T he C hildr e n’s A s s e s sme nt C e nt e r 2012 Annual Report The Children’s Assessment Center’s mission is to provide a professional, compassionate and coordinated approach to the treatment of sexually abused children and their families and to serve as an advocate for all children in our community. As a collaboration of Harris County Commissioners Court and The Children’s Assessment Center Foundation, The CAC represents a true partnership between the public and private sectors for the most effective service delivery to children and families. T h e C h i l d r e n ’s A s s e s s m e n t C e n t e r 2 0 1 2 A n n u a l R e p o r t Dear Friends and Supporters: It is my privilege to share with you the 2012 Annual Report for The Children’s Assessment Center (CAC). The CAC continues to be proud of our programs and accomplishments while remaining committed to our mission of providing a professional, compassionate and coordinated approach to the treatment of sexually abused children and their families and to serve as an advocate for all children in our community. Through our unique public/private partnership with Harris County and our Foundation Board of Directors, The CAC continues to meet the needs of sexually abused children in our community by providing them with the best possible care. Anne Frank once said, “How wonderful it is that nobody need wait a single moment before starting to improve the world.” With that said, The CAC was excited to launch our Restoring Hope, Rebuilding Lives Capital Campaign last year. With the incredible support from donors such as: The Fondren Foundation, the John M. O’Quinn Foundation, Texas Children’s Hospital, Brown Foundation, Cullen Trust for Health Care and the Simmons Foundation, The CAC was able to reach half of our estimated goal. But there is still much more to raise….we must expand our facility in order to better serve the needs of our community. Child sexual abuse knows no boundaries and affects every socio-economic group and ethnicity. Since 2000, The CAC has provided services to over 52,000 sexually abused children in our community and unfortunately the numbers are not declining. Our expansion is critical so that we can continue to provide the comprehensive services our children need to overcome their abuse and move on to a life full of promise and possibilities. The future of our children depends on how we, as a community, respond to vulnerable children in need. As Anne Frank so eloquently said – “let’s not wait a single moment!” We are extremely grateful to our incredible staff, partner agencies, Commissioners Court, our board and to you, our donors. Elaine Stolte, Executive Director, The Children’s Assessment Center WHO WE ARE The Children’s Assessment Center (The CAC) is Harris County’s only children’s advocacy center serving sexually abused children and their families. Established in 1991, The CAC is dedicated to providing a multidisciplinary team approach in the prevention, assessment, investigation and treatment of child sexual abuse. Using a multidisciplinary and coordinated approach in handling sexual abuse cases, The CAC houses professionals from 44 partner agencies, including law enforcement, medical clinic personnel, psychological/psychiatric services and governmental investigative entities, all with the common purpose of protecting children. W H AT W E D O CAC PROGRAMS AND SERVICES The goal of The CAC is to promote the complete healing of child victims of sexual abuse and their families by providing them with the necessary resources to effectively deal with their trauma and lead normal and productive lives. The CAC programs are designed to provide a seamless collaboration to minimize trauma, break the cycle of abuse and empower families to protect children. The CAC provides services designed to meet the physical and emotional needs of sexually abused children, their siblings and nonoffending caregivers. The CAC offers services through the following divisions: Forensic Services, Clinical Social Work, Medical Clinic, Therapy and Psychological Services, Children’s Services and Community Outreach and Training. Our mission is accomplished through: 1) digitally recorded forensic interviews of children’s statements reducing the need for multiple interviews by various entities involved in a child sexual abuse case; 2) sexual abuse and sexual assault examinations using digital colposcopy, a non-invasive procedure conducted by trained pediatricians resulting in a child friendly examination; 3) therapy and psychological services to help child sexual abuse victims and their families heal; 4) expert testimony in civil and criminal court cases; 5) advocacy for children and families; and 6) community outreach and training to heighten awareness and prevention of child sexual abuse. FORENSIC SERVICES The overall goal of the Forensic Services Division is to minimize trauma to a child by reducing the number of times a child is interviewed during the investigation