SUMMARY STATEMENT: For a number of years, the City Council has been concerned
about the water quality in Little Bay. On September 10, 2002, the City established the Water
Quality Committee, incorporating a volunteer organization, The Little Bay Sentinels, to monitor
water quality in Little Bay. At the regular Council Meeting of February 13, 2007, an item was
on the agenda to contract with Coast & Harbor Engineering for an engineering study to develop a
strategy and engineering measures to improve the circulation of Little Bay to include Task 1
($17,300.00) and Task 2 ($43,800.00) total cost of $61,100.00. Based on conversation with Ray
Allen between the time the agenda was posted and the meeting, suggested waiting on this item
until he could provide data his organization had collected on Little Bay.

SUMMARY STATEMENT: Keep Rockport Beautiful (KRB) is recommending that the City
of Rockport purchase approximately 2,500 square foot of property located at the junction of Hwy
35-South and Loop 70 (Church St.) on the south side of the city. The “Welcome to RockportFulton” sign is located on the property, and KRB would like to beautify the site and protect it
from other future uses. KRB views this as an important “first impression” site for those entering
the city from the south. The property owner has indicated a willingness to sell the property for
$6,000. The appraised value of all five lots is $4,020. A survey and appraisal of the property is
needed.

SUMMARY STATEMENT: The Spanish Woods Homeowners Association has requested
speed humps on Spanish Woods Drive and there has been one telephone call about speed humps
on Henderson Street (between State Highway 35 and Fulton Beach Road).
The last time this issue was discussed was at the City Council Workshop of July 22, 2002. The
complete agenda package for that meeting is attached.
Please note the last page in the attached package: A Memo summarizing the research performed
by the Chief of Police and the Director of Public Works. Note Item 6: “Bobby Close, Director
of Operations for Aransas County Medical Services, Inc. says that speed bumps on Augusta or
Spanish Woods Dr. would make it extremely difficult for EMS to respond effectively to
emergency calls in Rockport County Club using the west (“back way”) entrance or in Spanish
Woods Subdivision. He said cases where patients had possible spinal injuries crossing speed
bumps at as little as 5 mph could add to patients’ injuries.”
On March 28, 2007, after receiving a call from Henry Harris of the Spanish Woods Homeowners
Association, ACMSI Operations Director Bobby Close called me. Mr. Close said “speed bumps
are OK with EMS.” When I asked if this was true throughout the City, Mr. Close said “yes.”

Road humps are an effective and appropriate device f ~ safely

vehlcle speeds on certaln types o f streets when installed i n accordance
with the provisions o f t h i s policy.
I n order f o r road hump installations t o be effectlvs. they should be
1ocated select1vely I n accordance with defined transportation engineering
c r i t e r i a f o r the purpose o f ameliorating documented bpeedlng problems,

safe driving practices.

ROAD HUMP REMOVAL AND ALTERATION
The process for road hump removal o r alteration by resldents I s the same
as the process for i n s t a l l a t i o n . except that there i s no City
participation i n cost sharing.

DESIGN STANDARDS AND

The City Manager shall prepare and maintain current deslgn standards and
Snstallation procedures for road humps i n accordance M t h this policy.
H.
REASSESSMENT
The City staff will reassess this Policy on an annuql basis for three
years. The fl r s t reassessment i s due one year after the i n s t a l lation of
the f i r s t road hump under provisions of t h i s Policy.

Regarding the question of placement of Speed Bumps on Augusta Dr. and Spanish Wood Dr.:
I . Augusta Dr. is the only route for all traffic entering the Rockport Country Club subdivision from
the west (F.M. 2165). This is the route most frequently taken by E.M.S. vehicles when answering
emergency calls for service from their office at Enterprise and F.M. 2165 to locations in Rockport
Country Club subdivision;
2. Spanish Wood Dr. is the only route into Spanish Wood Subdivision;
3.Speed bumps on either of these streets would create serious hazards for all emergency
vehicles responding to emergency calls for service in these subdivisions;
4. Due to the size and weight of E.M.S. ambulances and fire trucks from any local fire
department speed bumps would cause serious damage to these vehicles unless they reduced speed
to a minimum of 10 M.P.H. where the speed bump is locate and this would significantly reduce
response times;
5. RVFD Fire Chief Mitch Ammons said that he strongly opposes the placement of speed
bumps on either street;
6. Bobby Close, Director of Operations for Aransas County Medical Services Inc., says that
speed bumps on Augusta or Spanish Wood Dr. would make it extremely difficult for EMS to respond
effectivelyto emergency calls in Rockport Country Club using the west (back way") entrance or in
Spanish Woods Subdivision. He said in cases where patients had possible spinal injuries crossing
speed bumps at as little as 5 mph could add to patients' i~juries;and,
7. In addition to items 1 6 above, speed bumps should not be placed on Augusta Dr. due to

excess of that limit.

Letter - Jim Hanson, 2026 Tule Park Drive
I received a complaint fiom Mr. Jim Hanson, 2026 Tule Park Drive, regarding motorists
speeding and the heavy M c along Tule Park Drive. Mr. Hanson is requesting that either the
speed limit be reduced or speed bumps installed, which in his opinion will correct the traffic
problems or concerns he has expressed.
I have placed this item on the Monday, May 21 City Council Workshop for discussion.

RE: Traffic on Tule Park Drive
I'm writing this letter in regard to the auto traffic on Tule Park Drive.
I'm requesting the city lower the speed limit from business 35 to the end of the
cemetary. Traffic has increased since Walmart opened as more and more
people use our street as a throughway from Key Allegro, etc.. . to business 35,
Walmart, the schools, businesses, etc... there. Many people drive faster than
the posted 30 MPH limit going back and forth on Tule. From mom's dropping
kids at school early morning and afternoons to the many different delivery
trucks all day long to kids in Harbor Oaks with their Mustangs, Honda's, etc...
people speed through our neighborhood.
I see no reason to be driving faster than 20 or 25 MPH on our
residential streets, especially ones that have children and pets as residents.
Yesterday, someone ran over and killed our cat (didn't stop) and earlier this
year someone ran over and killed the neighbors dog. One of these days it's
going to be one of the kids. Something needs to be done as soon as possible
to to slow down traffic, even if it takes installing speed bump(s) to accomplish
it.

SUMMARY STATEMENT: Consider an ordinance prohibiting the blowing, sweeping,
dumping or otherwise placing lawn waste (grass clippings, leaves, etc) on City streets. Lawn
waste in the streets ends up in the City storm water collection system which empties to our bays.
In 2001, the Texas General Land Office
provided the City with a grant for an
education program which provided the
brochure (left) and 4” by 4” metal signs
which were affixed to all storm water drain
access covers in the City. The purpose was
to discourage the dumping of used motor oil
into City storm drains.
