Q. Is anything changing with my loan accounts?
A. MidWestOne will be acquiring all of Central Bank’s loans and will service your loan
accounts as usual. You should continue to make payments in accordance with the terms
outlined on your original loan.
Q. Will my Safe Deposit Box fees stay the same?
A. Please refer to the schedule of fees on page 13 for more information about any changes
to fees that will be effective January 16, 2016. New in 2016, receive a $5.00 /year discount,
when you pay your rental fee via auto debit.

Q. Who is MidWestOne?
A. MidWestOne Financial Group, Inc. is a strong, stable, publicly traded community bank
holding company headquartered in Iowa City, Iowa. MidWestOne is traded on NASDAQ
under the symbol “MOFG” and operates MidWestOne Bank and MidWestOne Insurance
Services in Iowa. As of April 2, 2016, MidWestOne will have 43 locations serving the
greater Twin Cities metropolitan area of Minnesota, Western Wisconsin, Eastern Iowa and
Southwest Florida.

Q. How does the change in bank ownership affect me?
A. We are dedicated to making this transition as seamless as possible for our customers.
This guide describes the items that we believe represent the most significant changes
for you. We encourage you to thoroughly read this information.
Q. Is anything changing with my deposit accounts?
A. We are bringing two strong, community banks together. This allowed us to take the
best offerings of both institutions and offer them to you. Any changes in account terms are
specified in this guide. Account and terms changes will be effective January 16, 2016.
Q. Will there be any changes to my Certificates of Deposit (CDs)?
A. MidWestOne will honor the rates and terms on your CDs until they mature. At that time,
you will be able to renew at MidWestOne’s current rate. Once the CD matures, it may be
subject to automatically renew at a different term. You will be informed which term the CD
will renew in the maturity notification.
Q. Who should I call if I have questions?
A. You may continue to call your local bank office. See page 15 for a list of locations.

Q. Will there be any changes to my Health Savings Account?
A. Yes. Please sign up for free eStatements through Online Banking to avoid a monthly $3.00
paper statement fee beginning January 16, 2016. For more information about other account
changes and the updated interest rate tier structure, please see page 10.
Q. What if I wish to change the type of account I presently have?
A. Simply call or stop in. We’re always happy to visit with you about the different types of
accounts we have available and to help you choose the right one for you.
Q. Will the banking hours change at my local branch?
A. We do not anticipate changing any banking hours as a result of this merger. We are always
evaluating our hours and staffing to best accommodate customers’ needs.
Q. Will the daily cut-off time for transactions change?
A. Yes. On April 2, 2016, the daily cut-off time for transactions will change from 4:00 p.m
to 6:00 p.m. (CST) Any transactions after 6:00 p.m. (CST) will be processed on the next
business day. This applies to all transactions whether made in-person or online using services
such as mobile banking, mobile deposit, online banking, telebank, etc.
Q. What is the daily cut-off time for wire transfers?
A. Effective April 2, 2016 the daily cut-off time for wire transfers will be 1:00 p.m. (CST) for
international wires and 2:00 p.m. (CST) domestic wires.
Q. What are the changes with my Central Bank Check Card?
A. You may continue to use your current Central Bank MasterCard ® Check Card for the
foreseeable future. Your card will eventually be replaced with a MidWestOne branded card
at a future date. The standard debit card daily limits will change on January 16, 2016 to
$750 ATM cash withdrawals, $500 PIN purchases and $2,000 Signature-based Check Card
purchases. Those Check Cards not set at the standard limits will remain the same.
Q. When will funds I deposit be available to use on my Check Card?
A. The funds available on your MidWestOne Check Card will generally be available on
the next business day after you make a deposit. Daily cut-off time for transactions will be
6:00 p.m. (CST) effective April 2, 2016.

Q. Can I use my current checks?
A. Yes, your payees and payment information will carry over to MidWestOne Bank.

A. If you have direct deposit or automatic payments set up on any of your accounts, they
will continue to occur as previously established. With the change from Central Bank to
MidWestOne, your bank routing number will change, even if your account number does
not. If you set up new direct deposit or automatic payments after April 2, 2016, provide the
company initiating transactions with the new routing number: 073901233.

There is a possibility that your current Access ID for Online Banking already exists in the
MidWestOne Bank system. If this is the case, we will contact you directly in order to change
it prior to April 2, 2016, to ensure your access to the service is uninterrupted. You will be
prompted to accept new terms and conditions the first time you login after April 2, 2016.
Q. Does MidWestOne offer eStatements?
A. Yes. MidWestOne offers Online Secure eStatements at no charge to you. By enrolling for
eStatements, you will be able to view your statements faster, cut down on clutter, safeguard
your private information and “go green” by reducing waste.
Q. Will I be able to access my accounts on my mobile device?
A. Yes. You will continue to have access to Mobile Banking, however if you currently use the
Central Bank mobile app on your Android™ or Apple® device, after April 2, 2016 you will
need to download the MidWestOne mobile app. You will also continue to have access to a
mobile web browser version of Mobile Banking and the text messaging service.
Q. Does MidWestOne offer any other online services?
A. Yes. At MidWestOne, we strive to offer our customers a higher-level of service and
convenience than other financial institutions. We are continuously adding new services
to our complimentary convenience services including, eAlerts, eBill, Mobile Banking,
Mobile Deposit, eStatements, PopMoney Personal Payment and more!
Q. Will my account numbers be changing?
Q. What ATMs can I use to make a cash withdrawal?
To avoid compromising your data privacy, we will issue new account numbers as necessary.
Customers who will be affected by duplicate account numbers will be notified individually.

