as a Tree City USA Community
City residents and officials
gathered Friday, February 20,
for a commemorative planting to
celebrate Georgia Arbor Day and
Avondale Estates’ 31st year as a
Tree City USA community. The
Avondale Estates Garden Club
(AEGC) again donated funds for
the purchase of a memorial tree
for each member or spouse who
passed away during the previous
year. This year, they remembered
late, longtime members Claudia
Lowery and Ernelle Fife.
Since its inception, Avondale Es-
tates has been known for its lush
trees, and the City’s greenery
remained in the spotlight over the
past year. On October 25, 2014,
the AEGC’s second annual Tree
Walk drew a crowd of 72 people.
On Martin Luther King Jr. Day
this year, the Avondale Estates
Junior Youth Group planted 52
bushes, trees and other vegetation
by Lake Avondale. Dedicated
volunteers from the AEGC and
the Avon Garden Club also hold
regular plantings to beautify City
spaces.
The Tree City USA program,
administered by the Arbor
Day Foundation, provides the
framework for community
forestry management for cities
across America that meet certain
requirements. Avondale Estates is
one of the three oldest tree cities
in the state, and one of the few
tree cities in DeKalb County.
The City was honored during
the State Arbor Day celebration
February 18 at Wesleyan College in Macon, Ga. Arbor Day
Foundation President Dan Lambe
traveled to Georgia for the
event. Lambe and Robert Farris,
Director of the Georgia Forestry
Commission, commended Avondale Estates and City Tree Board
Chair Stephany Cross, who attended the state celebration.
“The citizens of Avondale Estates
can take pride in their community
leaders’ commitment to trees and
forested land—on Arbor Day and
every other day of the year,” Farris said. “Trees clean our air, filter our water, and keep us healthy
by providing shade, along with
countless opportunities to enjoy
recreating and natural beauty.”

Five Candidates Qualify for Mayoral Special Election

when one candidate receives the
most votes, but not necessarily
more than half of the votes.
A Special Election for the City of
Avondale Estates will be held on
Tuesday, March 17, 2015, to fill
the vacancy and unexpired term of
Mayor. All registered citizens are
encouraged to vote in this election—every vote counts in the City
of Avondale Estates.
The City Code of Ordinances
Section 5.13, Election by Plurality,
dictates that “the person receiving

Just in the past year, the City of
Avondale Estates received the prestigious Classic Main Street designation, Google Fiber announced plans
to bring service to the City, festivals
attracted more crowds than ever,
and the City welcomed Stratford
Green Townhomes into the City
limits via annexation. The City also
won a variety of substantial grants
that are already helping to fund
critical efforts, including improvements for pedestrians downtown
and the rehabilitation of historic
western gateway Carl’s Corner.
To reflect on 2014, and to bring the
community together in celebration
of these accomplishments and many

U.S. 278 Road Diet Concept Plan Meeting
When: Thursday, March 19, at 6:30 p.m.

One of the priority projects identified in the
March 2014 Downtown Master Plan Update
was a redesign of U.S. 278, which could
include a road diet from Ashton Place to
Sams Crossing and intersection improvements at U.S. 278 and North Clarendon
Avenue. The City received a grant from the
Atlanta Regional Commission to conduct
Page 4 a feasibility study for proposed corridor
improvements. A consultant team has
conducted extensive research to determine
the project’s potential for success based
on community wants/needs and estimated
costs in time and resources. On December 6,
2014, consultants and City staff conducted
Build-an-Intersection Day to demonstrate
a proposed road diet and roundabout and
gather community feedback.” Since then,
consultants have been creating a concept
plan that aims to protect the City’s sense of

place while making the corridor more aesthetically pleasing and safer for pedestrians,
bicyclists and motorists. The concept plan
and associated research will be presented at
a March 19 public meeting, with time for
public comment.

