Department of Environment and Natural Resources DENR CATANDUANES San Andres, Catanduanes DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES PROVINCE OF CATANDUANES CY 2014 ANNUAL REPORT I. Executive Summary For the FY 2014, DENR Catanduanes had efficiently performed the various tasks and functions towards successful implementation of the Department’s major thrusts and programs for the year, which include anti-corruption/transparency and good governance, poverty reduction measures, maintenance of the integrity of the environment and addressing climate change. Among the programs include database management such as the maintenance of the Forest Information System (FIS) and the Land Records Management, the Cadastral Survey program and Land disposition through the agricultural free patent and Residential (RA 10023) patent issuance, the National Greening Program (NGP) which has been pursued and sustained with active leadership and social mobilization. The Office also had given priority to the Protected Area Management and Biodiversity Conservation programs, as well as the management of coastal and marine resources through mangrove reforestation/rehabilitation programs, and coordination with LGUs and other sectors for the maintenance of clean air, clean water and solid waste management. The Department, with the usual active leadership and guidance of the officials concerned, both at local and regional levels, has led to productive results with the delivery of outputs and objectives met on time. This is to include the indispensable contributions of the organizations outside the Department such as the LGUs, other government agencies, NGOs, POs, civic groups and other sectors. The National Greening Program (NGP) has remained a standard bearer for the alleviation of poverty along with the Grassroots Participatory budgeting (BUB) through the Community Based Employment Program (CBEP). Catanduanes was able to award 20 contracts under this program and successfully established a total aggregate area of 3,385 hectares and 30 hectares, respectively of forest and fruit tree plantations that would be expected to provide economic and ecological benefits to the community in the near future. Also in line with poverty reduction is free patent issuance which focuses on the agricultural land holdings under CARP. Catanduanes with the extended assistance and support of the Regional Office had somehow boosted the target accomplishment, though issues on the lack of potential lots in the field had remained a bottleneck in the delivery of outputs. Some agricultural lots that were considered potential are already subdivided and tax declared by the heirs themselves. While no issues been encountered under RA 10023 in the province with the large potential lots. Aside from the above thrusts of the Department is the maintenance of the integrity of the environment and climate change mitigation/adaptation where DENR Catanduanes had also achieved a good performance. These include accomplishments in the implementation of NGP and BUB as discussed above. Also, a major function that the Office shall not be lax is forest protection and law enforcement. With the continued implementation of the forest protection plan, the strengthening of the provincial Anti-Illegal Logging Task Force has been prioritized with regular meetings conducted. The commitment of other law enforcement agencies like the PNP, Philippine Coast Guard, Philippine Army as well as Local Government Units through the Provincial Government/ENRO, networks built and alliances formed, led to a considerable success in the operations. The total confiscation/apprehended forest products of 18,859.52 board feet this year is around 6% lower than last year’s. Other law enforcement agencies like the PNP has doubled effort which contributed to the 30 cases filed by the DENR to the Court. On the other hand, targets on the protected area management and biodiversity conservation program of the Office, likewise, been satisfactorily accomplished. The strengthening of the Interim Protected Area Management Board for the Catanduanes Watershed Forest Reserve (CWFR) , IEC and close coordination with partner LGUs, other government agencies and sectors who are benefitting from the PA resources. Wildlife protection and management, likewise been acted upon through close coordination with partner agencies, and volunteers (WEOs) for the effective enforcement of RA 9147 or the Wildlife Act. The Regional Office through the PAWCZMS had extended support and assistance in providing trainings and capability building seminars in wildlife handling and wildlife law enforcement proceedings. The Office has also been actively protecting marine turtles through regular monitoring (which include monitoring of nests), IEC, tagging and release in their natural habitat. In support to Senator Loren Legarda’s proposed Omnibus PA Bill, the documents required for the proclamation of the proposed Catanduanes Natural Park (CNP) for the NIPAS, had been