am very pleased to present to you my first annual report as CEO of Second Harvest Food
Bank of Santa Clara and San Mateo Counties. In fiscal year 2006-2007, the Food Bank
experienced one of the most successful years in its 33-year history by distributing 6% more
food to those in need and raising nearly $3 million more dollars than the previous year. The
Food Bank’s ability to grow and reach even more hungry people in Santa Clara and San
Mateo Counties is a direct result of the many years of consistent support from donors like you.
We continue to spend your money wisely, maintaining our efficiency level of returning 96¢ of
every $1 donated back to the community in the form of food for those in need.* Thanks to my
predecessor Dave Sandretto, who retired last year after serving for eight years as Executive
Director, and the Board of Directors for their hard work and foresight that laid the foundation
for many of the successful programs we have today.
This past year was one of much change and growth. We conducted over 18 focus groups with
our partner agencies throughout the counties we serve. The goal was to better understand the
challenges they face. We identified three major issues from these focus groups:
1. Some of our clients faced challenges accessing enough food
2. Our senior clients had special nutritional needs that needed to be met
3. Our family clients needed more food to adequately feed themselves and their children
New programs were developed to respond to each of these issues. To address the issue of
access, we launched the Mobile Pantry program. This program delivers food to select sites and
is designed to reach clients who live in communities that are relatively isolated because there
are no full-service grocery stores within walking distance and residents often lack transportation. To address the nutritional needs of our senior clients, we augmented our Brown Bag program to regularly provide calcium-rich dairy products and foods that are low in salt and sugar.
And, to address the quantity issue of our Family Harvest program, we added an additional
monthly distribution to select sites.
As with all new programs, additional funds were required for implementation. Fortunately,
we had a very successful 2006 Holiday Food & Fund Drive chaired by Jen-Hsun Huang and
Chris Malachowsky, co-founders of Nvidia. Their leadership, combined with a creative and
enthusiastic approach, raised a record amount of funds which provided the seed money to
launch these new programs.
I am grateful to the many corporations - their leaders and their employees; service clubs;
schools and scouting organizations; city, county, state and federal elected officials; faith-based
organizations; volunteers; and the media that continue to support Second Harvest Food Bank
and our mission. We could not do it without you.
Last, but by no means least, I am proud to say that the Food Bank received a four start rating
from Charity Navigator, the highest rating possible.

Second Harvest in record numbers last year. Because of
unprecedented support from caring community members
we were able to attack local hunger in bold, swift strokes.
Every person, every donation, every voice matters.
Access to enough nutritious food each day feeds more than the body. The
food Second Harvest provides is sprinkled with hope and dignity. Those who
receive food from us are given the opportunity to volunteer, they provide
continual feedback to help shape our programs and speak out as advocates,
driving important public policy initiatives forward.
Without food, children lose focus in school, seniors deteriorate in silence
and hard working adults wonder if there is more to life than paying rent
and utility bills.
For a family of four with two parents
working full-time in Santa Clara or San Mateo
Counties it costs $77,069 a year simply to
cover basic necessities. This figure does
not include a variety of

expenses such as major auto repair bills, long-distance phone calls, entertainment or educational materials. The average household income for a family
of four receiving food from Second Harvest Food Bank is $16,056 a year.
Individuals who work two or three minimum wage jobs, or rely on modest
social security checks, often have no choice but to go without eating. Second
Harvest feeds those who cannot feed themselves. We also feed the programs
that feed the people.
Aside from introducing several new initiatives that improve access, quality
and quantity of food distributed, Second Harvest Food Bank built new
relationships and strengthened existing partnerships with local non-profit
agencies serving low-income households.
Through our network of 400 community based agencies at 821 distribution
sites, we distributed 31.7 million pounds of food in FY 2006 – 2007. Our
efforts and efficient distribution model,
provided an average of 163,000 individuals with food each month. Still,
only half the need was met.

