New Bakery Opens in Spillville

As crowds of people bustled in
to Taylor Made B&B for the open
house of Shirley’s Bakery they were
met with wisps of tantalizing smells
in the air Wednesday evening, October 28 in Spillville. Shirley and
John Mikota, along with volunteers
and daughter-in-law Chevron, were
busy filling platters of scrumptious
delicacies at different tables in three
rooms. Christmas cookies, chocolate candies, breads, pies and more
were on the sampling tables. They
had lots of their goodies for sale
that night, but normally you need to
preorder the baked goods to ensure
freshness and quality. Don’t worry if
you missed the fun, Shirley is donating cookies for the refreshment table
during Spillville Library Vendor Fair
Sunday afternoon, November 22
from 1 to 4 p.m. Sherry Bouska is
also donating some of her kolaches
for the event as well. Both are asked
to provide pre-order forms.
The bakery is a preorder business
inside of the owners Taylor Made
B&B in Spillville, mainly taking preorders during their off season from
November to April. Shirley says,
“For the next few months, no need to
stand in the kitchen all day, pre-order
your holiday baking today!”
And why not? The baked goods
are delicious and the price is very
reasonable! Plus, this year you
won’t have to clean up the kitchen
if Shirley does the baking! Spritz
assorted Christmas cookies come
in a box with 50 cookies for $5. Another favorite are the lemon thumbprint cookies come in a box of two

The annual Veterans and
Auxiliary Appreciation Ceremony was held at Turkey
Valley this past Wednesday,
November 11th. Sixth graders hosted the event with help
from teachers Dan Stepan and
Evie Milbrandt. In attendance
were 52 veterans, 32 auxiliary
members, three Sons of the
American Legion and nine
Junior Auxiliary members.
Veterans and Auxiliary members came from the surrounding communities of St. Lucas,
Protivin, Lawler, Fort Atkinson and Waucoma, as well as
Spillville, Cresco, Clermont,
Calmar and Decorah. Sixth
grade students performed the
song Thank You, Soldiers for
the many guests, while high
schooler choir members led
the community with the National Anthem. Speaker for
the day was sixth grader Dale
Schwamman, son of Jay and
Mary of Fort Atkinson. Dale
spoke of his opportunity to
participate with the Veteran
Honor Flight program that his
father and great-uncle Myles Kupka shared. Dale also
shared Myles’ story as well as
those of Dennis Boyer, Norbert Shileny and Bill Hurd.

Pre-Employment Strategies Students Gain
Knowledge from Local Business Leaders
Turkey Valley has required a class
called Senior Careers for all high
school seniors to participate in since
the mid 1990s. It was created by former instructors Pat Sheridan, Patty
O’Hollearn, Mary Jo Hangartner and
Janet Carspecken in an effort to give
students an upper-hand in the world
of employment as they left the halls
of Turkey Valley. The class recently
received dual credit status through
Northeast Iowa Community College
and is now called Pre-Employment
Strategies and continues to incorporate the skills of resume writing,
interviewing skills, business letter
writing, workplace issues, scholarship application and presentation
skills, as well as for the first time
this year, adding the National Career Readiness Certificate. As part of
this class students attend an etiquette
luncheon where they spend an hour
and a half working through the finer
skills of dining as if on a business interview. Students participate in a day
of mock interviews with local business people and have multiple speakers from throughout the area sharing
real world helpful hints as they prepare for life beyond Turkey Valley.

Palmerʼs Cider Making
Steeped in Family Tradition

Steeped in family tradition, the
antique cider press was rolled out
again this fall as neighbors, family
and friends gathered to pick apples
and make apple cider on the Palmer
homestead by Castalia.
Alice Linderbaum Palmer proudly explains the tradition. “The cider
press was purchased by my grandfather, Charles F. Linderbaum, Sr.
The (cider) press dates to 1880s
but we’re not exactly sure when he
bought it. He died in 1962 at age 83.
The Linderbaum family tradition of
making apple cider goes back to my
grandfather. There was a large orchard where our orchard stands and
they made fresh cider as well as hard
cider. Our best apple is from a tree
that Grandpa planted. We don’t know
the name, but it is a harvest apple that
needs a hard frost to make it sweet.
We now add delicious apples for a
nice juice. To can the cider, I like to
let it stand overnight--impurities settle to the bottom. I bring it to a boil
(skimming off any foam) and pour
into sterilized jars. I cold pack for ten
minutes.”
The crew this year was Jim Sr.
and Alice Palmer and their son Jim
Jr. and wife Caite Palmer who now
live on the homestead, with help
from Jake Holthaus and Sarah Olson
who picked apples (Sarah climbed
the trees and shook many of the apples out for the crew as well); Jake
Holthaus, Kevin Meyer, Jen Zweibohmer and her sons Alex Zweibohmer and Dalton Harvey helped
with pressing. Also attending were
Chris Hackman, Heidi Cook and
Matt Linderbaum with his children
Katie and Will. The work was worth
it as they tasted the fruit of their labor
realizing they had best, fresh apple
cider that had the sweet taste of delicious apples blended in. Everyone
was invited to bring home a jar of
apple cider as they left.
Just like the pioneers, Palmer’s
opened their home and celebrated
the fall harvest with their community, family and friends, making priceless memories to cherish and to pass
down to another generation.