complied and submitted. The issuance of the implementing guidelines of RA 10629, an Act providing for the retention by the PAMB of 75% of the revenues accruing to the Integrated Protected Area Fund (IPAF) this year, is a good avenue for the PA to earn funds for its management and protection. The establishment of an IPAF in the province’ PA however remains a challenge as resource user fees are yet to be determined based from approved guidelines and the Special Use Agreement in Protected Areas (SAPA) still suspended. DENR Catanduanes has also put in place e-database systems and the management/computerization of land records been efficiently observed. This is consistent with the anti-corruption/transparent, accountable and participatory governance thrust of the Department. The introduction of the E-filing system for forest and wildlife law enforcement this year is a promise for a more advanced and transparent database. Catanduanes computer/slow internet connection system, however, was seen to have caused the failure of data uploading. Generally, performance efficiency and effectiveness of programs, projects and activities by DENR Catanduanes for FY 2014 is satisfactory considering the attained rates of accomplishments in all sectors. Some issues however posed challenges that made efforts quite difficult and had required extra strain towards finding solutions. One major challenge usually encountered include the lack of technical personnel which led to the multi-tasking of key employees. Multi-tasking is generally considered counterproductive and stressful on the part of the employee. The initial implementation of the rationalization plan had aggravated the situation with other personnel who availed the package incentive for retirement. Another is as usual, the logistics. The lack of a hauling truck and/or funds for hauling confiscated lumber materials have been a perennial challenge in forest protection, though this had been given prompt solution by the Office as situations/needs arise by hiring available vehicles in the vicinity. The good interrelationship of DENR field personnel with the LGUs and partner agencies somehow aid in resolving this issue. Coordination and collaboration with LGUs and other stakeholders however need to be more strengthened in the management, access and regulations of land and forest resource use to avoid the cropping up of political issues. The greening efforts of the Department through the NGP is also considered effective because of the community based approach of participation and the general acceptance of stakeholders to the program is noted. A survey of stakeholders response and project impact assessment shall however be conducted as part of the program to obtain a more tangible and scientific data. And the establishment of an efficient information system apart from quantifying the accomplished targets somehow be improved. The maintenance of a forest nursery and seedlings for distribution to the public (outside the NGP targets) has also been carried out. Though the number of seedlings raised is far from sufficient due to lack of budget. Despite the above cited challenges, DENR Catanduanes somehow accomplished the targets efficiently with the innate commitment of all concerned. The financial performance also went hand in hand with the physical performance. The total allotment received (Fund 101) for FY 2014 was Php 70,039,000.00, obligated and disbursed at 100% rate of utilization. DENR Catanduanes will continue the programs and projects towards year 2015 with the application of lessons learned and good practices that were achieved from the previous year. II. Detailed Accomplishments 1. Major Programs and Projects Implemented 1.1 Forest Management Summit, P.Vera, Viga, Catanduanes Classified forestlands in the province of Catanduanes cover 45.9% of its total land area or 69,513 hectares with 36,121 hectares untenured, the extent of which DENR Catanduanes focuses its management strategies under this sector. Target accomplishments of the Office for the year 2014 show a good performance. Under MFO1, Ecosystem Policy Services, Forest data management include the maintenance of Forest Information system (FIS) which has been a continuing target/activity since the past years. The Forest Resources Assessment (FRA) tracts where there are two (2) sites in the province, i.e., San Miguel and Bagamanoc had been re-measured and maintained; While the monthly survey of forest products prices also been efficiently conducted (12 months or 100% accomplishment); the preparation/submission of statistical reports per quarter been completed (100%); established partnership and collaboration with stakeholders through the National Convergence Initiative through a Memorandum of Agreement (MOA); and revenue collection with amount reflecting 64.73% of the target or Php 74,434.00 against Php 115,000.00 target. The number of clienteles applying for cutting/land use permits been affected by the stricter regulations and requirements, and the