Pioneering Prevention
T
he Cancer Prevention Institute of California is ushering in a new wave
in the fight against cancer. Rather than focus on a cure, we’re at work
every day finding new ways to advance cancer prevention. To get in front
of cancer, we start by collecting information on all cancers in one of the most diverse
populations in the United States. Then, our scientists—the largest concentration in
the nation working exclusively on cancer prevention—use this resource to produce
cancer prevention research findings. As a result, our work has far-reaching impact,
influencing new state and national policies and, ultimately, different and improved
choices you can make to reduce your cancer risk.
We’re pioneers in the new field of cancer prevention, as you’ll see in this report.
But we can’t do it alone. The Cancer Prevention Institute of California needs your
help and we hope you’ll join us as we work to Get In Front of cancer.

S
ince 1974, the Cancer Prevention Institute of California
has been at the forefront of work that promises to make a
cancer diagnosis a thing of the past. While other research has
been focusing on trying to cure the disease, CPIC has been
leading unique innovations to enable cancer prevention.
Now, at a most critical time, when the lifetime risk of
developing cancer is as high as one in two, the reach of CPIC’s
work is extending as far as the nation’s capitol, influencing
public policies that enable you to reduce your cancer risk.
In addition to our unique assets such as our cancer registries,
Every Woman Counts call center, and community education
programs, our distinctive studies of breast cancer and of the
environment and cancer risk are some of our most innovative
approaches to cancer prevention.
It is a very exciting time to be a part of this work. With more
and more members of the community uniting to support our
work to Get In Front of cancer, we hope you’ll join us as we push
the frontiers of cancer prevention.

CPIC Greater Bay Area Cancer Registry staff are data information experts who collect and
code data on cancer cases for registries. This work contributes annually to the national
report on cancer and helps healthcare providers and health officials monitor and improve
cancer treatment, conduct research, and target cancer prevention and screening programs.
To encourage early detection of cancers, CPIC operates the
Cancer Detection Programs: Every Woman Counts Consumer
800 Number. CPIC refers qualifying low-income women to free
breast and cervical cancer screenings throughout California.

Making Prevention Public Policy
Cutting-edge cancer prevention research from CPIC
influenced new legislation in 2011 to help at-risk
groups reduce their exposure to harmful carcinogens.
Internationally reported skin cancer findings from
CPIC’s Christina Clarke, Ph.D., and colleagues suggest
that among young women
and adolescent girls,
those living in the most
affluent areas of California
are at the highest risk of
melanoma, likely due to the
cancer causing activities
of excessive sun exposure
and tanning bed use. This
research captured the
attention of California State
Senator Ted Lieu, who
quoted the findings and authored a first-of-its-kind
bill to ban minors under 18 years of age from using
tanning beds. The bill passed, and as of January 1, 2012,
California is the first state in the nation to ban teen
tanning bed use, aiding melanoma prevention efforts
in this age group.
Other CPIC research that led to policy action in
2011 focused on a vulnerable workplace population.
CPIC’s Thu Quach, Ph.D., and colleagues at Asian
Health Services, found that nail salon workers—
largely Vietnamese immigrants—are being exposed
to unsafe levels of toxic chemicals. In May, Dr. Quach
presented her findings to congressional staff in
Dr. Quach calls for a ban on dibutyl phthalate,
formaldehyde and toluene—chemicals used in
nail products that are often linked with cancer,
birth defects and developmental problems.
Washington, D.C., in support of the federal Safe
Cosmetics Act of 2011 to help ensure personal care
products are free of harmful ingredients. Dr. Quach and
other members of the California Healthy Nail Salon
Collaborative also released policy recommendations
and recommendations to reduce workers’ exposure to
hazardous substances on the job.
With melanoma rates rising and the nail salon
industry growing, especially in California, CPIC’s
leadership in these research areas is particularly critical
to protecting health.

On the Front Line
to End Breast Cancers
CPIC is a leader in developing
multifaceted approaches that
work to lower incidence of
breast cancers. Our scientists
were among the first to
point out that breast cancer
is not just one disease, and
they study it accordingly.
This helps us more clearly understand the risk factors
associated with specific breast cancer subtypes so
we can develop better-targeted prevention strategies.
CPIC cancer registry data contributed to an important
2011 report indicating that lifestyle characteristics once
thought to predict all breast cancers are actually only
predictive of hormone-sensitive breast cancers. This
means the risk factors for the more-difficult-to-treat
hormone insensitive (or “triple negative”) cancers
remain largely unknown. With our worldwide team of
research partners, CPIC is now on the case to better
understand triple-negative cancers.
“ER-positive” breast cancer tumors have
an estrogen receptor, meaning they can be
effectively treated with tamoxifen, which blocks
the cancer-stimulating estrogen. But that is
ineffective for other types, such as ER-negative,
HER-2, or triple-negative.
Understanding how the first decade and a half of
life affects cancer risk is a substantial missing link in
breast cancer research. In 2011, CPIC received significant
funding to zero in on the earliest possible precursors of
breast cancer by studying young and adolescent girls.
The five-year project, the LEGACY Girls Study, is led by
CPIC’s Esther John, Ph.D.
Also in 2011, Dr. John and colleagues at Stanford
University discovered that women without a mutation
in the BRCA1 or BRCA2 genes that run in their family
have a lower risk of developing breast cancer than what
scientists previously thought. “Women who fit this profile
no longer need to take extraordinary measures such as
mastectomies based on a mistaken belief,” said Dr. John.

