a print based m odel of one book, one user. EBooks can be read
online and som e pages can be copied. Users can also borrow an
ebook, and it is aut om at ically checked back in when t he t im e has
expired. Net Library’s solut ions include digit al conversion, st orage,
host ing and selling works t hrough dist ribut ion channels and providing
copyright prot ect ion. I t s DRM solut ion has built - in safeguards,
including cont rolled user access, wat erm arking, on- screen copyright
warning m essages, and lim it at ions on print ing, copying, and
downloading of ebooks.
Net Library has relat ionships wit h over 320 publishers and has in it s
collect ion over 35,000 books in copyright ( as well as 4,000 t hat are in
t he public dom ain) . The net Library business m odel is broadly
analogous t o t hat of t he t radit ional “ library supplier” , selling ebooks t o
libraries “ out right ” and paying t he publishers at a discount t o t he list
price ( which is set by t he publisher) . Libraries pay a “ price per book”
( set by t he publisher) 8 plus an access fee ( set by net Library) ; 9 t he

provide an online learning environm ent for st udent s, wit h a collect ion
init ially designed t o t he US undergraduat e liberal art s curriculum .

publishers) , Quest ia claim s t hat it will expand it s collect ion t o over
250,000 wit hin t hree years. Access is direct t o Quest ia, by

From t he user perspect ive, Quest ia is a subscript ion library. Users can
purchase a m ont hly or an annual subscript ion t o t he library ( cost ing
$19.95 and $149.95, respect ively, in August 2001) . 11 From a
publisher st andpoint , t he Quest ia offer is not unlike a blanket licence
from an RRO. The publisher has no cont rol over pricing or revenue.
From it s subscript ion pool, Quest ia pays publishers royalt ies based on
page views. The original plan was t o pay 15% of t he t ot al annual
revenue t o publishers; t he t ot al royalt y pool would be divided by t he
t ot al num ber of page views. This gives a price per page view. The
publisher receives a paym ent on a t it le- by- t it le basis: t he num ber of
page views for t hat t it le m ult iplied by t he price per page view.

descript ions of t he t hree leading ebook DRM plat form s. Publishers current ly

Adobe DRM Plat form
Adobe Syst em s I ncorporat ed builds soft ware solut ions for Web and print
publishing. I t s graphic design, im aging, dynam ic m edia, and aut horing t ools
enable cust om ers t o creat e, publish and deliver visually- rich cont ent for
various t ypes of m edia.
At t he beginning of 2001, Adobe announced t wo new product s for t he ebook
m arket - Adobe® Acrobat ® eBook Reader™ 2.0 and t he Adobe Cont ent
Server™ 2.0 for eBooks. Designed for online book publishers, ret ailers or
dist ribut ors, t he Adobe Cont ent Server is an all- in- one syst em t hat secures
and sells Adobe PDF- based ebooks. Key soft ware feat ures of t he Adobe
Cont ent Server enable easy packaging, prot ect ion, dist ribut ion, and sale of
Adobe PDF- based ebooks. Docum ent s are viewed in Adobe Acrobat Reader,
a soft ware viewer t hat is dist ribut ed free for which Adobe claim s 170 m illion
users. Acrobat Reader unlocks t he files encrypt ed by PDF Merchant and
enables t hem t o be viewed aft er purchase. Cont ent Server 2.0 is based on
t he Glassbook acquisit ion Adobe m ade in August 2000.
Gem st ar DRM Plat form
Gem st ar I nt ernat ional is t he com pany t hat is now responsible for t he
developm ent and dist ribut ion of t he Soft Book and Rocket eBook devices,
which it bought during it s purchase of Nuvom edia and Soft Book in January
2000. Alt hough Gem st ar’s ebook m odel is device based, it has out sourced
m anufact uring and dist ribut ion act ivit ies t o Thom son Mult im edia’s RCA Unit
so t hat it can now focus on selling ebook t it les12 .
This is reflect ed in Gem st ar’s newly nam ed websit e: www.ebookgem st ar.com and t he m odel nam es, which are now sold under Thom son’s
RCA brand.
The Gem st ar DRM syst em is based on a process of delivering whole cont ent
t o a specified device. The plat form uses a pat ent ed syst em , which encodes
each piece of cont ent so t hat it can be read by only one aut horised device.
Each Gem st ar ebook device is inst alled wit h a unique encrypt ion key and
cont ent delivered t o each device have unique encrypt ion keys. A key cannot
be shared wit h ot her devices.

