LETTER TO THE EDITOR
Covenants and contracts
Contracts and Covenants are only as good as the
honor of those that manage them.
When the citizen enters military service for his
Nation, the terms of agreement are in compensation
to honor the veteran with care of body for having bore
the burden in suffering and sacrifice.
Veteran health care is not a benefit. It is a
contractual obligation, a covenant, a pledge from
those protected and receiving material gain due to the
veteran’s service. The issue is honor quid pro quo.
Patriot, Potentate, Praetorian... herein lies the
dilemma. The Potentate or conniving tyrant, uses
the Patriot as a praetorian and through facilitating
control by means of the treasury, establishes a
bureaucracy to cheat the Patriot.
A Patriot is a citizen who lays life on the line for
their neighbor sustaining a way of freedom, liberty
and justice. A praetorian is a hired mercenary
compensated with plunder.
The American culture of individual liberty and
justice is established on biblical principles, drawing
strength and success from understanding carried
forward by Patriots since our inception some 240
years ago.
A weak and conniving potentate projects an image
of righteousness and biblical responsibility with no
intent of reciprocation; he deceives. World history is
replete with betrayal of veteran by potentate through
lie and bureaucratic subterfuge. Those that pledged
to each other their lives, fortunes and sacred honor;
establishing the American Nation, understood history
all too well.
The eventual outcome for the potentate is always the
same. His is the greed that represents the end of the
cycle as he is devoured; eaten up and defecated by
the praetorian employed. The hireling consumes the
presupposed elite as they have not the courage to do
their dirty work. Cowards always succumb to devils

OBITUARY
David Tomerlin
David Tomerlin 45, of Omaha, Nebraska, went home to
be with the Lord on April 16, 2016.
David battled a lifelong genetic illness that was
diagnosed after his military service. A former resident
of Kearny, he graduated from Ray
High School before serving in the
Army.
David was a loving husband,
father, son and brother. He has left
behind his wife, Tabitha Tomerlin;
children, Nelson and Karrie
Tomerlin; step-children, Bobby
and Christopher Embree; dad,
Jerry Tomerlin; and stepmother,
Sharil Tomerlin; siblings, Danyl
Tomerline, stepsister Amy Laiklam,
stepbrother Justin Philpot and their spouses; nieces,
nephews and grandchildren. He also left behind many
who grew to love him and look up to him as a father and
a friend.
David is preceded in death by his mother, Kerry
Tomerlin; and sisters, Dana Barbee and Debra
Maldonado.
He will be missed by many, but, is no more in pain. We
love you, David Tomerlin.

Giant Gophers?
I
was on my computer reading Facebook when I saw that
someone had asked about the piles of dirt on the lawn
of Hubbard Park. Some wag suggested that it was the
result of giant gophers. If so, the giant gophers struck a
rich vein of manure.
The “gophers” were Bill and Becky Dunn, who unload
loads of manure from their ranch to help green up the
park. It will really look great by the 4th of July, when
Kearny hosts the fireworks. Thanks, Dunn family.
This Thursday, April 28, several of us from Kearny will
journey to Arizona State University for the final review
of the four projects done by the students at the Design

School of the Herberger Institute under the oversight of
Assistant Professor Chingwen Cheng. They gave an initial
presentation to the people of Kearny last month, then
came back to sharpen up their presentations for judging.
The presentations start at 10 a.m. and won’t be over
until 4 p.m. The public (especially people from the Copper
Basin) are invited to attend. Contact me and I will give
you a map and a schedule. Arizona State University has
invested thousands of dollars and the time of its students
to make all this possible. I am grateful to them, and I hope
that good things will come out of this tremendous work.
Thanks also go to Gerry Kaufhold, who got the idea and
pressed hard for its coming into being.
It’s fire season already, so I remind all of us to keep
our yards uncluttered and our weeds under control. The
last couple of months I have noticed quite a number of
people out working on their yards, even to the extent of
completely landscaping them. Way to go, Kearny! A clean
town is also safer and more beautiful.
The town employees are working hard on the budget for
the next fiscal year. It’s a tougher job this year because
the Arizona State Legislature hasn’t passed a budget yet,
and we don’t know what our shared revenues from taxes
will be. They could be up. They could be down. We just
don’t know now, but what the legislature does has a major

The town is also applying for a special Community
Development Block Grant (CDBG) which is federal
monies given on a competitive process. My hopes are high
that the grant, which would be used for paving of some of
our side streets, will be given.

