CONVENTION OVERVIEW
Welcome to the Maine Credit Union League’s 78th
Annual Meeting and Convention, Together Toward
Tomorrow. This year’s theme acknowledges the
strength that comes with cooperation, and the bright
future that lies ahead thanks to the more than 2,200
employees and 1,000 volunteers who support over
667,000 members annually. This year’s speakers offer
a fresh perspective on understanding the member,
strengthening collaboration, and developing the
next generation of leadership. The Convention
also provides attendees the space to create new
partnerships and strengthen existing relationships.
Thank you for joining us at the 2016 Maine Credit
Union League Convention & Annual Meeting, as we
come Together Toward Tomorrow.
The evening begins with a social hour followed by
the Annual Awards Banquet. The Awards Banquet
honors a select group of individuals who have made
significant contributions to credit unions and the
Maine Credit Union System over the years. In addition,
there are two Silent Auctions happening beginning
with the CULAC Super 6 from 6:00–7:00 p.m., and the
famous Silent Auction for Ending Hunger that runs
from the Social Hour to the beginning of the Awards
presentation. It’s a chance to get some great items
and help two important causes. Finally, the evening
also features the comedy of Juston McKinney and
music from the Bee Gees tribute band Stayin’ Alive to
round out the evening.
Nationally acclaimed speaker Steve Gilliland closes
out the Convention on Saturday, May 21, with his
Keynote Enjoy the Ride. Master storyteller and
brilliant comedian, Steve will share his proven
strategy for living a “purpose-driven, rather than a
process-driven” life. Steve’s introspective philosophy
is the foundation of his multimillion-dollar company,
reaching more than 250,000 people a year. Sit
back and Enjoy the Ride as Steve takes attendees
on a journey of self-reflection towards the path
of leadership.
The Opening Session features Chad Pregracke with
his speech From the Bottom Up: One Man’s Crusade
to Clean America’s Rivers. Founder of Living Lands
& Waters, an “industrial strength” nonprofit river
cleanup organization and internationally recognized
2013 CNN Hero of the Year, Chad has dedicated his
life’s mission to restoring the Mississippi River. Chad’s
captivating story of perseverance and dedication
has received attention from former U.S. Presidents,
including George W. Bush, who referred to Chad as
a national “Point of Light.” Chad’s relatable message
of “dreaming big, taking action, persevering, leading
and collaborating” is sure to inspire.

the information and connections that you gain from
this year’s convention will benefit the work you are

Welcome to the 78 th Annual Meeting
of the Maine Credit Union League.
It’s our pleasure to welcome everyone to the 78th Annual Meeting
and Convention of the Maine Credit Union League. This year’s
Convention is again cause for celebration as our strength comes
from collaboration and cooperation, and that fuels a partnership
that makes not-for-profit financial cooperatives more popular than
at any other period in our history. Despite today’s popularity of
credit unions in Maine, we have an array of opportunities to not
only further strengthen the credit union brand and penetration in
the marketplace but to enhance our efforts for credit unions to
become the primary financial institution for the majority of Maine
consumers. When the League was formed 78 years ago, no one
could have imagined what the future would look like. Today, as
we look to the future, we know that by working together, it can be
even brighter.

Our Convention theme, “Maine’s Credit Unions – Together Toward
Tomorrow,” recognizes both the foundation on which our system
was built as well as underscores the need to develop a blueprint
for a future that will bring even greater success if we remain
working in concert by sharing ideas, resources and passion.
Year-end stats for 2015 demonstrate that the foundation for
maintaining and expanding our growth well into the future is in
place with record-setting numbers in all measurement categories.
In the past year, the combined assets of Maine’s credit unions
grew by a robust 6.4% to end the year at $6.8 billion. Financing
tomorrow’s dreams today and the willingness to consistently do so
helped loan growth at Maine’s credit unions soar by $351 million,
or 7.9%, in the past year. Shares/savings continued to grow at a
healthy rate of 6.9% for the year, an increase of nearly $380 million
in savings balances to end the year at $5.8 billion. While these
figures represent a framework for success, membership growth
is an integral part of cultivating future borrowers and users of
the products and services that are essential elements of growth.
To that end, Maine’s credit unions together have added more
than 70,000 new members since 2008, including an impressive
16,000 in 2015 alone. Year-end membership now eclipses 667,400
members, a number that not long ago seemed impossible to
achieve. With new records come new goals so as we celebrate
these successes, we know we enter tomorrow stronger than ever
and are well on our way to achieving new milestones.