decrypt s t he cont ent “ on t he fly” so only a sm all am ount of cont ent is
decrypt ed at any single t im e.
Once a reader purchases an ebook, it is st ored in a personal server- side
bookshelf and can be downloaded again if needed, e.g. if it is accident ally
delet ed. However, t he unique cont ent key will st ill be required t o decrypt it .
Microsoft DRM Plat form
The t wo key elem ent s of t he Microsoft DRM plat form are it s Digit al Asset
Server ( DAS) for encrypt ion and dist ribut ion of ebook t it les and it s MS
Reader client for decrypt ion and rendering. DAS is a shrink- wrapped end- t oend syst em t hat m anages an ebook dat abase and processes and fulfils
request s. I t uses XrML ( a right s language expressed in XML) t o specify
perm ission levels ( purchase, copy, redist ribut e, et c.) . The Reader em ploys
Cleart ype t echnology, which m anipulat es t he RGB colour bars of a pixel t o
operat e singly and t hus increase screen resolut ion. Reader is based on
reflow, t hat is t he pages reflow as t hey are resized rat her t han rem ain fixed
facsim ile im ages. DAS is also designed t o work wit h t hird part y t ools, such as
asset m anagem ent syst em s, ret ail and paym ent m anagem ent syst em s.
Microsoft 's DRM solut ion is deployed at B&N.com and Am azon.com since
August 2000. Microsoft released it s MS Reader for Pocket PC devices in
Spring 2000, em ploying a nam eplat e copy prot ect ion. I n August 2000, it
released t he Reader for t he PC plat form , wit h a persona- specific DRM,
enabling t he highest cont ent prot ect ion. Upon regist ering t he Reader, users
are assigned a “ passport ” for t heir persona, whereby t hey are ent it led t o
share t it les bet ween t wo MS Reader engines regist ered in t heir nam e. I n t his
way, t hey can buy a t it le for use on t heir hom e PC and t ransfer it t o t heir
office PC but cannot t ransfer it t o a Reader regist ered t o any ot her persona.
Mult iple personas can reside on any device, however, enabling users who
share devices t o read t heir own t it les, but not t he t it les of ot hers.

t he I nt ernat ional St andards Organisat ion ( I SO) , t he World Wide Web

While several of t he devices on t he m arket t oday offer large font display, I ON

The CLA
The UK’s Copyright Licensing Associat ion, represent ing bot h aut hors and
publishers, has approved a licensing schem e whereby producers of Braille
and ot her form at s used by t he blind and visually im paired will be grant ed
free licensing clearance. They hope such readers will t hus get quicker and
easier access t o an increased range of books, j ournals, m agazines and

capped at £5000 each.
EU
The European Com m ission support s a huge range of funding program m es for
I nform at ion Societ y research and developm ent . These program m es, j oint ly
agreed by t he Parliam ent and t he Com m ission, are int ended t o increase t he
com pet it iveness of Europe by enabling pre- com pet it ive R&D t o be
undert aken by consort ia of European com panies and organisat ions. The
program m es cover m ost areas of pot ent ial R&D act ivit y, from fundam ent al
scient ific research t hrough t o socio- econom ic assessm ent s and im pact
st udies. Many of t he program m es have significant areas of overlap.
Furt herm ore t he rules for each program m e are different and t here are
differences wit hin program m es t hem selves. For inst ance, som e program m es
will fund proj ect s up t o 100% while ot hers will only pay up t o 30% . Most
program m es dem and t hat proponent s fund som e of t he proj ect act ivit y,
however, t hough such funding can be in resource as well as cash.
Rout es t o involvem ent wit h any of t he European Com m ission funded proj ect s
are com plex, part icularly in t he light of t he condit ion t hat m ost proj ect s m ust
have several part ners, usually from at least t wo European Union m em ber
st at es. To help pot ent ial proposers, t he eCont ent program m e has set up a
part ner search process on it s web sit e.
However, in t he UK, t he m ost user friendly sit e is t hat of UKI SHelp. 23 This
organisat ion, which also has a phone helpline ( 0870 606 1515) , provides
assist ance t o UK com panies and organisat ions wishing t o subm it proj ect s.

