The Public Works and Police
Department request that the purchase be made through
Motorola a sole source provider who is capable of providing the hardware and software
that supports the City s existing vehicle s mobile and portable radios currently being
utilized in the field
Motorola has an agreement with local agencies to provide radio
and
software
that utilize a special SmartNet chip that allows for
equipment
communication between various agencies in the greater San Bernardino County area
Motorola is the only company capable of supplying radios that can meet this
specification Therefore staff requests approval to continue using Motorola as a sole
source provider
Public Works and Police
Department worked jointly with Finance staff on the equipment
purchase outlining the equipment needs for each vehicle and identifying the required
funding sources Staff recommends City Council authorize a purchase order to Motorola
Inc Highland CA for the purchase of City radio equipment for a total of 75 382 17 and

Judgment provides for appropriators i e cities and water agencies and the
production rights and or buy and sell stored groundwater in order to satisfy
groundwater replenishment obligations An agency incurs an obligation to replenish groundwater
when the amount of groundwater pumped in a given year exceeds the
agency s production rights

past the City has incurred a replenishment obligation and satisfied that obligation by
purchasing stored groundwater from other agencies
Presently the City has more collective
groundwater rights than it wiil utilize to satisfy its demand This is due primarily to recent conversion
of City acreage from agricultural to non agricultural use and the
corresponding transfer of associated
groundwater production rights to the City Because this acreage has not yet been developed it
currently has no water demand

amount that is equal to MWD s current

BACKGROUND
The
Highway Safety
Traffic Reduction
Air
and Port
Quality
Security Bond Act of 2006 approved by
November 7 2006 includes a program of funding for improvements
Funds apportioned to each city may be used for improvements to
transportation facilities that will assist in reducing local traffic congestion and further deterioration of
streets including
pavement rehabilitation and construction of necessary drainage improvements The

Chino
will
be
the recipient of approximately
1 3 million for two consecutive years An amount

dispose of
them in landfills
