2009-10 President’s Report
It has been an honor and a privilege to serve as the President of the Florida Association of
County Agricultural Agents in 2009/2010. This was a second time in the history of this
association when a woman has held this position. In addition to this I believe that I am the first
foreign born, first generation immigrant, and naturalized US citizen serving as the president of
FACAA. I have enjoyed getting to know and working with so many talented and dedicated
members of this great association. The Board of Directors members were very helpful,
knowledgeable and worked hard to improve the association and serve the members. It was a
great experience to work with seasoned members and with the new generation of Extension
Agents coming with enthusiasm, and new ideas for improving FACAA. This combination of
experience, youth, enthusiasm and dedication of members makes this association strong and
valuable for all of us.
The Florida Association of County Agricultural Agents had again a busy and very productive
year. I would like to summarize the major activities conducted by FACAA during this past year.
 All FACAA board meetings were conducted by Polycom, which saved time and money
for travel. This is a very efficient way to conduct the association’s business and
accomplish the scheduled tasks in a short time.
 The Joint Council of Extension Professionals (JCEP) Conference was held in Nashville,
TN and provided the opportunity for myself and the FACAA President Elect to meet the
leadership from all extension professional associations across the US. This was the first
time all associations participated in the JCEP workshop together.
 Our association held another very successful Mid-Year Meeting with 35 sites across the
state connected by Polycom.
 The Public Issues Leadership Development (PILD) Conference was held in Washington,
D.C. This year the Florida delegation had an opportunity to visit the White House.
 The Early Career Development Committee along with myself organized Polycom
training for the FACAA members titled: “Insights into Winning Communication
Proposals". Several National Communications Awards winners and the Chairperson of
the NACAA Communications Committee shared their secrets for success with new
members.
 The “Country Store” held at the Florida Association of Counties Conference in Tampa
coordinated this year by the President Elect with some help from other associations was a
tremendous success. This was truly a “team” effort and we are very thankful to the
Extension Dean for her financial support of this event. The Country Store promotes UF/
IFAS, the Extension Associations and the Florida’s agricultural industry to County
Commissioners, county administrators and their staff from every county participating in
this conference.
 The NACAA/AMPIC conference was held in Tulsa, Oklahoma with an outstanding
Florida delegation in attendance. More than fifty members, life members, spouses, guests
and children were present. Many of the FACAA members received awards and
recognition at this conference. We now have our representative on the NACAA Board of

Directors for next four years. Mike Sweat will represent Florida as the Southern Region
Vice Director and Director.
The Appreciation Dinner for Farm Bureau Directors, co-hosted by FACAA in
cooperation with other associations was another success with a large group of the Farm
Bureau Directors, the Extension Associate Dean and the new UF/ IFAS Vice President in
attendance.
I would like to encourage every new and “seasoned” FACAA member to become involved in
activities of the association. Please review this Annual Report and find a committee where you
can best serve. We need new ideas, new projects and more members so this organization can
grow stronger. For all members working on their “Promotion and Permanent Status Packets” or
the “Three Year Assessment Packets” this is a great opportunity to show their involvement in the
professional association, receive awards and become leaders. In closing I would like to state
again that serving as your FACAA President over the past year has been a very rewarding
experience. It has been an honor and a privilege to work with such a great association and I
would like to express my sincere thanks to my fellow officers: Jennifer, Cindy, Ed, Richard and
Doug and all District Directors for their help and support during the past year. My special thanks
to the Committee Chairpersons, members and to our Webmaster for their dedication and hard
work this past year. I would also like to thank the entire membership for their assistance in
making this a successful year.

Dear FACAA Members,
It has been a true honor to serve as your FACAA Vice President this past year. My leadership
roles in Extension and FACAA have been numerous, serving as chair and secretary of the
Northeast Florida Beef and Forage Group, district director for Florida Association of County
Agricultural Agents, Secretary of FACAA in 2008, Vice President in 2009, chair of the
Communications Awards Committee for two years, and served as the National Association of
County Agricultural Agents, Southern Region Communications Chair.
Fulfilling my duties as Vice President was not possible without the support and advice
from the other members of the board and the members of FACAA. I want to thank all
committee chairs for their support throughout the Annual Report process this year. I also want to
thank Jennifer W. Pelham for the mentoring during the 2009 Florida Association of Counties
Country Store, which will be my responsibility in 2011. Also in the upcoming year, I will be
asking all of you for your kind donations and help for the FAC Country Store, which will be held
in Orlando next June.
In the upcoming year, I will be serving as your President-Elect. I look forward to
attending the National Association of County Agricultural Agents AM-PIC and representing
FACAA as a voting delegate in Overland Park, KS in July 2011. Also in the upcoming year, I
will be asking all of you for your kind donations and help for the FAC Country Store, which will
be held in Tampa next June.

the FACAA board this upcoming year.

FACAA has a list serve (batch email) setup on the IFAS email system. The FACAA list serve address is
[email protected]. This is the recommended way to communicate with FACAA
members. This list serve is up-dated by the FACAA Treasurer. Two important web sites to mark as
favorites on every FACAA member’s computer are: (1) http://facaa.ifas.ufl.edu and (2)
http://www.nacaa.com.
Several FACAA committees are linked to NACAA. This means the NACAA structure requires member
state associations to conduct the work of these committees. NACAA-linked committees are organized in
one of three national “councils”. The councils are:

Extension Development

Professional Improvement
Program Recognition
This component contains the award-based programs that have been a very traditional part of NACAA.
Members can enter competitive contests that highlight the following areas: Communications, Extension
Programs, 4-H & Youth, Professional Excellence, Public Relations, Recognition and Awards, and
Scholarship. Current programs that target specific subject matter or include a travel study tour will be
assigned to the appropriate Professional Improvement Committee or Extension Development Committee.
As new competitive awards programs are introduced they would be placed into this block. All programs
in this component are expected to identify sponsors and secure adequate funding to operate each award
activity. Where possible the sponsor’s funding should include all committee expenses.
Extension Development
This component is designed to enhance our members in the area of general Extension training. One
common thread among NACAA member is the fact that we are all Extension Agents/Educators.
Therefore it is imperative that our organization strengthen and continue to offer training in how to become
a better extension professional. This is the one area that effectively separates NACAA from other subject
specific professional organizations. These sub-areas would not be subject matter specific, but rather
would cover broad, general extension related topics that could focus on the following: Public Relations
and Agriculture Issues, Early Career Development, Administration Skill Development, and Teaching and
Educational Technologies. Each of these broad headings would become a Committee.
Professional Improvement
Our members have indicated a need for opportunities to present and receive specific subject matter
information. This component was created and designed to better fulfill our mission: “…to further the
professional improvement of our members…” as written in the NACAA mission statement. This
area is devoted to enhancing the opportunities for our members to become more knowledgeable and
competent in subject matter areas in which they work. Examples of training activities that might be
included within this category include: discussion groups, seminars, refereed papers, demonstration
sharing, study tours, and interstate/international exchanges. Six broad, fundamental subject matter areas
were identified that would encompass the vast majority of work done by Extension agents/educators
across the country. That list includes: Agronomy & Pest Management, Agricultural Economics, Animal
Science, Forestry & Natural Resources, Environmental Horticulture, and Aquaculture/Sea Grant.
9 2009‐2010 FACAA Annual Report Each of these six broad subject matter areas would comprise a Committee. Additional committee
categories can be added in the future or existing areas modified to better meet the needs of NACAA
members. Each of these broad groups under the Animal Science Committee might include: Range/Pasture
Management, Bio-Technology in Livestock, Beef Nutrition, Dairy Breeding, Swine Genetics, Rotational
Grazing, and Animal Waste Management. This short list is not meant to be all-inclusive.
NACAA Councils and their associated committees provide opportunities for NACAA members to make
regional and national presentations relative to their individual work experiences. This current structure
provides opportunities for NACAA members to develop and implement regional and even national
programs within their discipline that will meet objectives and goals contained in their annual Plan of

