The Law on Public-Private Partnership passed in December 2008
seeks to bring about a rise in the number of investment projects
implemented by public entities in co-operation with private
partners.
The Catalogue is the first publication that presents offers and
proposals of joint investments by the public sector and the sector of private enterprises. We are aware that the emergence of
such projects calls for a precise interpretation of regulations, for
a thorough analysis of business plans and for correct predictions
as to long-term market tendencies in Małopolska. We want to try,
however, to inaugurate the process of establishment of contacts
between investors and the authors of the existing projects, that
is self-governments at the level of communes, districts and the
level of the voivodeship, as well as in the voivodeship’s urban
centres and in its main city – Kraków.

The effective process of investor service is one of the priorities
adopted by the authorities of Małopolska Region which concentrates on the dynamic development of the regional economy
based on new investments of Polish and foreign companies.
The idea of implementation of the project named Business in
Malopolska was originated with an idea to focus on companies which are planning their investments within the area of
Małopolska Region. Cracow institutions which provide assistance
to investors, acknowledge that it is possible to achieve considerably better effects due to integration of activities.
The cooperation of the representatives of Malopolska Regional
Development Agency, Krakow Technology Park and the Marshal
Office of the Małopolska Region conceived initiative of creating
the Business in Małopolska Centre. A place where an investor,
having arrived in Małopolska, would be able to obtain comprehensive assistance, starting from a set of information essential to
run business in Poland, a full investment offer, various forms of
public assistance and investment consulting services.

The construction of blocks of flats based on the principle that
the implementation of the investment project is financed from
the resources of a private partner or from a bank credit granted
to a private partner on account of future incomes, for example,
from rents, which are guaranteed by the Commune under an
agreement on co-operation within the framework of a public-

Estimated value of investment
The construction of a multifunctional exhibition and sports hall
for 15 000 spectators - together with social and administrative
premises and an internal communication system, on a plot of
land situated in the park named Park Lotników Polskich located
in the district Cracow – Czyżyny. The facility is to be adapted
to the needs of the following sports: ice hockey, figure skating,
track-and-field sports, basketball, volleyball, handball, tennis,

the requirements of sports unions and federations for international competitions. The facility is also to be adapted to fulfil the
functions of an exhibition hall, a concert hall, a cinema-theatre.

arena – 4 882 m2. Parking places for some 1 340 cars.
Beside the main sports hall, the design also includes a training
hall with 300 seats and auxiliary facilities. A possibility to build
a commercial facility, in compliance with the Local Spatial Development Plan for Czyżyny-Dąbie.

The reconstruction and
adaptation of a communal
building for cultural purposes

The reconstruction and adaptation of the building of the former
cinema-theatre Związkowiec for the purpose of organization of
variety shows. The functional system of the future theatre will be
similar to that of the former cinema-theatre but its premises will
be arranged in a way suiting the needs of stage performances.
The reconstruction and adaptation work will lead to the creation
of a theatre of supra-regional character with a repertoire consisting of comedies and musical plays. In the theatre’s auditorium
there will be seats for 375 spectators.

Purpose and scope of investment
Construction of (two-tier) underground car parks, with the application of the concession model (PPP) for the design, construction and operation. A two-tier underground garage with parking
places for 600 cars, under the Na Groblach Square in the vicinity
of the Royal Wawel Castle is currently under construction. A tendering procedure is now going on, concerning the second twotier underground garage with parking places for 760 cars, located
under the intersection of Focha Street near the Błonia Krakowskie
and the National Museum. The next planned tendering procedures are as follows:

A Congress Centre in Kraków

The construction of a Congress Centre (a huge building with the
total floor area of 55 177 m2) with seats for more than 2 000 delegates, which is to meet the requirements of international congress organizations as well as the highest standards in respect of
acoustics and machinery helpful in the organisation of spectacles
and similar events. The planned Congress Centre will consist of:
• a congress hall with a stage and an auditorium having 2 092
seats,
• a large hall with 600 seats in the auditorium,
• a multi-functional chamber with 300 seats in the auditorium,
• a complex of conference rooms with the floor area of approximately 500 m2,

The Congress Centre will be located 700 m from the Royal
Wawel Castle, near Grunwaldzki Traffic Circle at the intersection
of Konopnickiej Street and Monte Cassino Street. In the result
of a contest organized in 2007 to select the best urban-architectural concept of the future facility the task of designing Kraków’s
Congress Centre was entrusted to “Ingarden & Ewy – Architekci
sp. z o.o. Kraków” and “Arata Isozaki & Associates Tokyo”.