The willingness and ability of credit unions to come together with
a singular voice is especially powerful in the political and legislative
process. Over the years, a rock solid network of grassroots
involvement and engagement has resulted in a foundation that

is not only respected in Augusta and Washington
but brings results. A forward-thinking vision and
process to evaluate and identify how legislation
today could impact our ability to operate and serve
our members tomorrow has served our system well
for many years, and provides a core foundation to
be successful advocates in the future. The role of our
member credit unions is the most important element
of our legislative and political success because,
without participation, involvement and support, we
would not have the collective impact we have had in
the legislative arena. Numerous, previous legislative
sessions including the 2015 Legislative Session are
shining examples of how we all play a role individually
to bring about a collective objective. In 2015, despite
long odds and stiff opposition, we introduced
legislation that would make the first substantive
changes to the foreclosure process in nearly a decade.
Because of a collaborative approach to getting this
bill passed, and knowing that it would offer some
relief to credit unions in the future, we utilized all of
our resources, including lobbying, education, oneon-one meetings and a grassroots call-to-action
that credit unions answered with thousands of calls
and emails to legislators. Together, we achieved
what many “experts” dismissed as unattainable—
we passed legislation that expedited foreclosures
in certain cases. We recognize and understand that
more needs to be done but we built a case that a
change was needed in the foreclosure process. Small
wins today help pave the way to bigger victories
tomorrow, and our dedication and commitment as a
credit union system to this approach will continue to
serve us well moving forward.

our Delegation and regulatory entities on several
important issues. This included providing information
to members of our Delegation on member business
lending, regulatory burden, and the costs of data
breaches, just to name a few. While we were pleased
to see the National Credit Union Administration
(NCUA) pass new rules that ease the restrictions on
member business lending, we still believe that the
best solution is, ultimately, through legislation. As
a result of our efforts, we were once again able to
have Senator Collins as one of the leading Republican
co-sponsors of MBL legislation in the Senate that
would make more comprehensive changes than
the NCUA rule did. In the House, Congresswoman
Pingree and Congressman Poliquin are co-sponsors
of the House MBL bill. The topic of regulatory burden
continues to be a top priority in our discussions
with our Delegation, and they have been receptive
to our concerns on how regulatory burden could
do serious harm to our future ability to best serve
our members. For example, Senator Collins and
Senator King both reiterated their frustration with the
CFPB’s implementation and interpretation of certain
regulations that were not intended to apply to credit
unions but are, in fact, being applied. On the House
Floor last fall, Congressman Poliquin mentioned a
Maine credit union in his remarks as an example of the
negative impact that regulatory burden was having
on the credit union’s ability to serve its members and
that changes need to be made. This past March, our
House members were among the nearly 329 members
of the U.S. House of Representatives to sign and
send a letter to CFPB Director Cordray asking him
to protect credit unions from excessive regulation.
Our Delegation frequently points to the involvement
of credit unions in coming to Washington, D.C., to
participate in events, such as the Governmental
Affairs Conference and Hike the Hill as playing an
important role in helping them to understand the
impact that legislation and regulation has on credit
union operations. During the past year, we had
more than 80 credit union representatives attend
the Governmental Affairs Conference in February,
and nearly 20 participate in our Hike the Hill last fall.
Bringing more than 100 Maine credit union officials to
Washington, D.C., makes a difference, and that level
of participation must continue as we look to have
successful advocacy in the future. Few groups can
come together on grassroots as well as credit unions,
The same approach and infrastructure that works in
Augusta, is in place for legislative and political success
in Washington, D.C. By communicating regularly and
establishing a strong network of contacts, we can
have meaningful discussions with our Congressional
Delegation and promote a positive outcome on
credit union issues. As is often the case with the
slow pace of action in Congress, these discussions
go on for years with seemingly little or no progress.
Through diligence, persistence and an eye towards
working for a long-term solution rather than getting
defeated by a lack of short-term movement, we
understand that outcomes worth achieving take
time and instant gratification does not ensure lasting
success in the future. A unified system is a strong
system, and your League and Maine’s credit unions

and we proved that once again when Maine ranked
among the Top 15 states in emails and letters sent to
the NCUA on several issues including the proposed
MBL rule change (which passed), and the Field of
Membership proposal, which is still pending as of
this writing. Our future must include many of these
elements but must also incorporate new tools and
resources. One such initiative is underway and off to
a successful start.This initiative, called the Member
Activation Program (MAP), taps into not only the
grassroots at the credit union staff and volunteer
level but leverages member involvement. Several
Maine credit unions have implemented it already.