Reading and Disposal of Minutes
The Minutes from June 3rd Board Meeting was prepared and emailed to board members
earlier by Cindy Sanders. Motion made by Gene McAvoy to accept the minutes.
Seconded by Clyde Smith. Motion Passed
Treasurer Report & Budget
Richard Tyson presented the Treasurer Report. The report is located on page 60 of the
2008-2009 FACAA Annual Report. The total income for the year was $16,021.50 and
22 2009‐2010 FACAA Annual Report total expenses were $13,969.88. The balance in the checking account as of August 4,
2009 was $7874.62.There were some questions about why we have not spent as much
money? Richard explained expenses still expenses for EPAF and Country Store is
outstanding.
B.J. Jarvis moved to accept the Treasurer report. Seconded Brad Burbaugh. Motion
Passed
Budget Discussion:
Richard Tyson presented the proposed 2009-2010 budget located on page 61 of the 20082009 FACAA Annual Report. There were 155 active members and 2 new life members.
7 Agents have already paid 2010 dues.
Sylvia Shives moved to accept Budget Report as presented. Second Alicia Whidden.
Motion Passed
Audit Report
Bridget Carlisle is audit committee chairman for EPAF. In the audit they found a
discrepancy of about $5000 which should have gone from EPAF back to FACAA from
the 2004 National Meeting. The EPAF audit committee suggested that the FACAA have
an audit. Joe Walter was the treasurer for EPAF and 2004 National Meeting. Joe Walter
presented the 2004 FACAA AMPIC Meeting audit. In his findings EPAF owes FACAA
$5468.21.

Mike Sweat reported that it is traditional to have EPAF audit each year. EPAF asked the
board to conduct their own FACAA audit. Mike reported that EPAF account was
running very low, would ask that FACAA wait until Nov.2 after 2009 EPAF to request
payment.
Richard Tyson moved to request payment from EPAF on Thursday at the EPAF Board
Meeting, and that payment be made in November. Juanita Popenoe seconded. Motion
Passed.
Richard Tyson announced there has been an informal internal audit for 2009.
23 2009‐2010 FACAA Annual Report Joe Walter emphasized there has been 2 audits (2004 FACAA AMPIC & FACAA 2009)
Joe Walter suggested FACAA Treasurer use Quick Books Pro. Doug suggested that
Richard Tyson investigate Quick Books. Motion made to authorize Richard Tyson to
purchase Quick Books Pro by Gene McAvoy. Seconded by Clyde Smith. Motion passed.
Committee Reports:
Policy Committee Pg. 73 of 2008-2009 Annual Report
Discussion about annual $500 scholarship to UF Student was not in the Policy changes in
the Annual Report. The policies in the report was not updated, Brad Burbaugh will send
updated copy to Secretary and Vice President to update the 2008-09 Annual Report.
Brad Burbaugh suggested that a board member be chair of the Policy & Resolution
Committee.
Juanita Popenoe brought up discussion about Horticulture & Turf Grass applications. As
State chair she never received the applications for review.
Old Business:
FAC/Country Store Update
Teresa Olczyk reported that the Country Store at this year’s Fl Assoc. of Counties was a
success. Next year will be in Tampa, FL June 29- July 1. Deans have already paid for
booth.
FACAA does not provide any travel to FL Assoc. of Counties, Doug Mayo suggested
that it be addressed.
Farm Bureau Appreciation Dinner – Cindy Sanders
$1200 budget from EPAF, Mike Sweat said expenses were roughly $250. Discussion
about inviting local agents. Doug Mayo explained that this dinner had to be kept small
24 2009‐2010 FACAA Annual Report due to the fact the EPAF had a budget, last year Dr. Cheek covered this expense and
more agents were invited.
Educational FoundationMike Sweat pg. 64 of Annual Report
9 recipients of the scholarship and on Outstanding Student were awarded.
As of September 1, 2009 balance of the foundation was $130,685 with $3,950 spendable.
Transferred $5000 to People Soft Account to cover current year scholarships.
Educational Foundation Breakfast 45 signed up and paid.
Sunbelt Expo sponsored $750.00
Doug Mayo brought up that the policy states the chair of the Educational Foundation will
serve 2 year term appointed by the FACAA President.
NACAA meeting- Teresa Olczyk
46 attending States nigh out in Portland, .Pay Richard $29.50 for States Night Out on
Tuesday.

Reading and Disposal of Minutes from the MidYear Meeting April 22, 2009
The minutes for the April 22, 2009 Mid Year Membership meeting were prepared and
emailed to the members prior to the annual meeting by Cindy Sanders. Changes made to
the minutes were additions to the attendance of: Joe Walter, Don Rainey, Alicia
Landborn, Randy Gornto, Jane Morse. Motion to accept the minutes was made by
Bridget Carlisle. Seconded by Henry Grant. Motion Passed
Treasurer Report & Budget Report –
27 2009‐2010 FACAA Annual Report Richard Tyson presented the Treasurers Report. The report is located on page 60 of the
2008-09 FACAA Annual Report that was emailed by Jennifer W. Pelham to all the
members. The total income for the year was $16,021.50 and the total Expenses were
$13,969.88, and the total Savings Account Balance is $5086.49. Randy Bateman moved
to accept the Treasurers Report as presented. Seconded by Joe Walter. Motion Passed
Richard Tyson reported that the membership totals 157 active members.
Budget Report
Richard Tyson presented the proposed 2009-2010 budget located on page 61 of the 2008
Liz Felter moved to approve the prepared budget. Brad Burbaugh seconded. Motion
Passed
Audit Report- JoeWalter
Joe Walter Presented the 2009 audit. He explained that the committee met and the
FACAA books balanced. He also stated that by doing the MidYear meeting polycom the
association saved $700.
NACAA Southern Region Director’s Report- Alan Galloway
Upcoming Events: AMPIC Portland, OR. Florida has about 52 people attending

Scholarship available to NACAA members, $40 donation qualifies for up to $2000. Over
$21,000 awarded in 2008.
To Date Florida has contributed $10,700 and received $8,100 in scholarship.
New Officer elections in Oregon. Florida nominates again in 2010.

Article #2 Section 2
D. The President-Elect will have the responsibility of working with committee chairs to
insure that committee assignments are carried out in a timely manner.

Discussion about if vacant position who would fill that position. Provisions in By Laws
are for the President to appoint. If a FACAA board member or officer misses 2
consecutive meetings without written prior communication and justification, they will be
asked by the president to step down from their position on the board. (August 11, 2008).