of a sexual abuse case, to conduct high quality forensic interviews and evaluations using forensically sound methods and techniques, and to provide support to the non-offending caregiver during the investigative process. Each Forensic Interviewer receives specialized training to interview children in a non-threatening and non-leading manner. All Forensic Interviews are digitally recorded to preserve the child’s disclosure. Extended Forensic Evaluations are utilized when additional information or clarification of the child’s disclosure is needed. A Family Advocate is on staff to provide psycho-education, short-term counseling, crisis intervention services, resource coordination and referrals and support groups. Departmental Services: (March 1, 2011 – February 29, 2012) 3,562 624 Forensic Interviews Forensic Evaluation Services* 2,406 Family Advocacy Services* *Reflects number of services provided FORENSIC SERVICES 2012 TOP ACCOMPLISHMENT The CAC Forensic Interviewers conducted 3,562 Interviews in fiscal year 2012, an increase of 108 children served in fiscal year 2011. This increase reflects the growing need of the multidisciplinary team in reducing the amount of trauma felt by child victims. MEDICAL SERVICES Baylor College of Medicine and Texas Children’s Hospital make a significant difference in the lives of abused children in our community. Children receiving services at The Children’s Assessment Center Medical Clinic receive the highest quality care by skilled physicians. These dedicated doctors provide the sexual assault exams and unimpeachable expert testimony that is needed in court. Pediatric physicians administer sexual abuse and sexual assault examinations, utilizing state-of-the-art, non-invasive equipment. This helps minimize a child’s discomfort and fear during the exam and provides recorded evidence that may be utilized during court hearings. Departmental Services: (March 1, 2011 – February 29, 2012) 864 Sexual Abuse Exams/Sexual Assault Exams MEDICAL SERVICES 2012 TOP ACCOMPLISHMENT Dr. Marcella Donaruma, (Child Abuse Pediatrician), at The Children’s Assessment Center received the Partner in Courage Award- MDT Member Award. This award is intended to recognize an individual multidisciplinary team member who, in their professional capacity, has made a significant and outstanding contribution to a CAC in Texas during the past year. THERAPY AND PSYCHOLOGICAL SERVICES The CAC’s Therapy and Psychological Services Division is instrumental in caring for the child’s emotional needs and clinical management of cases. The CAC offers a variety of services ranging from crisis intervention and psychological evaluations to group, family and individual therapy for child victims, siblings and non-offending caregivers. Upon referral, every child is evaluated so therapists can design a unique treatment plan specific to each child. In our most recent Site Review by the National Children’s Alliance, The CAC’s Therapy and Psychological Services Division was applauded for their model mental health programs. Departmental Services: (March 1, 2011 – February 29, 2012) Therapy & Psychological Services – Children* 5,820 2,960 Therapy & Psychological Services – Adults* *Reflects number of services provided THERAPY AND PSYCHOLOGICAL SERVICES 2012 TOP ACCOMPLISHMENT In 2012, the Division proudly welcomed the largest group of Interns, Postdoctoral Fellows, and Psychiatric Residents that has ever trained at The CAC in a given year. CHILDREN’S SERVICES The primary goal of the Children’s Services Division is to support the services provided at The CAC by providing children a safe, nurturing place to play and interact with peers before and after their services. The Children’s Services Division includes components of the playroom, volunteer program, children’s closet, art activities, holiday gift and clothing drives as well as a Back to School Program. Children’s Services hosts the children’s annual holiday party, the Back to School Program and many summer fun activities. The CAC’s on-site playroom, which is staffed by three CAC staff members as well as specially trained volunteers, provides a safe haven for children while awaiting services or during a lengthy investigation of alleged abuse. During the holidays, our wonderful partnership with the Harris County Sheriff’s Office brought smiles to the faces of 500 children and The CAC provided gifts to approximately 2,000 children. TRAINING AND OUTREACH The goal of The CAC’s Community Outreach and Training Division is to increase public awareness and educate community members on child abuse topics. Our staff is frequently invited to make presentations to schools, civic organizations, religious organizations and other social service agencies to educate professionals and parents about issues relating to child sexual abuse. We continue to provide extensive community outreach including educational programs, community and professional trainings and expert court testimony.
