Passion for serving Annual Report 2009 Dear friends in Christ, 2009 was a dynamic year for LSS. Through your support the mission moved forward. With a world still reeling in uncertainty, the ministries of LSS brought a steady, faithful and passionate message to those we serve. Your excellent support made a clear statement that we are here for the long haul and will not be deterred from our vision. You literally changed the world — one grace-filled life at a time. Some of our 2009 LSS highlights: We hit our budget targets. In this environment of reducing revenues and slowly recovering economy I am proud of the work our staff did to accomplish this. This year we made a strong investment in infrastructure enhancement and program efficiencies. That proactive move has left us in an incredibly strong place to face the years ahead. Many people were directly touched by the mission and ministry of LSS. This happened despite having reduced revenues by about $4 million under 2008. It was accomplished due to our restructure, strong leadership, dedicated staff and most importantly you. Your prayerful, volunteer and financial support is what made the mission hum and our service to make a critical impact in the lives of those who needed us. The mission of the agency has never been stronger. During these challenging times of capital and salary freezes, LSS continues to respond to the needs of our clients. Our staff have seemingly inexhaustible energy and passion and we should all be proud of their dedication. Your support of this most important work strengthens and builds our congregations and communities and literally is changing the world for the better. David N. Locations: LSS offers over 400 services at more than 250 sites in over 90 communities throughout Wisconsin and Upper Michigan. LSS has main offices in Waukesha, Appleton and Eau Claire, as well as an agency-wide office in Milwaukee and hub offices throughout Wisconsin and Upper Michigan. People Served: In 2009, LSS served through a variety of compassionate social services. Services are open to all, regardless of religious affiliation or background. Staff: 2,127 employees Ownership: LSS is owned by 500,000 Wisconsin and Upper Michigan Lutherans in more than 800 congregations in the Evangelical Lutheran Church in America (ELCA). Governance: LSS is governed by a Board of Directors, including representatives from business, health care, clergy and other sectors of the community in the two-state area. Budget: Operating budget for 2010 is $89.2 million. 4 Making CENTS with LSS financial counseling 2009 was a year of financial woes for many. Five years ago when Lutheran Social Services (LSS) of Wisconsin and Upper Michigan decided to offer financial counseling, it was clear that there was a need. The economic shifts in the last two years have only further cemented the need for credit and budget counseling. In 2009, LSS financial counseling served over 1,000 clients. Over 600 clients were provided with credit counseling and over 500 clients utilized bankruptcy counseling service. The financial counseling team helped over 200 clients create debt management plans to help them repay debts, with a goal to be debt-free within five years or less. Financial counseling supervisor Marsha Krivinchuk describes financial counseling as a check-up of sorts. “If you aren’t feeling well or having doubts about your health, you go to your doctor for a checkup. He or she gathers information and gives you good information in return,” explains Krivinchuk. “There is great relief in knowing your options with financial distress as well.” Financial crisis strikes across all income levels and all age groups, and can be brought on by life issues or economic changes. LSS Financial Counseling works with those who want to get their financial balance back and then build a better financial future. Through a partnership with LSS of Minnesota, and under the National Foundation for Credit Counseling (NFCC) umbrella, certified financial counselors provide free budget counseling, as well as debt management plans, credit report review, bankruptcy counseling, and educational information. These services are available by phone, face-to-face and through internet counseling. One recently married woman felt distress when her student loans came due. She and her husband came in and built a budget. The wife then put her credit card debt on a plan to pay it off within 48 months at lower interest rates. A year later when the husband’s job hours were reduced, he came back to create a Debt Management Plan on his credit debt also. The two are now halfway toward their goal of being free of credit debt, while saving for emergencies and paying down student loans. "Financial counseling with LSS helped me see I could get past this debt,” says one client. “It inspired me to cut spending." Another client, disabled with a home she owned outright but was losing to back taxes, could not manage her small income and was three years behind on property taxes. "LSS helped me figure out how to save my home from tax forfeiture,” she says. “Now I also have signed up with a representative payee to keep my finances in order for me. These are both wonderful services by staff who care." On a daily basis, LSS financial counselors give clients options for dealing with impacts of job loss, medical issues and disabilities or addictions, divorce or death, overspending, business failures, and effects of changes in creditor policies. In Wisconsin, the program operates out of the Superior office and does more than 50 percent of counseling sessions by phone, serving all of Wisconsin and 45 states. Licensing is underway so service will also be available to Michigan residents in 2010. The program has been funded in part by the United Way of SuperiorDouglas County, the Duluth-Superior Area Community Foundation and the LSS Foundation. 