Mike Sweat clarified 2 year term of Educational Foundation.
A. The Educational Foundation committee shall be composed of current officers and
directors and be responsible for screening and selection of scholarship recipients.
The President will appoint a chairperson from the FACAA Foundation Committee to
serve a two-year term whose duties will include managing the foundation,
coordinating the annual foundation breakfast and coordinating the scholarship
application and award. (Moved from policy 11)
B. The five most recent Past Presidents shall comprise the Officer Nominating
Committee. The immediate Past President will Chair this Committee. (Moved from
policy 7)
C. All members of the Awards and Recognition Committee shall have been recipients of
the Distinguished Service Award. (Moved from policy 9)
D. The Life Member Committee Chair will be a Life Member. (Moved from policy 18)
E. After January 1, the President and President-Elect will verify all Committee members
are in good standing with the Association and have fully paid their dues. (Moved
from policy 19 and language amended)
F. The selection of an annual Hall of Fame Award will be the responsibility of the
Awards & Recognition Committee. (Moved from policy 23)

Steak donated by Central Beef, Martha Thomas and her dad did the cooking.
Expenses totaled about $250

Palomino Restaurant will be States Night out on Tuesday, September 22, 2009.
Sunbelt Ag Expo
Doug Mayo reminded the members of the Sunbelt Expo & the breakfast. Oct.20-22,
2009, Moultrie, Ga.
EPAF Audit Report- Bridget Carlisle
There was a question after the 2004 National Meeting which was combined with EPAF
funds. NACAA funds may not have been returned to FACAA. Bridget Carlisle is audit
committee chairman for EPAF. In the audit they found a discrepancy of about $5000

FACAA District Director Nomination/Election
The District Director positions are two-year terms. There are two directors from each
district and one director is always rotating off every year.
The nominations for the new District Directors are:
District I- Libby Johnson, Escambia County
District II- Jim DeValerio, Bradford County
District III- Ryan Atwood, Lake County
District IV- Ed Skvarch, St. Lucie County
District V- Les Baucum, Hendry County
Joe Walter made a motion to approve the nominations and elect the new District
Directors as presented. Andy Andresan seconded the motion.

Nomination Committee Report/Election of Officers
33 2009‐2010 FACAA Annual Report Mike Sweat reported the bios of the new nominees are found on page 70 of the 2008-09
FACAA Annual Report. The committee recommends Ed Jennings for secretary. The
committee report serves as the motion to accept the nominations as stated in the report.
The motion passed.
Presentation of the Gavel
Doug Mayo thanked Mike Sweat and the officer team and all the FACAA members for
their help over the past year and encouraged members to talk to new agents to get them
involved in the association. Doug Mayo presented the gavel to Teresa Olczyk. Teresa
Olczyk thanked the membership and encouraged new membership, and also encouraged
to work on Communications and submitting Awards. Enthusiasm Up, and remain strong.
Pat Miller announced National 4-H meeting in 2012, Orlando FL. Encouraged members
to help and participate.
Joe Walter announced that Wednesday night will be the auction and silent auction at
EPAF.

Treasurer Report & Budget Report –
Richard Tyson presented the Treasurers Report. The Checking Account Balance is
$11,456.60 and the total Savings Account Balance is $5090.82. Doug Mayo moved to
accept the Treasurers Report as presented. Seconded by Cindy Sanders. Motion Passed
Richard Tyson reported that the membership currently totals 86 paid members.

EPAF Issues
Members discussed the FACAA request to the EPAF Board to repay the $5468.21 that
was transferred to the EPAF account in error from the FACAA 2004 National Meeting
35 2009‐2010 FACAA Annual Report account. It was further discussed as to where to put the funds once received from EPAF.
Doug Mayo moved to deposit the funds in the Savings Account. Motion seconded by
Cindy Sanders. Motion passed.
2009 EPAF Summary
Doug Mayo and Jennifer Pelham shared summary data with the group regarding the 2009
EPAF Meeting. In general, surveys indicated attendees want more In Service Training
and less Award Ceremonies.
FAC Country Store
Jennifer Pelham gave a report on the Florida Association of Counties (FAC) Country
Store. The FAC meeting will be held in Tampa June 30 – July 1, 2010. Cindy Sanders
made a motion that the Sunbelt Ag Expo donation of $750 be used to cover room and
travel expenses for members to work at the FAC Country Store at the discretion of the
FAC Country Store Chair, Jennifer Pelham. Motion seconded by Doug Mayo. Motion
passed.
Joint Council of Extension Professionals (JCEP) Regional Leadership Training
Workshop
This training will be conducted February 2-4, 2010 in Nashville, Tennessee. President
Olczyk and President Elect Pelham will be attending.
Professional Improvement & Leadership Development (PILD) Conference
Conference will be held April 26-28, 2010 in Arlington, Virginia and will be attended by
President Olczyk and Vice President Pelham
FACAA Educational Foundation
Doug Mayo gave a report on the FACAA Educational Foundation. Current principal
balance is $137,367.09. Amount that can be spent this year is $5948.18. Applications
36 2009‐2010 FACAA Annual Report are due April 1, 2010. There is also a commitment to award an annual scholarship to an
Extension Student. It was suggested to continue offer ten $500 scholarships.
Article VI, Section 2 Policy
Teresa Olczyk and Doug Mayo led a discussion on Article VI, Section 2 Policy
pertaining to leadership of the Educational Foundation Committee. Brad Burbaugh made
a motion for the FACAA Past President to serve as Chair and the Current President to
serve as Vice Chair of this committee. Motion seconded by Cindy Sanders. Motion
passed. Teresa Olczyk made a request for these minutes to be sent to Jane Morse as ByLaws Committee Chair. Doug Mayo requested the FACAA Webmaster add Policies to
the website.
FACAA 2009-2010 Committees
Teresa Olczyk announced that committee assignments for the upcoming year are nearly
complete. Committee membership is now on the FACAA Website. Working on Life
Member Committee Chair.
New Business:
FACAA Mid-Year Meeting
Elena Toro will chair the 2010 FACAA Mid-Year Meeting. The date suggested is
Friday, April 16, 2010. Polycom will be an option for participating in the meeting again
this year. The eight members who were awarded Scholarships from the Educational
Foundation will make presentations on how they used the funding.
NACAA States Night Out
Jennifer Pelham will be coordinating States Night Out for the Florida Delegation at the
NACAA AM/PIC in Tulsa, Oklahoma. The meeting will be held July 11-15, 2010. The
exact night will be announced later.
37 2009‐2010 FACAA Annual Report Florida Farm Bureau Appreciation Dinner
Brad Burbaugh will check with Kevin Morgan on plans for another dinner to show
appreciation to Florida Farm Bureau in 2010 and will let Teresa Olczyk know how to
contact them regarding this event. Preliminary information seems to indicate they will
again hold the event near Gainesville. If that becomes fact, Cindy Sanders volunteered to
locate a site to do the dinner.
NACAA Southern Region Vice-Director
Teresa Olczyk announced that Florida will have an opportunity to have a Vice-Director
for NACAA Southern Region in 2010. Florida only gets this opportunity every thirteen
years so the decision is very important. After discussion on the most appropriate way to
select a candidate, it was decided for Teresa Olczyk to solicit FACAA Membership via
e-mail for nominations prior to the mid-year meeting.
Objectives for 2010
Teresa Olczyk listed her objectives as President. Objectives are to make sure that
members are active, committees are working, that we are communicating well, recruit
more members, to work with Extension Administration, and to get award information and

39 2009‐2010 FACAA Annual Report Old Business:

Teresa Olczyk and Doug Mayo talked about the FACAA Board Meeting
to be held on the Monday of EPAF from 1 – 3 PM. They also reminded of
the Foundation Breakfast on Wednesday morning of EPAF. It was
mentioned that many members were confused about this event last year
and that it would help if the registration form for EPAF made it easier to
find and register for this event. This issue will be reviewed. Doug
expressed the importance of supporting this event and our donor, Sunbelt
Ag Expo.

Jennifer Pelham led a discussion on the FAC Country store. The event
will be held at the Marriott Waterside in Tampa. EPAF will again have a
booth. Jennifer made a request for as many FACAA members as possible
to help with this event. The booth set up is June 29 and it will need to be
manned June 30 – July 1. FCS Agents who can obtain commodity
oriented gifts for attendees please contact Jennifer. The FCS Agents have
also pledged help.