suspension of land use permits. Forest products price survey and inspection of requests for cutting permits Under Ecosystem Regulation Services (MFO3), is the compliance monitoring of tenurial arrangements which is 100% accomplishment of the 2 targets; protection and surveillance of the untenured 36,121 hectares, established 2 monitoring stations and conducted meetings and collaboration with volunteers (WEOs) and partner agencies. Forest Management Sector Accomplishments versus Targets CY 2014 Target Patrolling & Surveillance Monitoring Stations Tenure Holders Montored Revenue Collection Statistical Reports Price Survey FRA Tracks FIS Maintenance Accomp Forest Development National Greening Program (NGP) The National Greening Program (NGP) in its 4th year of implementation for 2014 has been undertaken in the province with satisfactory results. It has three phases, i.e, Seedling Production, Plantation Establishment (SOCMOB) and Plantation Maintenance and Protection of Established Plantation (PMEP). DENR Catanduanes has accomplished 100% for the Seedling production with the 2,201,996 seedlings target consisting of forest (timber) and fruit tree species (coffee & cacao), fuelwood, bamboo, rattan and mangroves. While an additional 178,000 seedlings of bamboo and indigeneous forest trees (PA-terrestrial) from the ERDS were also recorded at 100% rate of accomplishment. Seedling Production While on SOCMOB, an aggregate area of 3,385 hectares or 100% accomplishment was achieved with the plantation areas located in the municipalities of Virac, San Andres, Baras, Viga, San Miguel and Bagamanoc, Catanduanes. Plantation Establishment Accomplishment for the PMEP has also shown a 100% rate with the 8,722 hectares target. PMEP covered NGP Plantation areas established in CY 2012 at an aggregate of 1,530 hectares (includes established plantations, Congressional Initiative and CBFM fuelwood), 3,807 hectares in CY 2013 and 3,385 CY 2014 (1st phase). Plantation Maintenance and Protection Twenty two (22) Extension Officers were hired in the province to implementation of NGP targets in the field. focus on the Bottom-Up Budgeting (BUB) For the BUB component, DENR Catanduanes accomplished 100% of the targets i.e., 13 hectares Karagumoy in a development project by Women’s organization in the municipality of Pandan and Mangrove Reforestation/expansion project of 17 hectares by the LGU in Brgy. Tamburan, Bato, Catanduanes. Karagumoy in Lumabao, Pandan Mangrove Reforestation in Tamburan, Bato 1.2 CBFM- Assessment of Community Stewardship Certificates (CSCs) A total of 261 Certificates of Stewardship Contracts was targeted for 2014 under the Central Based fund. DENR Catanduanes has accomplished 275 CSCs or 105% rate in the 2nd Quarter of the year. The reason for over accomplishment is community dependent where the number of CSC holders in one area may exceed the target. Land Management Service Catanduanes’ Land Management Sector focuses to the province’ classified A&D lands with a total of 80,457 hectares or 75,636 lots. Among the major activities include land surveys, land management and disposition, land records management and other related concerns. Processing of PLAs at CENR Office For the FY 2014, accomplishment for the Land Management Sector under MFO2 includes the survey of residential lands (Cadastral Survey project) of 300 hectares (100%), the issuance of Free Patent for residential (RA 10023) which showed a total of 365 patents issued vs 350 patents targeted for the year or a 104.29 % accomplishment rate. For agricultural, 275 patents reported issued or a 100 % accomplishment. While, on the Survey of Residential Lands, at 300 hectares out of 300 hectares target or 100% accomplishment. Other patent issuances, i.e. Commercial patents show an accomplishment of 2 patent issued vs 2 target or a 100% accomplishment; Titling of government lands or special patent at 3 over 2 targets or 150% accomplishment; IEC on wheels of 2 out of 1 target or a 200% accomplishment. IEC on Wheels in Gigmoto and San Andres, Catanduanes Inauguration of Cadastral Survey Project in Pandan, Catanduanes (June 2014) On the Land Records Management, targets for the computerization of PLAs of 438 and the scanning of land records at 3,250 were 100% accomplished, while on FAMIS or Foreshore Area Management Information System, DENR Catanduanes also had achieved a 100% accomplishment of the 25 target. Foreshore Management On the management of foreshore areas, Foreshore lease contracts/permits investigated, processed with CSW, reviewed, monitored and endorsed to Region were 3 vs 3 target or a 100% accomplishment. While on the appraisal/re-appraisal of foreshore areas yielded 10 or 100% accomplishment. Appraisal/Re-appraisal of Foreshore areas (Location: Virac & San Andres, Catanduanes) One (1) case investigated or 100% accomplishment; Revenue collection at Php 86, 256.88 against Php 120,000 target or 71.88% accomplishment. 