law here before the local and state courts.

Stephen Douglas in the first of the Great
Debates, an event that has been memorialized with heroic-sized

The Ottawa Area Chamber

Green Today for a Greater Tomorrow,” engaging the community
in making a positive impact on the climate and our town. The
Chamber’s Green Team initiated phase one of a citywide
recycling program, working with a local company and over 50
collection points within our community to recycle used ink &
toner cartridges and cell phones. The team is working hard and
partnering with others to make reusing and recycling a habit for

Ottawa has a long and storied past, earning a reputation for hard
work, growth and good living. Its beginnings are closely tied to
the industrial and commercial development of the region. As
early as 1823, settlers, trappers and traders moved into the area,
trading with the native tribes living along the Illinois River.
The name “Ottawa” comes from the Algonquin word “Adawe,”
meaning, “trading place.”

During the 1830s, a settlement formed at the confluence of the
Illinois and Fox Rivers around Fort Ottawa. That year, the town
of Ottawa was platted, and with the creation of LaSalle County
in 1831, Ottawa was named the county seat. The town consisted
of Fort Johnston (the county court) and a plank trading house.
With the surrender of all native lands in Illinois to the federal
government, the Ottawa area was opened to settlement. The rich
soil in Illinois attracted the attention of European immigrant
families, who began to arrive on a regular basis.

where more than 40 commercial
airlines serve over 65 million passengers
annually) and Chicago’s Midway Airport
are only 90 minutes from Ottawa. The
Illinois Valley Regional Airport is about 15
miles west of Ottawa. It has a 6,000-foot lighted, hard-surface
runway and ground transportation to O’Hare and Midway
airports. Ottawa’s own 5,000-foot airport, Skydive Chicago, is
the base for locally owned aircraft. Ottawa also has convenient
taxi services.

Located at the junction of two great rivers (the Illinois and
the Fox), Ottawa is the county seat of LaSalle County. It is
conveniently located near two important highways – Interstate
80 (which runs east to west along the city’s northern edge) and
Interstate 39 (a north-south route that stretches between

Illinois Routes 23 and 71 crisscross the community, providing
links with nearby cities and towns in the Illinois Valley Area.

Three agribusiness barge terminals in the Ottawa vicinity serve
the area’s burgeoning farm economy. Forty-five common carriers
meet the transportation needs of the city’s manufacturers. In
addition, industry is served by two railroads – Illinois Railway
and CSX.

Ottawa is a growing center for manufacturing, research and
development, agriculture, warehouse, distribution and
commercial development. This diverse commerce base continues
to prosper due to Ottawa’s favorable location, tax incentives and
quality workforce.

Ottawa is ideally positioned on east-west Interstate 80, nine miles
east of north-south Interstate 39 and just 90 miles from Chicago.
A new industrial park is located two miles from I-80 at highways
71 and 6. Rail access is on site, and a barge terminal is nearby on
the Illinois River.
Tax advantages and other economic incentives attract new
business and industry, and encourage expansion by existing
companies. The city’s Enterprise Zone provides a waiver of sales
tax on building materials and a waiver of permit fees and
investment tax credits. Ottawa’s Tax Increment Financing (TIF)
Districts allow reimbursements for a variety of eligible expenses
– such as cost of property, site work, legal expense, engineering
and architectural expenses. There are also a number of attractive
TIF sites within a mile or two of Interstate 80 and a new
industrial park at Route 71/US 6.
The City of Ottawa utilizes a streamlined permitting process
to help meet tight startup deadlines. A progressive banking
community offers, in some circumstances, loan rates below
current market levels.
Agriculture is a significant part of the city’s economy as well,
with 650,000 acres in production and approximately 1,700
full-time farmers. The farm population is twice the national
average, close to 4.5 percent of LaSalle County’s population.
These statistics support a growing desire for locally-produced
food. In addition to a weekly Farmers Market, more locally
grown produce is showing up in the grocery stores.

The residential community of Ottawa is not the typical suburban
sprawl. Homes reflect the tradition of steady growth and progress
while still maintaining the comfortable atmosphere of a
family-oriented neighborhood.
Houses range in style from 19th century mansions to cozy
single-family dwellings, new condominiums and ample town
homes. Fine 19th-century homes (including Victorian, Greek
revival, Italianate and Colonial Revival styles) are found east of
the Fox River and north of the Illinois. These homes are close to
Ottawa High School and the Old Town shopping district. More
homes are located on bluffs on either side of the Illinois River,
overlooking downtown or the river basin.
Current building guidelines limit the number of houses that are
built per acre. Consequently, Ottawa is able to secure the
integrity of its residential community but still accommodate
growth. Many of the newest subdivisions feature executive-style
homes on large, wooded lots. Elegant and affordable new homes
can also be found throughout the city, with many options on the
city’s far north side.