Also the B&B will be on the “Magic
of Christmas” home tours the first
weekend in December.
It didn’t take long for new owner
Shirley Mikota to step into the role of
the former B&B owner, the late Clarabelle Taylor, and start taking baking
orders. Shirley got the love of baking from her Grandma Callen, who
was also a 4-H teacher. One of the
most popular breads Shirley makes
is the onion bread and the recipe was
handed down to Shirley from that
same grandmother.
Clarabelle Taylor’s legacy lives
on as Shirley and John Mikota from
Twin Falls, Idaho reopened Taylor Made Bed and Breakfast at 330
South Main Street and now Shirley’s
Bakery as well.
Also for John Mikota, it was coming home to his Czech heritage. A
few years ago, John researched his
family tree and found that many of
his Mikota descendants settled in
Spillville in 1854. Now the couple
have settled in this quaint community and enjoy getting to know the
residents and visitors to their B&B.

This is a weekly feature highlighting some of Iowa’s unsolved homicides in the hopes that it
will lead to new tips and potentially help solve cases. The project is a partnership between this
newspaper and other members of the Iowa Newspaper Association.
On the evening of Nov. 21, 1995 Martha Erickson, 47, was murdered while
on her way to a dance. Her body was
discovered the following day in Avon
Lake’s shallow water. She had been
beaten and stabbed. Police say the body
offered few clues due to time spent in
the water, and that they couldn’t even
say for sure whether Erickson had been
sexually assaulted.

their demons, and often attended Alcoholics Anonymous meetings even
though she wasn’t an alcoholic.
After Erickson’s death, it was discovered that she was an acquaintance
of two other murdered women: Susan
Kersten, whose severely burned body
had been found two months earlier
near Iowa City; and Donna Lee Marshall, who was found shot in the head
in her home in Bon Aire Mobile Home
Lodge in Iowa City in January 1996.
But the investigation into the acquaintance of all three women yielded nothing substantial.

is an active senior. Not
only does she excel in the
classroom and athletics,
but she also helps by

as class officer, helping represent her classmates at Turkey
Valley. Balk also volunteers her help with the Turkey Valley
Girl Scout Troop and teaches Generations of Faith at her
church. Her brilliant smile and positive attitude help her fellow
classmates and teachers enjoy their days. She is helpful and
kind to everyone that she meets. Elementary students look up
to Kennedy and many thrive to be like her some day.”
She is in student senate, is involved with volleyball, drama
and track, is a basketball cheerleader, and is active in TATU,
Wellness Club, golf, food and fitness and the Puppet Pals
Musical.

To The Editor:
Turkey Valley parents, you have reason to be SO proud! On Veteran’s Day,
along with Veterans and other Auxiliary members, I was greeted by students
at the door, escorted by a nice, young man (thank you Rolin), and invited to
a reception prepared and served by the Family Consumer Science students...
and they served a bunch of us!!!
Following an IMPRESSIVE parade of the colors by all local units, we
were welcomed again, joined in the National Anthem, and were recipients
of a motivating talk by a dynamic student speaker, Dale Schwamman. Students prepared a very professional video of all communities involved; which
included accompaniment music by their own 6th grade and Chamber Choir.
This is where the lump in my throat turned to tears in my eyes.
We were individually recognized and thanked; and attention was given to
those currently serving in the United States and in foreign lands. The entire
student body, staff, and administration of Turkey Valley carried out the mission of the Auxiliary very well... “In the spirit of service, not self, our mission is to support the Legion and to honor the sacrifice of those who serve by
enhancing the lives of our veterans, military, and their families, both at home
and abroad.”
One can see there is great teaching and learning going on at Turkey Valley
School and in the homes of these students. Through the guidance of Mr.

