For his part, HE Dr. Abdulrahman Al
Awar, said that the newly introduced
Regulations is expected to have a
significant impact in integrating the
approach of all federal government
institutions regarding human resource
procedures, as all federal government
employees in various positions are
now under an administrative system
that operates in consistence with
the general legislative framework
governing the human resources
function.

frames have been set to reconcile
the conditions of all employees of
the federal entities implementing

application of the Regulations, which
would strengthen the government’s
direction toward creating a unified
governance, and at the same time,
allowing a margin of variation to these

approved vide Cabinet Resolution
No. 15 of 2013, which included
the most important administrative
aspects related to the work of human
capital in these authorities, namely:
Payrolls and Grades, Promotions,
Transfer, Secondment and Loan,
Training & Development, Official
Assignments & Training Missions,
Workplace Violations, Leaves, and
so forth.
He added that the project plays a pivotal role
in promoting the modern concepts of human
resources, which govern the performance of
the independent federal bodies, in line with the
general principles of the Human Resource Law
in the federal government and its executive
regulations.
HE stressed that FAHR has prepared this project
under the directives of the Council of Ministers
in this regard, considering it as a pioneering
idea, to be implemented in 30 independent
federal bodies from the beginning of October.
The statements were part of a speech delivered
by HE at the launching ceremony of Human
Resources Regulations in the Independent
federal entities held at the Al Bustan
Rotana Hotel in Dubai, in the presence of
His Excellency Dr. Abdulrahman Al Awar,
Director General of the Federal Authority for
Government Human Resources, Ms. Aisha Al
Suwaidi, Acting Executive Director of Human
Resources Policies, a number of FAHR leaders,
and representatives of independent federal
entities.

Authority for Government Human
Resources revealed plans to strengthen
the electronic link between the Federal
Authority for Government Human
Resources and various independent
federal bodies concerned with the
application of the HR Regulations,
through aligning electronic systems
in those entities with the Human
Resource Management Information
System (HRMIS) – ‘BAYANATI’,
to the extent that ensures cooperation
and coordination, which would
strengthen the work system in the
federal government as a whole, and
contribute to the achievement of UAE
Vision 2021.

The HR Regulations consists
of 156 clauses, divided into 14
chapters, and will be applied to the
civil servants working in federal
bodies which are subject to the
Government Human Resources
Law, and get paid from the budget
approved for those entities, or any
entity to be created in the future.

She pointed out that the HR
Regulations in independent federal
entities does not undermine in any
way the autonomy of these entities,
as they allow a margin of flexibility
whereby they can achieve their
objectives.
Al Suwaidi added that FAHR is set
to conclude employment contracts
with full-time National employees,
and another contract to regulate
the
employment
relationship
for Nationals currently working
in independent federal bodies
implementing the Regulations, in
addition to full-time contracts for
expatriate employees, appointed on
categories “A & B”, and temporary
appointment contracts, pointing
out that the coming period will
witness the announcement of several
executive steps in this regard.
She said: “The need for these
Regulations comes from the fact
that there are certain independent

bodies that lack legislation governing
human resources, which causes much
confusion to the work of human
resource departments.
“Therefore the Regulations will form
a standard reference and documented
rules that enable the employees and
human resource departments at these
entities to be aware of their rights and
duties in advance”.
Strategic Aspects
Aisha Al Suwaidi added: “Such
Regulations would contribute to
the implementation of an important
aspect of the Federal Government
Strategy, from which the strategy
of the Federal Authority for
Government Human Resources and
independent entities emanates, all
of which are focused on nurturing
human element.”
The
Federal
Authority
for
Government Human Resources
had circulated earlier the draft
Regulations to all independent federal
bodies for review and providing the
Authority with necessary feedback
and suggestions in accordance with
the directives of the Council of
Ministers in this regard.
Different Views
Varied views were expressed
by participants in the launching
ceremony of the HR Regulations
of independent federal entities,
regarding the extent of flexibility
given by the Regulations. Some
considered this flexibility an
advantage, while others thought
that it undermines the Regulations’
rationale, arguing that each entity will
still be retaining its own discretion
regarding the most crucial issues
addressed by the Regulations.

