DRAFT MINUTES OF AWLISCOMBE PARISH COUNCIL MEETING
Tuesday 24th November 2015
Councillors W. Furnival, C. Wright, R. Lawrence, T. Harvey, A. Summers, District Council P. Skinner.
7 members of the public were present.
1.Apologies for absence: Cllr P. Gillingham, and Cllr N. Boulton (both working) County Councillor P. Diviani
(other meetings).
2.Police Report: P.C. Clive Vickery sent a report to say that there had been no crimes since the last meeting on 13th
October 2015.
3.Items from County/District Councillors: Cllr Skinner reported that the budget is in the process of being set for the next
financial year. A saving of £2.6 million before 2019. The focus is to provide a job for every new house built. The new offices
at Honiton are moving forward and it is hoped that new jobs will be created for local people. The housing department will be
based in Exmouth. The Local Plan is looking for sites for gypsy and travellers and the final decision on the Local Plan should
be known sometime around the end of December.
4. Declarations of Interest: Cllr Summers declared an interest for agenda item 7 – Planning.
5.The minutes of the meeting on 13th October 2015 : Were signed as a true and correct copy.
6. Matters arising: There were none.
7. Planning:
15/0184/CPE – Mr. D. Beer, Cherry Bridge Farm, Awliscombe – Certificate of Lawfulness, (existing) for use of
structure as a dwelling. Awaiting decision.
15/1579/FUL – Land West of Hillcrest, Awliscombe – Change of use to form recreation area. – Application refused. –
Since the agenda was sent out the application has now been refused. It was recommended that the Chairman contact Paul Lowe
at EDDC to find a way forward for the affordable housing in the village.
8. Parishioners Questions: It was noted by a parishioner that the rubbish on the main road to Honiton has become
increasingly worse and it was suggested that the Parish Council could invest in some litter pickers that can be used by
parishioners if they are walking around the village. The Clerk would get some quotes and purchase a small number.
9. Highways: Cllr Harvey reported that some tar and chipping would take place. The tunnels under the ford at Wynford are
blocked. Cllr Summers said he would have a look as it was unlikely that highways would be able to deal with this.
10.Update on the Neighbourhood Plan: A quick update as Cllr Boulton was absent from the meeting to say that he has
put in an application for initial funding and is in the process of forming the committee. Further updates to follow.
11. Discussion for the Parishes Together Fund: Cllr Gillingham had passed on a brochure showing a number of motorised tools for highway maintenance but it was suggested that we ask for some information on strimmers and leaf blowers. The
Clerk to speak to Cllr Gillingham.

Due to printing issues the Clerk was unable to produce the details for the budget so it was agreed that this would now be set at
the same time as the precept at the January meeting. The Clerk would email relevant correspondence to Councillors prior to the
meeting.
13.Correspondence: Circulated in the usual way.
14. Date of the next meeting: Tuesday 5th January 2016.
15. Any other Business: Cllr Wright reported that a test run of the drone taking pictures of the village had taken place and
would be available to see. Also EDDC would be charging £2 a day for parking. These tickets are transferable and can be used
at different car parks and in different towns on the same day. This will run from 1 st December until 28th February 2016. Cllr
Summers said that the forestry boxes were still at the land rover centre and it was suggested that school would probably make
more use of them. The Clerk to look into.

My trusty 1999 Land Rover Defender 110 TD5 engine
Hardtop is for sale.
Many will have seen me driving it.
Why sell?
Because I want to replace it with a ‘project’ on an older
version.
It’s MOT’d until 29/8/2016 and has 149K miles on the
clock. I’m the 2nd owner (10 years). Previously it was owned
by the old M.A.F.F. (now DEFRA), in Cornwall. It’s been
regularly serviced and repaired (documentation is available).
It has a radio/CD player, checker plating on the wings and
corners.
It’s very reliable with a solid chassis and bulkhead. Tyres
are good. It does not use oil between services. I’ve never
been ‘off road’, and I’ve never towed anything, although it
does have a tow bar, hitch and the electrics. No welding.
I’m looking to sell at the reasonable price of £3250 o.n.o.

The New law on microchipping dogs
With effect from 6th April 2016 all dogs in England
will be legally required to be microchipped and their
details registered on one of the authorised databases such
as Petlog.
How the system will work and what you need
to do
Puppies must be chipped before 8 weeks of age and
the breeder must be the first registered keeper
If you have not already had your dog microchipped
you can easily get this done by your vet and
many organisations.
When do I need to change my dog’s details on
the database?
When ownership changes.
If you move house.
If you change your phone number.
If your dog dies.
What happens if I don’t chip my dog?
Police and local authority employees will be issued
with microchip reader scanners so that instant
enforcement of the law can be carried out.
You may be served a notice by the police or local
authority requiring chipping within 21days. You
can be fined up to £500 and your dog seized and
microchipped at the owner’s expense.
Cats and micro-chipping
Although it is not becoming compulsory to microchip
cats, vets and other organisations have many cats handed
in as strays. Without a microchip, it is difficult to locate
the owner easily and get the pet back home where they
belong.

