Australian Capital Territory Declaration that the road transport legislation does not apply to certain vehicles and persons - 2001 (No 2) Disallowable instrument No 2 2002 made under the Road Transport (General) Act 1999, s13 (Power to exclude vehicles, persons or animals from road transport legislation) I declare that: a) regulations 108, 109, 110 and 111 of the Road Transport (Vehicle Registration) Regulations 2000 (the Regulations) do not apply to the registered operator or user of a registered vehicle of any of the following categories: · an entrant motor vehicle; · an entrant/camper motor vehicle; or · a promotional motor vehicle while such motor vehicles are within the fenced area of Exhibition Park In Canberra (EPIC), shown on the attached map, and are participating in the event known as the Summernats 15 – Car Festival; and I declare that: b) subsection 18(1) of the Road Transport (Vehicle Registration) Act 1999 and regulations 108, 109, 110 and 111 of the Regulations do not apply to the registered operator or user of an unregistered vehicle of any of the following categories: · · · · an entrant motor vehicle; an entrant/camper motor vehicle; a promotional motor vehicle; or a trailer Authorised by the ACT Parliamentary Counsel–also accessible at www.legislation.act.gov.au while such motor vehicles or trailers are within the fenced area of EPIC, shown on the attached map, and are participating in the event known as the Summernats 15 – Car Festival. This declaration has effect from noon on 3rd January 2002 until 10am on 7th January 2002, inclusive. To avoid any doubt, this instrument does not apply to the use of any vehicle or trailer outside Exhibition Park in Canberra. For this declaration: · · · · · · · · ‘motor vehicle’ and ‘trailer’ have the same meaning as in the dictionary to the Act; ‘registered operator’ has the same meaning as in the dictionary of the Road Transport (Vehicle Registration) Act 1999; ‘registered vehicle’ means a registrable vehicle registered under the Road Transport (Vehicle Registration) Act 1999, or registered under the law of another jurisdiction, external Territory or foreign country; ‘unregistered vehicle’ has the same meaning as in the Regulations; ‘entrant motor vehicle’ means a registered or unregistered motor vehicle or trailer that Street Machine Services Pty Ltd has issued with a colour-coded sticker for the Summernats 15 – Car Festival containing a unique identification number; ‘entrant/camper motor vehicle’ means a registered or unregistered motor vehicle or trailer that Street Machine Services Pty Ltd has issued with a colour-coded sticker for the Summernats 15 – Car Festival containing a unique identification number and bearing the words ‘entrant/camper’; ‘promotional motor vehicle’ means a registered or unregistered motor vehicle or trailer that Street Machine Services Pty Ltd has issued with a colour-coded sticker for the Summernats 15 – Car Festival containing a unique identification number; and ‘user’ means a person who drives, parks or stops a vehicle within the fenced area of Exhibition Park In Canberra, as shown on the attached map.