entities in basic things, namely,
grade and salary scale, organizational
structure and other important aspects;
so why we need to introduce a unified
Regulations in the first place?”
Voicing a slightly different opinion,
Samia Abdel Moneim, the employee
in HR Department in Emirates
Transport said that the Regulations
did not cover the needs of all the
institutions that the Regulations are
supposed to organize their work
in the field of human resources, as
they only contain general concepts
and standards. She further noted
that delegation of authority in the
Regulations is not clearly defined as
it should be.
However, Aziza Al Suwaidi, Director
of Support Services at Marriage
Fund, disagreed with the above views
saying “Flexibility is an advantage
and not a defect, as each institution
will have freedom to handle various

issues in line with the nature of its
functions.”
Obaid Ghanem, head of Human

Program, described the Regulations
as having covered the most important
aspects of human resources, pointing
out that the Regulations will control
certain procedures which were
previously unclear, such as leaves
and workplace violations.

His Excellency Humaid Mohamed Al Qatami, Minister
of Education headed, in his capacity as Chairman of the
Federal Authority for Government Human Resources,
the delegation of the United Arab Emirates participating
in the12th Meeting of Civil Service Ministers in the Gulf
Cooperation Council (GCC) States, which was recently held
in Bahraini capital Manama.
HE stressed the importance of
this meeting as an ideal platform
that brings together officials from
all over the GCC States, in order
to unify the visions, policies
and procedures related to the
development and empowerment
of human capital, as well as

highlight the main challenges
and obstacles and discuss ways
to overcome those obstacles,
which would give impetus to
progress and prosperity in the
Arab Gulf States and strengthen
their position on the regional and
global levels.
He also stressed the importance of
supporting employment policies
of GCC nationals, ensuring their
freedom of movement across
the civil service in the Gulf,
and supporting development
and training policies in favor of
citizens of the Arab Gulf States.

Meanwhile, HE Dr. Abdulrahman

undersecretaries of the central
organs of civil service and human

the meeting of Civil Service
Ministers. The meeting made a
number of recommendations,
the most important being a
symposium on administrative
corruption to be hosted by the
State of Kuwait on 22 and 23
October under the title “financial
and administrative irregularities in
government agencies, and how to
mobilize efforts and experiences
of civil service organs in the
GCC countries to address the
phenomenon.”

best mechanisms to overcome them,
The Federal Authority of Government
Human Resources has sponsored the
Human Resources Summit, which
was held recently under the title «the
development of human capital in the
Arab world» in Jumeirah hotel in
Etihad Towers in Abu Dhabi.
The summit, which was held between
22 and 24 September, focused on the
importance of internal communication
in the institution, and the role of CEO
of human resources in organizational
transformation of human resources,
and the challenges facing human
resource
managers,
including
performance and talent management,
and the importance of efficiency and
change management to achieve better
results, and the role of women in the
leadership, as well as discussing the
learning and development for the
future and the present building.
The Authority pointed out in its speech
that the leadership of the United Arab
Emirates was keen since the founding
of the Union to date to support the
concept of human development and
optimal investment in human and