Linus Kriener
Linus Kriener, 88, of Fort Atkinson and Protivin, died Thursday, November 5, 2015 at the New Hampton Nursing and Rehab Center in New Hampton.
Mass of Christian Burial was
held on Saturday, November 14, at
10 a.m. at St. Luke’s Catholic Church
in St. Lucas with Father Nick March
as the officiant. Interment was in
the church cemetery with Military

was in charge of the arrangements.
Linus Nick Kriener was born on
May 4, 1927, on the family farm
southwest of Fort Atkinson, the son
of Peter and Mary (Kuennen) Kriener. Linus attended St. Luke’s Catholic School and graduated in 1941.
He served proudly in the United
States Army from July 1954 to 1956.
He especially enjoyed his tour in
1927 - 2015

Linus lived in the Fort Atkinson/
Protivin area his entire life. He always encouraged his brothers to get out
in the spring and plant and was there to help harvest in the fall, driving the
grain cart. Linus enjoyed fishing and fixing any and all electronic devices
and machinery. He was a great cook and an avid gardener, always planting his potatoes on Good Friday. Reading, playing cards and engaging in a
good conversation about his German heritage or the past, always put a smile
on his face and a twinkle in his blue eyes. Linus believed in hard work and
saving for a rainy day. He loved and appreciated all phone calls and visits by
friends and relatives, especially in recent years after moving to New Hampton. While a resident at Kensington Assisted Living, Linus took great pride
in leading the rosary with a group of friends. He continued to pray faithfully
each day. Linus was blessed to be cared for by family and friends and the
very compassionate staff at New Hampton Nursing Home and Rehabilitation. His stories made long days short, and his great knowledge of spices and
their medicinal purposes were years ahead of his time. Linus never had a
harsh word for others and truly saw the blessings in each new day. He was a
member of St. Luke’s Catholic Church and Rosary Society, the Huber Steffes
American Legion Post #672 and the Turkey River VFW Post #3902.
Linus is survived by two sisters, Anita Busta, Fort Atkinson and Eleanor
Mracek, Protivin; four brothers, Conrad (Kathleen) Kriener, Peter (Diane)
Kriener and Jerome (Madonna) Kriener, all of Fort Atkinson and Herman
(Greta) Kriener, Decorah; sisters-in-law, Anastasia Kriener and Rosemary
Kriener of Fort Atkinson, along with many nieces, nephews, great-nieces
and great-nephews.
Linus was preceded in death by his parents, Peter and Mary Kriener; five
brothers, Cyril, Francis, Ignatius, Leo and Lawrence in infancy; brothersand sister-in-law, Reuben Mracek, Godlove Busta and Pauline Kriener; one
niece, Annette Kriener and two nephews, Alan Kriener and Peter Kriener,
Jr. Until we meet again.

This is the time of year when you
might have more family around. The
following recipes might give you
some ideas of what to serve visiting
family.
Hawaiian Meatballs
From Kris Wilgenbusch
½ tsp. cumin
½ tsp. dried cilantro
1 tsp. minced garlic
2 c. squash or pumpkin puree.
rice. Top with additional chopped
pineapple (optional).
Meatballs:
1 c. panko breadcrumbs
¼ tsp. ground allspice
2 tsp. worcestershire sauce
¾ pound ground beef
1 large egg
1 tsp. garlic powder
Salt and pepper
½ c. milk
½ pound ground pork
Crescent Beef Stroganoff
From Sue Day
1, 8 oz. package refrigerated crescent rolls
1 lb. lean ground beef
½ c. chopped onion
8 oz. sliced mushrooms
Salt and pepper to taste
½ tsp. paprika
8 oz. sour cream
½ to 1 C. shredded mild cheddar
cheese
Hawaiian glaze:
½ c. soy sauce
1 T. honey
1 c. fresh pineapple, finely diced
1 tsp. freshly grated ginger
½ tsp. ground cinnamon
1 T. sesame seeds
¼ c. brown sugar
½ c. water
2 T. cider vinegar
¼ tsp. ground nutmeg
2 T. corn starch
Additional chopped
fresh pineapple (for serving)
1 or 2 cups of brown rice
(for serving)
Meatballs: Mix all meatball ingredients gently with hands. Cover large
baking sheet with foil. Roll meat into
1-inch balls and arrange a couple of
inches apart on sheet. Bake at 375
until cooked through, 15-20 minutes.
Hawaiian glaze: In saucepan, heat
all ingredients, except corn starch
and seeds, on medium heat. Bring
to boil and lower to simmer. Then
whisk in corn starch, cook 5 minutes
while stirring. Add sesame seeds and
cook additional minute. Combine
meatballs with glaze and serve over
Unroll crescent roll dough; press
into the bottom of an ungreased
13x9x2-inch baking pan to form a
thin crust. In a skillet, brown beef
with onion and mushrooms; season
with salt, pepper and paprika. Stir in
sour cream; spoon into the baking
dish. Sprinkle evenly with the shredded cheese. Bake at 375° for 25 to 30
minutes, or until crust is brown and
done. Cut into squares and serve.
Serves 6.
Spicy Chicken Soup
From Sue Day
2 c. chicken breasts, cooked and
diced
3 c. chicken broth
½ medium onion chopped
2 celery stalks, chopped
4, 15 oz. cans navy beans or northern beans, drained
1, 15 oz. can corn, drained
1 can Rotel tomatoes
2 c. tomato juice
Simmer chicken, broth, onion,
celery and seasonings. Add the
beans, corn, tomatoes and juice. Add
the squash puree. You may put in a
crock pot and cook on low for 3 to
4 hours.