Educational Scholarships. All applicants requested funding to attend the
2010 NACAA AM/PIC in Tulsa, Oklahoma. Each will receive a $500
scholarship. Doug mentioned that there is a question on awarding a
scholarship to a student in the Ag Ed Department and his concerns over
how to select future scholarship award winners as there are more
applicants each year and a limited pool of funds. After a lengthy
discussion, Brad Burbaugh and Doug Mayo will work on selection criteria
and present their suggestions at the June Board Meeting.

Year Meeting to be held April 16, 2010.

Jennifer Pelham is working on plans for the States Night Out at the
NACAA AM/PIC in Tulsa on Tuesday evening July 13. She is looking
for a steakhouse within walking distance of the host hotel that can
accommodate the entire Florida Delegation.

Teresa Olczyk and Cindy Sanders led a discussion on the 2010 Farm
Bureau Appreciation Dinner. This is an EPAF event that FACAA is
highly involved in. The proposed date is August 3 in the Gainesville area.
Cindy will check with Farm Bureau for more details.

Teresa Olczyk shared a request from the South Carolina Ag Agents for
assistance from FACAA as they prepare to host the 2012 NACAA
AM/PIC in Charleston. Teresa will check on the details and see how
FACAA can best help them.

Teresa Olczyk shared with the group that the Florida 4-H Agents
Association will be hosting their national meeting in Orlando in 2012 and
she expects we will be asked for help on this event


Mike Sweat gave a report on the upcoming EPAF Meeting. The meeting
will again be held in Orlando August 30 to September 2, 2010. Turning
Point technology will be used to evaluate sessions. The IST component
will continue also with support from Extension Administration. Mike
reminded everyone of the EPAF Auction. Martha Maddox is working on
all the facility arrangements. There was a discussion on having
registration information available ASAP to help meet looming budget
shortfalls in counties. Members need to be on the lookout for the FACAA
Foundation Breakfast on the registration form as it is not a part of regular
registration fee. Doug reminded that the Sunbelt Ag Expo is featured at
this breakfast and that they are a major donor to FACAA.


Training. Twelve faculty members attended to learn about creating and submitting

Committee is working with Teresa Olczyk to put on our FACAA webpage all the
communication winners work so that new faculty can see and study a body of different

Cindy Sanders, New Members Relations committee member, attended the new Agent
orientation bar-b-que on February 23rd to introduce and discuss NACAA/FACAA. She
handed out NACAA brochures. A new "welcome letter" was developed. To date, it has
been sent to
5 new Agents this year. The call for nominations for the FACAA/Farm Credit Young
Professional Award has been sent to all members. The deadline to receive nominations is
May 15th.

There is currently significant work going on with EPA Numeric Standards for nutrient
management in agricultural operations. On the budget, the Senate version is more
favorable than the House version. The new Senior Vice President will start June 1.
Extension Administration is monitoring county budget situations and helping with
statistic support and personal appearances. Be on the watch for upcoming USDA grant
opportunities.
Teaching and Educational Technologies - Steven Gaul
Some very useful information was presented on options for agents to use videos for
educating clientele. Options range from IFAS ICS Services to Flip cameras. Consider
legal issues before posting content online. There was a suggested example of an IFAS
ICS video form the Florida Equine Institute posted on the Central Florida Livestock
Agents Web Site:

This year, we had one application submitted for review. The committee approved and
submitted the application of Alex Bolques to the NACAA Pre-AM/PIC Horticulture

The FACAA Board of Directors voted to establish the sustainable agriculture committee
on October 15, 2010. This action brought our association in line with the NACAA
committee structure. Actions of the committee are as follows:
1) The chair developed an entry for the FACAA committee handbook that included the
committee responsibilities and timeline for subsequent members.
2) The committee developed a partnership with the FL Sustainable Agriculture Research
and Education (SARE) program and secured funding for an educational scholarship
($500) for FACAA members. The scholarship winner is Robert Kluson.
3) The committee solicited entries for the SARE fellows program.
4) The committee is proud to report that the South Florida Beef Forage Program was
selected as a national winner of the Search for Excellence in Sustainable Agriculture
USDA SARE/NACAA Recognition Program.

Email notice requesting abstract submissions for posters at the 2010 NACAA meeting
were prepared and sent out by the Chair. The Committee reviewed submissions
individually and met via poly com on March 23, 2010 from 8:30 to 10 a.m. Some
members could not make the meeting and submitted comments by phone and email.
Fourteen submissions were reviewed, one in the Extension research category and thirteen
in the Extension program category. All senior authors were members of FACAA.
Thirteen abstracts were approved and forwarded on to NACAA. One submission was not
approved because the committee felt the material had been presented as a poster at the
2009 NACAA meeting. This decision was based on guidance from page 8 of the County
Agent Magazine available at
http://www.nacaa.com/awards/2010_forms/poster_requirements.pdf which states “No
poster or abstract will be presented at the 2010 AM/PIC that has been presented at any
previous NACAA AM/PIC”. View similar 2009 poster submission at

The Chair reported Committee decisions at the FACAA midyear meeting and emailed
abstract authors regarding the acceptance of their submission and forwarding on to
NACAA on April 16, 2010. Committee comments on the submission were also included
in the email for the benefit of the author.
Committee Comments
Some submissions had formatting or spelling errors, likely due to website formatting, as a
few authors contacted the chair to note the problems and included their original
submissions which did not include the errors. These errors were minor and likely due to
website formatting to be overlooked by the committee based on consultation with Gary
Zoubek, NACAA national meeting poster coordinator.
The Committee felt the guidance on actual committee responsibility very vague and in
need of strengthening in order to protect the integrity/ credibility of the review as a true
“peer review”. The committee had the sense that the abstract instructions are too vague
and should include a requirement for a reference to results and impacts possibly using the
rubric from EPAF abstracts, which include a requirement for objectives, methods, results
and conclusion. The committee felt we may need to require one review before actual
submission date, possibly submitted to the committee. The Chair collected committee
comments on submissions for the benefit of abstract authors, however decisions for
approval were based on the limited guidance for selection criteria provided by NACAA,
as expressed below. Following further consultation with Gary Zoubek, it was clear
authors could be given an opportunity to improve their submissions based on the
committee comments, but the Chair ran out of time and did not pursue notifying authors.

61 2009‐2010 FACAA Annual Report I understand what some of the confusion over what your role is as the state’s chairperson
and selecting which posters are going to being presented. Technically there are no
guidelines for states to use to choose which posters get accepted. Here is what I tell states
to look at:
1.
Is the presenter a member in good standing.
2.
Is the abstract reasonably well written. Now I am not an grammar expert as you can
probably tell, so I am fairly lenient with this. My biggest thing is does the abstract make
sense. I do not judge the content or the merit.
3.
The only other thing that I might consider as the state chairperson is did this work
actually occur. Now you may not know this and I am not suggesting you question
anyone’s work, but sometimes we know when people are trying to BS us. Because when
it gets to me I am assuming it is right.
I know these guidelines let just about everyone present a poster that wants to present one.
I think that is ok. Let the judges at the AM/PIC sort the posters out based on what they
think is the best.
Now about the formatting issues. I have looked at the website and have noticed that there
are some issues with some and not with others. I think this is because some people try
and put too into the abstract field. Only the abstract text should go into that field, not the
title or the authors. I think fixing this will be simple but we will have to test it out first.

public relations. The committee is responsible for the Public Relations in Daily Efforts
(PRIDE) program.
There were a total of two entries for the PRIDE program in 2010. The winning entry
entitled ―Drawing Attention to Extension Expertise was submitted by B.J. Jarvis.
Additionally, $250 was awarded for the program being recognized as a National Finalist.

