PPP Małopolska investment offers
Malopolska Foreign Investment Offers - 2009 The Law on Public-Private Partnership passed in December 2008 seeks to bring about a rise in the number of investment projects implemented by public entities in co-operation with private partners. The Catalogue is the first publication that presents offers and proposals of joint investments by the public sector and the sector of private enterprises. We are aware that the emergence of such projects calls for a precise interpretation of regulations, for a thorough analysis of business plans and for correct predictions as to long-term market tendencies in Małopolska. We want to try, however, to inaugurate the process of establishment of contacts between investors and the authors of the existing projects, that is self-governments at the level of communes, districts and the level of the voivodeship, as well as in the voivodeship’s urban centres and in its main city – Kraków. On the territory of Małopolskie Voivodeship numerous investment projects have been prepared which ought to be implemented on the Public-Private Partnership (PPP) basis. The region’s local governments have in their programmes and development strategies projects for a wide variety of investments – from those designed to improve the standard of the local road, power engineering and water supply infrastructure (the creation of a system of The Catalogue marks the first stage in the promoalternative energy sources included), tion of PPP solutions in the region. We hope that through those covering health servit will help local governments efficiently formulate ice, educational, sports and recreatheir plans and that it will help entrepreneurs and tional facilities to complex projects investors discover excellent offers and proper partfor the revitalisation of urban and ners for joint activity. rual areas. An additional encouragement for launching activities within the framework of Partnership is the possibility created by the Law to obtain a part of the amounts envisaged for investments from the EU funds allocated to Operational Programmes and Regional Programmes. The public sector in Małopolska has excellent achievements also in this respect as evidenced by the fact that in the previous financing period it was one of the regions where means from the EU funds were used very effectively. If the present dynamics is maintained and access to EU funds is simplified it can be expected that this element of the programming period will play an important role in the implementation of PPP projects. Małopolska Regional Development Agency (MARR S.A.) by carrying out the project ”Invest In Malopolska” and by creating a centre for BUSINESS IN MALOPOLSKA (in co-operation with the Office of the Head of the Małopolskie Voivodeship – UMWM, and the Kraków Tchnological Park KPT) wants to actively assist in the launching of investment projects envisaging the co-operation of private and public entities. Experience gained by MARR S.A. means chiefly the ability to conduct successful search for investors in various parts of the world, to prepare and advertise regional investment initiatives, to coordinate and monitor the formation of project teams. Owing to joint activities Małopolska may again become one of the leading regions in Poland and in Europe that skilfully use the emerging opportunities for the benefit of the local population and in a way conducive to the creation of strong structures and economic ties between the public sector and the private sector. www.bussinesinmalopolska.com BUSINESS IN MALOPOLSKA (BiM) BUSINESS IN MALOPOLSKA (BiM) good business in the surroundings of one of the most beautiful Europe’s regions The effective process of investor service is one of the priorities adopted by the authorities of Małopolska Region which concentrates on the dynamic development of the regional economy based on new investments of Polish and foreign companies.
