The Regional Planning Commission initiated a Comprehensive Operational Analysis
(COA) to collect primary travel demand data for existing users of the New Orleans
Regional Transit Authority (RTA) and Jefferson Parish Transit (JeT) services. An
intercept survey was conducted in 2011 that collected demographics, trip purpose,
and other data related to transit riders of both systems.
Pages from the COA Intercept Survey Summary, which contains demographics and
other data regarding transit riders of both systems, are provided in Attachment A.
Records from the 2011 survey raw data were reviewed to identify riders who utilized
stops within the project area of the Cemeteries Transit Center as an origin,
destination, or to transfer among the transit lines. Data from 272 records were
compiled and compared to the statistics from the COA Intercept Survey Summary.
As shown in Table 1, the Cemeteries Transit Center riders surveyed are
demographically similar to all riders surveyed. Both sets of surveyed riders are
almost 80 percent minority. Cemeteries Transit Center riders are more likely to be
Hispanic compared to all riders and speak a foreign language. These riders are also
less likely to be Black than all riders surveyed. The majority of transit riders in both
sets who reported their incomes earn $35,000 or less per year.
Table 2 compares the percentages of riders who are visitors as opposed to
residents, trip frequency, and the reason for the trip including whether the rider has
access to a car. A higher percentage of Cemeteries Transit Center riders reported
the purpose of the trip to be for work or school.

Approximately two-thirds of riders in both survey sets are regular transit riders and
the same percentage of Cemeteries Transit Center riders are dependent upon transit
or other form of transportation because they do not have access to an automobile.

Riders using the Cemeteries Transit Center stops will not be adversely impacted by
the proposed project. The proposed project will benefit them with increased safety
and convenience, particularly the large percentages of regular riders going to work
and school, and those who do not have access to an automobile