Google Fiber Coming to the City Of Avondale Estates
Residents Will Have Access to State-of-the-Art Gigabit Internet
City Manager Clai Brown and Mayor Pro Tem Terry Giager attended the January
27 Google Fiber announcement and news conference at Google’s Atlanta office.
Google Fiber will be coming to
the City of Avondale Estates,
giving residents access to one
of the fastest-ranked Internet
options in the country. Google
Fiber provides gigabit Internet connections up to 1,000
megabits per second—a vast
improvement over the average
American broadband speed of
11.5 megabits per second—and
hundreds of HD TV channels. It’s currently available in
Kansas City, Kan., Kansas City,
Mo., Provo, Utah, and Austin,
Texas.
Widespread access to gigabit
Internet drives billions of dollars
of economic growth, according
to the Fiber to the Home Council Americas (source: http://
goo.gl/2yq8vt). Working with
Google Fiber to implement their
network is a long-term investment in a prosperous future for
the City of Avondale Estates.
In February 2014, Google Fiber
announced that nine metro-Atlanta cities, including Avondale
Estates, were selected as potential fiber locations. The City
heard from numerous residents
asking to make the possibility a
reality. City staff worked closely
with Google Fiber to meet their
requirements, and that hard
work paid off. In January 2015,
Google announced that all nine
candidate cities in metro Atlanta
would receive Fiber.
Google will be working closely
March - April 2015 with City leaders on the next
steps to build a brand new
fiber-optic network capable of
delivering these gigabit speeds
throughout the City of Avondale Estates. The next stages of
work consist of (1) designing
and planning a new fiber-optic
network down to a very detailed
level; (2) construction; (3)
signup; and (4) installation.
About the Design Stage
Google Fiber needs to build
thousands of miles of fiber
throughout metro Atlanta—
enough to reach from here to
Canada and back—but they
can’t just put it wherever they
want. They take all of the
information submitted during
the planning process to create a
comprehensive plan for building
their fiber network. The design
helps enable Google Fiber to
do construction more efficiently
and smoothly once they get
going. Some concrete steps
they will take during the design
phase:
• Use the infrastructure data
that the city has shared to
create a map of where they
can put fiber (e.g., existing utility poles, conduit)
and areas to avoid (e.g.,
water, sewer and electric
lines), as well as the most
efficient sequence of construction within the city.
• A team of surveyors and
engineers hits the streets to
fill in any missing details.
Residents may see crews
out doing detailed surveying work—lots of staring
up at poles and even a bit
of geological rock-testing.
• They take this information back to the office and
create detailed network
design maps, do work with
the City to locate network
infrastructure and fiber
huts, and start to prepare
permitting packages.
• Then they design the network, street by street.
Timeline
After the design process, which
will take several months,
Google Fiber and the City of
Avondale Estates will begin
constructing the network.
Residents in all nine metro-area
cities will see Google Fiber engineers and crews in the streets
for a long time. In Austin,
Texas, design and construction
took about 1 year and 8 months
(from the announcement to the
first signup date), and in Kansas
City, Kan., it took about 1 year
and 6 months. Based on those
timelines, Avondale Estates
residents may be able to sign up
for Google Fiber services late
summer 2016, at the earliest.

City Receives Prestigious Classic Main Street Designation
National and Statewide Program Entails Various Benefits for Downtown
The City of Avondale
Estates was recognized
at the annual Georgia
Main Street luncheon
January 26 as one of
17 communities that
graduated from the
Georgia Main Street
Start-up Program in
2015 to receive the
national designation of
a Classic Main Street
Community.
Calling All Business Owners!
Graduation from the Main Street program means statewide and
national recognition for Avondale Estates, according to City Planner and Community Development Officer Keri Stevens.
“We have access to a large network of professionals, including
low- or no-cost design services, technical assistance and very
low-interest loans for businesses and building rehabilitation,” said
Stevens, who manages the Main Street program for the City.
In the fall of 2013, the City of Avondale Estates was selected, out
of 25 applicants, to participate in the largest Main Street Start-up
class in the history of the Georgia Main Street Program. Over
the 14 months that followed, the City worked closely with the
Office of Downtown Development at the Georgia Department of
Community Affairs to prepare the Avondale Estates community,
downtown business owners, volunteers and elected officials for
the journey ahead.
The Downtown Development Authority (DDA) of Avondale
Estates, in conjunction with the Main Street program
initiative, is creating a database of local business contacts.
The database will be available for anyone living in, doing
business in, or starting a new business in Avondale Estates.
The list will be divided by market segment and is open for any
business owner who wishes to participate. If you are a local
accountant, lawyer, carpenter, chef, painter, etc., please forward
your complete contact information (name, address, email,
telephone, business type) to City Communications Manager
Kelly Brooks at [email protected]. Once compiled,
the reference list will appear on the new, revamped City website
(see page 12 for details on the website and branding project). If