The purpose of this committee is to promote NACAA Scholarship program by
encouraging all FACAA members to contribute at the minimum $40 level. Any member
that would like to apply for a NACAA Scholarship must have contributed at least $40
prior to the year of application. The deadline for eligibility has historically been June
30th of the preceding year, but was changed in 2008 to the close of the NACAA AM/PIC
so the deadline will change each year depending on the conference dates. The change
was made to allow all the scholarship auction and drawing ticket donations to count.





Email reminders were sent to the membership on the benefits of applying and the
requirements for the scholarship. Several inquiries were received about the
scholarship application process and eligibility.
There were only two applicants and their submissions were received before the
June 1 deadline. Liz Felter – electronic submission and Alex Bolques - electronic
with hard copy in the mail.
Electronic copies were sent to the committee for review.
The committee felt both applications were strong and wanted to select both
applicants. The Southern Region Scholarship Committee Chair was contacted on
June 1st to determine the possibility of sending both applicants forward for the
scholarship and permission was granted since rules did not specify only one per
state.
Applications were forwarded to the State President, Teresa Olczyk for her
signature on June 7th and she in turn forwarded them to IFAS Administration for
signatures. They were signed by Dr. Tom Obreza and returned to the State
Committee Co-Chair, Norma Samuel who in turn forwarded the applications to
the Southern Region Scholarship Committee Chair on June 11, 2010.
Confirmation of submission was received along with a note to say we were the
only State to date that had made an electronic submission and NACAA is
considering only electronic submissions for 2011.

The Early Career Development Committee launched the first Early Career Development
Communication Awards Training for beginning faculty this year. We had about twelve
faculty in attendance learn about creating and submitting award winning communications
awards. We had our State, Regional, and National Chairs (all UF Faculty) in attendance
and we had winners of national awards express their thoughts as well.
The ECD Committee is working with the President and Chair of the Communications
Committee to put on our FACAA webpage all the communication winners work so that
beginning faculty can see and study a body of different communication work and what
their peers deem important in choosing what award winning communication work looks
like. Web posting of these award winning work should take place later as a website
home is found and permission is granted for the posting of these works.

The first half of this year, the Administrative Skills Development Committee received a
presentation application for consideration for the NACAA AM/PIC. Marion County’s
David Holmes submitted an abstract, USING FIRE DEPARTMENT STRATEGIES FOR
SURVIVAL IN TIGHT BUDGET TIMES. The committee reviewed and deemed this
presentation worthy of moving on to the national committee for presentation. It has been
accepted for presentation at the national AM/PIC.
In addition, with the significant change over of County Extension Directors, the
committee is discussing opportunities to host one or more short nuts and bolts training
sessions for interim and new County Extension Directors. The training would most likely
be held by videoconferencing so that participants could save time, travel money and to
allow faculty to attend that are under travel restrictions.

The FACAA Educational Foundation Share Account had a balance of $ 141,336.53 as of June
30, 2010. $6000 was awarded to 12 applicants as $500 scholarships. All 12 members applied
for scholarships to attend the NACAA Annual Meeting and Professional Improvement

Applications for Scholarships were received up to the April 1 deadline. Scholarship winners
were required to have contributed $100 to the FACAA Educational Foundation prior to January
1, 2010, and were members in good standing in 2010 and at least the previous two years.
Scholarships are to be used for professional development or educational expenses. Payment for
scholarships will not take place until expense receipts for the activity are turned in through the
UF/IFAS People Soft System.

EPAF Abstract Committee Report (FACAA)
The FACAA (Agriculture) Abstract Committee reviewed 29 abstracts for the 2010 EPAF
meeting.
The committee originally consisted of 11 people: Ron Rice (Chair), Mark Warren, Adrian
Hunsberger, Wendy Wilbur (2009 Chair), Brad Burbaugh, Lindsey Wiggins, Martha Thomas, Ed
Thralls, Dee Jacobson, Cindy Sanders, and Aparna Gazula. Abstract reviews were only
performed by 9 members since Martha Thomas left extension and Dee Jacobson did not
participate.
After polling all committee members, Ed Thralls volunteered to be co-Chair. He has also
indicated that he would be willing to serve as Chair for EPAF 2011.
Although it was a substantial amount of work, I asked all the committee members to review all
29 abstracts. One practical reason was that this approach would minimize bias (recognizing that
people with different professional interests might naturally favor certain abstracts). Another
practical reason was that I thought this approach would minimize the effect of different ranking
scales produced by different committee members (ie. where one person has all abstract ratings
compressed in the 37 to 50-point range while another had a less-compressed range of 15 to 50
points).
Committee members that were either authors or co-authors were asked to NOT rank their own
abstract(s), and to clearly indicate this on their evaluation sheet by writing “recuse” for their
abstract(s).
74 2009‐2010 FACAA Annual Report Although the actual abstract ratings naturally differed across individual committee members, I
noticed that committee members were very consistent with their 15 top-ranking abstracts. Thus,
I am comfortable that we did a good job with our abstract rankings, and I did not feel a need to
have a phone conference with committee members to talk over any outlier rankings since there
were none.
After our work was done, I polled the entire committee and asked for feedback and
recommendations for the future. Committee members did not complain that they had too much
work so I recommend that future committees have each member rank every abstract. This might
have to be modified if committees receive a lot more than 29 abstracts. The review of all 29
abstracts took me probably 5 hours, which I spread out over 2 evenings.
The only complaint I received (from 4 members, and I voice the same complaint) was that the
effort to load Abstracts in SharePoint and then print hardcopies was tedious and time-consuming.
Some members have low bandwidth (dial-up internet at home or even at their offices), which
made the SharePoint process aggravating. They (and I include myself in this opinion) would
much prefer a system where the MS Word documents were all in a folder (protect the folder with
a password?) that could be quickly and efficiently printed. I offer the following quote from one
committee member that summarizes this quite nicely:
“….. Sharepoint is alright and I thought the process was pretty painless with the exception of
downloading the files. I realize that this is kind of counterproductive to the whole share point
concept, but if the files could have been put into one folder and then sent to the committee it
would have been a lot easier. I had to download and print hard copies so that I could take them
with me and opening each file (which required entering passwords...) was a major drag. My
connection at home (dial up) might as well be smoke signals when it comes to this kind of stuff
and I don't have one of those do-all phones ….”.
Due to rapidly approaching and conflicting holiday schedules across committee members, I
made our deadline for finishing abstract reviews as Friday July 2 so that I could compile all the
results and send them to Andrew Diller before the July 4 weekend started. The nine (9)
committee members that participated all made my “internal” deadline.
Overall, everything went smoothly. I finish this Committee Report with the reminder that the
Abstract Chair needs to be diligent about sending reminders to the FACAA ListServe to
encourage EVERYONE to submit an abstract. I sent 3 such reminders to the FACAA ListServe.
Following Rebecca Jordi’s first email (May 7) to all of Extension announcing EPAF and an
abstract submittal deadline of June 4, I sent reminders to the FACAA ListServe on May 10, May
28, and June 2. In case it is useful to the next EPAF FACAA Abstract Chair, I have attached
these emails at the end of this Report.