Brussels Sprouts with Bacon
Rachel Ray
Kosher salt
4 cups (1 1/4 pounds) halved and
trimmed brussels sprouts
8 ounces slab bacon, diced
Freshly ground black pepper
Bring a large pot of salted water
to a boil. Blanch the brussels sprouts
in the boiling water for 2 to 3 minutes. Drain. Meanwhile, in a large
sauté pan, cook the bacon over medium heat until the fat has rendered out
and the bacon is crispy and brown,
6 to 7 minutes. Add the Brussels
sprouts to the pan in a single layer,
cut side down, and cook, without
stirring, until the sprouts are lightly
browned, about 3 minutes. Stir and
continue to cook until the sprouts are
browned on the other side, 2 minutes
more. Season with salt and pepper to
taste. Divide the bacon-sprout mixture among four plates and serve immediately.
Note: Here is another way to enjoy brussels sprouts. They can be
grated raw and added to a salad. Top
the salad with crunchy bacon.

I have friends who are early birds and see the sun come up every morning
and rejoice in its beauty. I have friends who are night owls, they marvel at the
beauty of the stars and moon. And both of these groups get totally messed up
when it is daylight savings time change!
One of the early birds confessed that getting up at 4 a.m. due to the time
change was a little disconcerting - she didn’t know what to do with her time.
She wanted to make cookies, but the recipe called for using the blender and
she did not want to wake her sleeping husband. She did her devotionals and
still it was too early to be doing the things she wanted to do. Getting up so
early was pointless. She went to bed at 8 p.m., tired.
The psalmist is reminding us that it is not so much the amount of time
and energy we put into a project that is important. It is the amount of prayer,
seeking wise council, and devotion to His plan that builds our ‘house’ and
protects our ‘city’. Recently, in a study I attended, the speakers challenged
us to think about how life was when Jesus was on the earth. There was great
tyranny with the Roman emperors, and the people lived under the ideal that
peace came through war. When Jesus came, He taught that peace comes from
forgiveness. What a difference there would be if we all lived by what Jesus
taught, even in this present time? What would our physical house (our mind,
spirit, and soul) look like? What would our cities look like? Remember, our
cities have churches in them. What impact are we, Christians, making on our
city through the principals that Jesus taught and exemplified?
The psalmist goes on to say that God gives rest to those He loves. We are
to find comfort, rest, revitalization in Him. He is not saying to not work, to
not plan; but to do these things with a purpose and a goal that is centered on
Him. You may feel that you do this, but I challenge you to view a news program with the eyes of Jesus - peace through forgiveness. We live in a violent,
turbulent time. But, God is speaking to us through the teachings of the Son,
that we are to overcome this world using His mighty weapons, not worldly
weapons, to knock down the strongholds of human reasoning, and to destroy
false arguments (2 Cor. 10:4 NLT).
Just imagine the house, the city, we could build using these words from
the psalmist and Paul. May we live by this simple phrase: Go forth, do good.