Through downtown development training, community visioning
sessions and capacity building activities, the City of Avondale
Estates’ newly designated Main Street program is now ready to
meet and exceed the guidelines for the 10 National Standards for
Accreditation, as laid out by the National Main Street Center.
Billy Peppers, Director of the Office of Downtown Development,
applauded the new Main Street cities. “They join an expansive
statewide network now comprised of over 100 designated Main
Street Communities,” Peppers said. “We know that no matter
what challenges lay ahead, each of these cities has worked hard
to build a solid foundation upon which a successful Main Street
Program can be built.”
Robert James is a small business owner in downtown Avondale
Estates, a City resident, and chairman of the Downtown Development Authority, which also acts as the City’s Main Street Board.
The Main Street design services will be a boon for the City, according to James.
“The ability to supply renderings of buildings in the Central
Business District allows owners, or potential owners, to envision
their respective property as it once was or how it could be in the
future,” James said. “We see these renderings as a significant
benefit for current and potential building owners as the City business culture transforms. The typical cost for this service through

Residents Receive Tax Credits to Remodel Historic Gutzon Borglum House
George Willis offered 10 South Avondale Plaza,
an early Tudor Revival home, to Mr. Gutzon
Borglum during his initial work carving the Stone
Mountain Confederate Memorial. Borglum lived
in the home from 1924 to 1925. Mr. Borglum left
Stone Mountain and went on to carve the Mount
Rushmore National Monument. 10 South Avondale Plaza, known as the Borglum House, is listed
on the National Register of Historic Places in
the Avondale Estates Historic District and a state
historic marker was placed in front of the home,
commemorating Borglum’s residence in Avondale
Estates.
The years were not kind to this contributing
historic resource, which suffered from neglect and
was converted into two units. Shelton and Laura
Davis saw the home’s potential and purchased it
in 2013 with plans to renovate and return it to a
single family house. To assist with the cost, the
family reached out to the Historic Preservation
Division (HPD), part of the Georgia Department
of Natural Resources, to determine if they would
be eligible for any resources. They learned about
available tax incentives for historic property
owners who carry out a substantial rehabilitation.
The resource must be (1) listed in or eligible for
the National/Georgia Register of Historic Places,
either individually or as part of a National/Georgia
Register Historic District; and (2) the work must
meet the Secretary of the Interior’s/Department of
Natural Resources Standards for Rehabilitation.
Below are the tax incentives available to Avondale
Estates property owners in the National Register District or properties that are eligible for the
National/Georgia Register.
1. Federal Rehabilitation Investment Tax Credit
(RITC): A federal income tax credit equal to 20%
of rehabilitation expenses. Available ONLY for
income-producing properties. The application is
first reviewed by the Historic Preservation Division (HPD), then forwarded to the National Park
Service for final decision.
March - April 2015 From 1924 to 1925, the Davis’ house was
occupied by Stone Mountain (and later, Mount
Rushmore) sculptor Gutzon Borglum.
The Davis family was able to take advantage of
No. 2, which is a tax freeze, and No. 3, which is
a tax credit. The house has been returned to its
former glory.
2. State Preferential Property Tax Assessment
for Rehabilitated Historic Property: Freezes the
county property tax assessment for over eight
years. Available for personal residences as well
as income-producing properties. Owner must
increase the fair market value of the building by
50% to 100%, depending on its new use.
Carole Moore, tax incentives and grants coordinator with the HPD, assisted the Davis Family with
the applications, as she has with countless other
property owners. The Davis Family spent approximately $282,000 in rehabilitation costs and
received a $70,500 state tax credit (No. 3). They
can take that credit off their income tax return the
year the project was completed. “If they don’t
owe that much in income tax in 2014, then they
can carry the credit forward for 10 years to try to
use it all up,” Moore explained. The Davis family
can also take advantage of the Tax Freeze (No. 2),
Moore said. The property tax assessment is frozen
at the pre-rehabilitation assessment of the house
for 9.5 years. At 9.5 years, it goes up to half of the
rehabilitation assessed value, and in the 10th year,
it goes up to the full rehab assessed value.
3. State Income Tax Credit for Rehabilitated Historic Property: A state income tax credit of 25%
of rehabilitation expenses. The credit is capped at
$100,000 for personal residences and $300,000
for income-producing properties. This program’s
percentages and caps are effective for projects
completed after January 1, 2009.