UF/IFAS Extension has a long standing tradition of having a trade show booth called “The
Country Store” at the Florida Association of Counties Annual Conference. The Florida
Association of Counties (FAC) is a professional organization for county commissioners,
administrators and other county government employees. This conference offers a variety of
professional improvement workshops and other educational opportunities for the FAC members,
including a tradeshow, where UF/IFAS Extension exhibited. For the fifth year FACAA
coordinated “The Country Store” in cooperation with the ESP, FEAFCS, FAE4HA, and the
IFAS administration.
This year the FAC conference took place at the Marriott Waterside in Tampa, FL from June 30 July 2, 2010. The Dean’s office covered the cost of three booth spaces ($3,300), 5 additional
name badges ($35 each) for agents staffing the booth and covered the cost of lodging (2 nights)
for the country store coordinator.
For years, the UF/IFAS Extension exhibit has been known as the best booth at the tradeshow.
This year was no different. County commissioners, administrators, staff, and other exhibitors
made sure to stop by, talk to extension agents and receive a variety of Florida grown agricultural
products and Extension publications. They also submitted a business card in our fishbowl to win
baskets, orchids, and bromeliads in the drawing. “The Country Store” has become a great tool to
promote the partnership between UF/IFAS Extension and counties of Florida.
Thanks to all the hard work of the FACAA members, agricultural producers, and the other EPAF
associations, we were able to offer a wide assortment of plants, rice, peanuts, Gator Hammock
Sauce, Everglades Seasoning, sugar, fruit, etc. (see table for complete list of donations) . Several
gift baskets were donated by ESP, FEAFCS, FAE4-HA, FANREP, and Hendry County. One
hundred fourteen (114) business cards were collected from county commissioners and county
administrators. Follow up letters were sent to these attendees reminding them of the value of the
partnership between UF/IFAS and county governments.
FACAA members who helped to bring all donated items, worked to set up and take down the
booth, and volunteered at the booth during the trade show were: Jennifer Pelham, Cindy Sanders,
Ed Jennings, Lynn Barber, Teresa Olczyk, Crystal Snodgrass, Alicia Whidden, Les Baucum,
Mary Beth Henry, Jane Morse, Gary England, and Marina D’Abreau. I would like again to
thank everybody for their great work and contribution to the overall success of this year Country
Store. Samantha Kennedy and Lisa Leslie from FEAFCS also volunteered to staff the booth.
The next year the FAC Conference will be held June 21 – 24, 2011 in Orlando at the Bonnet
Creek Hilton (Disney property).

FACAA Mid-Year Meeting Committee Report

The 2010 FACAA midyear meeting was held on April 16, 2010. The meeting was held by video
conference (Polycom). Approximately 35 sites around Florida participated and 56 agents
attended the meeting that lasted from 9:30 am until 11:45 am EST. In addition to the business
meeting, Dr. Joan Dusky provided an administrative update. The Teaching and Educational
Technology Committee presented very useful information on options for agents to deliver
educational programs and information using videos. Options range from using services provided
by IFAS Communication Services to creating your own videos using Flip cameras. There were
no significant problems that occurred using the polycom system for this meeting. Due to the high
number of sites that were added during the last week, it is important to communicate with IFAS
Video Services ahead of time so that they allot space for at least 30 sites on the bridge. IFAS
Video Conferencing Services provided exceptional support service during this meeting.

77 2009‐2010 FACAA Annual Report The 2010 NACAA Annual Meeting and Professional Improvement Conference (AM-PIC) was
held July 11-15 in Tulsa, OK. Seventy Florida members, spouses, children, and guests attended
the conference this year. Thirty-seven attended State’s Night Out, which was held on Tuesday,
July 13th at the Tulsa Daily Grill.
Florida’s 2010 Distinguished Service Award (DSA) recipients are Teresa Olczyk, Miami-Dade
County, Joe Walter, Brevard County, and Mark Shuffit, Marion County.
Florida’s 2010 Achievement Award recipients are Cindy Sanders, Alachua County, and Rebecca
Jordi, Nassau County.
Voting Delegates for Florida were Teresa Olczyk, Miami-Dade County, Jennifer Pelham,
Osceola County, Cindy Sanders, Alachua County, Richard Tyson, Orange County, and Mike
Sweat, Duval County.

The new members relations committee has fulfilled its duties for 2010 as outlined in the FACAA
committee handbook.
The first task was to promote membership in the FACAA and NACAA organization. This was
accomplished by a committee member attending the New Faculty Orientation Meeting and
dinner on February 23, 2010. Copies of the FACAA membership application were given to all
78 2009‐2010 FACAA Annual Report individuals attending. The merits of being involved in their appropriate affiliation such as
opportunities for scholarships, networking with Extension professionals, discounts when
attending professional development conferences, and the importance of membership on
permanent status/promotion applications were discussed with attendees.
In addition, the committee developed a welcome letter for new-hires outlining the benefits of
joining their professional association as soon as possible and providing dates of the FACAA
mid-year meeting, the NACAA national meeting and the EPAF meeting. This letter was sent to
seven new Agents.
The second task was to select the FACAA/Farm Credit Young Professional of the Year. Eight
Agents were nominated by their peers. One Agent was not eligible and one nominee did not
submit an application. The committee utilized a score sheet to evaluate the six submitted
applications. Based on total points scored, the committee selected Les Baucum as the 2010
FACAA/Farm Credit Young Profession Award winner.
I would like to thank the committee members for their participation. I would also like to thank
the Board for allowing me the privilege of serving in this capacity.

Larry Williams has served as an Extension Agent in Georgia and Florida for 25 years. His work
as an Extension Educator has involved traditional agriculture, commercial and residential
horticulture, Master Gardener volunteer development, International Extension work and 4-H
Youth. During his almost 17 years of service with the University of Florida-IFAS Extension, he
has been a horticulture agent in Okaloosa County. He served on the FACAA Board of Directors
1998 – 2000, was a member of the NACAA AM/PIC Bid Committee for Florida in 2000 and has
served on numerous FACAA Committees. He chaired the Extension Programs Award Selection,
Horticulture and Administration Liaison Committees. On the regional and national level, he

The financial records of Association were reviewed by the audit committee through June 16, 2010,
and found to be in order. Treasurer Tyson should be commended in the manner in which he has
recorded the financial activities of FACAA. The association appears to be in a sound financial
situation, with a Checking balance of $ 10694.21 as f 6/16/2010 and Savings balance of $10601.59 as
of 5/31/2010. The committee chairman handbook gives a time line that does not work (at least
for the audit committee). The committee report deadline is two months before the audit
committee is scheduled to do the audit; this timeline for the audit committee needs to be updated
to correspond to a committee reporting date of June. This may not seem like a big deal but when
new chairs look at the responsibilities and formulate a plan of action for the year this can get
them in trouble. If a yearly audit is to be completed than we might want to consider some date
range to be audited i.e. June 1 through May 30.

AGRICULTURAL AGENTS, INC. (A CORPORATION NOT FOR PROFIT)
WE, the undersigned subscribers to these Articles of Incorporation, each a natural person
competent to contract, herby associate ourselves to form a corporation, not for profit,
under the provisions of Chapter 617, Florida Statutes.
ARTICLE ONE
NAME
The name of the corporation shall be FLORIDA ASSOCIATION OF COUNTY
AGRICULTURAL AGENTS, INC., and is to be located in Alachua County, Florida.

PURPOSE

The purpose of this corporation shall be:
1. To encourage, promote, and provide professional improvement for all FACAA
members; to provide for the educational exchange of ideas, methods, and techniques
among FACAA members; and to promote public confidence, esteem, and respect for the
Florida Cooperative Extension Service and FACAA members.
2. To advance the professional status of county Extension educators and state faculty with
an Extension appointment;
3. To maintain official affiliation with the National Association of County Agricultural
Agents (NACAA) and to cooperate with NACAA and other professional organizations to
further objectives of common interest with the association.
ARTICLE THREE
MEMBERSHIP
Any county, area or multi-county Extension agent or state faculty with an Extension
appointment with active employment in the State of Florida, serving as a professional
Agent or Specialist and meeting the qualification for employment of the Florida
Cooperative Extension Service may become a member of the Association in a manner
provided in the By_laws.

BY_LAWS
Section 1. The Board of Directors of this corporation may provide such By_laws for the
conduct of its business and the carrying out of its purposes, as they may deem necessary
from time to time.

