Cezar T. Quiambao:
A Great Filipino Visionary and Business Executive
C
ezar T. Quiambao, a man of humble beginnings but with a great vision, is
the recipient of a Doctor of Humanities (Honoris Causa) degree from the
Polytechnic University of the Philippines Graduate School (GS) and Open
University’s 2013 Commencement Exercises, April 25.
An acclaimed business executive who not only marked his name in the Philippines
but also in Asia and the world will also be the guest speaker of the GS and OU
Graduation Rites to be held at SM City, Sta. Mesa.
Quiambao is not only a self-made man but one who has persevered to be the best in
his field. A Certified Public Accountant (CPA), he carries with him over three decades
of executive experience in varied industrial activities; infrastructure and development
projects; information technology applications; management knowhow and corporate
planning; banking, finance, and investments.
A Giant in Landmark Projects in the Philippines
Quimbao is also best-known for his landmark projects.
The Automated Elections of the ARMM Region of August 2008 was history in the
making. It was the first successful electronic voting process, conducted by the Strategic
Alliance Holdings Inc., or SAHI, with Quiambao as its president and chairman.
The LTO-IT Stradcom project is another “first” in major Philippine government
computerization using the Build-Own-Operate (B-O-O) option under the BuildOperate-Transfer (BOO-BOT) Law. The US 80 million-dollar Stradcom B-O-O
company has fully modernized the operations of the LTO.
Another project is the computerization of the Land Registration Authority
(LRA) spearheaded by Lares, a US 120 million dollar B-O-O land titling system interconnecting all LRA’s Registries of Deeds nationwide and integrating critical business
processes on-line.

President’s Message
I convey my
warmest greetings to
the 2013 graduates
of the Graduate
School and Open
University.
I also would like
to congratulate the
parents, guardians,
friends and loved
ones who supported
the students all
the way to this
momentous event.
Graduation from this institution signifies
one’s introduction to the broader and
multifaceted realities not only of one’s
immediate community but that of the larger
society and the hyper-globalized world of
today. Every PUP graduate, imbued with
a strong sense of nationalism and social
consciousness, leaves the portal of this
institution guided by moral uprightness and
rightfully armed with relevant intellectual
proficiencies acquired during their stint in the
university.
Numerous challenges await our graduates
as they strive to fulfill their cherished goals
in life. Their individual success depends
much on how they will employ – personally
and socially – the distinct brand of education
provided by the university.
However, I know that some of the
graduates are professionals, who studied here
in the Graduate School or Open University
to seek higher positions and opportunities
in their work place. We are happy that PUP
has contributed a lot in your noble aspirations
to improve all the aspects in your life and to
be of further service to our countrymen and
fellow men.

The PUP GS and OU 2013 Graduation Rites esteemed guest speaker
is also a visionary who wants to bring the country into the mainstream
of universal progress. His Metro Manila Skyway phase-one project, a
US$515 million elevated toll way that runs atop the existing South Luzon
Expressway, is a part of an overall US$2.5 billion road network that will
interconnect the South Luzon and North Luzon Expressways.
Highly-respected Business Executive in Indonesia and
Philippines
As a CPA, Quiambao started his career in the pharmaceutical industry
as a financial and accountancy executive. He then joined the wood products
industry in Indonesia, serving as Executive Vice President of PT Green
Timber Java from 1977 to 1982.
In 1984, he ventured into the Indonesian construction industry where
he was involved in major projects up to 1993. Quiambao was one of the
key figures in ensuring the completion of several major foreign-funded
road projects in Sumatra and Java. He also managed the construction of
the Lhoksumawe airfield conceived by Mobil Oil to serve the needs of the
world’s largest natural gas processing complex in Sumatra.
Quiambao came back to the Philippines in 1994 and stood at the
forefront of BOO/ BOT-related interaction between the public and private
sectors. As such, he has been instrumental in the successful development,
implementation and operation of various projects.
Quimbao is also the founder and director of the CSF Rural Bank of
Bayambang, Inc.
As member of the Philippines, Inc., the Philippine Business for Social
Progress, the Management Association of the Philippines, and many
other prestigious business organizations, he actively participated in the
government’s socio-economic programs. Quimbao strongly advocates
a strong government-private sector partnership to improve service to the
Filipino people.
Cited as “the local boy who made good,” Cezar always took to heart his
hometown of Bayambang in Pangasinan, a sleepy third class town that has
benefitted immensely from the companies that he put up and headquartered
in that place.
Now, Bayambang, Pangasinan, thanks to the tax payments of the
companies that Quiambao established in the country, has a yearly income
worth of P150 million making it a first-class municipality.
On the other hand, his contribution to Bayambang went beyond tax
payments. He also presided over the financing and worthy start-up projects in
his hometown and supported the needs of indigent public school students.
Quiambao is a B.S. Accountancy graduate of the University of the East
(UE) and passed the Certified Public Accountancy (CPA) Board Exams in
1969.n

Produce 413 Graduates
One hundred fifty five students from the Graduate School (GS) and 258 students from the Open University (OU) totaling
to 413 receive their respective diplomas and titles in the 2013 Year-End Commencement Exercises of the GS and OU at
SM City, Sta. Mesa, April 25
Graduate school students who earned their degrees are broken down as follows: 19 Doctor in Business Administration;
nine Doctor in Educational Management; five Doctor in Public Administration, 34 Master in Business Administration, 22
Master in Public Administration; and 20 in Master in Psychology; 10 Master in Physical Education and Sports; eight Master
of Arts in English Language Teaching; and six Master in Library and Information Science. While there are those who obtained
a Master’s degree in the programs that are also offered by the graduate school, namely: Master in Communication, Master
in Business Education, Master in Educational Management, Master in Industrial Engineering and Management , Masters
of Arts in Filipino, Master of Science in Engineering Major in Computer Engineering, Master of Science in Information
Technology, and Master of Science in Mathematics Education.
Meanwhile in the OU, 85 students marched the stage with a Master’s degree in Educational Management (36 Thesis
Program and 49 Non-Thesis Program); 53 with a Master’s degree in Public Administration (5 Thesis Program and 48 NonThesis Program); and 13 with a Master’s degree in Communication (Thesis Program).
On the other hand, 98 students from OU’s undergraduate programs earn their degrees in the following: Bachelor of
Science in Entrepreneurial Management (52); Bachelor in Broadcast Administration (31); and Post Baccalaureate Diploma
in Information Technology (15).
Outstanding business executive and visionary Cesar T. Quiambao is the Graduate School and Open University’s 2013
Commencement Exercises guest speaker. The University shall confer him a Doctor in Humanities or Honoris Causa during