Trespassing was reported at the Kearny Pool.
During the period of Apr. 18 to Apr. 24 there were nine
ambulance runs, one security check and two 911 hang-ups.

CAC Governing Board hosts meeting at Aravaipa Campus;
president vows that current board will not close campus

It is well known that in small towns and organizations
everyone must wear multiple hats, and if you are not wearing at
least two or three then you must not be busy enough.
Last week business owners, elected officials students, faculty,
Copper Corridor residents filled the cafeteria at the CAC
Aravaipa Campus to share with the board during call to the
public how important the Aravaipa campus is to them and
its benefit to the community. Many of those speaking wear
multiple roles in their community from teachers and elected
officials, business owners and non-profit board members.
The board heard over 50 comments from these community
members in the call to the public, some of them were
encouraging the board to approve a two percent pay increase
for the staff and a majority of the comments were personal
stories and requests that the board do everything in their power
to keep the Aravaipa Campus open.
There were a few residents who explained that they are
not against education but they are not in favor of additional
tax increases and called for the board to be more fiscally
conservative.
Board President Gladys Christiansen thanked everyone
for their comments and stated that they would not close the
campus for as long as they can keep it open. Since late 2015
there have been major rumblings and suggestions made to the
Central Arizona College Governing Board that the Aravaipa
Campus should be closed in order to save money and avoid
any further property tax increases to the tax payers of Pinal
County. Investments, they were told, should be concentrated in
the populated areas of the county. The board has been hearing
from many anti tax groups who have become very vocal at
board meetings.
Following the two-hour call to the public session, the board
went into executive (secret) session. After the executive
session the board voted unanimously to provide staff with a
two percent pay increase and not to increase the cost of the
employee benefits and not to increase taxes to accommodate
this increase.
The board also received a report on financial expenditures
and viewed a presentation by CAC Aravaipa student Edward
Aguirre, who showcased many student success stories from the
CAC Aravaipa Campus.

End of an era for Ray’s JROTC

After 43 years, Ray High School Marine Corps Junior
Reserve Officers Training Corps program was retired with
an emotional Casing of Colors held at the annual banquet
last week at the Kearny Elks Lodge.
The program opened with the Cadet call to attention
and the Pledge of Allegiance, MSgt Willie Jordan, RHS
Commander, welcomed everyone and thanked all the
guest presenters who have been coming and supporting
the program for many years. This year there were also
several guest presenters who participated in the program
when in high school.
Two special guests were also recognized, Sgt. Victoria
Lipovitz-Rivas, a WWII and Korean Veteran and Bob
Senior Cadets with MSgt. Willie Jordan (far right) are: Alicen Baca, Cody Botto,
Noah Stuart and Taylor Ashby.

Chastain, Marine Raider’s Veteran and former Ray District
Superintendent, who helped to bring the ROTC program
to the district back in 1973 and also supplied the program
with memories for generations that are lasting.
MSgt Jordan then outlined the activities the unit
participated this year that included memorial services,
parades, color guard events, leadership camps, incentive
trips and various community service events including Toys

program to the district back in 1973.