encourage a culture of innovation,
creativity and achieve comprehensive
sustainable development at all levels
and levels.
FAHR pointed out that the UAE has
made significant strides in the field of
application of the best international
standards of human development,
and it still continue the way forward
to provide an environmental friendly
human resources as being the mainstay
of the overall development and an
excellent model for future generations.
On their part, the participants stressed
that the change leadership to achieve
the best results, is a goal in itself and
one of the most important steps taken
by the institutions, enterprises and
economic entities, as many of the
employees and leaders fear the process
of change and its consequences.
The participants have discussed
the fight against unemployment
and the importance of developing
qualified human capital that is able
to accomplish the tasks entrusted to
it, and unanimously agreed that the
preparation of the administrative
leadership has become one of the
most prominent challenges facing the
Arab countries and their governmental
institutions, without exception.
They have invited the region’s
governments and institutions to
quickly set to launch national effective
plans and programs to fortify their
social security, stressing at the same
time that the UAE has become an
example and a model at the level of
Arab States and the world in the field
of building and launching initiatives
to reduce unemployment and raise the
proportion of resettlement. Number
of participants pointed out that the
accelerated dynamic pace of change
taking place in the contemporary
world, now require governments
and institutions to invest in human
resources as human capital, to be
productive
energies
contribute
to the progress and prosperity of
communities.
They also pointed out that the
transformation of the concept of
human resources to the concept of
“human capital”, calls for linking
an individual’s personal goals with
the overall goals of the institution
that employee works for, so these
authorities can achieve their mission,
vision and plans successfully by

and performance and enhancing
institutional value and encourage
creativity and innovation.

Federal Government of the United Arab Emirates have seen considerable
mobility over the past period, thanks to the directives of His Highness Sheikh
Khalifa bin Zayed Al Nahyan, President of the State and his brother, His
Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President
and Prime Minister and Ruler of Dubai.

HE said: “This is best manifested in launching federal
projects and initiatives one after the other, the

honor outstanding federal government employees,

Regulations in independent federal entities, whose
actual implementation begins in early October
2013, as well as the introduction of the federal Job

The Director General of the Authority called all
employees to work together toward maintaining the
position and integrity of the Authority at the federal
level, and achieving Human Resources Strategy in
the Federal Government and UAE Vision 2021.

Shamsi, for proposing a mystery shopper initiative,
and on receiving the largest number of cards of

the proposals received by the Authority through
the Suggestions Scheme “Develop with Us”, which
amounted to 14 proposals for the months of July and
August.
For her part, Lulua Al Marzouki, Head of Employee
Development & Performance, reviewed the latest
developments of “Well Done” electronic card,
launched by the Authority in early March last year;
to promote the principle of thanks and appreciation
among employees, stating that 112 cards were
exchanged among employees during the month of
September, bringing the total number to 1000 cards
since the launch of the initiative,

Great Humanitarian Gesture
In a wonderful humanitarian gesture that reflects
the Authority’s keenness to appreciate the
achievements of its members, HE Dr. Abdulrahman
Al Awar honored the retired employee Mohammed
Yousef Al Bishr, who spent more than a quarter of
a century in the Federal Government, and was well
known for hard work and dedication to duty.

to be honored after 37 years of work
Mr. Mohammed Yusuf Beshr expressed his
happiness to be honored by the Federal Authority
for Government Human Resources on the occasion
of his retirement, considering it a good initiative
reflects the keenness of the Authority and belief in
the importance of estimating dedicated employees,
which reflected positively on the institutional system.
Mr. Mohammed Yusuf Beshr, 73 years old started
his career with the British HSBC Bank as a treasurer
for more than ten years, and then transferred later
in a number of federal government authorities
throughout 27 years. Finally he settled in the federal
authority for government Human Resources as a
storekeeper assistant in the support services sector.
On their part, the employees of FAHR expressed their
grief at the passing of Uncle “Abu Faisal” as he likes
to be called, asserting that he was always helpful
and lighthearted and has a vivacious personality,
and managed with his simplicity and spontaneity in
creating a working environment full of vigor, vitality
and humor.
The Federal Authority for Government Human
Resources (FAHR) has called on all independent
federal authorities under the Human Resource
Regulations; to provide it with some human resources
systems applied by them or the time frame that fits
these authorities for development and adoption.