The project will be conducted on the outer edge
of the city limits of Fort Atkinson, located in Winneshiek County.
(g) Plans to minimize displacement of persons
and businesses resulting of funded activities;
There will be no displacement of persons and
businesses as a result of funded activities for the
water/sewer project.
(h) Plans to assist persons actually displaced;
There are no plans to displace any persons.
(i) The nature of the proposed activities;
The nature of the project is to assist the City of
Fort Atkinson with the improvement of their wastewater treatment system to comply with final ammonia and E. coli limits.
Mayor Herold asked if there were any other comments, oral or written to be made. There were
none so Mayor Herold announced the public hearing closed.
Tom Madden presented contractor payment #2
for the lift station project. Madden noted the project is pretty much finished and was within the estimated budget. He also updated the Mayor and
Council on the work being done on the water treatment facility project.
Elsbernd made a motion approving Payment #2 to Blazek Corporation in the amount of
$114,920.46 for the work performed on the Influent Lift Station Modification Project, seconded by
Glass, carried.
Greg Barta reported the landscaping at the lift
station has been completed. Barta also discussed
the city’s maintenance issues involved with the
city’s main well and the problems with the second
well.
Motion by Glass to approve the following consent
items: October 7, 2015 council minutes, clerk’s
reports, and monthly bills, seconded by Schmitt,
carried.
Council Member Schneiter introduced Resolution
#275, a resolution to fix a date for a public hearing
on a proposal to enter into a Sewer Revenue Loan
and Disbursement Agreement and to borrow money thereunder in a principal amount not to exceed
$85,000, seconded by Council Member Karnik;
After due consideration thereof by the Council,
the Mayor put the question upon the adoption of
the said resolution and the roll being called, the
following named Council Members voted:
Ayes: Glass, Karnik, Elsbernd, Schneiter,
Schmitt.
Nays: None.
Whereupon, the Mayor declared the resolution
duly adopted.
Elsbernd made a motion introducing Resolution
#276, a resolution, whereas the Fort Atkinson City
Council authorizes the submission of a CDBG Water/Sewer application to the Iowa Economic Development Authority, seconded by Glass.
Whereupon the Mayor put the question upon the
motion and the following named Council Members
voted:
Ayes: Glass, Karnik, Elsbernd, Schneiter,
Schmitt.
Nays: None.
Whereupon, the Mayor declared the resolution
duly adopted.

Call to Order & Determination of Quorum:
The Winneshiek County Area Solid Waste Agency meeting was called to order by Chairperson
Dave Pahlas at 7:00 p.m. on Monday, November
9, 2015 in the large courtroom at the Winneshiek
County Courthouse. Voting members present
were John Beard, Don DiLaura, Keith Frana,
John Logsdon, Ron Ludeking, Leon Kipp, and
Dennis Wilkins. A quorum was determined by the
chairperson. Also present were AECOM engineer
Chris Oelkers, Clayton County supervisor Gary
Bowden, Winneshiek County Recycling manager
Terry Buenzow, and landfill manager T.J. Schissel.
Approval of Minutes & Agenda:
Moved by Logsdon, seconded by Wilkins, to approve the meeting minutes of 10/12/15. All voting
approved.

Landfill Manager’s Report
1. On October 2 the road department drilled post
holes for gates.
2. Winter cover dirt hauling began on October 7.
3. On October 19 we began measuring our own
water and leachate levels.
4. Work was done to the A35D off road truck on
October 26.
5. The excavator was loaned to the road department on October 30.
6. Total precipitation since October 1 was 1.20
inches of rain.
Engineer’s Report
1. Discussed water sampling.
2. Item 6.4-2016 Construction Project. Chris
Oelker’s gave a detailed explanation of the construction options for 2016. A final decision on
which to choose will be made at the December
8, 2015 meeting. Moved by Frana, seconded by
DiLaura, to accept the engineer’s material recommendations for the 2016 construction project and
authorize the agency chairperson to sign a purchase agreement for Tire Derived Aggregate. All
voting approved.
Other Business:
1. Item 6.5-A35D Off-Road Truck. T.J. Schissel
discussed mechanical issues with the A35D Off-
Road Truck and possible options to correct them.
2. Item 6.6-Approve Corporate Resolution for
Signers. Moved by Logsdon, seconded by Kipp,
to authorize agency officers and the landfill manager to sign documents. They are as follows:

Absent: None.
Mayor Paul Herold called the meeting to order
at 6:30 p.m.
Mayor Herold announced the public hearing for
the proposed sewer facility improvement project
and submittal of an application for a Community
Development Block Grant to assist in funding the
project was open. Casey Mai from Upper Explorerland Regional Planning Commission proceeded
to read the following points relating to the project:
(a) How the need for the activity was identified;
The City’s wastewater treatment plant, as currently constructed and operating, has historically
shown that it cannot meet the proposed limits.
The current National Pollutant Discharge Elimination System Permit (NPDES) issued on June 1,
2014, contains a compliance schedule requiring
the City to comply with all water quality changes
that have affected the discharge limits by May 31,
2019. With the improvements to the city’s wastewater treatment plant, the lagoon system would
only discharge once a year, which would utilize
the ammonia resulting in compliance. An ultraviolet disinfection system will also be included in the
project to meet the water quality limits for E. Coli.
(b) How the proposed activities will be funded and
the sources of funds;
The proposed project will be funded by the CDBG
water/sewer funds in the amount of $300,000. The
local match portion will come from the City of Fort
Atkinson and SRF Funding.
(c) Date the CDBG application will be submitted;
The CDBG Water/Sewer application will be submitted on or before January 8th, 2016 to IEDA.
(d) Requested amount of federal funds;
The requested amount is $300,000.
(e) Estimated portion of federal funds that will
benefit low-and moderate-income persons;
54.79% of the population in the City of Fort Atkinson is low-and-moderate.