There are many practical elements to be addressed in
considering the future, facing the huge challenges associated with
climate change. Discussions, plans and schemes have been and are
being embraced on individual, group and large organizational
levels. It is encouraging to imagine the myriad small lights the
world over, endeavouring to make positive changes that will benefit
all species and our future on this beautiful planet.
However we are not tending to the increasingly urgent need as
quickly as we have to, if we are not to further damage our habitat.
I recently attended a conference in London on “The Psychology of
Inspired Collective Climate Change Action (and what gets in its
way)” While climate change anxiety and denial is becoming more
widely recognized as a psychological problem, less attention has
been given to the psychology of a positive “Yes we can” response
to tackling this daunting global situation. The Conference sought to
understand the way negative and hopeless feelings towards climate
change actually paralyze people’s ability to engage proactively on
this front. Nine speakers, eminent in their fields of expertise, gave
a series of TED style presentations illustrating the psychological
patterns we adopt to cope with despairing situations, through
avoidance and denial. The message was that we have to face the
fear and then go forward and that the key element of any solution
to climate change lies in how we think and feel together, what we
can do and where hope lies.
Mental planning and physical effort is essential but sometimes it
is easier to engage the mind than embrace the emotions that arise
when we consider the impact of climate change, devastation of land
and cultures, over-population, energy crises, annihilation of
species. An accepted and essential aspect of the Transition
movement is that we need to engage all parts of us in considering
changes we have to make. We can use the challenges we face to
make a better world but for this we need to take our Heart and Soul
with us. We have to be in our hearts as well as our minds, then
compassion can play its part but for this to happen we have first to
face the heart-rending situation. Then together we can find the
freedom to take action in building a happier world.
At the beginning of December, the annual Winter Gathering was
held at Eastcott Barn in Sheldon. This is the fourth year in which
people have come together around the winter fire, offering what
they will, receiving what they need. It is a contribution of all
involved towards our support of each other in going forward, in
focussing on the abundance of our lives, of sharing food, animated
conversations, ideas, healing sessions, music, laughter. It may not
be big stuff in the face of the often over-whelming issues but the
more we come together with positive intent and hopefulness, the
more good will and love for humanity and our Earth will grow.

EAST DEVON SLOT CAR RACING CLUB
It’s that time of the year again where we say goodbye to another exciting year of racing with the
classes now wrapped up.
In the overall championship a huge congratulations to
Lauren Jenkins (pro-am) for coming first, showing that it is
not just a man’s hobby! Kris Burgess (pro) was second
with consistent results in the hotly contested pro category
and Mike Lewis (pro-am) snapping at his heels in third.
In the pro class, Kris Burgess was first with a
comfortable lead to second place, which was taken by
Ron Lane. Would things have be different for Ron if he
was not such a magnet for bad luck? Only time will tell.
A battling Matt Troup occupies the final podium position.
In the pro-am class, Lauren Jenkins took the championship. Will Lauren be able to will the pro
class next year, watch this space! The Taunton Terriers, Mike Lewis and Dennis Stratton came
second and third respectively. With Lauren and James Spear being promoted to the pro class
next year, these two will be battling tooth and nail for the top spot.
The gentleman’s class was a classic case of the Hare and the Tortoise. Richard Small stormed
off to a commanding lead early on, however, the consistency of David Green throughout the year
was enough to steal the top spot by a mere 4 points. Next year looks like it is going to be a
grudge match between the two. Shane Price narrowly beat Steve Andrews to third place. Who
will come out on top next year?
The Supercup, which is to be decided at our Christmas party on
the 18th December still has 8 drivers in contention for the cup (and
it is a big one!). Results will be announced in next month’s article. I
think that my fellow racers will agree with me and say that the
group 5 cars (which Martin wrote about last month) have been the
revelation of the year with close racing throughout the year.
2016 looks like it is already shaping up to be an even exciting year of racing. With rule changes
to the DTM and Open Wheel classes, the form book will be ripped open. Will Lauren be able to
continue her momentum in the pro class or will Kris get back to back titles? Will the Taunton
Terriers be the front runners in pro-am next year
Finally the club would like to thank the parishioners for welcoming us into your community.
We are always wanting to see fresh faces, so if you fancy popping in between 7pm and 8pm
on a Friday evening—and
stay to watch the racing—
you would be very welcome.