with credit unions. With a statewide awareness
program already in place, we have constructed
an even more robust program that expands the
footprint of credit unions and positions our messages
to reach new audiences in different ways. Facebook,
LinkedIn, YouTube, Pandora and other channels
have become essential ingredients to our awareness
strategy. Targeted advertising is also an extensive
part of our awareness program, and we are helping
to introduce and reinforce credit unions to consumers
based on their profiles, attitudes and preferences.
Additionally, our utilization of unique stories that
connect with consumers continues to build interest
and increase usage and visits to our consumerfocused website. Developing commercials that
frame a story and encouraging consumers to visit
www.mainecreditunions.org to view the longer
version of our stories has proven to be a winning
formula. The longer version of a commercial that
features a family with triplets has received more
than 30,000 views on YouTube alone. Recognizing
that our messages cannot remain stagnant and must
build upon the momentum that we have generated
in recent years, we added new commercials to our
rotation including a focus on small business lending,
convenience and access for the younger generation,
and shared branching. We also introduced a
new, 60-second commercial this past winter that
stands out among the more traditional 30-second
commercials that are airing. We remain focused on
building new opportunities for telling our story in
the future. The success of Young & Free Maine in
attracting younger members reinforces what can
be accomplished by having a strong cooperative
support system behind it. In five years, Young & Free
Maine has helped to increase membership among
18-25 year-olds by 35%. Being proactive and willing to
work together to “think outside the box,” along with
strong financial and promotional support of credit
unions has enabled credit unions to attract younger
members in numbers thought unattainable five years
ago. With our Young & Free Maine program ready to
begin its sixth year, the future looks promising but
will require continued commitment and collaboration
to replicate this success.
In addition to having a rock-solid advocacy effort,
training must also be poured into the mix. While
in-person trainings remain a large part of the
base, we continue to invest significant resources
in presenting and offering new curriculum and
training opportunities through a multi-channeled
approach. This approach includes an increase in
web-based curriculum, regional workshops, and
dynamic on-site opportunities that enhance our
ability to deliver training to a variety of audiences
on schedules that recognize the changing learning
environment. Additionally, our learning system has
been strengthened by an increased focus on the
League’s four CU Councils (Marketing, HR, Financial
Literacy and, just introduced earlier this year,
Lending). Council programs not only leverage issues
and information geared specifically to a certain
audience but to encourage the sharing of ideas
and collaboration among credit unions. Although
not a Council but with a similar mission, the League
formed the Young Professionals Network (YPN) in
2015 to provide a forum and catalyst for credit union
professionals between the ages of 21-40 to come
together to discuss challenges, opportunities and
successes found working in the credit union system.
In its first year, membership exceeded the goal of 50
and, as we make our way through 2016, membership
is moving closer to 100. Overall, through trainings
and Councils, 2,500 credit union staff, management
and volunteers engaged in one of our offerings
over the past year on a range of topics, such as
compliance, security, business continuity, lending,
regulatory changes, management, legislative issues
and many more.

knowledge of the sophistication and expertise of
credit unions, the League took a long-term approach

to cultivating relationships and contacts with media
outlets across the state. In addition, our willingness
to respond and assist media on stories, often
times working in concert with local credit unions,
has resulted in the League and credit unions to
be frequently called upon to provide comment,
perspective and insight on a variety of stories not
just about credit unions but with regard to the
financial services industry as a whole. While the
amount of airtime and print space that credit unions
receive from media (traditional and non-traditional)
has increased exponentially over the past decade,
we recognize that, in order for these relationships
to continue to flourish and grow, we need to remain
proactive and a partner with media to help raise the
profile of credit unions even more. In the year ahead,
we are eager to expand our communications on
platforms such as Facebook, Twitter, Instagram and
YouTube, which allow us to reach consumers who
communicate through platforms that are increasingly
becoming more traditional. Our use of videos offers
us the opportunity to “make our own news stories,”
and through our cooperative structure, provide
content that reaches members through collective
media outreach.