5 2009 people we served Addictions and Corrections • Services specifically designed to help people with addictions in their recovery journey and to move individuals out of the correctional system. Adoption and Foster Care • Finding forever families for children of all ages, faiths and backgrounds for more than 60 years. • Domestic, international, and special needs adoptions, as well as temporary and treatment foster care services. Children, Youth, and Family • Programs include child development services, child care, mental health services, family support services, runaway programs, sexual assault services, and more. • Includes Homme, a nationally-known treatment program for children and adolescents. Housing • Operates multiple subsidized housing apartment buildings, in cooperation with the U.S. Department of Housing and Urban Development. Older Adults • Innovative community-based and residential services to meet the needs of older adults and their family caregivers. Services include adult day services, early memory loss prevention, in-home support services, certified geriatric care management, counseling, and more. Persons with Disabilities • Serving more than 4,000 persons with disabilities, ranging from “round-the-clock” residential support to supervision within more independent living situations. Prison Ministries • Focuses on the relationships between families and incarcerated individuals to help them connect, enabling for a successful return to a responsible and accountable environment. Urban Ministries • Dedicated to alleviating the conditions associated with poverty, homelessness and disaster; and, builds partnerships to organize for change that will bring needed resources to communities. 6 In 2009, LSS served individuals within the community through a variety of compassionate services. The following is a breakdown of the primary clients served, as well as additional individuals impacted through the services and ministry of LSS. • Primary clients are individuals who are served on an ongoing or consistent basis in LSS programs. This may include a couple receiving counseling services, an adoptive family, or an individual in need of residential care services. During 2009, 30,276 primary clients were served in LSS programs.* • Oftentimes, family members and loved ones of primary clients will begin participating in services with a primary client or may receive some type of support services through LSS. This collateral contact may include a parent participating in services with a minor child or an adult child receiving support related to care giving of an elder parent. During 2009, 4,986 family members and loved ones of primary clients were served through LSS programs.* • Many programs offer assistance and opportunities to individuals within the community through brief encounter contacts. These services are typically very time limited and may include brief counseling sessions to victims of major disasters; one time counseling services to runaway youth; attendance at the Thompson Community Center, a center for older adults that offers a variety of resources, services, and socialization; or clothing distribution to individuals in need within the community. During 2009, there were a total of 83,273 individuals impacted through brief encounter contacts.* • Through presentations within the community, individuals are offered the opportunity to learn about LSS or to gather information about an identified topic. These presentations may be hosted by program staff or by the Church and Community Relations team at LSS and may include education about the agency or information about topics such as healthy parenting or the process of adoption. This would also include sermons and temple talks hosted by the Church and Community Relations team. During 2009, 42,296 individuals within communities of Wisconsin and Upper Michigan were impacted by presentations through LSS.* Serving our clients and our community would not be possible without the assistance of committed volunteers. Throughout 2009, 2,814 volunteers donated 41,862 hours of their time to LSS programs and to community and church events coordinated through the Church and Community Relations team. * Please note that while an effort is made to avoid duplications, the categories of collateral contacts, brief encounter contacts, and presentations may include duplications. When work, commitment, and pleasure all become one and you reach that deep well where passion lives, nothing is impossible. — Author unknown 7 STRUCK BY LOVE: Church partner touches the residents of BonnieView At Lutheran Social Services (LSS) of Wisconsin and Upper Michigan, our name, our mission and our theology of service flow directly from our close association with the Lutheran Church. The partnership between LSS and congregations stretches all the way back to the 1880s. From then until now, Lutherans have given tangible evidence that we are an active and alive church, hearing Christ’s call and truly caring for our neighbors. Only passions, great passions, can elevate the soul to great things. — Denis Diderot 8 Today, LSS is the social ministry arm of 500,000 Wisconsin and Upper Michigan Lutherans in over 800 congregations of the Evangelical Lutheran Church in America. Through LSS, the church reaches out to thousands of people annually to profoundly affect the course of their lives and to do together what individuals or congregations cannot readily do on their own. “Church partnerships are a vital part of our work at LSS,” says Steve Olson of LSS church & community relations. “So many of our programs have established great relationships with local churches and have reaped the rewards from generous donations, support and volunteers that the churches provide.” BonnieView, an LSS group home