«FAHR» holds a course
entitled “Training of Trainers”
Dubai, UAE Candidate City
The training program
As part of its commitment to develop the capacities of
human capital and hone its skills in order to achieve human
resources strategy in the federal government and the vision
of the UAE 2021, The department of human resources and
services in FAHR organized a special training program,
lasted for five days in Abu Dhabi and Dubai under the title
«Training of Trainers».
The program submitted by Namaa
Foundation targeted the officials of
Human Resources Department in
FAHR, and number of employees
from the federal government as the
program focused on understanding
and defining training systems and
training exercises, identifying
the characteristics and qualities
of trainers and their active role in
the training process that would
contribute to change the institutional
work system balance completely.
The program aims to create a new
row of speakers and individuals
who are able to transfer knowledge
and communicate positively, to
provide support for projects and
new programs at the level of the
federal government to serve the
performance, work to facilitate
the dissemination of cultures

and the exchange of knowledge
acquired, so as to ensure the overall
comprehension of projects’ goals.
The program addressed the
practice and identifying modern
applied practical training methods,
Presentation Skills, a mechanism to
deal with difficult situations faced
by the trainees, and how to use
modern training methods.”
The program highlighted the
mechanism of evaluation and
follow-up of trainees and measure
the return of training programs on
the performance of employees,
how to take true advantage of those
programs and evaluate the efficiency
of training, as the participants were
trained on the design of training
system that meets the needs of
employees, incorporates which
includes identifying training needs
for employees and their measurable
developmental goals which they
seek to be achieved within a
specified period of time.
The themes addressed by the
program are how to determine the
most influential presentation for
participants, patterns of trainees,
methods of dealing with questions
and comments, and the importance
of the use of modern training
techniques.

Khaled Issa, Chief Operating Officer at Juma Al Majid Group to “Human Resources”:
“Imtiazat” contributes to highlight the civilized
image of the state and achieve its vision for 2021
Mr. Khaled Issa, Chief Operating Officer of Juma
Al Majid Group stressed on the importance of
“Imtiazat” launched by FAHR recently, whereby
providing characteristic prices of nearly 83 thousand
employees working in the federal government, under
the partnership agreements signed by FAHR with
private sector companies.
He said in an interview with “Human Resources” that
the participation of Juma Al Majid Group represented
by “Hyundai” company for cars in the initiative
comes out of its keenness to appreciate and reward
the employees of ministries and federal authorities,
in view of the vital role they play at the level of
the federal government, which contributes to
highlight the civilized picture of the UAE and
achieve its vision for the year 2021.
Mr. Khaled Issa pointed out that the
officials of «Hyundai» since the signing
of the partnership agreement with FAHR
within “Imtiazat” initiative in October
2012 have witnessed a significant
increase in sales of the company
months after another, which reflects
the interest of the employees
of the Federal Government in
the initiative, and their extreme
motivation to take advantage of
discounts provided by the companies and
organizations signed with FAHR.

How do you see “Imtiazat” initiative
and its importance from your point
of view for the employees of the
federal government?
Based on the vital role played by the
employees of ministries and federal
authorities; “Imtiazat “ initiative
comes as a kind of gratitude and
recognition of this role, as well as to
stimulate the employee to improve his
duty to the fullest in order to highlight
the civilized image of the United Arab
Emirates (UAE).

What is your assessment of the
existing cooperation with the

Have you noticed any change in the
volume of sales of Hyundai after
the signing of the agreement as an
indicator of the size of the federal
government employees’ benefit
from “Imtiazat”?
In the light of the philosophy adopted
by HE Juma Al Majid, chairman of
Group of Companies Juma Al Majid
since ancient times that the private
sector is an integral part of society,
and it is a major contributor to the
movement of social, cultural and
economic change at the state level.
We decided to spare no effort in
consolidating the Group relationship
with the Federal Authority for human
Resources, in an effort to keep up
with all-new, and give the opportunity
for creative ideas in line with the
movement of constant change and
development in the United Arab
Emirates (UAE).
The main objective of signing
this agreement was not achieving
immediate increase in sales volume,
but in general we have succeeded in
reaching a segment of customers for
as long as we seek to reach, and we
are satisfied with the results of this
agreement. In addition to the increase
that we have seen in the volume of
sales, the unique experience and
expertise has founded a mutual and