Banking already exists in the MidWestOne Bank system. If this is the case, we will contact
you directly in order to change it prior to April 2, 2016, to ensure your access to the service is
uninterrupted. After April 2, 2016, you will login to Online Banking from the MidWestOne

YOUR AVAILABILITY TO WITHDRAW FUNDS

The following sections have been added:

For determining the availability of your deposits every day is a business day, except Saturdays,
Sundays, and federal holidays. If you make a deposit before 6:00 p.m. CST or branch
closing on a business day that we are open, we will consider that day to be the day of your
deposit. However, if you make a deposit after 6:00 p.m. CST or branch closing or on a day
we are not open we will consider that the deposit was made on the next business day we are open.
If you make a deposit at an ATM (as applicable) before 6:00 p.m. CST on a business
day that we are open, we will consider that day to be the day of your deposit.
However, if you make a deposit at an ATM after 6:00 p.m. CST or on a day we are
not open, we will consider that the deposit was made on the next business day we
are open.
SPECIAL RULES FOR NEW ACCOUNTS
If you are a new customer, the following special rules will apply during the first 30 days your
account is open.
Funds from electronic direct deposits to your account will be available on the day we receive
the deposit. Funds from deposits of cash, wire transfers, and the first $5,000 of a day’s total
deposits of cashier’s, certified, teller’s, traveler’s, and federal, state and local government checks
will be available on the first business day after the day of your deposit if the deposit meets certain
conditions. For example, the checks must be payable to you (and you may have to use a special
deposit slip). The excess over $5,000 will be available on the ninth business day after the day of
your deposit. If your deposit of these checks (other than U.S. Treasury check) is not made in
person to one of our employees, the first $5,000 will not be available until the second business
day after the day of your deposit.
UNCLAIMED PROPERTY
The law establishes procedures under which unclaimed property must be surrendered to the
state. Generally, the funds in your account are considered unclaimed if you have not had any
activity or communication with us regarding your account over a period of years. Ask us if you
want further information about the period of time or type of activity that will prevent your
account from being unclaimed. If your funds are surrendered to the state, you may be able to
reclaim them, but your claim must be presented to the state. Once your funds are surrendered,
we no longer have any liability or responsibility with respect to the funds.
INACTIVE ACCOUNTS
Dependent upon the checking or savings account you may have with us your account may be
deemed as inactive if you do not make any deposits to or withdrawals from the account for a period
of time, 12 or 24 months. An inactive account remains subject to service fees. The statement
period may also change to semi-annual with June 30th and December 31st statements. You agree
to keep us informed of your current address (mailing and/or electronic) at all times. We may
charge a fee for returned mail and/or unknown addresses. See Service Fee Schedule.

TYPES OF TRANSFERS, FREQUENCY AND DOLLAR LIMITATIONS
(a) ATM Transfers. You may access your account(s) by ATM using your ATM, Check Card

• We charge a fee to our customers whose accounts are set up to use Overdraft Sweep transfers

•There is a $1.00 charge for ATM withdrawals at any non-proprietary ATM including
MoneyPass and Presto networks.
• We charge a $1.00 per month fee for permanent ATM Cards.
• We charge a $10.00 fee for replacement ATM Cards.

(d) Mobile Banking Transfers. You may access your account(s) by web-enabled cell phone
by enrolling in Mobile Banking service via Online Banking and using your Access ID and
Password to:
• Transfer funds from loan or line of credit accounts to checking or savings.
(e) Electronic Fund Transfers Initiated by Third Parties. Examples of these transfers
include, but are not limited to:
• Preauthorized credit and debits. You may make arrangements for certain direct deposits/
direct debits to be made into or from your checking or savings account(s).

Currency Conversion and International Transactions.
(a)For ATM and point-of-sale (merchant) transactions using Visa network.(1) When
you use your Check Card and HSA Check Card for this type of transaction and it settles
in a currency other than U.S. Dollars, the charge will be converted into the U.S. Dollar
amount. The currency conversion rate used to determine the transaction amount in
U.S. Dollars is either a rate selected by Visa from the range of rates available in wholesale
currency markets for the applicable central processing date, which rate may vary from
the rate Visa itself receives, or the government-mandated rate in effect for the applicable
central processing date. The conversion rate in effect on the processing date may differ
from the rate in effect on the transaction date or posting date. Visa USA charges us a .8%
International Service Assessment on all international transactions if there is no currency
conversion. If there is a currency conversion, the International Service Assessment is 1%
of the transaction. As a result, we will charge you a .8% international transaction fee
on all international transactions if there is no currency conversion. If there is a currency
conversion, we will charge you an international transaction fee of 1% of the transaction.
An international transaction is a transaction where the country of the merchant is out the
U.S.A.