Illinois Valley Symphony Orchestra
presents a series of four concerts each season, as well as two concerts
designed especially for children. Complementing the orchestra, the Illinois
Valley Youth Symphony has been pleasing audiences for more than a decade.
Cultural Center at Illinois Valley Community College
The 600-seat Cultural Center hosts the Arts and Letters Series, including
concerts, plays and lectures that feature major artists and speakers. For lectures
and meetings, the auditorium can be divided into three 200-seat facilities.
Each December, the community college presents its popular Madrigal dinner.
Ottawa is part of three national programs, the I&M Canal
National Heritage Area, the Looking for Lincoln National
Heritage Area and the Illinois River Road National Scenic
Byway. All three of these programs assist with the development

Starved Rock State Park
Golf
features miles of hiking trails that wind through canyons, atop bluffs and to the
remains of two Indian villages. The 2,630-acre park offers camping, fishing,
boating, hiking and picnicking. Starved Rock Lodge and Conference Center
features 72 luxury guest rooms, 18 guest cabins and a family-style restaurant
among its amenities. Guests enjoy an indoor swimming pool, a game room, an
exercise room, a whirlpool, saunas, a gift shop and a cocktail lounge. Fall brings
about spectacular foliage, and outdoor enthusiasts enjoy ice climbing in the
winter. The park and the lodge are open year-round.

a few minutes west of Ottawa, provides a splendid panoramic view of the
Illinois River from its high bluff. Families frequently come to Buffalo Rock State
Park to picnic and enjoy the live buffalo. History buffs also come to see the
Buffalo Rock State Park “Effigy Tumuli” – a tribute to the Native American burial
grounds that inspired it, this unique "earth art" depicts five sculptures native to
the Illinois River. The Effigy Tumuli was the vision of artist Michael Heizer who
created the sculptures of a snake, turtle, catfish, frog and a water strider. To
better appreciate the sculptures, it is best to look first from a distance and then
walk around on top of them to better understand the effigies.
Fishing
There is plenty of great fishing in Ottawa, particularly for bass, walleye and
catfish. All the supplies needed are available right in Ottawa, from bait to
guides to boat rental.
Parks and Recreation
located to the east of Ottawa, offers camping, boating, fishing, hiking,
picnicking and a myriad of natural wonders.
Recreational facilities for residents include Riordan Public Pool, and more than
10 parks offer amenities such as playground equipment, baseball diamonds,
soccer fields and tennis courts. Allen Park (located on the south bank of the
Illinois River) offers boat ramps and fishing, water sports and ducks to feed.
Matthiessen State Park
Marinas and Boat Rentals
in springtime, the 1,938-acre park, situated near Utica, brings out the flower
lovers who come to view fields of wildflowers. The park is rich in geological
formations, including a striking gorge nearly 200 feet deep and 50 to 60 feet
wide. In winter, miles of cross-country ski trails are open.
Three full-service marinas serve the many boaters who use the Illinois and Fox
Rivers throughout the year. Ottawa’s newest marina is part of Heritage Harbor

Where Lincoln's Voice was First Heard
The first Lincoln-Douglas senatorial debate was held in Ottawa's historic
Washington Square on August 21, 1858. Abraham Lincoln and Stephen A.
Douglas stood in this beautiful park to deliver the first of seven senatorial
debates. It was estimated that 20,000 spectators gathered to witness this
famous debate. The site of the debate is marked by a boulder and plaque, and
a fountain topped by bronze statues of the "Railsplitter" and “The Little Giant”
which form the centerpiece of the beautifully landscaped town square, in view
of a mural depicting this famous day.

Boy Scouts of America and W. D. Boyce
William Dickson Boyce was a resident of Ottawa. He is remembered as the man
who brought scouting to America. He was inspired by a chance meeting with a
British Scout in a thick London fog. The boy showed him the way, saying that he

William Reddick Mansion

The City of Ottawa was incorporated in 1853, and operates as a
non-home rule government. Ottawa is governed by a council that
consists of a mayor and four commissioners. Elections are held
every four years. Regular meetings of the Council are held at

high school and two parochial elementary schools administer the
primary education needs in Ottawa. Ottawa Elementary District
141 operates five school buildings, and has an approximate
enrollment of 2,100 students. The curriculum focuses on the

Ottawa Regional’s medical services include inpatient and
outpatient surgery, oncology, ophthalmology, orthopedics,
audiology, rehabilitation services, and respiratory care. Its
diagnostic services include Laboratory, EKG/EEG and Holter
monitoring, stress testing and diagnostic imaging including
ultrasound, CT, MRI, digital mammography and nuclear
medicine. Additionally, the hospital offers a wide variety of
health screenings and tests.
Ottawa Regional’s Community Health program provides skilled
nursing home healthcare services, hospice and adult care. In
addition, the hospital offers a free transportation service for those
who find it difficult to get to the hospital or to their doctor’s
office, provided they live within eight miles of Ottawa’s city
limits and their doctor serves on the hospital’s medical staff.
Recently opened on the campus of Ottawa Regional, the Fox
River Cancer Center provides the latest treatment options in

As the big day nears, you will both need to go in person to apply
for your marriage license from the LaSalle County Clerk’s office
(Phone 815-434-8202), located at 707 East Etna Road, Ottawa.
It is open from 8:00am – 4:30pm, Monday – Friday. You can
obtain your marriage license no more than 60 days from your
ceremony and no less than 1 day before. You will need $20 and
show proof of age when you apply (with your driver’s license or
