Chisinau
municipality and was financed by the Embassy of
Finland in Bucharest. The participants of the project
„Eco-school” are teachers, school administration,
NGOs,
local
community,
parents
and
other interested
groups, though the main beneficiaries are the students
of the school. The project facilitates the integration of
young generation in the society, as well as will
strengthen cooperation between students, teachers,
parents, local community, NGOs and other interested
groups.

The goal of the project „Eco-School” consists in education of the young generation in spirit
of sustainable development, through participatory and democratic environmental
education. Up till now the Eco-School project passed 2 phases and was implemented in 2
high schools in Chisinau municipality.
 Eco-School (Phase I)
The first phase of the project was
implemented within the
Republican High School of Real
Sciences, as a pilot project in
2010.
The target group of the project
were students of 9-12; teachers
and school administration;
parents interested in supporting
children's initiative,
representatives of environmental
NGOs and media representatives.
There was created the Eco-School
Council consisting in majority of students and teachers from the high school, who together
with the National Environmental Center have developed the Eco-School strategic
operational documents. The Council was formed of three working groups on priority
areas, selected by its members: water, air and waste.
The Eco-School Council examined and approved the Regulation, which provided methods
of election and re-election of members, responsibilities, objectives, rights, frequency of
meetings, etc. The Eco- School Council’s working group made also an assessment
on environmental situation in
school, on priority areas
identified by reference to the
environmental situation in
Chisinau, and the place where the
school is located. This evaluation
was summarized in the Report on
Environmental Situation,
developed by students, assisted
by teachers and NEC. Then, based
on the analysis, there was
developed the Environmental
Action Plan. Certain activities like
cleaning the riverbed, keeping the
riverbed clean, planting trees and

discussions with the population on how important is to keep the water clean, were
organized in cooperation with the National Environmental Center. The members of the
Eco-Council had the opportunity to participate in the biological monitoring activities on
Isnovat river.
The most important result of the project
was the contribution to the development
of mentality and attitude of the youth
towards environment. The project
foresaw to develop a clear vision on
sustainable development, civic
participation, democracy, freedom and
responsibility of election, natural balance,
decision-making process and social
responsibility.
Another result related to the
development of a new model of education in the field of sustainable development, which
could be implemented at the national scale, in more schools of the
country, thus contributing at
building an adequate mentality of
the citizens
towards the environment in the
whole country.
The last but not the least was the
creation and strengthening
partnerships between students,
teachers, school administration,
parents, civil society, local
authorities, business community, in
order to implement various civic

 Eco-School (Phase II)
The project "Eco-School – the way to
sustainable development" (phase II) has
been implemented within the Theoretical
Lyceum "Principesa Natalia Dadiani" in
Chisinau, during September 1, 2012 August 31, 2013.
Within the project there was
implemented the Environmental Action

Plan. During one year there were
developed and published three
newsletters "Eco-School" on
environmental issues (300 copies
each). However, with the support of
NEC, young people developed and
published three thematic booklets on
water protection (two issues), air
pollution (2 issues) and waste
management (2 issues), which were
distributed throughout the school, in
order to organize a poll. Also, young
people wrote articles about the
activities and results of Eco- School project which were disseminated to local media.
There were organized 6
environmental days (2 days of
water protection, 2 days of air
pollution and 2 days of waste
management). These activities have
been visited by the representatives
of the Embassy of Finland in
Bucharest , Ministry of Education,
Ministry of Environment, NGOs, the
media. The most active students
were awarded at a ceremony
organized on this occasion.
At the end of the project there was
developed and published a booklet with the Eco-School program results in the LT Princess
Natalia Dadiani.
It is important to note that by means
of this project, NEC managed to
establish a dialogue with the
Ministry of Education in order to
discuss possible ways to improve
environmental education in
compulsory and secondary
education, using the experience
gained in the project "Eco - School way to sustainable
development”. Thus in the end of
August 2013, within the high
school there was organized an

information seminar on the effectiveness of this program, where was presented
the Assessment Report on promotion environmental education and education for
sustainable development in the Republic of Moldova (in schools, gymnasiums and lyceums).