The Northern Lights Women’s
Chorale will present a concert on
Sunday, November 22, 2015 at
Decorah Lutheran Church. The concert will begin at 3:00 p.m., with the
doors opening at 2:30 p.m. This concert, entitled Down Thru the Ages,
will feature vocal selections by composers whose works continue to be
performed and appreciated, in some
cases, several hundred years later.
In the first half of the program, the
Northern Lights will sing music by
Leopold Mozart, (father of his more

concert will be organist Brad Schultz. Brad teaches Ear Training, Music
History, Class Piano, and applied Organ at Luther College in addition to
serving as musician for worship services in Luther’s Center for Faith and
Life. He holds the Master of Sacred
Music degree in Organ Performance
from Emory University in Atlanta,
and a Bachelor’s Degree from Luther
College.
This concert is free, however a
free will offering will be collected to
defray operating expenses of Northern Lights, a non-profit 501(3)(c)
corporation. All donations are tax
deductible and welcomed.

NOTICE OF PROPOSED ACTION TO INSTITUTE PROCEEDINGS TO ENTER INTO A
LOAN AND DISBURSEMENT AGREEMENT
IN A PRINCIPAL AMOUNT NOT TO EXCEED
$85,000 (SEWER REVENUE)
The City Council of the City of Fort Atkinson,
Iowa, will meet on December 1, 2015, at the
Library basement meeting room located at 302
3rd Street NW, in the City, at 6:30 o’clock p.m.,
for the purpose of instituting proceedings and
taking action to enter into a loan and disbursement agreement (the “Agreement”) and borrow money in a principal amount not to exceed
$85,000, for the purpose of paying the cost, to
that extent, of planning, designing, and constructing improvements to the Municipal Sanitary Sewer System (the “Utility”).
The Agreement will not constitute a general obligation of the City, nor will it be payable in any
manner by taxation, but, together with any addi-
tional obligations of the City as may be hereafter
issued and outstanding from time to time ranking on a parity therewith, will be payable solely
and only from the Net Revenues of the Utility.
At the aforementioned time and place, oral or
written objections may be filed or made to the
proposal to enter into the Agreement. After receiving objections, the City may determine to
enter into the Agreement, in which case, the decision will be final unless appealed to the District
Court within fifteen (15) days thereafter.

The Board of Supervisors met at 9:30 a.m. on
November 2, 2015 with all members present.
Lee Bjerke, county Engineer, met with the
Board to discuss road matters.
Barb Schroeder, county Conservation Director, met with the Board to discuss the repairs
to Lake Meyer and other Conservation matters.
Tessa Willie, ERASE Coalition, met with the
Board to present a proclamation for November
15th – 21st to be declared Tobacco Awareness
Week in Winneshiek County. Moved by Beard
and seconded by Ashbacher to make the proclamation. Motion carried unanimously.
Andy Nelson, representing Betty Davie and her
siblings, met with the Board to discuss a small
piece of land in section 3 of Highland Township.
The land in question has always been assumed
to be included with land they own in section 10,
but the records indicate that there may be a discrepancy between the deed on file and a plat of
the parcel. They asked the County to quit claim
the County’s interest (if any) to them. The Board
will ask the county Attorney to review the issue.

to sign the agreement with Upper Explorerland
Regional Planning Commission to prepare
the Low to Moderate Income survey of the
Frankville Water District at a cost of $500. Motion carried unanimously.
Moved by Kuhn and seconded by Beard to sign
the second addendum to the lease with Northeast Iowa Community Action Corporation to allow the installation of solar panels on the land
they lease for the benefit of disabled or other low
income persons. Motion carried unanimously.

