Introduction
Recent times have seen significant developments
for Ireland’s water industry. A lot has happened over
the past year following the publication of the river basin
management plans. We are now firmly in implementation
phase. Our new Minister for the Environment, Heritage
and Local Government, Mr. Phil Hogan T.D. is committed
to developing a new water conservation industry which will
create significant employment opportunities. “There are
just over 130 contracts and water conservation projects
in progress with a value of about 1 billion euro, some
340 contracts to be progressed to construction over the
period 2010 – 2012 with a value of 1.8 billion euro and
some 190 schemes and water conservation projects on
which planning work will continue.” A greater proportion
of investment will be dedicated to improving water supply
infrastructure, with water conservation being accorded
top priority. Our new Government is also planning to
establish a new State owned water company, Irish Water,
which will deliver key water investment functions at a
national level. This national approach to water investment
and management will no doubt lead to some significant
changes and developments.
The National Water Summit, has been Ireland’s leading
independent water conference for the past 4 years and
the 2011 event is shaping up to be one of the most
pivotal yet. Recent developments have ensured a full
agenda, including industry reform, innovation and proven
technologies, conservation, legislation, and water quality
amongst others.
The 5th National Water Summit will be an event of
major interest to all stakeholders. The summit will
include an impressive line-up of speakers, visionary
leaders, international and national experts - all
professionally involved with water - who will deliver succinct
presentations and case studies, allowing time at the end for
an open forum to discuss the issues participants find most
interesting.

Our previous four water summits provided a unique
forum that brought together the who’s who of the water

