MEMBERS PRESENT: Mayor Jack Bower, Commissioners David Hausmann, Charlie Perdue, Larry Purcell, and Allen Reavis. McDermed, Public Works Director Justin Pregont, Police Chief Mike Wilson, Recording Secretary Kathryn Soph, and others. I. CALL TO ORDER. Mayor Bower called the meeting to order at 4:30 p.m. II. INVOCATION. Commissioner Hausmann gave the invocation. III. PLEDGE OF ALLEGIANCE. IV. PROCLAMATIONS. A. V. HUNTINGTON’S DISEASE AWARENESS MONTH – JUNE. PUBLIC FORUM. John Bishop spoke on behalf of the Atchison Art Association about the art installation at the Farmers Market. The group installed netting under the viaduct to protect from birds. He asked if the City would provide street bricks and excavation, and the Art Association would install them under the picnic table. He proposed that pieces of the old bridge be installed as an artwork at the Headworks facility. Mayor Bower told Mr. Bishop to work with Public Works Director Pregont. VI. NEW BUSINESS. A. DOG PARK PROJECT UPDATE: Park and Forestry Board Chairman Loren Affield presented the proposal for converting the ball field at 14th & Laramie to a dog park. The Board has studied and investigated various sites since 2010, received public input, and found an overwhelming positive response for the proposal. Commissioner Perdue said he went by 14th & Laramie recently and the field was in use. Mr. Pregont said the field is sometimes used for high school softball practice. The school district was consulted about the proposal; while school officials preferred the field to remain, they didn’t want to inhibit the dog park project, and were willing to practice at the Sports Complex. Commissioner Perdue questioned the availability of fields, and said Reisner Park would be a better location for a dog park. Commissioner Reavis made a motion to approve the conversion of the 14th & Laramie ball field into a dog park, seconded by Commissioner Purcell. The motion carried by a vote of 4-1, with Commissioner Perdue opposed. 13 City Commission Agenda Packet June 1, 2015 City Commission Meeting May 18, 2015 B. City of Atchison, Kansas page 2. CDBG SPECIAL ROUND GRANT ADMINISTRATION: Mr. Pregont said the administrative cost would be $15,000 if the City is awarded the grant. Commissioner Reavis moved to authorize the Mayor to sign the agreement for professional services with Mo-Kan Regional Council and the corresponding letter. Commissioner Purcell seconded. The motion passed 5-0. C. 2016 CDBG ANNUAL COMPETITIVE ROUND: Ms. Anderson informed the Commission of the categories and requirements for the 2016 Community Development Block Grant (CDBG) annual application process. There is a minimum 25% match requirements. The grants are low and moderate income (LMI) qualified, so the City will need to do a survey. She asked that the Commissioners contemplate if they wish to apply and look at potential projects. D. KLINK PROGRAMMING – 2018 GEOMETRIC IMPROVEMENT APPLICATION: Mr. Pregont discussed continuing drainage issues on South US-73 Highway. The Kansas Department of Transportation (KDOT) did a geotechnical analysis and determined that that section of the highway badly needs an under-drain installed. The best funding opportunity for this costly project is the Geometric Improvement Program, which could provide up to one million dollars in State funding with a minimum 10% City match. The City has spent 1.2 million dollars over the past 5 years on the KLINK Resurfacing Program, which provides 50% match for maintaining the State highway connecting links within city limits. He discussed the possibility of opting out of the program. Commissioner Purcell made a motion to authorize staff to submit application to KDOT for the US-73 Under-Drain and Reconstruction Project under the 2018 KLINK Geometric Improvement Program, and explore opting out of the KLINK Resurfacing Program. The existing men’s restroom is a single user facility that serves the needs of a Public Works and Utilities crew of about 35 men on a daily basis and up to 50 men during the summer months. The proposed restroom addition would be constructed on the north side of the existing Public Works administration building and feature two stalls, two urinals, and a single emergency shower for staff to use in the event of contact with hazardous chemicals or sewage. The existing women’s restroom is also a single user facility. Although it is appropriately sized with just four women working in the Public Works and Utilities Department, it is not ADA compliant. Separately from this project, staff plans to convert the existing men’s restroom into an ADA compliant women’s restroom, which can be accomplished with minimal updates. Using the design parameters developed in the scope of the Lions Pool ADA restroom addition, staff recommends an internally driven bidding process; however, staff did solicit a bid from the architect of the Lions Pool restroom project. For the development of plans and bidding documents for the City Shop restroom project, the architect would charge $5,000. FINANCIAL CONSIDERATIONS: The City Shop Renovation is listed in the 2015 CIP with a budget of $300,000. Since that budget number was developed, the scope of the project has been substantially reduced to make room for additional costs on both the 6th Street Viaduct Repair project and the Wayfinding Sign Project. The restroom addition and renovations described above are expected to come in under $100,000. The overages incurred from the 6th Street Viaduct Repair and Wayfinding Signage were approximately $50,000. LEGAL CONSIDERATIONS: The selected contractor will be required to obtain the appropriate permits from the Community Development Department. POLICY CONSIDERATION: Staff is prepared to publish a request for proposals for this project using only internal resources. If the Commission so desires, staff can proceed with architectural design and bid document production at a cost of $5,000.