Food Stamp Outreach Project
Food Stamp Outreach was conducted in collaboration with the Santa Clara County Social Services
Agency and the Homeless Coalition. The Food
Bank is one of the few non-profit organizations in
the state authorized to process and expedite such
applications. By signing up through Second
Harvest, applicants receive benefits in days rather
than weeks. Resources for Food Stamp benefits
are also provided through the Food Bank’s “Food
Connection Hotline.”
Agency Relations Conferences
Agency Relations Conferences were organized by
the Food Bank to support local non-profit service
providers with education in grant writing,
advocacy, volunteer management, food safety,
nutrition, disaster preparedness, and cultural
competency. Representatives from 300 non-profit
organizations attended. Both conferences were
made possible through sponsorships from:
Applied Materials, Oracle, and the Silicon Valley
Community Foundation.
Mobile Pantry
Mobile Pantry started as a pilot program in Spring
2007. This new program is designed specifically to
improve access to food for low-income individuals
living in isolated communities without full service
grocery stores and limited access to free food
assistance programs. Recipients receive large
boxes filled with nutritious foods such as fresh
milk, eggs, produce, and meat. Our partners
include the Santee Neighborhood Association
(San Jose) and Puente de la Costa Sur
(Pescadero).

Legislation and Advocacy
Anti-Hunger Advocacy and Legislation is a unique
way that Second Harvest can promote systemic
change aimed at fighting the root causes of
poverty. The Food Bank nominated State Assembly
Member Jim Beall for the Hunger Fighter Award,
which he received at Hunger Action Day in
Sacramento. In partnership with the Food Bank
and the California Food Policy Advocates,
Assembly Member Beall introduced Assembly Bill
433 to reduce the barriers that low-income
households face when applying for Food Stamp
benefits.
Nancy Amidei, former Director of the Food
Research and Action Center, conducted a
workshop at Second Harvest for local community
members interested in anti-hunger advocacy. The
workshop was made possible by MAZON: A Jewish
Response to Hunger.
The reauthorization of the Federal 2007 Farm
Bill impacts a range of programs including Food
Stamps and the Emergency Food Assistance
Program through which the Food Bank receives a
food allocation. Second Harvest collaborated with
federal representatives to move this important
legislation forward. In addition, Second Harvest
staff, volunteers and clients traveled to
Sacramento for the Hunger Action Day in May to
discuss concerns about hunger and nutrition with
elected officials.
Children’s Summer Nutrition
Children’s Summer Nutrition provides food for
students during the long summer vacation when
they do not receive subsidized meals at their
schools. During the summer of 2007, Second
Harvest provided additional food to 20,000
children a month, lifting much of the burden off of
parents whose limited resources are already
strained.
The State Summer Feeding
Program
The Food Bank conducted a pilot program in
2007 that allowed a local soup kitchen (Martha’s
Kitchen) and a safety net organization (Samaritan
House) to prepare nutritious meals for low-income
children during the summer months. Second
Harvest handled the administrative process
needed for both organizations to receive
government reimbursement for the meals they
provided to children. Meals were provided to lowincome children attending recreational and day
camp programs at Sacred Heart Community
Services and the Martin Luther King Center.
Thousands of donors supported these efforts
through contributions to the Food Bank’s “Share
Your Lunch” campaign. All funds raised were
directed to our children’s summer feeding program
and the purchase of food for children.

ur heartfelt thanks goes to you, our very special donors and volunteers. You touched our hearts with your
generosity for the hungry here in Santa Clara and San Mateo Counties. In fiscal year 2006–2007, volunteers
contributed the equivalent of 90 full-time positions (more people than we employ) valued at $3.1 million in
wages. Food donations and cash contributions provided 31.7 million pounds of food, equivalent to approximately
24.8 million meals. The 15.3% increase in donations and contributions allowed the Food Bank to:

• Provide low-income families, seniors, and individuals with more food
• Deliver wholesome, healthy food including protein, calcium-rich dairy products, and foods low in salt and sugar
• Expand and launch new programs such as the Produce Mobile, a refrigerated truck that brings high-quality, fresh
produce to Family Harvest sites, and the Mobile Pantry that delivers food to low-income housing areas that lack
transportation and a local supermarket.
The 2005 Hunger Analysis of Santa Clara and San Mateo Counties challenges us with the number of people that
continue to go to bed hungry. Our capacity for food distribution must grow significantly over the next few years to
enable us to meet the needs of our neighbors and reduce the hungry among us. We appreciate the continued support
of you, our partners, as together we work diligently to provide local solutions to hunger in our community.