Leading Research on
Environmental Causes of Cancer
CPIC is so committed to understanding how the
environment affects cancer risk that we have a specific
scientific group dedicated to this work. These CPIC
scientists investigate cancer risk factors not directly
inherited through genes. Their findings advance
knowledge of breast cancer, childhood leukemia,
childhood brain tumors, melanoma, endometrial cancer,

colorectal cancer, and the impact of occupational
exposures on worker health.
In 2011, we contributed our expertise on cancer
and the environment to an important national report
issued by the Institute of Medicine. Based on scientific
evidence, CPIC’s Peggy Reynolds, Ph.D., along with
14 scientists from around the country, determined
which environmental risk factors consistently show
an association with breast cancer, and recommended
directions for future research. The report that followed,
Researchers with CPIC’s Environmental
Research Group are combining studies of cancer
risk and community research with geographic
information systems that bring advanced spatial
analysis and graphic display abilities.
“Breast Cancer and the Environment: A Life Course
Approach,” made national news, communicating
information about environmental risk factors widely
and empowering women across the country to reduce
their risk of breast cancer.

Attracting National
Leaders in Science
Our innovative work in cancer
prevention and health disparity
research has attracted a senior
investigator from the National
Cancer Institute (NCI) to join
the CPIC team. Ann Hsing, Ph.D.,
moved from the NCI to become
Ann Hsing, Ph.D.
CPIC’s new Director of Research
in January. With over 20 years of experience and
leadership in the research of several cancers, Dr. Hsing
is an established international authority on molecular,
genetic, and environmental risk factors of cancer.
Particularly known for her work on prostate cancer, she
has authored nearly 200 scientific papers and is the
recipient of numerous national awards and honors.
Dr. Hsing is now leading CPIC’s team of 17 research
scientists to better understand the causes of cancer
and develop effective means of prevention across all
segments of the population. According to Dr. Hsing,
CPIC is the “heaven” for cancer prevention research
scientists. “It has all the parts we need to conduct and

Inspiring New Support
for Prevention
CPIC’s efforts to prevent cancer are particularly
appealing to people like Garen Scribner, a San Francisco
Ballet soloist and spokesperson for CPIC’s innovative
Get In Front campaign.
Representing a population
of young, healthy and active
people who have every
reason to want a cancerfree future, Garen says he
was shocked to learn that
as many as one in two
people will get cancer in

their lifetime. However, he
was immediately energized last year to learn about the
important cancer prevention work of CPIC. In memory of
his grandmother whom he lost to pancreatic cancer, he
supports CPIC’s Get In Front campaign.
The Get In Front campaign received an added boost
at the end of 2011 when an anonymous donor made
possible a first-ever matching gift challenge grant. The
matching challenge, which aimed to raise $25,000 in
new gifts from the community, exceeded its goal in
just a few short weeks and ultimately raised over
$66,000 for cancer prevention research and other
CPIC programs. In addition to many community
members joining the Get In Front cause, CPIC staff
matched the upswing in donor support through an
array of employee-led fundraising activities, including
a house concert, a swim-a-thon, and an office-wide
bake sale.

Reducing the Burden on Patients
CPIC brought the SF Bay Area community together
to focus on environmental cancer risk, in addition
to issues particularly relevant to breast cancer
patients and their families at CPIC’s 10th Annual
Allison Taylor Holbrook Breast Cancer Conference
on March 5, 2011. Initiated by Barbara Johnson
shortly after her own breast cancer diagnosis, the
annual conference has empowered more than 2,200
people with information and tools needed to make
more informed decisions about treatment, health
insurance and living with a diagnosis of breast cancer.
“In addition to having talented speakers and timely
topics, the conference provides an atmosphere of
accessibility and information exchange, as well as
peer and professional support. The speakers have
diverse backgrounds that match their clinical and
research expertise, and they speak in language the
public understands,” said Pam Priest Naeve, Director
of Community Education at CPIC.