City of Avondale Estates Initiates Branding and Website Project
The City of Avondale Estates has
experienced an impressive amount
of positive change in the past five
years. Exciting businesses are moving into downtown and making the
City a destination. Transportation
projects—many of which have been
funded through grants—are making
the City safer and more walkable
downtown and in residential areas.
Construction permitting and inspections have been streamlined. Google
Fiber is bringing its extremely
high-speed Internet and TV services
to the City.
Branding Survey
Avondale Estates’ growth and progress have encouraged a reexamination of how the City presents itself
via its brand—its logo, tagline,
and colors, as well as less visible
elements such as vision, mission,
values, personality and tone. Who
are we, what do we do and why do
we do it, and can City staff, board
members and ambassadors of all
kinds answer that concisely and
consistently?

The City is seeking to continue
on its upward trajectory of attracting desirable business owners and
residents who are neighborly and
“diverse in every way,” as currently
stated on the City website.
The logo dates to the 1970s, with
an update in the late ‘70s to early
‘80s. The logo is recognizable—it
highlights downtown’s Tudorstyle architecture, one of Avondale
Estates’ unique features. The City’s
current slogan, “Small Town, In
Town,” was coined by the Downtown Development Authority in
2008 as part of that board’s efforts
to brand the City as a destination for
the arts.
In addition to the logo and tagline,
key pieces that showcase the City’s
current brand include the website, enews, social media pages, newsletter, mission statement (established
by City staff in 2010) and any
communication from City Hall such
as emails and letters.
The City is surveying the community to determine the extent of this
branding project. Do we want to

City staff will also seek community
input to develop and launch a completely new website that aligns with
the City brand. The City will hire a
professional web development firm,
selected via a public bidding process. The current City website was
built in 2009 using a custom content
management system. Part of the
City’s mission entails “using technology effectively” for the benefit
of residents, businesses and visitors.

City Named One of Atlanta’s
Healthiest Employers for
Third Consecutive Year
The City of Avondale Estates continued its reign as one of
the 10 healthiest small employers in Atlanta, as designated by
the Atlanta Business Chronicle. Avondale Estates placed fifth
in the small company category (2 to 99 employees), ranking
higher than any other local government honored at the February 12 awards ceremony. The City tied for sixth in 2014 and
placed fourth in 2013. City administration leaders champion
the program and say continual improvements in its structure
and offerings will keep bolstering associates’ health and wellbeing.
DeKalb Medical WorksWell Fitness Program Manager Hazel Clark, standing,
a three-time U.S. Olympian, teaches City of Avondale Estates associates
high-impact exercises they can do at their desks.
The Wellness Program helps City associates lead healthier
lifestyles and boosts work productivity, attendance and morale.