1.4 Protected Areas and Wildlife Management The Catanduanes Watershed Forest Reserve (CWFR) that was proclaimed in 1987 and covering 8 municipalities has a total area of 26,010 hectares which has been patrolled/protected on a regular basis with the participation and support of the stakeholders. A PAMB that is composed of 15 members is being operationalized and strengthened with a regular conduct of quarterly meetings and the passing/approval of PAMB Resolutions . Following the usual practice, the forest and resource protection component is being undertaken by the Forest Protection Unit of the CENRO/FMS, while the other PA targets are being performed by the PAWS Unit, so far a 100% rate of accomplishment vs targets had been attained. Four PAMB Resolutions had been passed which include Resolutions No. 001-2014 A Resolution Allowing the Study on the Diversity of Flora and Fauna by Jamie Angelika PlacidesReginaldo within the CWFR; 002-2014 A Resolution Allowing/Authorizing the Sunwest Water & Electric Corporation (SUWECO) to Conduct study & Data gathering within its specific MiniHydro Electric Power Plant coverage sites including headwater sources in the CWFR for the preparation of Watershed Management Plan; 003-2014 A Resolution Endorsing/Authorizing the Catanduanes Sustainable Ecosystems Dvelopment Inc (EcoDEV) to undertake Project Proposals within the CWFR and to Enter into Project Contract/Agreement with the GIZ-DENR-PAME specifically projects that aim to Reduce Threats to CWFR Biodiversity; and 004-2014 A Resolution Approving the Watershed Management Plan of the Sunwest Water & Electric Corporation (SUWECO) within its coverage sites in Brgy Obi, Caramoran and Brgy Solong, San Miguel, Catanduanes. CWFR PAMB Meetings The PAWS statistical report preparation and submission is being undertaken regularly and promptly in quarterly basis, or a 100% accomplishment rate, using the prescribed PAWCZMS forms. For the Protection and Conservation of Wildlife, the active involvement of Wildlife Enforcement Officers (WEOs) in this AOR (mostly from law enforcement agencies) in the monitoring of wildlife hunting and illegal possession somehow led to the turn-over and release of some important wildlife species to their natural habitat, with IEC to the concerned barangays re RA 9147 or the Wildlife Act. Two (2) meetings with WEOs which also include regular coordination and reporting were conducted, or a 100% accomplishment of target. Meeting with WEOs by OIC PENRO Joaquin Ed A. Guerrero. Shown below was the attendance of Catanduanes WEOs in the 1st Region V WEO Summit held in Regent Hotel, Naga City dated December 15-16, 2014. On the other hand, accomplishment on threatened wildlife species protected and conserved were 3 out of the target of 2 for the year or a 150% rate. These include the tagging and release of marine turtles (2 green sea turtles and 1 hawksbill), along with monitoring of active turtle nesting sites and collaboration with LGUs. The caring and tending and eventual release of turned over wildlife species i.e., 1 Philippine Scops owl in April 2014, 2 Philippine Serpent Eagles in July 2014, including 1 Hawks Eagle; and 1 juvenile reticulated python in September 2014. Photos showing the conservation and protection of turned-over wildlife Special Events Under wildlife protection and conservation, DENR Catanduanes also celebrated special events such as World Wetlands Day and the International Day for Biological Diversity (IDBD). The World Wetlands Day is being celebrated every 2nd day of February, with this year’s theme, Wetlands and Agriculture: Partners for Growth. While the IDBD in May 22, 2014 with the theme Island Biodiversity. Activities conducted include IEC with the hanging of streamers, radio broadcast/guestings, group forums and distribution of IEC materials. 3. Graph showing Protected Areas and Wildlife Management Service Accomplishments versus Targets FY 2014 Target Special Events Threatened wildlife protected WEO Meetings Statistical Reports Protection of PA PAMB Meetings %Accomp 1.5 Environmental Management The Environmental Management Bureau (EMB) Region 5 has downloaded specific Solid Waste Management (SWM) physical targets to DENR Catanduanes which include technical assistance to LGUs re safe closure and rehabilitation of open and controlled dumpsites and technical assistance in the development of cleaner and safer forms of disposal systems such as alternative technologies and Material Recovery Facilities (MRFs). The open and controlled dump facilities of municipal LGUs in the province have been closely monitored and provided assistance in the implementation of LGU’s safe closure and rehabilitation plans. Assisted 2 LGUs without safe closure plans (Gigmoto and San Andres) and monitored 3 closure and rehabilitation plan implementation (Virac, Panganiban and Caramoran). EMSII/SWM Coordinator Edith Milan monitoring compliance of LGUs re sec 37 of RA 9003 SIGNIFICANT EVENTS WORLD WILDLIFE DAY 2014 The United Nations highlighted the intrinsic values and contributions of wild animals and