The Board of Supervisors met at 9:30 a.m. on
October 26, 2015 with all members present.
Brian Huinker, Midwest Group Benefits, met
with the Board to talk about insurance options
for the next fiscal year.
Lee Bjerke, county Engineer, met with the
Board to discuss road matters.
Moved by Kuhn and seconded by Beard to enter into agreement 13314-01 for the bank stabilization on Scenic River Road. Motion carried
unanimously.
Andy Van Der Maaten, county Attorney, met
with the Board to discuss county issues.
Moved by Beard and seconded by Kuhn to
authorize the pay estimate number one for the
Frankville Water District and the change order
with Volkens Excavating. Motion carried unanimously.
Moved by Thompson and seconded by Beard
to approve the consent agenda which includes
the minutes of the last meeting, the claims filed
with the Board, accept and file the annual financial statement of the Winneshiek Medical
Center, the Class C Native Wine permit for Winneshiek Wildberry Winery, and the fireworks
permit for Kevin and Sue Schrage. Motion carried unanimously.
The Board reviewed the findings of the Administrative Law Judge in regards to the Prohibitive
Practice Complaint regarding the changes in the
insurance plans and rates. Moved by Thompson
and seconded by Beard to authorize the payments as outlined in the findings. Motion carried
unanimously.

The Turkey Valley School Board met in regular session on Monday, November 9, 2015. The
meeting was held in the elementary media center at Turkey Valley School, Jackson Junction,
lA. Ernie Schmitt called the meeting to order at
7:00 p.m. The following Board Directors answered roll call: Jody Steinlage, Leon Shatek,
Brenda Mueterthies, Don Blazek Jr. and Ernie

Moved by Leon Shatek and seconded by Don
Blazek Jr. to approve the agenda as presented.
Carried unanimously.
Moved by Jody Steinlage and seconded by
Don Blazek Jr. to approve the consent agenda
items as presented including minutes from the
regular board meeting on October 12, 2015,
Special Meeting, October 29, 2015 and Closed
Session, November 3, 2015. Resignations:
Tammie Luzum, preschool associate and Kandice Stenseth, preschool associate. Appointments (Pending verification of certification and
licensure): Spencer Bruess and Brady Kuennen
as volunteer asst. boys basketball coaches for

President Ernie Schmitt welcomed the senior
career students. They introduced themselves
and stayed to observe the meeting.
No Spotlight on Education this month.
Mr. Goltz shared his email correspondence
with Mr. Seigel in regards to the upward/downward adjustment request. Mr. Goltz will reply to
Mr. Seigel as to what our next step is to “fix” this
discrepancy.
The Resolution to change the method of election was tabled until December.
Mr. Amoroso presented information to the
board. Phase II- on Friday, Nov. 6 (no school
day) Mr. Amoroso and contractors went over
the substantial completion list. Phase Ill -Moved
by Leon and seconded by Don Blazek Jr. to approve the design of Phase Ill to be completed
and it will be submitted to the Board at the December board meeting. Chiller- The Board will
not go with the chiller option at this time. Carried
unanimously.
Agenda item, Kitchen Steamer, was moved
up to this spot on the agenda because Diane
Shileny was available to present and answer
questions at this time. Moved by Don Blazek Jr.
and seconded by Jody Steinlage to have Ms.
Shileny seek bids for a new combination oven/
steamer unit. Recommended gas instead of
electric. There will be a special meeting to approve these bids. The current kitchen steamer
is currently not working and the kitchen staff
uses this item almost daily. The sooner the new
steamer and/or combo unit can be installed, the
better. Carried unanimously.

Blazek to approve the CTE (Career and Technology Education Advisory Committee) as presented. Thank you to Sue Busta and Pat Sheridan for their years of service on this committee.

Moved by Leon Shatek and seconded by Jody
Steinlage to approve the snow removal bid from
E and D Repair. The bid is for an “as needed”
snow removal agreement. If the custodial/maintenance staff of Turkey Valley can not remove
the snow in a timely manner, Turkey Valley will
contact E and D Repair for assistance. Yeas:

Moved by Don Blazek Jr. and seconded by
Jody Steinlage to approve the superintendent
sharing agreement with New Hampton CSD effective July 1, 2016. Carried unanimously.
Moved by Leon Shatek and seconded by
Brenda Mueterthies to approve a snow pusher
for $1950.00 minus the trade in of a Case 1816
skid loader with two buckets for $1200.00. Total cost of a Notch Model SP10 Snow Pusher
is $750.00. Also approved was a Genie 1930
Scissor Lift for $1000.00. from Cresco Building Service Inc. Original price was $3000.00
which Cresco Building Service reduced in price
in appreciation of past business. Carried unanimously.
The Board reviewed the Priority List. When
they have a close estimate of the cost for Phase
Ill, they will try to complete a few items on the
list. They will chose according to importance,
safety concerns and the cost of each project.
Moved by Don Blazek Jr. and seconded by
Brenda Mueterthies to approve the meal prices
as presented. The meal prices need to be raised
to be in compliance with the USDA Regulation.
The following prices will be effective January
2016: Lunch Prices: Grades PK-5 will be $2.20,
Grades 6-8 $2.50; Grades 9-12 $2.50 and Adult
Lunch will be $3.50. No change in breakfast or
extra milk prices. Carried unanimously.
Ms. Knoll congratulated the South Winn Cross
Country team, the TV Football team, and the TV
Volleyball team for all of their accomplishments.
Congratulations to these teams and coaches.
Teachers visiting Turkey Valley and the Turkey
Valley teachers that have had the chance to visit
other schools are having a nice experience and
appreciate this opportunity. Ms. Knoll is working on observations and evaluations. Mr. Chuck
Offenburger has been writing the Turkey of the
Year article and awarding the Turkey of the Year
to a worthy student for 35 years. He has contacted Turkey Valley and will no longer be doing this
article. Thank you so much to Mr. Offenburger
for his years of coverage and loyalty to Turkey
Valley. The Junior Class is looking at holding the
prom dance off site this spring. There were no
conferences numbers to report at this time.
All of the data that is required for the state reports has been gathered and submitted. Thanks
to all who help with this process. The TLC
committee reviewed the Teacher Leadership
Compensation Application. This will be first implemented in 16-17 school year. Mr. Goltz presented at the Department of Education’s public
hearing on the proposed Summer Literacy Program for Third Graders in Des Moines last week.
The Board talked about the Transportation Equity. If the transportation costs could be taken
out of a fund other than the general fund, that
would help many schools with finances and
budgeting.

December 14, 2015@ 7:00 p.m.

Klimesh Receives Academic All-State,
XC Teams Recognized for Academics
South Winneshiek senior RaeAnn Klimesh qualified for the 2015
Academic All-State Cross Country
Team. To qualify for this honor, a
runner needs to meet all four criteriamust be a senior, must qualify for the
State Meet or finish in the top 30 at
the State Qualifying Meet, must have
a cumulative GPA of at least 3.8 and
must have a composite ACT score of
at least 28.
“This is a tremendous accomplishment for RaeAnn as the criteria for
recognition are very high,” complimented Coach Kearney. “She should
be very proud of what she has accomplished as a student athlete, very few
kids receive this honor.”
Both of the cross country teams
qualified for academic honors as a
team.
The boys team earned the Academic Excellence Award from the
Iowa High School Athletic Association. Criteria for this award includes
a combined 1st quarter GPA of 3.03.24. This year’s team of 13 runners
had a GPA of 3.0. This is the 17th time
in the last 20 years the team has been
given this award.
The girls team qualified for the
Distinguished Academic Award by
meeting the criteria of a combined 1st

8 Trojans Picked for All-District Honors
Turkey Valley had a successful
2015 football season ending it in
the second round of playoffs. They
earned the #2 spot in their district
with just one loss and had eight play-
ers who earned All-District Team
spots.
1st Team honors included senior
Jacob Kuhn, defense and juniors
Cody Hackman, offense and Wyatt
Blazek, defense.
2nd Team selections were all offense and included juniors Nathan
Mueterthies and Kelby Reicks and
sophomore Will Einwalter.
All-District Honorable Mention
went to junior Evan Busta and sophomore Braeden Baumler.

they are also exceptional students,
which will serve them well in the future,” Kearney ended.

title along the way and had 12 players selected to this year’s All-District
team.

South Winn
Hanna Schmitt, a sophomore at South Winneshiek
High School and the daughter
of Greg and Sara Schmitt, is
this week’s South Winneshiek
Student of the Week. Hanna
has been nominated by FFA/
Ag teacher Melissa Brincks.
Brincks said, “Hanna is
a student who is down to
earth and very thoughtful and
considerate of others. Even
though she is only a sophomore she is an honor student
who is involved in college

classes and various school organizations. She is currently the
South Winneshiek FFA Co-Reporter, third place fruit salesman
and advanced to districts in her prepared “Creed Speaking” last
year. She works hard to consider others before herself.”
Hanna is involved in student government, the SODA leadership team and the FFA officer team. She is also involved with the
First Tech Challenge Team, is a football cheerleader and a member
of CFSR, Signs of Christ, Basic Training Youth Group and volunteers at Village Creek Bible Camp. She is involved in Girl Scouts
and is also a 4-H council member as well as a part of the upcoming
“Legally Blonde, the Musical”. In her spare time she enjoys riding
horses, drawing, traveling, and playing outdoors with her six siblings.
Hanna plans on working towards her Girls Scouts Gold Award, and her
FFA American Degree before she finishes high school. She would like
to earn a degree in engineering and work with animals in her future. She
is still undecided on where she wants to go to college.
