Presentation Summary

Senior Vice President and Chief Risk Officer
The Economical Insurance Group
Mr. Berko is currently Senior Vice President and Chief Risk Officer at The
Economical Insurance. He has more than 25 years
of enterprise risk management experience in the
financial services industry.
Ed is accountable for developing and maintaining
comprehensive processes for identifying, assessing,
measuring, monitoring, reporting and, where appropriate, reducing pertinent risks that could interfere
with the company's objectives and goals.
Reporting to the president and Chief Executive Officer, Ed chairs Economical’s Management Risk
Committee and is a key member of the Executive
Committee. He most recently served as Executive
Vice President & Chief Risk Officer at Protective Life Insurance Company.
Prior to that, he was Managing Director and Chief Risk Officer for MetLife’s
Investments Department which manages MetLife’s $450 billion investments portfolio.
Mr. Berko earned a Bachelor of Science degree in marine engineering at
the United States Naval Academy in Annapolis, and a Masters of Business
Administration in finance at The Wharton School of Business at The University of Pennsylvania. He is a licensed, professional engineer (PE) in
mechanical engineering.

Presentation Summary
 WHERE: MANULIFE FINANCIAL, AUDITORIUM, 25 WATER ST SOUTH,
No one can hide from a disaster; it’s not a matter of whether
you will be exposed or not, but rather how much you will be
exposed. Planning is a vital component toward reducing that
exposure. Specific areas of focus will include relationships and
how external relationships with various sectors greatly enhance
the Red Cross’ capacity to support vulnerable people and the
Red Cross’ approach to response plan development.

Jeff’s primary responsibility is to ensure the development and
optimization of all operations material for the Disaster Management program. In his eight years with the organization, Jeff
has been involved with responses to
numerous disasters, most recently deployed to the U.S. in response to Hurricane Sandy, Senior Operations Officer at the Red Cross national office in
response to the southern Alberta
floods and train derailment in LacMégantic.
Previous to his time with the Red
Cross, Jeff was a Senior Consultant for
an Emergency Management/Business
Continuity firm in Western Canada. In this role, he worked
with over 50 organizations including utilities, education, oil and
gas, government, and health. Jeff’s responsibilities included
EM program development, plans development, auditing, as well
as coordinating risk assessments, training, and exercises.
Jeff also spent thirteen years with the Department of National
Defence (Infantry), where he deployed on multiple national and
international operations. Jeff has a BA and MA in English from
the Royal Military College of Canada and University of Alberta
respectively. He is also a published author (fiction). Jeff lives
in Stittsville, Ontario with his wife and two young children.

Title: “Terrorism Planning – The Growing Threat to all Nations
and Their Way of Life”
Presentation Summary
Terrorism is arguably the most urgent issue facing the world today. With
new threats constantly evolving, planning protection against emerging
threats is a daunting task. The attack against parliament in October, 2014
was successful in part due to the prevailing Canadian attitude that terrorism just occurs in other countries.
At present, very few organizations, including government, have comprehensive plans to deal with potential terrorist scenarios like ‘Lone Wolf’
terrorist attacks; Active shooters; Suicide bombers; Vehicle Improvised
Explosive Devices (VIED) or Improvised Explosive Devices (IED). Security
forces are not properly trained in the identification of suspicious activity,
nor do they understand terrorists’ standard operating procedures.
This presentation will examine two scenarios from both a domestic and
international perspective: Canada and Yemen. Although thousands of
miles apart, they have one thing in common: both have forgotten the
basic premise of planning “outside the box”. Both have adopted the classic “Deny and Repress Syndrome,” leaving themselves compromised and
asking “Why were we not prepared for this situation?”

Aided by recent disasters, disruptions, and increasing regulatory requirements, business continuity has gained prominence and profile. However, numerous organizations have
still not moved to develop comprehensive programs, and
many professionals in the field struggle with full implementation and executive level support. A main reason for this is
that business continuity is too often executed in tactical level

Prior to joining MNP, Cliff was the Senior Manager of Business
Continuity at Aviva Canada, and before that he was a senior
officer in the Canadian Forces, specializing in planning and
crisis management operations. He holds a BA and a Master’s