plants, particularly endangered and protected species, by devoting 3 of March as ‘World Wildlife Day, the year 2014 was the first celebration of the event. DENR Catanduanes conducted IEC through radio broadcast/guesting for 1 hour in March 1, 2014 at the Padaba FM 93.3 Virac, Catanduanes, with the main topic dealt on the salient features and provisions of the Republic Act 9147 or the Wildlife Resources Conservation and Protection Act. INTERNATIONAL DAY OF FORESTS (21 MARCH 2014) DENR Catanduanes celebrated this event by hanging of streamers and posting the significance of the celebration in the Office’ website and social media networks. MONTH OF THE OCEAN PENRO and CENRO personnel led by OIC PENRO Joaquin Ed A. Guerrero and OIC CENRO Luvimindo F. Chioco conducted beach clean-up and planting of mangroves/beach forest species along the seashore of Bon-ot, San Andres, Catanduanes in May 7, 2014 in commemoration of the Ocean Month 2014 with the theme : Mangroves Protect. Protect Mangroves. (Bakawan ay Sanggalan. Sanggalan ang Bakawan). ENVIRONMENT MONTH (June 2014) The Philippine Environment Month is being celebrated by the DENR in every month of June with different activities reflecting the need to protect the environment. Activities conducted by DENR Catanduanes include the conduct of IEC through the hanging of streamers bearing the Slogan & theme Raise Your Voice, Not the Sea Level; Nagbago na ang Panahon, Panahon na para Magbago.; radio guesting at DZVC Radyo ng Bayan with focus on DENR programs & Environment Month activities; the validation of saringaya nominees wherein LGU San Andres, Catanduanes won in the prestigious Saringaya Awards of the DENR Region 5; the Eagle Quiz contest (provincial level) held in June 19, 2014 at the Office of the Governor, Province of Catanduanes; the Adopt-AEstero clean up activity in Virac headed by the PEMO and DENR Catanduanes in June 21, 2014 which was participated by the Catanduanes Power Generation, Inc., Barangay Councils & constituents; and the culminating activity by DENR PENRO & CENRO personnel at Bon-ot, San Andres, Catanduanes. FLAG DAY June 2014 DENR Catanduanes Office (PENRO and CENRO) had shown respect to this event by putting on Philippine flaglets at the office premises through the month of June. ARBOR DAY On the 25th of June 2014, the different sectors of the province, i.e., the Philippine Army and other law enforcement agencies, as well as the People’s Organizations and NGOs under the National Greening Program had commemorated the Philippine Arbor Day by simultaneous tree planting both in the uplands and in coastal areas (mangroves). Photo shows DENR’s LMOI Lilian M. Quiñones led the tree planting activity in Datag, San Andres, Catanduanes on arbor day with the Philippine Army along with the conduct of IEC re Land Titling. CIVIL SERVICE MONTH 2014 September of every year marks the celebration of Civil Service Month with this year’s theme, Tapat na Serbisyo Alay Ko Dahil Lingkod Bayani Ako. On Sept 1, 2014, DENR Catanduanes joined the kick-off which was a parade in the town of Virac that was participated by all government agencies in the province. INTERNATIONAL COASTAL CLEAN UP 2014 In September 12, 2014. DENR Catanduanes also participated in the clean up of Virac coasts and filling up of ICC forms, along with other government agencies and sectors in the province. It was a fulfilling activity to contribute efforts in cleaning up the environment which our Agency’s mandate rests, especially along the coasts for this particular event from any form of pollution and solid wastes that could endanger the very systems that support life in the seas. OTHER EVENTS - PHOTOS CONGRESSIONAL VISIT (REFORESTATION BILLS- MAY 14-17, 2014) Hon. Congressman Cesar V. Sarmiento of the Lone District of Catanduanes together with Hon. Susan A. Yap of the 2nd District of Tarlac and Hon. Victor J. Yu of the 1st District of Zamboanga del Sur & Party were in Catanduanes in May 14-16, 2014 for the public hearing on Mangrove Reforestation Bills and the visitation of NGP projects in the province. DENR Catanduanes headed by OIC PENRO Joaquin Ed A. Guerrero and OIC, CENRO Luvimindo F. Chioco were in full force during the activity with the involvement of the LGUs, NGP adoptors and PO’s. CLIMATE CHANGE ADAPTATION ADVOCACY (OCTOBER 2014) Organized by the Philippine Information Agency (PIA) headed by Mrs. Edna Bagadiong, the advocacy for the Climate Change Adaptation were assisted by the DENR Catanduanes through OIC PENRO Joaquin Ed A. Guerrero and OIC CENRO Luvimindo F. Chioco. Activities include a public forum and mangrove tree planting. RD’S VISIT Regional Director Gilbert C. Gonzales paid a visit to the province of Catanduanes in October 2014 to personally oversee what is going on in the field Offices. He had a meeting with the DENR PENRO & CENRO personnel, had a courtesy call to the Congressional Office and to the Office of the Governor, and to personally check the fishponds/mangrove areas in Panganiban, Catanduanes.