American Veterans Award was presented by Taylor
Harmon to Cadets Charley Romero, Erika Godoy and Mary
Cantrell.
Women Marines Association awards were presented
by Kim Skelton to Cadets Emaleyna Alvarado and Alycia
(Ballajio) Estrada.
MOAA awards were presented by Tom Ralph to Joseph
Marquez the MOAA medal; the American Flag Award
to Cody Gotto; and the award of Achievement to Charly
Romero.
Daughters of the American Revolution Award was
presented by Linda R. Enz to Emaleyna Alvarado and the
Desert Mustang of Arizona award (voted on by recipient’s
peers) was presented to Francisco R. Martinez-Lopez by
John O’Hara.
The American Legion Bronze Medal for Military
Excellence went to Francisco R. Martinez-Lopez and
the Bronze Medal for Scholastic Excellence was given to
Joseph Marquez. Both awards were presented by Sam
Ford, American Legion President.
The Military Order of the Purple Heart award was
presented by Frank Giroux to Charly Romero followed by
certificates of appreciation given to all the cadets who took
part in the Toys for Tots drive by Josie Kakar-Delsi.
The MOWW Award of Merit was presented to four cadets
by Christian Rios and went to Tara Lorona, Theodore
Alvarado, Edward Baca and Joseph Marquez.
The Reserve Officers Association Award was presented
to Noah Stuart by MSGT Jordan and the Fleet Reserve
Association award was presented to Dyllin Sanders-Lopez
by Michelle Johnson.
The Veterans of Foreign Wars JROTC Bronze awards
were presented by Chris Misita Jr. to Edward Baca and
Ella Miller.
More awards included recognition of the Ray High School
Shooting Team, Jason Esry, Francisco R. Martinez-Lopefz,
Dyllin Sanders-Lopez, Charly Romero and Noah Stuart.
David Olson was the presenter.
Best Drill Cadet Charly Romero and Most Improved
Cadet Tara Lorona. Both of these awards were voted on
by the recipients’ peers and were presented by Ashley
Boatman.
Next on the program was the presentation of plaques in
recognition of completion and participation in athletics,
rifle drill team, color guard, civic service and orienteering.
Receiving Level One plaques were Anahi Aragon,
Theodore A. Alvarado, Erika F. Godoy, Edward J. Baca,
Ella L. Miller, Mary E, Cantrell and Tara R. Lorona.
Level Two recipients included Emaleyna Alvarado, Alycia
(Ballajio) Estrada, Joseph Marquez, Francisco MartinezLopez and Dyllin Sanders-Lopez and receiving Level Three
plaques were Charly Romero and Jason Esry.
The Senior Cadets were then introduced and included

Lady Cats’ winning streak now at seven

The third-ranked Ray softball team won its sixth and
seventh-straight games last week, defeating visiting Ft.
Thomas last Tuesday before a lopsided 16 – 0 shutout at
Alchesay last Friday.
Sophomore Janae Ruiz had four hits, including a double
and a homerun, with an RBI in the 11 – 1 win against the
Apaches.
Tara Lorona, Stormee Galka and Ashley Ortiz each had
two hits, including a double and a triple from Lorona and
Galka, respectively. Ortiz and Savnnah Willis each drove
in two runs and Galka had a game-high three RBI.
Galka and Daniella Hinojos combined to limit the
Apaches to only one run on three hits. The duo did not
walk any batters and fanned nine.
Hinojos came back on Friday and tossed a no-hitter
against the Falcons. The freshman right-hander did
not walk a batter and struck out nine in the four-inning
outing.
Willis and Galka each had four hits in the shutout win,
which includes two homeruns by Galka and a double from
Willis. The senior teammates combined to drive in nine
runs, seven of them by Galka.
In addition to her dominance in the circle, Hinojos
helped herself at the plate with three hits, including a
double. Janae Ruiz had two hits as well, one of them a
double.
Upcoming schedule: Apr. 26 vs. Pima and Apr.
27 at Superior (regular season finale). Both games are
scheduled for 4 p.m.
Bearcats split pair of games last week

The eighth-ranked Ray baseball team handily defeated Ft.
Thomas last Tuesday 11 – 1 before suffering a 15 – 7 loss at No.
11 Alchesay, a team that figures to be among the 24-team playoff
field along with the Cats.
Senior John Wernett was named Player of the Game after
going 3-for-3 with two doubles, a triple and four RBI in the win
against Ft. Thomas. He also drew one of the Cats’ seven walks in
the game.
The City of Show Low hub of the beautiful White
Mountains in Northeastern Arizona, is seeking
motivated and community oriented individuals to

A RESOLUTION OF THE MAYOR AND
TOWN COUNCIL OF THE TOWN OF
KEARNY, ARIZONA, ADOPTING A FAIR
HOUSING POLICY, MAKING KNOWN
ITS COMMITMENT TO THE PRINCIPLE
OF FAIR HOUSING, AND DESCRIBING
ACTIONS IT SHALL UNDERTAKE
TO AFFIRMATIVELY FURTHER FAIR
HOUSING. WHEREAS, the Housing and
Community Development Act of 1974 as
amended, requires that all applicants for
Community development Block Grant
Funds certify that they shall affirmatively
further fair housing; and WHEREAS,
the Civil Rights Act of 1968 (commonly
known as the Federal Fair Housing Act)
and the Fair Housing Amendments Act of
1988 declare a national policy to prohibit
discrimination in the sale, rental, leasing
and financing of housing or land to be
used for the construction of housing or
in the provision of brokerage services,
on the basis of race, color, religion,
sex, disability, familial status or national
origin; and WHEREAS, fairness is the
foundation of the American system and

