The Chairman’s Column

i All. As ever summer seems to
have passed us by very quickly.
At the beginning of September the
Annual Narpo Conference was held in
Southport.
Members of Southport
Branch provided the stewards and back
room support. As in previous years a
job well done. It proved to be a very
long and tiring day with the afternoon
session lasting for over 4 hours without
any break. The morning started with
the official AGM business covering the
years work and financial position.
The guest speaker was Sara
Thornton CBE, QPM, the Head of the
National Police Chiefs’ Council. She
was very good and provided an insight
into the new body and issues affecting
the police service now and the likely
effects on its future.
This related
mainly to how police forces will
operate with reducing finances and staff
numbers. This was followed by the
debate entitled ‘Where Next - Welfare?’
The panel members from different
groups outlined their issues in relation

fell by 0.1% in the year to
September 2015, there will be no
increase in subscriptions for 2016
which will remain as:

an open debate on the topic. It was
very interesting but I am not sure

that would formulate a Narpo Action
Plan for the future.
The afternoon session was devoted
almost entirely to motions with the
issue of the new Rules being the main
provider for motions and subsequent
debate. I presented our response and
amendments to the motions which
focussed on ensuring spouses (wide
definition) and widows remained
eligible for full membership. I was
pleased with the way things went as
far as the floor’s reaction and the
support
from
other
branches.

However none of our amendments were
carried due to the failure to secure the
two thirds majority required. It became
obvious from the exchanges that the
new draft Rules would also not get that
majority. That proved to be the case
although approval only failed by two
votes. The current position therefore is
that the existing Rules remain in force
which at least means spouses and
widows are still eligible for full
membership. This will not be the end
of the matter and it will be interesting to
see how Narpo HQ respond especially
when the new CEO takes post in
January.
As I write this column the Branch is
concluding arrangements for the
hosting of a seminar at Merseyside
Police Headquarters during which
members will see how things are done
today with comparison to how you and
I may have done the job.
We are
hopeful that the response will be
positive and if the event does take place
that many of you will attend. I will
update you on the outcome of this new
venture in the next edition.
As ever, remember we are here to

Prudential Ride
London-Surrey 100
completed the Prudential London Surrey 100 mile cycle challenge on
Sunday 2 August 2015 in aid of
Queenscourt Hospice, Southport.
I
Bob Leece
happened to be on a visit to
London this week and had read the
September issue of the Merseyside
Bulletin containing a letter from our
colleague, Bob Leece. With but an
hour to spare I took the opportunity to
visit him at the Royal Hospital
Chelsea. I got thoroughly drenched
finding the Hospital and Bob.
He was delighted and surprised to
see me and showed me around his
living quarters. He was obviously
very contented with his new life and
fully involved with all activities. I
wished
that
I
could
have
photographed him in his very smart
uniform with tricorn hat but
unfortunately I did not have a camera
You kindly forwarded an email to
my fellow NARPO colleagues outlining
my efforts to raise money for the
Hospice where my wife, Susan,
formerly D/Constable 6320, died in
2013.
I am both very grateful, and indeed
humbled by the magnificent response
from colleagues who worked with
Susan or myself and in some cases with
both of us over the years. I have raised
nearly £2,000 in sponsorship and can
tell you that just over £1,000 of that
amount has come from NARPO
colleagues!!
Charity Cycle Trek
6/8th July 2015
n behalf of Steve Walls and myself, I would like to express our
sincere thanks to all those friends and
ex-colleagues who so generously supported us for the above event, cycling
via canal towpaths from the Humber
Bridge to the Runcorn Bridge, then on
to the Pier Head. We covered 162
miles, suffered punctures, rough terrain,
some torrential rain and severe head
winds, - but we made it!
We aimed to raise £2,500.00 but
have a confirmed total of at least
£3,500.00, which will be split equally
between the Linda McCartney Centre,
in memory of Steve's wife Barbara, and
the Clatterbridge Cancer Centre, on
behalf of my wife Norma, and Bob
Fishers' wife, Stephanie, who are receiving treatment there.
Once again, we truly appreciate
your donations and good wishes.

Crime Museum
n October, for the first time ever,
never before seen objects from the
Metropolitan Police’s Crime Museum
will go on public display in a major
new exhibition opening at the Museum
of London. The exhibition will run
from 9 October 2015 until 10 April
2016.
Retired officers can visit the exhibition
free of charge by showing an identification/membership card proving they are
retired police officers at the time of
booking their tickets. Free entry is also
offered to groups of retired officers who
book their group visits in advance

Liverpool City Police
‘D’ Division at Rose Hill
n Friday 2 October 2015, ex members of Liverpool City
Police who served in ‘D’ Division at Rose Hill Bridewell
met for their annual reunion at Riversdale Police Club. This
reunion attracts attendees from far and wide. Last year ex Con
242’D’ John Evans, now Sir John, travelled up from Devon to
spend a couple of hours with his ex colleagues. The year
before, ex Con 110‘D’ Peter Roberts flew over from Spain, just
for the day, to join us. However ex Con 149‘D’ Dave (Paddy)
Elliott and his
wife
Angela
and
daughter
Tara arranged
their holiday in
the U.K. around
the
reunion.
They travelled
all the way
from Perth in
Western
Australia which
shows
the
strong bond of
Charlie Wass greets Paddy Elliott,
comradeship
his daughter, Tara and wife, Angela
that
exists
amongst those
members of the Division still with us.
Next year’s reunion is booked for Friday 7 October
2016. Those on my mailing list will be informed in early

F
irst it was drill, kit inspections, switch-boards, annual
inspections, countless trays of tea … but ultimately it
became short batons, beat books, working “as laid down”,
point duty and, of course, four (old) pennies in case needed
for public telephones! The particular ‘heroes’ pictured in the
photograph were part of one of the last generations who
learned the job the hard way, and then went on to both adopt,
and adapt to, endless changes as enlightenment gradually
replaced the earlier post-Victorian regime. Collectively, they
were a physically tough and intellectually agile lot. And so
they remain today, if perhaps also a little more nostalgic.
This year was our 36th reunion and it was held at Woolton
Golf Club; the guest of honour again was John Edwards, our
drill instructor in the Cadets.

Merseyside Police Comrades Association
Late Summer Weekend
n Friday 11 September 2015, thirty members and friends of the Merseyside
Police Comrades’ Association travelled to Berkeley, south of Gloucester, and
stayed at the Prince Of Wales Hotel. It was a marvellous hotel, the rooms, staff and
food were all
excellent.
On
Saturday
we
travelled
to
Gloucester in the
morning, where
we visited the
Cathedral
and
other places of
interest.
After
lunch
we
travelled
to
Cheltenham for
sightseeing and
shopping.
On
Sunday the party
went to Bourton
on the Water, a
favourite holiday
town bordering
on the very narrow River Windrush. After lunch we went to Stow on the Wold, an
ancient market town, where there are many antique shops. The following morning
we left the hotel to travel home after a most enjoyable and relaxing week-end.

he North West Police Benevolent
Fund (NWPBF) now offers
confidential counselling at St Michael’s
Lodge, situated in the beautiful Ribble
Valley in Langho (near Clitheroe),
Lancashire. The Lodge also provides
members with physiotherapy and is
available for short breaks. The
counselling service is on a self-referral
basis only.
The service is nonjudgemental and complies with the
ethical framework and guidelines of the
British Association of Counselling and
Psychotherapy. .