The infrastructure to encourage new fundraising
opportunities is in place and, through continued
cooperation and collaboration, we can remain a
leader in ending hunger in Maine. The vision to be
innovative with distributing some of the funds raised
each year to produce the largest impact was put in
place a decade ago when it was the Maine Credit
Unions’ Campaign for Ending Hunger that provided
the necessary support to help Good Shepherd Food
Bank launch the state’s first ‘Food Mobile’. Ten years
later, the Food Mobile has delivered nearly 5 million
pounds of food to communities across Maine. When
another need came into focus a few years ago, it was
again the Campaign that stepped forward to help
support the expansion of the School Backpack and
Pantry programs. Thanks to a $75,000 contribution
over the past three years, the Backpack and Pantry
programs have grown from serving less than 40
schools and 1,000 students monthly to more than
100 schools and 3,000 students each month. While
ending hunger has been our primary philanthropic
focus for many years, Maine’s credit unions also
cooperate to support other critical initiatives annually
including financial literacy, CMN, Special Olympics,
the Maine Children’s Cancer Program and more.
In 1990, Maine credit unions came together with an
idea to work together to raise funds to end hunger.
With that initial seed planted, the Maine Credit Unions’
Campaign for Ending Hunger was born. Today,
twenty-seven years later, the Campaign is flourishing
having grown from raising just under $25,000 that
first year to achieving another record-setting amount
in 2015 by raising $622,933, an amount that is
$70,000 higher than 2014’s record-setting total.
Working as one, nearly every credit union contributes
to the cause and, together, is able to not only raise
record amounts but also demonstrate to a wide
audience what can be accomplished when people
come together for a common cause. While the
foundation was laid in 1990 with the first Campaign,
hard work, commitment and dedication have enabled
that effort to multiply its impact over the years. Since
1990, the Campaign has raised more than $6.5 million
to help end hunger in Maine. Throughout the years,
new ideas have given rise to additional fundraising
opportunities including the formation of a 501 (c) (3)
in 2008 that enabled contributions to the Campaign
to be tax-deductible. This past year, we received our
first contribution from a foundation in support of the
Campaign, a development we anticipate to be the

It was with an eye towards tomorrow that the Maine
Credit Union League helped to launch two CUSOs
(Credit Union Service Organizations), both of which
have become integral parts in assisting and supporting
Maine credit unions. In 1971, Synergent was formed to
help meet a need in the marketplace for credit unions.
Today, Synergent offers products and services that
support hundreds of credit unions with hundreds
of thousands of members, and provides a valuable
conduit to offer bundled services to credit unions
collectively that would be difficult for many to offer
and/or implement on their own. Coming together to
offer technology, convenience and member service
has not only helped credit unions to compete in the
marketplace but become a leader in sophistication
and offerings. Some examples of the how this bond
has benefited Maine’s credit unions include a Shared
Branch Network that began in 2004 in Maine with
6 credit unions and 11 branches. Today, 90% of the
state’s credit unions are part of the Network and
collectively offer nearly 175 branches in state and
are part of more than 5,400 nationwide. The SURF
ATM Network is another example of how proactive

collaboration has enhanced Maine’s credit unions;
formed in 1999, the Network remains the largest in
the state with more than 240 surcharge-free ATMs
in Maine. The introduction of other products, such as
mobile banking, remote check deposit, instant issue
ATM/Debit cards and others, were also made possible
because of the cooperative support and relationship
between Synergent and credit unions. As the financial
services marketplace further evolves and consumer
needs, attitudes and habits demand even more
advancement, the existing partnership and history
of cooperation between the League, Synergent and
credit unions positions us well to meet these needs
in the future. As a result of our planning for new
payment products and services, we have successfully
integrated Apple Pay and other products for credit
unions. The transition to EMV chips in debit cards
is well-underway, and our formation of a Payment
Systems Task Force has led to the sharing of ideas,
issues and trends to help us plan for a payment
services industry that will look much different in
the next few years. However, forward-thinking will
help us to lead rather than follow in the payments
arena. In Direct Marketing Services, being proactive
has also been a key ingredient in the evolution of
our marketing and print focus. Our willingness to
thoroughly explore and prepare for the future has led
to a cutting-edge data mining program with a data
mining specialist that provides an innovative and
successful approach to reaching members. The same
can be said of our highly popular onboarding service
and an e-marketing suite of creativity and innovation
that provides new and exciting ways to effectively
market.

Lending Solutions, a subsidiary of CUSO Home
Lending, is also helping to expand the ability of credit
unions to lend to small businesses.
The phrase, “Together Toward Tomorrow,” is nothing
new for Maine’s credit unions. It’s how we have
grown a loosely-based partnership that began with
the League’s formation in 1938 to one of the most
vibrant credit union systems in the country. A
singular voice bringing diverse ideas, perspectives
and issues together has served us well for 78 years.
As we look to the future, we are well-positioned to
take on tomorrow, and to work toward our common
goal of having Maine’s credit unions be the primary
financial institution for the majority of Mainers. The
future is bright and work is already underway to help
credit unions shine. We are grateful for the support
and assistance that you, our member owners, our
Board and committees, and our dedicated staff and
management have provided in the past year, and
look forward to our continued partnership moving
forward.

Chad Pregracke is the internationally named 2013 CNN Hero of the
Year and founder/president of Living Lands & Waters, a nonprofit
river cleanup organization. He is proof that one person can make a
difference. Chad had an idea that evolved into a movement and has
helped to restore one of America’s greatest icons, the Mississippi River.
Chad has been recognized by former President George W. Bush as a