These Articles of Incorporation may be amended by a two_thirds vote of the membership
present at the annual business meeting. The Board of Directors shall approve proposed
amendments. The Secretary of the Association shall notify the entire membership not less
than (30) days prior to consideration for adoption of any proposed amendment. No
amendment shall be adopted without such prior notice.
ARTICLE TEN
DISTRIBUTION OF ASSETS UPON DISSOLUTION
No person, firm or corporation shall ever receive dividends or profits from the
undertaking of this corporation and upon dissolution of this organization of its assets
remaining after payment of all costs and expenses of such dissolution shall be distributed
to organizations which have qualified for exemption under Section 501(c)(3) of the
Internal Revenue Code, or the Federal Government, or to a state or local 71 government
or a public purpose, and none of the assets will be distributed to any member, officer, or
director of this corporation.

The location of this corporation shall be at Alachua County Extension Office, 2800 NE

FLORIDA ASSOCIATION OF COUNTY AGRICULTURAL AGENTS (FACAA)
ARTICLE 1 – MEMBERSHIP DUES
Section 1
The name of this Association shall be the Florida Association of County Agricultural
Agents (FACAA), hereinafter referred to as the “Association”. The Association shall
continue to function until it officially is voted out of existence by a two-thirds (2/3)
majority of the membership. This organization is a charter of the National Association of
County Agricultural Agents, a non-profit organization, hereinafter NACAA and shall
operate in a manner consistent with the NACAA Constitution and By-Laws.
Extension agents and state faculty with an Extension appointment are eligible for
membership and induction at the annual business meeting. Members of the Association
shall be members of NACAA, through payment by the Association of membership dues
to the National Association.
Section 2
The annual membership dues shall be set by the FACAA Board of Directors with
changes approved by the membership, collectible by the Treasurer on or before the date
of the annual business meeting. Dues shall be waived for first-year membership of new
members who join during first year of employment.
Section 3
Agents granted Life Membership in the Association may be Life Members of NACAA
upon payment of a fee, as prescribed by the By-Laws of that Association.
Section 4
Life and Honorary members shall not pay annual dues to the Association.
Section 5
Membership shall be revoked for failure to pay membership dues prior to March 15. The
Board of Directors may revoke membership, for cause, providing the member is allowed
a hearing with the Board in a regular meeting.
Section 6

the Association if, and only if, the Treasurer receives annual dues by January 1.
ARTICLE II – BOARD OF DIRECTORS AND OFFICERS
Section 1
The Board of Directors shall be the governing body of the Association, The Board of
Directors shall consist of the officers and ten (10) elected non-officer member Directors.
Section 2
A. The officers shall be President, President-Elect, Vice President, Secretary, Treasurer,
and Immediate Past President. (Revised (9/14/94)
B. The President-Elect shall automatically move into the office of the President. At the
Annual Meeting, the following shall be elected: President-Elect, Vice President,
Secretary, and Treasurer. Each shall hold office for a one year term or until a successor is
elected and installed, President, President-Elect, Vice President, and Secretary
commencing on the date of their installation; the Treasurer on January 1 of the year
following the election. The Treasurer may be re-elected, but shall not serve more than
three (3) one year terms. No other officer shall be eligible to serve for more than one term

C. Except for the Treasurer, at least one officer shall be elected from each of the FACAA
Districts in rotation as established by Section 3 of this article. (Revised 9/14/94)
Section 3
Two (2) Directors shall be elected to represent each of the FACAA Districts of Florida.
The districts shall be made up of the following counties:
District #1 – Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington, Bay,
Jackson, Calhoun, Gulf, Liberty, Franklin, Gadsden, Leon, and Wakulla.
District #2 – Jefferson, Madison, Hamilton, Taylor, Suwannee, Lafayette, Dixie,
Gilchrist, Levy, Columbia, Baker, Union, Bradford, Alachua, Clay, Duval, and Nassau.
District #3 – St. Johns, Putnam, Flagler, Volusia, Lake, Seminole, Orange, Osceola,
Hernando, Marion, Sumter, Citrus, and Brevard.

Highlands, Indian River, Okeechobee, and St. Lucie.
District #5 – Martin, Palm Beach, Glades, Hendry, Collier, Broward, Dade, Charlotte,
Lee, Seminole Tribe, and Monroe.
State faculty with Extension appointments will be members of the District in which their
office is located.
Directors shall be elected for a period of two (2) years with staggered terms. The two (2)
Directors representing a District shall not be agents in the same county or faculty from

ARTICLE III – MEETINGS
Section 1
There shall be an annual business meeting of the Association, held at a time and place
selected by the Board of Directors.
Section 2
Special meetings other than the annual business meeting may be held at the call of the
President for purposes designated by the Board of Directors.
Section 3
The Board of Directors shall meet at least three (3) times during the year, at the call of
the President. A quorum for meetings of the Board of Directors shall consist of a majority
of the members of the board.
Section 4
The Secretary shall notify the membership of any meeting of the Association at least
fifteen (15) days prior to the meeting. Notice shall include an agenda of the meeting. The
Secretary shall forward a copy of the minutes of all meetings to the membership within
thirty (30) days after the meeting.
Section 5
The order of business meeting shall be:

ARTICLE IV – DELEGATES OF NACAA, AWARDS, RECOGNITION
Section 1
The Association shall have delegates to the Annual Meeting of the NACAA. The
President shall designate delegates on or before June 30 of each year, in a manner
prescribed by NACAA policy. The President shall be, or shall appoint, the chair of the
delegation.
Section 2
Distinguished Service Award (DSA) and Achievement Award (AA) nominations shall be
made in accordance with guidelines set forth by the National Association of County
Agricultural Agents. Nominees for these awards shall be selected by a statewide
committee of former recipients of the DSA, appointed by the President, representing each
of the Association Director Districts equally. (Revised 9/14/94)
Section 3
The Association shall grant other recognition for outstanding Extension programs, and
shall offer professional development opportunities. The President shall delegate
responsibility for selection of members of recognition and professional improvement.
ARTICLE V – NOMINATION, ELECTIONS, FILLING OF VACANCIES
Section 1
The President shall appoint a Nominating Committee, to nominate candidates for the
elected officers of the Association. The Nominating Committee shall report a slate of
candidates at least thirty (30) days prior to the annual business meeting to the Secretary.
Nomination will be called from the floor following the report of the Nominating
Committee. Election shall be held during the Annual business meeting.

Directors shall meet with members from the Districts they represent prior to the annual
business meeting to nominate at least one candidate for Director for that District. The
Director shall report nominations to the President_Elect and Nominating Committee.
Nominations will be called for from the floor. Election shall be by the entire membership
at the same time as election of officers.
Section 3
Each member shall be privileged to cast one vote for each elective office and for each
elective position for each Director position.
Section 4
Voting shall be by voice, show of hands, or written ballot. Election of officers and
Directors shall require a simple majority.
Section 5
Officers and newly elected Directors shall be installed in office at the close of the annual
business meeting.
Section 6
The President-Elect shall serve in the absence or disability of the President. Vacancies in
the offices of President-Elect, Vice President, Secretary, Treasurer, or Directors shall be
filled by appointment of the President for the remainder of the term of office, subject to

ARTICLE VI – COMMITTEES
Section 1
Committees and the nature and extend of their duties shall be such as the Board of
Directors deems necessary to further the purpose of the Association. The President shall
appoint all committee chairs and members. (Revised 9/14/94)

directors and be responsible for screening and selection of scholarship recipients.
Section 3
The Funding and Support committee shall be a standing committee and shall be
composed of the five (5) most recent active past presidents having active membership in
the Association. The Funding and Support Committee is responsible for raising funds for
the Educational Foundation.
ARTICLE VII – FINANCIAL AFFAIRS
Section 1
The Treasurer shall deposit all funds of the Association in a bank or banks designated by
the Board of Directors as depositories for the funds of the Association.
Section 2
The President and the Treasurer must approve the withdrawal of any funds from the
Association’s account.
Section 3
The Board of Directors may refuse to pay any expense accounts by any person or
committee until all required expense accounts are properly presented to and filed
with the Treasurer and have been approved by the Board of Directors.
Section 4
The fiscal year of the Association shall begin on October 1, and end on September 30.
ARTICLE VIII – AMENDMENTS
Section 1
These By-laws shall be amended by majority vote of members in attendance at the annual
meeting. The Secretary shall notify the entire membership of any proposed amendments

amendments shall be adopted without such prior notification.
Section 2
All amendment shall include an effective date.