The Avondale Estates Neighborhood Watch Program welcomes
Stratford Green Townhomes to the City! Program participants
look forward to meeting Stratford Green residents and adding
them to the Neighborhood Watch. All residents of the City are
encouraged to provide street captains with contact information
in case an emergency arises at your home while you are away. If
you do not know who your street captain is, please contact me
and I will provide you with their information. If you do not have

Garden Programs from the Avondale Estates Garden Club
The Avondale Estates Garden Club’s (AEGC) newly elected officers
Avon Garden Club
At their January 8 meeting, the Avon Garden Club
heard from guest speaker Caroline Leake, executive
director of the Southeastern Horticultural Society
(SHS) since 2008. The SHS was born in 2008 out
of the Southeastern Flower Show (SFS), known
prior to 1993 as the Atlanta Flower Show. The
SFS developed the concept of a Legacy Garden
starting in 1994, and awarded plant material to a
different neighborhood or facility after each show.
With the birth of the SHS, the focus of the group shifted to developing partnerships with local organizations, schools, businesses, and
health centers to develop Community Learning and Garden programs
in order to promote organic gardening, urban farming, good nutrition,
aquaponics, fish farming, water conservation and rain harvesting. The
proceeds from flower shows are dedicated to this new initiative.
Caroline’s PowerPoint presentation depicted visits to the local farms
that participate in SHS, including East Lake Garden and Urban Farm,
Farm Chastain, Good Samaritan Farm, English Avenue Community
Farm and Mt. Zion. Rumor has it that the next flower show may be
held late winter 2016.

McGinnis, Director of the Redbud District, will present the installation program “The Forty Shades of Green” and share her experiences
from living in Ireland.

The AEGC meets at the Avondale Community Club, 59 Lakeshore
Drive, on the third Friday of the month beginning at 10:30 a.m. On
Friday, April 17, the AEGC will tour Wilkerson Mill Gardens near
Palmetto, Ga. This collection of unusual and beautiful trees and
shrubs covers over 30 acres. Their selection of hydrangeas is perhaps
one of the best in the country. The AEGC will tour the nursery and
greenhouses, learning the best environments for propagation and
growing hydrangeas and other plants. After the tour, the group will
have lunch at Serenbe Farmhouse Restaurant. If you would like to
attend the tour as a guest, RSVP to Virginia Kinchen at 404-294-4553

their admission fee to the gardens and lunch.

Avondale Children’s Choir
Presents Spring Lineup
During the third annual Avondale Children’s Choir (ACC) Day
in Worship at 10:30 a.m. Sunday, March 22, the choir will perform several sacred works and participate in the Avondale Estates
First Baptist Church’s Morning Worship Service. The community
is invited to attend.
The choir’s annual Spring Concert, themed “Great Poetry in
Music,” will be held 7 p.m. Tuesday, April 28. The three ensembles of the ACC will perform a variety of works, from classical to
show tunes. The concert will feature a selection of pieces based
on the writings of famous poets such as Lewis Carroll, Emily
Dickinson, Thomas Morley, Christina Rossetti, Robert Louis
Stevenson and William Butler Yeats. The event will also feature
selections from the Broadway musicals “Cats” and “Seussical.”
Both performances will be held at the Avondale Estates First
Baptist Church, 47 Covington Road, and are free and open to the
public. The Avondale Children’s Choir, now in its sixth year, is
a community choir committed to excellence in musical artistry
and expression. The choir is designed for children ages 6 through
16 (currently enrolled in first through tenth grades) who have a

Street Memorandum of Understanding
Mayor Pro Tem Giager noted that
the board discussed this at the Work
Page 18 Session last week and he noted that
less than 100 cities were accepted into
the Classic Main Street and the City
will receive several benefits and they
commended City staff for submitting
the necessary paperwork for the City
to become a Georgia Classic Main
Street.

Understanding was made by Commissioner Beebe, seconded by Commissioner Forlines; passed with all ayes