The construction of a sewage system
– Stages I-III. The Łużna Commune
Purpose and scope of investment
Additional information
The investment project provides for the construction of a sewage
system on the territory of the Łużna commune (villages: Mszanka,
Wola Łużańska, Łużna, Szalowa), which will service approximately
74 % of the commune’s households and public utility facilities.
The commune’s authorities have a construction documentation
for every stage of work. The validity of documentation is confirmed by the legally binding decisions pertaining to the planned
construction work.

The investment project envisages the construction of multi-storey car parks on the territory along Aleje 3-go Maja Avenue in
Zakopane. The site of the investment project lies within the limits
of the area occupied by the existing single-storey car parks.

Chełmek City Centre
Purpose and scope of investment
The location of Central Part Of Chełmek covers the building of
the former nursery school together with its foreground and background, and the building of the Municipal Office together with
the adjacent tract of land. The prepared design envisages the arrangement of a rectangular market (40 m wide and 110 m long)
in the foreground of the Municipal Office. On the north-eastern
side of the planned market’s plate (tennis courts at present)
a three-tier L-shaped house will be built. Beside the former nursery school a building with a clock-tower, will be constructed. The
design also envisages the construction of two- and three-tier
buildings (as well as attic rooms) in which the ground floor will
provide space for business facilities and the upper floors will be
destined for lodgings. In accordance with the design a fountain
situated in the middle of the market will be its central point.
Additional information
In the vicinity of the planned Central Part Of Chełmek an earlier
launched construction project is located – the foundations of an
apartment building, as well as some earlier built facilities which
following modernisation could play the role of an office building
and a hotel. There also is a reserve space in the area which can
be used for the construction of a shopping centre or some other
facility.

An Administrative Centre planned to be built in Tarnów is to be
located in the city’s centre on a plot of land with the area of approximately 2.17. It is envisaged that the facility will have the usable

Gorczańskie Thermal Waters
/Limanowski District
Purpose and scope of investment
Additional information
The purpose of the investment project is to build a recreation
centre with geothermal swimming pools and facilities offering
various sports attractions, basing on the exploitation of the existing thermal brine well (IG-1) situated in Poręba Wielka. The
complex comprises: geothermal swimming pools, water slides,
saunas, massage couches and devices serving biological regeneration, etc. It will play the role of a spa, a rehabilitation centre

the basis of a notarial deed of October 7, 2007. The Company’s
shareholders are: the Limanowski District, the Town of Mszana
Dolna, the Mszana Dolna Commune, the Niedźwiedź Commune.
The Company’s business activity covers:
- geological and exploratory activity,
- physiotherapy and recreation,
and amusement centre. The complex is located at the foot of the
Gorce mountains (northern part of the area), close to a ski-lift in
Koninki. The Poręba Wielka IG-1 well is situated on a plot of land
in the middle of the village Poręba Wielka, which is owned by the
State Treasury. The resources of thermal water have been analysed in a “Study of methods to obtain and utilize the energy of
geothermal waters for purposes of recreation and heating in the
Niedźwiedź commune.”
Analyses of a sample of water drawn from the Poręba Wielka IG-1
well and having the temperature of 42° C have indicated that it
possesses important chemical properties: Zn+ 0.8mg/l, Cu2+
0.02 mg/l, Ni2+ 0.02 mg/l, Pb2 0.61 mg/l, Al. 3+ 1.1 mg/l, Cr 3+
0.001 mg/l, No 4+ 0.008 mg/l.
The chemical properties of the tested waters suggest that they
possess favourable balneologic features and can be used for
curative and recreational purposes (e.g. in the treatment of rheumatic disorders).