for three men with mental illness and disabilities, knows firsthand how essential church partnerships are. This past year, BonnieView staff have developed a meaningful relationship with Pastor Maurice Schaus and Pastor Kelly Taylor-Schaus, and members of Grace Lutheran Church in Ripon, Wis. The staff at BonnieView contacted the LSS Church Relations staff with the hopes of finding a church to help with items around the home or someone to reach out to in times of need. What they received from Grace Lutheran’s members has been so much more than that! Ideally the staff wanted the clients to have more socialization with others outside the home because they worried about the men becoming isolated as they are older clients. Grace Lutheran Church has played a vital role in not only providing weekly grocery shopping for the home, but in also welcoming the residents to sit with them at Sunday services. In addition, members from the congregation visit the home to play games and socialize with the clients. “We are excited about this relationship and its potential,” says Pastor Maurice.“The guys at BonnieView are so great, and to play games or chat with them is an easy way for our members to make a profound change in their lives — we are blessed to be a part of this.” “Grace Lutheran has been an amazing partner with us,” states Charlie Oppor, program staff member. “The relationships they are developing with the residents have been life changing for them. All of us are so grateful.” Paul, one of the clients, has really begun to shine because of this relationship with Grace Lutheran Church. For 37 years, he had been a resident of the Winnebago Mental Health Institution. During the three or four attempts to transition him into the community over the years, Paul would withdraw, and then literally destroy his living space in various group homes. After one or two weeks, other organizations would always send him back to the institution. Finally, as a “last-chance” effort, Paul was referred to BonnieView. That was eight years ago. Needless to say Paul has thrived since. He loves to draw and share his creations with others. As a thank you, Paul has displayed much of his work for the members of Grace Lutheran. Through art and this relationship with the congregation, Paul has become the model of polite, considerate behavior. Paul also used to chain smoke heavily, didn’t take care for himself and was overweight. About five months ago he quit smoking to lose weight. He is now smoke-free and has lost 70+ pounds. For his birthday, Paul wanted to celebrate his birthday and his accomplishment. Grace Lutheran, again, played a huge role in this and organized a gathering with the members from the congregation. Paul beamed all day! Paul was struck by love, by the warmth of the BonnieView employees, and now by the members of Grace Lutheran Church. Without the help of giving congregations in Wisconsin and Upper Michigan, stories like Paul’s would never be written. Your support of Lutheran Social Services helped assure that BonnieView could be up and running and staffed with the best people when Paul was ready for his dramatic change. Your generosity helps in so many ways. 9 2009 gift income Lives are being rescued, changed and saved through the ministry of Lutheran Social Services (LSS) of Wisconsin and Upper Michigan because of the generosity of those who have provided financial support. You may not be able to hear it personally, but there are people served across this two-state area who thank God everyday for your prayers and gifts of money in support of the work that has touched their lives. As St. Paul put it in his letter to the Corinthian followers of Christ, “This service that you perform is not only supplying the needs of God's people but is also overflowing in many expressions of thanks to God.” (2 Corinthians 9:12) Indeed, contributions for 2009 totaled nearly $1.9 Million (not including Gifts-In-Kind) toward a goal of $2.3 Million. Of the more than 3,000 gifts received, 691 gifts were from new sources and 604 gifts were from sources that had supported the ministry of LSS in the past but not in the previous year (2008). Of particular interest in what was a year of severe economic downturn, 30% of the gifts received were an increase over the previous year, while only 10% of our supporters reduced the size of their gifts. Gifts-In-Kind were strong in 2009 totaling nearly $500,000. The category of gifts-in-kind includes office, clinic and program space that was provided to LSS free of charge or at reduced cost, as well as clothing, furniture and other tangible items utilized in programs or provided directly to those in need. The 496 congregations of the Evangelical Lutheran Church in America that supported LSS in 2009 provided more than $805,000 in financial support toward the total amount of charitable gifts received, a slight decrease over the year before. This represents 61% participation by ELCA churches in Wisconsin and Upper Michigan compared to 81% participation in 2008. In addition to gifts given in support of current ministry, there were also $90,000 in gifts designated by donors for the endowment. In 2009 the LSS Foundation, Inc. distributed $2,128,000 in support of the nine lines of service offered through LSS. The Legacy Society grew in 2009 with the addition of 9 new members. Legacy Society members are those who have named LSS in their wills, estate plans or through the provision of deferred gifts such as Charitable Gift Annuities and Trusts. The total membership of the Legacy Society now stands at 144. In the midst of increased demand for ministry and diminishing resources from government programs and fees for services, the generosity of those who willingly give of time and treasure makes it possible for LSS to continue as a premier provider of services.
