Hello Colleagues,
Welcome to the 2013 OASFAA Spring Conference! It’s important that YOU are here, as we strive toward
“Finding Solutions Together: One Piece at a Time”.
The environment of higher education is evolving before our eyes, often times leaving us with more questions
than answers. As a dedicated financial aid community, we will work to solve the puzzles leading to a strong
future for our students, our institutions, and our profession. Your participation and support in these efforts is
crucial to our success and we are happy you are here!
The Conference Planning Committee has developed a program that focuses on issues important to us, as we
champion for our students. Highlights of our program include:


Interest Sessions on HEI Training, Federal Work-Study, Professional Judgment, Veteran Students,
Shopping Sheet, Education Financing, Default Management Strategies and Best Practices
We are pleased that our Chenelle Leadership Class will take part in a full day of leadership training. Class
members will be recognized during the Chenelle Leadership Graduation Ceremony. In addition, there will be
time for rest, relaxation and good times shared with friends – old and new.

The Support Professional Award, initiated in 1990, recognizes an individual or team of support/clerical professionals

JAMES W. WHITE AWARD
The James W. White Award honors James W. White, Director of Financial Aid at Oberlin College, when he retired in 1990. The
award, first presented at Spring Conference 1991, is given annually to a member of OASFAA who exemplifies the dedication to
students, to the aid community, and to the recipient's local community-qualities that were so evident in Jim's career as a financial
aid professional.

MARY ARTER BELL
Mary Arter Bell, friend and colleague, will be remembered for her passionate approach to serving others, her commitment to
student success, and her sincere dedication to The Ohio Association of Student Aid Administrators. Mary served on many OASFAA
committees throughout her career and she especially enjoyed planning and participating in conferences. Although Mary lost her
battle to leukemia in May, 2012, she will not be forgotten.
Each year, OASFAA Conference Scholarships provide funding to those who would otherwise not have the resources available to
them from their institutions to attend conference. The Mary Arter Bell Conference Scholarship will allow us to continue to
recognize Mary’s contributions as we come together as a community at annual conferences.

CHENELLE LEADERSHIP
The OASFAA leadership program was initiated in 2002 -2003 as a way to build leadership and volunteerism in the
Association. This 2012-2013 class will be the first class to have joint participates from both OASFAA and OCAN in the
program, and we are confident that this class will be just as successful as their predecessors. Our goal is not only to prepare
leaders for the Associations, but to also graduate participants that will become influential and valued leaders in their current
positions. The graduation of the class will take place at the OASFAA Spring conference.
The Spring program will be facilitated by Kathy Dickson, Director of Bluffton University’s Career Development Center, who will
lead the class through the “StrengthFinders” results. On April 11th we had a webinar led by Jeff King, Associate Professor and
Director of OSU Leadership Center to kick off the final preparation for the Leadership Class Session at Spring Conference. The
theme of this leadership class is “Go for the Gold” and will be carried out through the sessions, and the conference theme
“Finding a Solution together: one piece at a time”. The Leadership Class responsibility is for the first day of Conference with a
Graduation presentation at Lunch on Monday May 6 th.
The OASFAA/OCAN Don Chenelle Leadership Class of 2012-2013 is comprised of OASFAA/OCAN members who were selfnominated or were nominated by a colleague. All are full-time employees who are committed to helping student’s access higher
education. Some have been in their positions for just a few months while others have been in the field many years. They are
enthusiastic and anxious to learn all they can, and we are sure they will soon be taking on leadership roles in their perspective
Associations as well as in the workplace.

MISSION STATEMENT
The mission of the Ohio Association of Student Financial Aid Administrators
shall be to ensure access to higher education through the promotion of
financial aid awareness.
Further, the mission of the Association is to affect public policy initiatives, to
promote ethical administration of student aid programs, and to encourage an
environment of cooperation among individuals, agencies, organizations and
educational institutions to better serve all student populations.

Often financial aid departments arrange aid packages for students who are involved with Ohio’s vocational rehabilitation
sector. It is sometimes confusing to understand what the sector will provide students in terms of assistance. Ohio’s
Rehabilitation Services Commission is responsible for assisting eligible students with disabilities in achieving their college
degrees. Come learn about this agency’s policies and procedures for funding college students with disabilities and learn when
a student may be an appropriate referral to the agency.

As Vice Chancellor of Finance and Data Management, David Cannon oversees all the financial activities and the collection
of data and reporting for the Ohio Board of Regents. Those financial duties under his control include SSI formula, budgeting,
Senate Bill 6 activities and fee pledges by various colleges and universities. In addition to these financial duties, David
oversees the Data Management section which works with each college and university to collect data in the HEI system.
The Board of regents uses that data to prepare reports and analyze data to determine policy objectives. David is also
responsible for the financial aid and audit functions of the Board of Regents.
Ater earning a bachelor’s degree in Finance from Ohio State University, and a master’s degree from Webster University
while serving in the Air Force, David has worked as the Finance Director for the City of Powell, CFO for the Auditor of State
and County Administrator for Delaware County. Prior to coming to work for the Ohio Board of Regents, David was the
CFO for Union County, North Carolina.