Waste Voucher Program
Ray Elementary Pre-K
Registration
Ray School District will have its Pre-Kindergarten registration for the 2016-2017
school year on Monday, May 9. 8:30 a.m.
- 11:30 a.m. In order to register your child
they must be four years of age prior to
September 1. You must have a complete
immunization record and a birth record
in order to register for school. If you do
not have a birth record you can get one
for a small fee, from the Bureau of Vital
Statistics in the State in which your child
was born. Those addresses are available
at the Primary School Office. Your child’s
physician or clinic may also provide an
immunization record. The Ray School
District also offers a Pre-Kindergarten
Program for students with special needs.
This provides services to children, ages 3
and up with disabilities. Registration will
be in the Elementary School Office and
screenings for all eligible children will be
in the Pre-Kindergarten rooms 212-211.
The tuition cost is $100 per semester
which averages out to approximately
$1.80 per day. Tuition must be paid in
advance of each semester (before Aug.
10 for the 1st semester and before Jan. 9
for the 2nd semester). If payment is not
made by the 1st day of each semester,
your child will not be eligible to attend.
Refunds must be requested by Sept. 6
for the 1st semester and Feb. 6, for 2nd
semester. If you have any questions you
can call the Elementary Office at 3635527 ext. 101.
The Pinal County Waste Disposal
Voucher Program will begin on Jan. 11,
2016. Please remember that in order to
obtain vouchers those interested must
present a current utility bill dated within
the last 60 days with their name and
physical address imprinted on it. No
vouchers will be issued without proper
documentation. Three vouchers will
be given and they will be good from
Jan. 11, 2016 until Dec. 30, 2016. If
those participating own more than one
residence they can only obtain vouchers
for the primary residence. Vouchers can
be used at the Oracle Transfer Station
and are good for a truck load of up to
750 lbs. or the Dudleyville Landfill and
are good for a truck load of up to three
cubic yards. Vouchers will be issued
according to the name that appears on
the utility bill and that person must be
present when redeeming the vouchers at
the Oracle Transfer Station or Dudleyville
Landfill. Questions or concerns can be

Grief Support Group Meets
Mondays
Grief is something that touches
everyone, but it is not something you
should have to endure alone. A Grief
Support Group, has been put together
by Cobre Valley Regional Medical
Center, Copper Communities Hospice,
Gemini Hospice and Thema Health
Services and is open to anyone in the
community who has experienced the
loss of a loved one. Participants can
join us at any point during the four
week session. There is no registration
necessary, and there is no fee to join.

What does college, and career ready mean?
Cobre Valley Institute of Technology (CVIT) provides answers.
College today means a lot more than just perusing a fouryear degree at a university. Being “college ready” means being
prepared for any postsecondary experience, including study
at 2- and –four year institutions leading to a postsecondary
credential (i.e. a certificate, license, Associate’s and Bachelor’s
degree). In today’s economy a career is not just a job. A
career provides a family-sustaining wage and pathways to
advancement.
About 40 years ago, 72% of U.S jobs were held by individuals with
a high school degree or less. By 2018, only 38% of jobs will be
available to individuals without some education and training after high school. Nearly one-half of all job openings in the United States
are be in “middle skill” jobs, all of which require at least some postsecondary education and training. By contrast, those with a high
school diploma or less are eligible only for the one-fifth of all job openings that are deemed “low skill”.
CVIT with its Central Programs offers career readiness while still in high school. Superior, Globe, Miami, San Carlos and HaydenWinkelman students take advantage of free college training that leads to community college and/or industry certifications. “With a
wide range of program offering we hope not only to reach interest
of students in our communities, but also meet the industry needs,”
says Pete Guzman CVIT’s Superintendent.
Medical Assistant, Certified Nursing Assistant, Fire Science,
Welding Technology, Graphic Design and Cosmetology programs
are provided in cooperation with Gila Community College.
All CVIT programs are tuition free to the students. CVIT also
provides books, supplies and uniforms without cost to the
student.
“Our 2016-2017 academic year enrollment is open, and
we would like to encourage all the high school students
in our communities to apply for one of the programs