Polonia Centre - Culture, Tourism
and Recreation Centre, Breń
(Dąbrowski District)
Purpose and scope of investment
The aim of the investment project is to adapt the historical manor
buildings and park in Breń for the purpose of cultural, tourist and
recreational activity. The Breń complex of old manor buildings
and the surrounding park is situated on the territory of Olesno
commune (village Podborze) in the Dąbrowski district (poviat).
The owner of the complex is the Dąbrowski district. The property
has been entered in the register of historical monuments under
number A – 125. Besides the old park the complex currently comprises: a historical huntsman’s lodge, a late baroque entrance gate
with fragments of original fencing, and a classicistic outbuilding.
Plans for the huntsman’s lodge envisage the creation of a hotel, a conference centre, a restaurant and exhibition rooms. On
the building’s ground floor two conference rooms (for 60-70
persons) are to be organized. The existing dining-room is to
be transformed into a restaurant. A part of the building is to be
transformed into a hotel. On the first floor a sun parlour (winter
garden) will be arranged.
The complex of manor buildings and park in Breń occupies
16 hectares of land. Plots of land adjacent to the park are the property of the State Treasury’s Real Estate Agency (ANSP). These plots
of land can be destined for the construction of facilities rendering hotel and related services.

In the eastern part of the complex – in the building with stables
for carriage horses, a Polonia Centre (Polish Community Centre)
is to be created (two conference rooms, a reception office, an exhibition room, an assembly room). On the first floor administrative offices and hotel rooms are to be situated. Plans have been
made to construct sports and recreation facilities on the land belonging to the complex (tennis courts, sports grounds, a playing
ground, a stadium for track-and-field sports). The construction of
a covered band shell is also envisaged.

The investment project covers:
1. The construction of an information centre, and the administration of the entire functional area.
2. The construction of a complex of water-sport facilities, including swimming pools, and separate pools with springboards
for divers, as well as sheds for boats, canoes and water bikes,
and the establishment of a camping ground.
The investment project covers the area where gravel and sand
were being excavated in the past from the Vistula River’s old bed.
Hollows filled with water that were formed in the result of excavation work will be used for recreational purposes, especially
as the quality of waters creates excellent conditions for bathing,
angling and all kinds of water sports.
3. The construction of two sports facilities housing skating-rinks,
a basketball court and a volleyball court.
4. The construction of a hotel and restaurant complex.
5. The arrangement of two parking lots – one to be situated in
the zone’s centre and the other in the zone’s southern part.

The implementation of the investment project

1. The construction of a Sports Hall – area under the facility –
3 930 m2, useable floor area – 6 379 m2, gallery – 3 000 seats,
two rooms for instruction in East Asian martial arts, a conference room, a fitness room, food catering facilities, an underground garage. Also planned is the construction of a multifunctional sports field (size: approximately 1 000 m2) and
other sports facilities: a skate park, a climber’s wall, a health
path, a playground.

artificial river, a wave-forming bay, a complex of three saunas,

planned complex will be combined with the existing Municipal Indoor Swimming Pool – the total usable floor area after
reconstruction is to reach 3 133 m2.
3. The construction of an amphitheatre and the development
of the surrounding grounds – area under the facility – approximately 2 000 m2; the planned amphitheatre with a stage
will be covered with a light membrane roof, will have seats for
2 000 spectators and will be adapted to function as a facility

Additional information
The aim of the investment project is to construct a recreationconference centre with parking lots and communication routes.
The building lot destined for the implementation of the project
is owned by the commune. Apart from the construction of the
described recreation-conference centre the commune’s authorities are planning to buy a part of a plot of land where a shed
could be built and a battery of solar collectors could be installed.
The commune’s authorities envisage the possibility of leasing the
investment sites or of contributing them in the form of stakes to
a limited liability company.

The construction of a Sports Hall
together with a Sports Centre
for the Disabled
Purpose and scope of investment

The multifunctional sports hall located in Al. Focha Avenue, near
Błonia Krakowskie, will be appropriate for practising amateurish
sport, especially by children, youth and disadvantaged people.
The object will be adapted to organise sports games and tournaments, both on local and national grade. It will be the first in Po-

land sports arena fully adapted for disadvantaged athletes. The
object will be also serving additional functions, such as entertainment, conferences, exhibitions and spectacles. Sports game hall,
44m long and 26 m wide, will be the main part of the object, able
to organise nearly all types of indoor games. Around the pitch
there will be rows of seats for the total of 819 spectators. A cafe
on the roof with a view at Saint. Bronislawa’ s hill and a place for
17 guest rooms are also provided for this investment. The total
usable surface of the building - 4 740 m2, the total area of investment - 18 977 m2. MKS Cracovia Sports Club is appointed to be
the sports facility manager.