Minister of State, Fergus O’Dowd. Fergus
O’Dowd (born 1 September 1948) is an Irish Fine
Gael politician. He is currently a Teachta Dála
(TD) for the Louth constituency, and the Minister
of State for the NewEra Project with portfolios in
both Dept. of Communications, Energy and
Natural Resources and Environment, Community
and Local Government. A teacher before entering
politics, O’Dowd was elected to Seanad Éireann on the Administrative
Panel in 1997. He was first elected to Dáil Éireann at the 2002 general
election. He was immediately appointed Fine Gael spokesperson for
Community, Rural and Gaeltacht Affairs. He was party spokesperson on
Environment, Heritage and Local Government from 2004–2007, and on
Transport and Marine from 2007–2010. In June 2010 he was appointed
as party spokesperson on Education and Skills. On 10 March 2011,
he was appointed as Minister of State for the NewEra Project. He was
named Magill Magazine TD of the Year in 2006 for putting Irish Nursing
Home Care in the spotlight long before it gained popular support. He
is the founding chairman of the Droichead Arts Centre, Drogheda. He
likes swimming and reading, in particular books about French History.
He has a keen interest in the Irish language, and regularly spends time in
Gaeltacht regions, especially in West Kerry.
Mark Pendlington, Director of Corporate
Af­fairs, Anglian Water. Mark joined AWG from
BAA Stansted, where he was a Board member with
responsibility for Business development,
communications, marketing and public affairs.
Previously, Mark was Chief Executive of the
Country Land and Business Association (CLA), a
national membership organisation dedicated to
the economic health and social well being of the diverse rural economy.
He was a leading member of the task force of Government and other
agencies that worked to help farmers and rural communities recover
from the Foot and Mouth outbreak. This included projects on social
inclusion, business diversification and economic regeneration. His
background also includes senior appointments in the environment,
transport and energy sectors.
Nigel Ayton, Director of International Business
Development, Scottish Water. Nigel Ayton is a
UK Chartered Engineer, who spent his early career
in the British electricity generation industry. Nigel
moved into Finance when the UK electricity
industry was being privatised in the early 1990s.
He joined Price Waterhouse Corporate Finance
and worked on the restructuring of the England
and Wales electricity industry and later the Northern Ireland industry.
Nigel advised on the project financing for several international power
projects, before moving to Beijing, China, to head Price Waterhouse’s
electricity services team. He returned to the UK in the late 1990s and
worked with a number of utilities, joining Scottish Water in 2003,
shortly after its creation, to lead the transformation team. He was
appointed as Scottish Water’s first Director of International Business
Development in July 2011.
Trevor Haslett, Interim CEO, Northern Ireland
Water. Trevor Haslett was appointed Interim
Chief Executive of Northern Ireland Water in
January 2011 having been previously Director of
Engineering Procurement since 2003. He was
previously Divisional Water Manager for the
Eastern Division of Water Service, having held
various operational and senior management posts.
He also spent 4 years in the private sector as a Director of a Civil
Engineering Company and is a Fellow of the Institution of Civil
Engineers, Institution of Water and Environmental Management and
Institution of Water.
Tom Leahy, Dublin City Council. Tom Leahy is
Executive Manager (Engineering) with Dublin
City Council. Tom is a Chartered Engineer
(Graduated from UCD in Civil Engineering with
postgraduate qualifications in Management and
Computers from TCD), Fellow of Engineers
Ireland and an alumnus of Harvard University/
Kennedy School of Government. He is responsible
for Strategic Planning of Engineering services in the Dublin Region,
managing an annual investment programme of over one hundred million
Euro to address infrastructural improvements in water services and flood
protection, co-ordination of Major Emergency Planning and Business
Planning for 2,500 staff in City Council. Of direct relevance to this
Conference he was Project Director on the very successful Dublin
Region Water Conservation Project (1996-2002) and is currently
Project Director of the Dublin Region Water main Rehabilitation
Project (2007- 2012) and Project Director of Eastern River Basin
District Plan under EU Water Framework Directive. He has just
announced the innovative recommendations of a major study to
address essential water investment post 2016/2020.
Colm O Gogain Director of Strategic
Infrastructure Bord na Mona Plc. A mechanical
engineering graduate of UCD, Chartered Engineer
and Fellow of Engineers Ireland, Colm has spent
his working life in Bord na Mona where he held
many various roles including Chief Executive of
Bord na Mona Fuels Ltd and Director of Bord na
Mona Environmental Ltd. During his career he has
been deeply involved in the transitioning of Bord na Mona from its total
dependence on peat to its current and evolving diverse business interests
consistent with it’s “ New Contract with Nature”.
Lar Spain, Senior Engineer, Fingal County
Council. Lar Spain is a Senior Engineer with
Fingal County Council’s Water Services
Department. Lar has over 25 years experience in
the water industry in Ireland and Canada. Lar is
head of Operations for Water Services for Fingal
County Council, which serves a population of
269,000, in the northern half of County Dublin.
Lar also has responsibility for a regional Telemetry
System and a regional GIS System serving the water supply network for
all of the Dublin region. In addition to his operational duties, Lar was
also responsible for delivering the Dublin Region Non-Domestic Metering Project, which involved metering over 30,000 non-domestic water
users, and installing an Automatic Meter Reading system, in the four
Local Authorities that make up County Dublin.
John Prendeville, Business Development Manager, Bord Gáis
Network . John Prendeville is the Business Development Manager for
Bord Gais Networks and previously held the role of National
Construction Manager for the Distribution Network. Prior to joining
Bord Gais in 2007, John worked in a variety of engineering roles in
Texaco. He is a Chartered Engineer and member of Engineers Ireland
and holds as MBA from the Smurfit Graduate School of Business in
UCD.

Group Water Scheme
In February 1995 a formal complaint was lodged by a private
resident of Ballycroy to the European Commission
regarding non-conformity with drinking water directive
AD/778/EEC L229. The directive demands a zero E coli
count in drinking water. This complaint was accepted by the
Commission and kick-started the legal process which
resulted in a number of the recent Water Quality Acts we
have today. Ballycroy has come along way since then. This
is a case study on the how the use of simple Quality
Assurance Principles and hard work and can transform a
distribution network and the lives of its inhabitants.
