Why Aren’t Shops Members?
Why aren’t shops members? This is a great question
that we ponder quite often. There are 3850 automotive
repair and service industry businesses in Missouri. These
businesses employee 20,249 employees. Wouldn’t it be

scanned for diagnostic trouble codes following a collision.
Warns that multi-stage airbags must be scanned to confirm
all initiators are exhausted.
FCA USA LLC has issued a position statement that repairs
should scan all vehicles that have been involved in a collision,
or have had repairs performed, for diagnostic trouble codes
(DTC) that may affect vehicle safety or security systems.
According to the statement conditions that could trigger
DTCs include:
• Vehicle is involved in an accident or collision, even though
the damage may appear minor
• Vehicle has been in an accident with or without air bag
deployment
• Voltage loss, including battery disconnects and hybrid
battery disabling
• Significant vehicle disassembly including, but not limited
to, bumpers, door handles, headlamps and mirrors Interior
trim repair or removal
• Glass removal and replacement operations
• Air Bag Squib Status
The position statement also says that “Multistage air
bags with multiple initiators (squibs) MUST be checked to
determine that all squibs were used during the deployment.”
According to the company its multistage airbags can have
up to three squibs and that while typically all are exhausted
during a deployment, technicians must scan to confirm this
is the case to, “…minimize the risk of improper handling
or disposal of potentially live pyrotechnic or hazardous
materials.”

as Collision Diagnostic Services that can perform remote
diagnostics to verify the status of the airbag squibs.
reasonable to think that 40-50% of these shops would
want to be a member of AASP-Missouri or ANY automotive
service and repair industry trade association. Sadly that
number is more like 15-18% for ALL automotive service
and repair industry trade associations in the entire state.
So my question is, WHY?
Is it because the non-member shops know all there is to
know and do not need the camaraderie of their peers? Is it
because they don’t value or need the training opportunities
members receive to keep them up to date and efficient?
Is it because they don’t want to save money on business
expenses through member only benefits? Is it because they
like feeling all alone with no one on their side? Is it because
this is how it’s always been for them and they see no reason
to change? Is it because they don’t want anyone to represent
them at all levels of government, to keep an eye on their
back while they work on their businesses? Is it because
they do not want to raise the bar of professionalism and
image higher for themselves, their employees and businesses
because it’s easier not to? Is it because they where a great
technician that required very little help from others to do
their job. But now have found out that they are not such
a great businessman, and would rather struggle on their
own instead of being comfortable enough with fellow shop
owners to be able to ask for and receive help or advice?
Is it because they do not want people representing them
in the industry, schools and community? Is it because they
don’t want people working school carrier days on their

behalf to inform the young people about the vast
opportunities awaiting them in the automotive
service and repair industry, bring our new youthful
employees into the work force? Or maybe they
don’t want people to represent them on industry
mechanical issues like state safety and emission
programs, the right to know information act, the
qualified technician shortage and collision issues
like paint caps and DRP mandates.
Maybe they don’t like being represented on
advisory boards working with the different state
and federal departments and agencies. Or maybe
they do not want to be kept informed of what’s
going on around them in their industry and as a
small business owner? Is it because they are shy
or embarrassed? Is it because they don’t know
their numbers, or how to figure them out or
what they mean? Is it because they don’t realize the value of belonging to an industry trade
association that is a grassroots, member driven
and proactive industry leader?
Or could it be because their neighboring
member shop down the block, down the street
or across town has never taken the time to
share with them, how they and their business
have benefited by being an active member of
AASP-Missouri? Could it be that no one has ever
explained what a valuable tool active membership
can be? Or could be as simple as, because no
one has ever invited them to attend an AASPMissouri sponsored event or a chapter meeting
or a chapter clinic?
Membership growth and retention is vital to
any association and is 80% more effective when
members recruit new members. So I invite all of
our members to add “Just One” and make the
effort to stop in at that neighboring shop and
invite them to your next meeting or clinic offering
them the opportunity to be involved. Everyone
benefits, we as an association, you as a shop
owner in the same community and industry and
them, because no one shop knows as much or
can accomplish as much as all of us together.

THIS MONTH IN CONGRESS
Department of Labor Releases
Final Rule on Overtime
As expected, the Department of Labor’s
(DOL) Wage and Hour Division released
the final rule governing overtime pay last
Thursday, May 19. The business community,
including the Auto Care Association, lobbied
long and hard to persuade DOL that the rule
change was too severe. Auto Care Association President and CEO Bill Hanvey released
a statement last Thursday expressing the
association’s perspective on the rule and its
consequences.
A few quick facts about the rule:
• Salary Threshold Changed to $913/week
($47,476 per Year)
• Duties Test is unchanged
• Up to 10 percent of the salary can come
from bonuses or commissions
• Effective date is Dec. 1, 2016
The association, as a member of the coalition the Partnership to Protect Workplace
and Opportunity (PPWO), will be advocating
for the passage of the Protecting Workplace
Advancement and Opportunity Act (S. 2707,
H.R. 4773), which would nullify this rule and
require DOL to perform an economic analysis
of how changes to overtime regulations will
impact small businesses and employers in
vulnerable industry sectors before issuing
a new rule.

IRS Releases New Online
Tool to Help Employers with
Healthcare Provision
The IRS Taxpayer Advocate Service (TAS)
has developed a new employer shared respon-
sibility provision tool designed to help employers better understand how the Affordable
Care Act’s Employer Shared Responsibility
Provision (ESRP) works and learn how the
provision may apply to them. The TAS announced the release last Wednesday, June 1.
Under the ESRP, also known as the
employer mandate, certain employers must
either offer minimum essential coverage that
is “affordable” and that provides “minimum
value” to their full-time employees (and their
dependents), or potentially make an employer
shared responsibility payment to the IRS.
Employers can use the TAS-ESRP Estimator to determine:
• The number full-time employees, including
full-time equivalent employees (FTEs);
• Whether they might be an applicable large
employer; and
• An estimate of the maximum amount of
their potential liability for the employer shared
responsibility payment.
The IRS also offers additional information
about this and other TAS estimators. Because
these tools provide only an estimate, taxpayers should not expect 100 percent accuracy
and should only use these estimators as a
guide to assist in making tax decisions.

member list alone is worth a thousand dollars a year just
in having reliable venders that have quality products and
services available to all our members. These are the people
that can solve many of our equipment and training needs
and are always there to help. How about the availability of
purchasing shop insurance or health insurance with quality providers. Hey lets not forget our friends in the rental
car business that are in our stores everyday. I haven’t even
started yet on paint vendors who bend over backwards to
bring us training and technical help year round. I can call a
paint vendor that I don’t even use for an opinion or advice on
a product. No way I could do that without the introduction
and presence of our AASP-Missouri chapter. Let me go on
about the availability to communicate with fellow members
via email thru our chapter. How about the conversations that
are happening now about the parts trader program. Lets
not forget some of the heated debates we can have at our
meetings. There is some great information and knowledge
that gets shared and it is ok if we don’t agree in our chapter. The collision industry is full of people that are problem
solvers and when we can share ideas and information it
makes everybody there a better business person. I can say
first hand that I have been able to visit or call some of our
members and ask advice on situations that I was dealing
with in our business. Every time I ask people were glad to
share what they know. It has been a great resource for me
and our business. I will also say that our biggest and best
value is having RON REILING as our Executive Director. Our
members sometimes forget the time and effort it takes to
keep our troops going in the right direction. I say THANKS
RON for all you do.!!
