Site Specific DPD – Preferred Options Background Report – Methodology for designating sites as Environmentally Important Open Space (EIOS) August 2010 Swanspool House, Doddington Road, Wellingborough, Northamptonshire, NN8 1BP Tel: 01933 229777 DX 12865 www.wellingborough.gov.uk Background Report – Methodology for designating Sites as Environmentally Important Open Space (EIOS) August 2010 Methodology for identifying Environmentally Important Open Space (EIOS) 1.0 Introduction 1.1 This background report provides the evidence base to enable the designation of sites within and outside the town and villages as EIOS as part of the preferred option in the Site Specific Plan Development Plan Document (referred hereon as the ‘Site Specific Plan’). 1.2 The Site Specific Plan sets out the policies and proposals that relate to particular sites and areas within the borough. It will include allocations for housing, employment and other land uses as well as policies to assist in the determination of planning applications. 1.3 The prime purpose of defining sites to be designated as EIOS will be to inform policies to ensure that sites identified as important for their visual or physical character and structure will be protected from development over the plan period which is until 2021. This methodology describes the selection criteria for the designation of sites which comes from the basis of sustainability. 2.0 Background 2.1 Policy 13 of the North Northamptonshire Core Spatial Strategy states that open space should not be lost as a result of development, unless a site of equivalent quality and accessibility can be provided. However there are some instances where open space cannot be replaced as the site is integral to the visual or physical character and structure of a settlement. 2.2 The importance of protecting open space that is important to the visual or physical character and structure of a settlement is further supported by Saved Policy G19 of the Wellingborough Local Plan where planning permission will not be granted for development which would result in the loss of an EIOS. 2.3 It is considered to be of local importance to exclude development from some sites so that this open character is not eroded. Consequently, specified sites which are most important to the visual or physical character and structure of the settlements are identified and will be designated as Environmentally Important Open Space (EIOS) on the Proposals Map. 2.2 Within the villages these include parks, traditional village greens, or more informal areas such as spaces where important views to the open countryside can be obtained. 2.3 The town has a well established open space network, based on the valleys and ridgelines, which are structurally important to the town as a whole. This system, together with some traditional town parks, forms the basis for EIOS within the town. 2.3 These open spaces need not be publicly accessible or of a formal nature. Besides individual quality, account has also been taken of cumulative value. Where the cumulative value is particularly significant, for example the linear park system of the town, it will be especially important to ensure that the continuity is not lost. Background Report – Methodology for designating Sites as Environmentally Important Open Space (EIOS) August 2010 3.0 Identification of Sites 3.1 The assessment of sites as EIOS has come from the following sources: • Existing EIOS designations from the Local Plan; • Representations received during the Issues and Options stage seeking the protection of new EIOS; or questioning the suitability of existing EIOS designations; • Representations received from parish Councils during 2010 Site specific plan questionnaire; and • Sites identified by the Council as part of site visits and a desk based exercise to have a strong contribution to the physical structure and character of a settlement; 4.0 Assessing Existing Sites 4.1 The first stage is to update the existing EIOS allocations which were adopted under the Wellingborough Local Plan 1999. Each site was revisited and critiqued according to the criterion found in Appendix 1 which is shown below: • A. Does the land contribute positively to the existing form or character of the settlement?; • B. Does the land allow views into the settlement from approach roads or open countryside, views into the open countryside from within the settlement and or/ views across the settlement?. Any site scoring a “yes” for either criterion A or B is considered to be of such integral importance to the settlement that the site will be proposed to continue to be designated as EIOS on the proposals map after it is approved from further discussion. Any existing EIOS site which now doesn’t score a “yes” was placed on hold for a further team discussion. 5.0 Choosing New Sites 5.1 The second stage is to firstly undertake a desk based study on the town and each village to identify any sites which require a site visit to assess their suitability as an EIOS. A survey was also sent to Parish Councils regarding EIOS as sites which were suggested for protection were assessed. Whilst conducting site visits in the town or in the villages further sites for assessment were also identified. All new sites for possible EIOS designation are discussed further during a team discussion. 6.0 Further Team Discussion 6.1 After all existing and potential sites have been assessed, a meeting and discussion is held between members of the Planning Policy Team. Each site is then discussed in detail and either designated or not designated as EIOS on the Draft Proposals Map for the Site Specific Plan preferred options consultation. 7.0 Churchyards and Cemeteries 7.1 As many churchyards and cemeteries were built around the formation of many of the rural villages and town, they act as a key element in the physical character and structural form of the settlement with many settlements built around these features. As such, all cemeteries and churchyards within the village policy line of the rural villages and Background Report – Methodology for designating Sites as Environmentally Important Open Space (EIOS) August 2010 the town have been designated as EIOS where they are considered to meet Criteria A and B as they make an important contribution to the physical and visual character and form of the settlement. 8.0 Wellingborough Town Green Infrastructure Corridors 8.1 'Green Infrastructure' can be defined as "a network of multi-functional green space and interconnecting links which are designed, developed and managed to meet the environmental, social and economic needs of communities across the region. It is set within and contributes to, a high natural and built environment and is required to enhance the quality of life for present and future residents and visitors and to deliver 'liveability' for sustainable communities.1 8.2 National Planning Policy Statement 9: Biodiversity and Geological Conservation supports the protection of green corridors whereby “Local authorities should aim to maintain networks by avoiding or repairing the fragmentation and isolation of natural habitats through policies in plans. Such networks should be protected from development, and, where possible, strengthened by or integrated within it. This may be done as part of a wider strategy for the protection and extension of open space and access routes such as canals and rivers, including those within urban areas. 8.3 Wellingborough Town is fortunate to have a number of green infrastructure corridors which provide connections and linkages throughout the town, for people, as well as maintaining habitats for plants and wildlife. The corridors have been planned as Wellingborough has developed over time, and have drastically been reduced over the last century. As the green infrastructure network as a whole contributes to the form and character of the settlement, it would not be appropriate to apply the EIOS criteria to each individual site, hence the network of spaces throughout the town is as designated a whole. 8.4 Due to the cumulative importance of the green corridors running throughout the town for their strong contribution to the physical structure and character of Wellingborough town (Criteria A); their visual importance for spatial views across and throughout the town (Criteria B); and in some areas providing the setting for conservation areas and listed buildings, green corridors will be designated as Environmentally Important Open Space. Due to the strong cumulative contribution that the green corridors make to the town, it is important that they are preserved and not ‘thinned-out’ or fragmented in order to benefit future generations. 9.0 Historic Halls and Gardens 9.1 The rural areas of Borough contain a number of large historic halls which are surrounded by substantial grounds on the edge of settlements. The halls and their grounds meet Criteria A and B as they are intrinsic to the visual and physical character of the settlement and because of this importance, the grounds of the halls should be designated EIOS.