The European Union has budget ed resources t owards support ing ent erprises
and im proving infrast ruct ure in cert ain “ disadvant aged” regions. West Wales
and t he West ern Valleys is qualified under European Regional Developm ent
“ Obj ect ive 1” funding. 24 Funding for t he program m e during 2000- 2006 t ot als
EUR 3936.6 m illion, of which t he EU St ruct ural Funds will cont ribut e EUR
1853.4 m illion, and is m anaged by t he Nat ional Assem bly of Wales. 25 The

appropriat e part is Act ion Line 2, Enhancing cont ent product ion in a
m ult ilingual and m ult icult ural environm ent . As t he Work Program m e

The overall goal is t o invest igat e and experim ent wit h new st rat egies, part nerships and
solut ions for designing and producing easily localisable e- cont ent product s and services
( " int ernat ionalisat ion" ) , and having t hem adapt ed t o t he requirem ent s of t he int ended t arget
m arket s and com m unit ies ( " localisat ion" ) , while reducing t he associat ed cost and t im e- t om arket and facilit at ing furt her cont ent m anagem ent and re- purposing work.
Act ions will be aim ed at m aking local offerings m eet t he requirem ent s of European and global
m arket s ( t hink local, act global) and alt ernat ively at m aking global offerings m eet t he needs
of local com m unit ies ( t hink global, act local) . Trans- nat ional and cross- sect oral act ions will
address t hree broad areas and com m unit ies.
I t needs t o be borne in m ind t hat m ost of t he European Com m ission
program m es are designed for part nerships of com panies or organisat ions
from at least t wo separat e European count ries. Hence, under t he first call for
proposals, which closed in June 2001, t he m aj orit y of t he sublines under
Act ion Line 2 required consort ia t o be form ed of bet ween t hree and six
part ners, drawn from at least t wo European Union m em ber st at es. Only t wo
sublines allowed for proj ect s t o be subm it t ed wit h j ust one part ner. The next
call will close at t he end of Decem ber 2002. The call will be for dem onst rat ion
proj ect s, including language cust om isat ion, m ult icult ural st rat egies and
est ablishm ent of digit al dat a collect ions.
The Com m ission offers help t o pot ent ial proposers by reviewing “ preproposals” —short abst ract s ( no m ore t han t hree pages) of t he concept
seeking funding. The Com m ission will ret urn confident ial com m ent s on t he
approach and provide advice on how best t o present t he case in a full
proposal. 28
The eCont ent Program m e, while being t he m ost appropriat e EC funding
program m e t o t he Welsh Books Council, has links t o ot her EC funding
program m es. These ot her program m es include t he huge 5 t h Fram ework I ST

The Ten- Telecom Program m e 30 is specifically linked t o t he developm ent of
t elecom m unicat ions net works, but does have funds available for
organisat ions such as libraries t hat wish t o use t elecom m unicat ions for
act ivit ies such as dist ance access, which m ay be of relevance in Wales. I t
also provides funds for herit age and linguist ic purposes.
The Cult ure and Media program m es support ed by DGX do have som e
funding, but t hese program m es are t radit ionally underfunded.

linguist ic diversit y ( keeping ot herwise out - of- print aut hors and lim it ed
m arket subj ect s in print and dissem inat ing inform at ion t o vulnerable
populat ions) . They agreed t o designat e 2003 t he European Year of Books
and Lit eracy, t o increase public awareness of t he im port ance of books and
epublishing. 31
Alt hough t his act ion yet requires parliam ent ary approval, it prom ises very
relevant support t o proj ect s relat ed t o Welsh lit eracy and I CT. The resolut ion
encourages rising t o t he “ challenge of t he deposit of elect ronic publicat ions in
nat ional libraries,” not ing t hat European publishers and Nat ional Libraries
have recent ly agreed guidelines wit h encourage volunt ary deposit of
elect ronic publicat ions. I t recognises t he dem and upon t he Com m ission t o
subsidise “ a large num ber of sm all elect ronic providers of publicat ions in
order t o m aint ain linguist ic and cult ural diversit y,” as well as “ t o encourage
t he publishing of e- books in addit ion t o support ing t radit ional form s of
publishing, and t o safeguard a com pet it ive m arket st ruct ure so t hat t he
addit ional cost s of new t echnologies are not t oo onerous for sm all
publishers.” And it acknowledges t he call upon t he Com m ission t o provide
for vocat ional t raining program m es, addressing t he need for m em bers of t he
publishing and book ret ailing t rade t o adapt t heir skills t o new t echnologies. 32

