MEMBERS PRESENT: Mayor Jack Bower, Commissioners David Hausmann, Charlie Perdue, Larry Purcell, and Allen Reavis. OTHERS PRESENT: City Manager Trey Cocking, Finance Director/Assistant City Manager Becky Anderson, City Clerk Debra Clem, City Attorney J. David Farris, Fire Chief Michael E. McDermed, Public Works Director Justin Pregont, Police Chief Mike Wilson, and others. I. CALL TO ORDER. Mayor Bower called the meeting to order at 4:30 p.m. II. INVOCATION. Rev. Don Payne, Church of Christ, gave the invocation. III. PLEDGE OF ALLEGIANCE. IV. PROCLAMATIONS. V. PUBLIC FORUM. No comments. VI. NEW BUSINESS. A. A RESOLUTION EXPRESSING APPRECIATION TO J. DAVID FARRIS FOR HIS SERVICE TO THE CITY AND CITIZENS OF ATCHISON, KANSAS AS CITY ATTORNEY/PROSECUTOR FOR TWENTY FIVE YEARS. (Resolution No. 2987): Commissioner Reavis moved to adopt Resolution No. 2987, seconded by Commissioner Hausmann. The motion carried unanimously. The Commissioners presented the resolution to Mr. Farris along with a key to the city, and expressed their appreciation for his service. B. 2014 COMPREHENSIVE ANNUAL FINANCIAL REPORT: Ms. Anderson said the auditors met with the City’s Audit Committee that afternoon, who voted to recommend the financial report be adopted. Ms. Anderson introduced Stacey Hammond with the auditing firm Berberich Trahan & Co., P.A. Ms. Hammond, summarized the audit of the City’s 2014 financial report. The auditors issued an unmodified audit opinion, which is the best kind of opinion for the City’s financial report. The Commission voted 5-0 to accept the 2014 Comprehensive Annual Financial Report as presented. C. A RESOLUTION SETTING FEES FOR THE CITY OF ATCHISON, KANSAS. (Resolution No. 2988): Mr. Cocking said a technical correction is needed to correct the senior citizen discount for the CSO fee. Commissioner Reavis moved to adopt Resolution No. 2988, seconded by Commissioner Hausmann. The motion carried 5-0. D. CITY SHOP RESTROOM CONSTRUCTION/REHABILITATION: Mr. Pregont discussed his recommendation to move forward with design work in-house. He estimated the cost at $5,000 to have an architect design the project. Commissioner Purcell and Perdue expressed several concerns with the design of the project. Commissioner Reavis made a motion to hire an architect to design the City Shop restroom project, seconded by Commissioner Perdue. The motion carried by a 4-1 vote, with Commissioner Hausmann opposed. E. 13TH STREET WATER MAIN REPLACEMENT PROJECT: Commissioner Perdue moved to authorize the City Manager to enter into a contract with Engemann Drainage in the amount of $47,383.75, with up to an additional $2,500 for any change orders required. Commissioner Purcell seconded. The motion carried 5-0. F. CITY HALL ADA ACCESSIBLE DOOR LEVERS: Commissioner Reavis moved to authorize city staff to enter into a contract with Overhead Door for City Hall ADA improvements in the amount of $14,103.04, with an additional $1,000 allocated for potential change orders. Commissioner Purcell seconded. The motion passed by a 5-0 vote. G. UV BULB REPLACEMENT AT WASTEWATER TREATMENT PLANT: Commissioner Reavis made a motion to approve the replacement of the UV bulbs and supporting equipment from UV Doctor in the amount of $22,768, seconded by Commissioner Hausmann. AUTHORIZE THE PLACEMENT OF MEMORIAL AND FOR THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE SMOKEY HILL TRAIL ASSOCIATION. F. AUTHORIZE BOTTORFF CONSTRUCTION TO COMPLETE THE REPLACEMENT OF THE SHOP DRIVE PROJECT IN THE AMOUNT OF $12,914. Commissioner Purcell moved to adopt the Consent Agenda, seconded by Commissioner Reavis. The motion passed 5-0. IX. INFORMATIONAL ITEMS. Mr. Cocking noted the budget workshop scheduled for June 25th at the Atchison Event Center. The reception for Mr. Farris’ retirement is June 30th in the City Hall Conference Room. X. GOVERNING BODY COMMENTS. Commissioner Perdue received a complaint about numerous construction vehicles parked at 6th & Mound. Mr. Cocking said staff will look into it. Commissioner Perdue expressed concerns about the County ambulance service policies on where patients are transported. Commissioner Purcell asked if the City has representatives on the solid waste committee. Mr. Cocking replied yes, but emphasized the City is not involved in day-to-day operations at the landfill. Commissioner Purcell said the shower at Independence Park is not working. Mayor Bower commended the Juneteenth celebration over the previous weekend. XI. PUBLIC FORUM. No comments. XII.