Policies of FACAA
(Updated December 2008)
1. The support money provided by the District Extension Director’s Office for FACAA
each year is to be used to offset expenses of DSA and AA award winners attending the
National Meeting to receive their awards. A maximum of $250 per DSA or AA award
winner will be provided. If not all DSA/AA winners attend the National Meeting; the
balance of the DED money may be allowed to offset expenses of the official voting
delegates to the National
Meeting.
2. All FACAA DSA and AA winners whose spouses attend the National Meeting to
receive their awards shall receive $200 from the FACAA treasury to offset their expenses
in attending the meeting in accordance with the Bylaws.
3. The President Elect of FACAA shall register as President of FACAA at the National
Meeting should it occur during the summer months preceding his or her being installed as
President at the FACAA Annual Meeting, generally held in September.
4. The FACAA President Elect shall attend and register as an Associate Member for the
Florida Association of Counties (FAC) Annual Meeting. The President-Elect should
notify the executive director of the Florida Association of Counties prior to becoming
President, that he/she will represent FACAA as an Associate Member. The FACAA
Treasurer will pay the necessary registration fees, in accordance with the Bylaws.
5. The President and President Elect shall attend the NACAA National Leadership
Seminar in Washington DC and the NACAA Southern Region Meeting during their
terms of office. Other officers may attend the Southern Region meeting provided funds
are available. Registration fees, lodging, meals, and transportation will be paid by the
FACAA, in accordance with the Bylaws.
106 2009‐2010 FACAA Annual Report 6. The President Elect will Chair the County Commissioners Liaison Committee and will
coordinate the FACAA “Country Store” at the Annual Meeting of the Florida Association
of Counties.
7. The five most recent Past Presidents shall comprise the Nominating Committee. The
immediate Past President will Chair this Committee.
8. FACAA shall provide one night’s lodging and meals for Outstanding Agriculturist
Award recipients and their spouses at the FACAA Annual Meeting.
9. All members of the Awards and Recognition Committee shall have been recipients of
the Distinguished Service Award.
10. If any active member passes away, FACAA will donate $50 to the Educational
Foundation in memorial. The Secretary will see that proper notification, carrying the
President’s signature, be sent to the family.
11. The President will appoint a chairperson from the FACAA Education Foundation
Committee to serve a two-year term whose duties will include managing the foundation,
coordinating the annual foundation breakfast, and coordinating the scholarship
application and awards. (Revised August 11, 2008)
12. The Treasurer will notify all potential Life Members that they need to pay their onetime Life Member dues. The NACAA belt buckle will be presented to new life members
by FACAA at the Annual Meeting.
13. Before an applicant will be considered for the FACAA Foundation Scholarship, the
$40 minimum contribution to the NACAA Scholarship Fund must have been satisfied.
14. Membership dues are not generally refundable; the Board of Directors must approve
exceptions.
15. Requests for FACAA membership mailing list. The President and one member of the
Executive Board will review each request and make a decision based on the merits of the
request.
16. A plaque in recognition of service to FACAA will be presented to the President upon
retirement from office at the FAEP Annual Conference (sponsored by FDACS).
17. Annually, the association will coordinate and fund an evening barbeque and
presentation at the new Agent’s orientation in-service training to promote FACAA
membership. The association will attempt to coordinate this activity with the participation
of the other Extension Agent professional associations.

19. The Life Member Committee Chair will be a Life Member (Sept, 2001).
20. Only paid members may serve on Association Committees. To insure this, after
January 1, the President and President-Elect will verify all Committee members are in
good standing with the Association. (June 2005)
21. The Winner of the FACAA “Young Professional Award” will receive a Plaque and
$100. In addition, they will be granted a stipend of up to $300 to attend a National
Meeting. This amount will be held in escrow for a period of not more than 2 years, after
which time it will be transferred to the Educational Foundation Fund if not used and
credit for contribution to the Foundation will be given to the recipient. (June 2005)
22. Reimbursement of Officer expenses for travel on behalf of the Association to attend
training programs such as PILD, regional, and national training programs of JCEP and
NACAA will be based on PeopleSoft guidelines for meals as well as actual expenses for
registration, airfare, hotel and incidentals such as airport parking and shuttle services.

23. An annual $500 scholarship will be awarded from the educational foundation to a UF
student in consultation with advisors from the Agricultural Education and
Communication Department. Recipient must be present for recognition at an official
FACAA meeting. (Revised December 2008)
24. The selection of an annual Hall of Fame Award will be the responsibility of the
Awards & Recognition Committee. (April 11, 2006)
25. The President-Elect will have the responsibility of working with committee chairs to
insure that committee assignments are carried out in a timely manner. (April 11, 2006) 26. If a FACAA board member or officer misses 2 consecutive meetings without written
prior communication and justification, they will be asked by the president to step down
from their position on the board. (August 11, 2008)

FACAA Educational Foundation funds for scholarship:
1.
Each applicant must have contributed at least $100.00 to the FACAA Education
Foundation by January 1 of the year of application.
2.
Applicants must be a member in good standing of FACAA for at least the
immediate two years prior to the application for scholarship funds and current
years dues must have been paid by the date required for awards applications.
Scholarship application can be made for any Professional Improvement activity
including tours, seminars, conferences, sabbaticals, annual professional
improvement meetings, advanced study degree hours or programs,
International activities, In-Service Education, JCEP, PILD, or others as
deemed appropriate by the Educational Foundation Committee of FACAA.

Scholarship funds will be awarded based on need, merit of the application and
scholarship funds available, but will not exceed $1000.00 to an individual
applicant in one fiscal year and will not exceed $5000.00 to an individual in
their Extension career.

Scholarship funds may be awarded to agent groups, but each individual must
meet membership and donation requirements and total amount will not exceed
individual award amounts outlined above for the number in the group
applying. (Ex. Number in group = 5, total award not to exceed $5000.00)

Scholarship funds will not be paid until they are actually required for payment of
expenses incurred or to be incurred for the intended activity for which
scholarship was awarded.
7.
Fiscal year for awarding scholarship funds will be the same as FACAA fiscal
year from the beginning of October of each year to the end of September the
following year based on the FACAA Annual meeting being held in September
of each year.
8.
The Education Foundation Committee may meet twice annually to consider
scholarship applications. Those meetings will be on the dates of the FACAA
Board of Directors meetings in December and June each year, and
applications must be received at least one week prior to those meetings.
Applicants awarded scholarships will be notified by FACAA Foundation

recipients will be recognized at the FACAA Annual Meeting in September.
9.
Upon completion of the intended professional improvement activity for which
scholarship funds have been awarded, the scholarship recipient must make a
report to the FACAA Education Foundation in the form of a 100 word or less
abstract and include documentation of expenses incurred to insure funds were
spent for their intended use. Any misuse of Education Foundation funds will
require repayment of funds to the FACAA Education Foundation.