Following is an evaluat ion of Right scom ’s experience of ordering it em s via
gwales.com , com paring t he efficiency of t he service wit h t hat provided by
Am azon.co.uk. The goal was t o order t hree different Welsh language t it les
( wit h a st at us of “ in st ock” ) t hrough gwales.com , using a different bookshop
for each, and one copy of one of t hose t it les from Am azon.

The ordering process
Three t it les were ordered from gwales.com on Thursday 21 June. The books
and select ed bookshops are det ailed below:

The searching and ordering processes of gwales.com were found t o be easy
and st raight forward. The search int erface was part icularly user- friendly, wit h
t he abilit y t o query t ypical bibliographic m et adat a. The syst em also provides
t he facilit y t o search for keywords using a Product Descript ion field, which is
beneficial. However, t o find t he search but t on in order t o execut e t he search
t he user m ust scroll furt her down t he screen, a process t hat is t im econsum ing and frust rat ing. Posit ioning a search but t on at t he t op of t he
screen would offer addit ional convenience.
The paym ent process also lacked som e flexibilit y in t hat t he syst em assum ed
t hat t he person request ing t he it em was also t he credit card holder and t he
int ended recipient of t he book. I t was t hus not possible t o pay for a book on
behalf of som eone else or t o have a book sent t o a different address from t he
billing address. ( This elim inat es “ gift ing” .)
Efficiency of service
The order confirm at ion process was very efficient . Wit hin 15 m inut es of
placing each separat e order, an em ail was received from gwales.com
providing confirm at ion of t he t it les purchased and t he bookshop from which
each t it le was ordered.
However, seven days aft er placing t he orders wit h gwales.com it becam e
apparent t hat an error had occurred in t he ordering processing. Despit e
having ordered t hree separat e t it les from t hree different bookshops, t he
syst em had processed t he sam e t it le ( Dirgelwch Loch Ness) for each
bookshop.

To t est Am azon’s response t im es for books of Welsh int erest , a copy of The
Secret Room by Marion Eam es was ordered on 13 July 2001. The it em was
delivered on t he next business day ( Monday 16 July 2001) .
Not ably, Am azon’s delivery cost s far exceeded t hose via gwales.com ,
alt hough t he post age cost s for t he sam e it em did vary bet ween t he different
gwales.com bookst ores.

The Welsh Books Council has invest igat ed t he cause of t he ordering error
t hat result ed in t he receipt of t hree copies of t he sam e t it le. I t appears t hat
t he error was caused by pressing t he browser BACK but t on aft er com plet ing
each order in order t o navigat e back t o t he search screen. Apparent ly, t he
syst em ret ained inform at ion from t he previous order, which it used in
processing each subsequent order during t he sam e session.
A “ New Order” but t on would be a useful addit ion t o t he websit e, enabling t he
user t o be explicit ly redirect ed t o t he Search Screen.

We also arranged for a colleague in t he USA t o order a book from
gwales.com . 34 He did so on 3 August . Following are his com m ent s:
“ Order placed at 9: 27 a.m . East ern Tim e. Please not e t hat I init ially
at t em pt ed t o place t he order using t he secure delivery opt ion, but since it was
not clear what t he carriage charges would be, I did not proceed wit h t hat
opt ion. I nst ead, I placed t he order by em ail. However, since em ail is not
secure I did not include m y credit card det ails. I expect t hat t hey will call t his
t o m y at t ent ion soon, but I have t o say t hat t he web sit e m akes it sound as if
including credit card det ails for em ail orders is opt ional.