Held a number of important and sensitive positions in
private companies and government institutions in the
United States of America, and finally he settled it in
as the President of JP Morgan Chase bank, one of the
biggest four banks in America.
He is the Greek American
businessman
“Jamie
Dimon,”
who was born in New York in
1956, “ Dimon” has joined “Tufts”
University majoring in the field of
psychology and economics, and
during this period, he learned from
his father and grandfather about
brokerage and speculation in the
stock market.
After graduating, he worked in the
field of management consulting for
two years, but the work did not live
up to him, he decided to leave and
joined the University of “Harvard”
specialized in economics to complete
graduate studies, and during that
period he joined the company,
“Goldman Sachs” famous for
banking investment and securities.
In 1982, “ Dimon “ earned his

namely the giant “City Group “,
and the case has been for what it is

decided to join “Bank One” in
2000, which is the fifth largest bank
in America and became its chief
executive, he remained on duty until
it was decided to merge his Bank to
the giant “JP Morgan Chase” Bank,

of the operating sector in the bank,
and with his experience; he was
able to held the position of Chief
Executive Officer of the Bank in
2005, and a year later “Dimon” was
chosen to serve as President of the
Board of Directors of the Bank.
In 2011, “Dimon” topped on the
throne of the list of bank the highest
paid chiefs executives in the United
States, as he earned an annual salary
of $ 23 million.

FAHR calls on federal authorities to nominate their
employees to Master’s Program on Public Administration
The
Federal
Authority
for
Government Human Resources
(FAHR) has urged, in a circular
issued recently, all ministries and
federal bodies to nominate qualified
employees to pursue a master’s level
program in Public Administration,
launched by College Mohammed
Bin Rashid School of Government
for the academic year 2013 -2014.
The program offers high-quality
academic education covering a
range of specialties that help develop
the skills of aspiring leaders and
promote the Government employees’
competencies and performance
excellence.
According to the circular, the College
announced a 50% tuition scholarship
for Federal Government employees
attending the Program. This comes

between FAHR and Mohammed Bin
Rashid School of Government, and

Training Partners, FAHR intends
to launch in early next October, in

1. Performance of an employee shall be measured as
per the system of performance management issued
by the Cabinet as per the proposal of the Authority.
The system shall, in particular determine as under:A.
Fundamentals, principles and standard of
measurement of performance of an employee;

periodical annual allowance of the employee
is payable;
C.
Standard of performance required for
promotion;

Procedures of complaint against results of

transfer or delete any public and personal information except
in the context of exercising their duties, or as permitted by law

circumstances occur, public servants should notify the
competent official authority, whether such information relates
to their own workplace or that of a third party.
Public servants should not collect personal information except
that which is necessary for legal purposes and is related to the
work or activity of the entity.
Public servants must take measures, wherever possible and as
circumstances may require, to provide any individuals whose
information is collected with the name of the official(s) to
whom this information will be submitted.
Public servants must take all necessary precautionary and
security measures to ensure the protection of personal
information, according to the relevant circumstances, and
to protect against loss, access, use, modification, disclosure
(unless authorized by senior officials), or any other form of
misuse of such information.
Public servants must store personal information in a manner
that allows easy and immediate access. Individuals whose
personal information is collected may obtain a copy of this
information, and this information may be corrected if it is
found to be erroneous.
Public servants shall be committed, even after leaving public
service, to the confidentiality of any classified official or
personal information, unless disclosure is expressly permitted
by law or job standards or were confidential in nature. Public
servants shall also hand over all property and belongings to
their place of work (documents / files / tapes / CDs / etc.).
