James Madison Band Parents Organization
The Sudler Flag of Honor
he Sudler Flag of Honor is the nation’s most prestigious award for high
school bands. Awarded by The John Philip Sousa Foundation, the Sudler
Flag identifies and recognizes high school band programs internationally
that have “demonstrated particularly significant high standards of excellence in concert
activities over a period of several years.”
T
Application for the award requires that a band director has been incumbent in his or
her position for a period of at least seven years, the band program must demonstrate
high standards of excellence in concert programs, consistently superior ratings by
adjudicators in concert activities and a complete and balanced program of musical
activities, including concert, solo/ensemble, and marching areas. Ensembles must have
also performed at professional meetings of significance, as well as had individual student participation in district, state, and/or honors bands.
The James Madison High School band program Sudler Flag application portfolio
included:
• Concert programs covering ten years of Symphonic Band and Wind Symphony
performances.
• Adjudication sheets from festivals and competitions for the past ten years.
• Written recommendations from nationally recognized band directors and
adjudicators based on recent performances of the JMHS Wind Symphony.
• Programs from District and All-State Band events from the past ten years
highlighting James Madison High School student participation.
• Concert recordings of the JMHS Wind Symphony for the past two years.
• JMHS Marching Band history, achievements and competitions won.
• Comprehensive list of students who have received Superior Ratings at Solo/
Ensemble Festivals for the past ten years.
The Sudler Flag application portfolios and supporting documents and recordings are
evaluated by a twelve-person panel of high school band directors and college and
university conductors based upon the high standards established by The John Philip
Sousa Foundation.
Over the thirty-year history of the honor, only 70 high school bands have been chosen
to receive the Sudler Flag. The James Madison High School Band program is one of
three band programs to achieve this honor in 2012. Long recognized as one of the
premiere band programs in the United States, the James Madison program is being
awarded its second Sudler Flag, having first earned the award in 1989 under the
direction of Carl J. Bianchi. James Madison High School is one of only five schools in
the history of the Sudler Flag to have been awarded the flag twice.
ongratulations to the James Madison High School Band on receiving the Sudler Flag of
Honor in 2012. This is an extraordinary accomplishment. The James Madison High
School Band Parent Organization would like to commend Director Michael Hackbarth
for his years of dedication. His leadership, vision and endless energy are the reasons the James
Madison Band program is receiving this honor tonight. Thank you, Mr. Hackbarth, for guiding
over 1,000 James Madison band students over the past ten years and instilling in them a love
of music, a desire to be the very best, and the knowledge that through hard work, anything is
possible. As parents, we know these lessons will remain with our children forever.
C
The Band Parents would also like to thank the James Madison High School administration for its
support of the arts without which this concert and ceremony would not be taking place. Finally,
we would be remiss if we did not also thank the Vienna community for its generous support of
the program through Tag Day donations and attendance at Tiny Tots and other concerts. Without the support of our community, this flag would not have made its way to James Madison High
School for the second time in school history! James Madison High School Band, you are indeed
“The Pride of Vienna” and the pride of your parents, friends and families.

Sponsor of the Sudler Foundation
Louis Sudler (1903-1992) was the rare combination of successful businessman,
performing artist, and nationally known patron of the arts. He was the founder of
the Chicago real estate firm Sudler and Company. His urge for achievement in the
business world was equaled only by his intense desire to assist and inspire talented
young musicians. Mr. Sudler appeared nationally as a soloist in concert, oratorio, with
symphony orchestras, with concert bands, at functions honoring five United States
presidents, and as a recording artist. A baritone, he was a member of the Chicago
Civic Opera.

Under Mr. Hackbarth’s direction, the Madison band program continues its long tradition of
excellence. The Wind Symphony has earned superior ratings at all adjudicated events since his
arrival and performed at the National Concert Band Festival in 2003 and in 2008. The JMHS
Wind Symphony was the featured performing ensemble at the 2005 Virginia Music Educator’s
state conference. The “Pride of Vienna” Marching Band consistently receives superior ratings
and numerous awards for its performances. The marching band is a five-time Bands of America
Regional Finalist – most recently the third place finalist at the 2011 North Huntingdon Regional
and the fourth place finalist at the 2011 Towson University Regional. The JMHS band program
has been named a Commonwealth of Virginia Honor Band ten times since Mr. Hackbarth’s arrival.

Carl J. Bianchi
Carl “Jeff” Bianchi retired as the director of bands at James Madison High
School in 1997 after serving Fairfax County for 29 years. Under Mr. Bianchi’s
leadership, the James Madison High School band began the tradition of
excellence that exemplifies the band program and was subsequently named the
“Pride of Vienna” & “Vienna’s Ambassadors of Goodwill” by the Town Council
of Vienna. The band represented Virginia at the annual Mid-West International
Band and Orchestra Clinic in 1980 and 1992, as well as performed at the
New York Directors Symposium, the Mid-East Clinic, VMEA and ASBDA
conventions. In 1990, Colonel John R. Bourgeois, Director of the United States Marine Band,
presented the Sudler Flag of Honor to the band. In Mr. Bianchi’s last year at Madison High
School, he was named its “Teacher of the Year.”
Mr. Bianchi graduated from the Eastman School of Music in Rochester, New York, where he
earned a Bachelor of Music and The Performer’s Certificate in Horn. While attending Eastman,
he played solo horn with the Eastman Wind Ensemble under Frederick Fennell, and also toured
Europe, the Middle East, and the Soviet Union with the Eastman Philharmonia Orchestra under
the auspices of the State Department. From 1964-68, Mr. Bianchi played with the US Marine
Band, “The President’s Own,” in Washington, DC. He did his graduate work at Catholic
University.
Mr. Bianchi is in his twenty-first year as the conductor of the American Youth Symphonic
Orchestra and the fourteenth year as the director of Virginia’s Ambassadors of Music. He is also
a member of Phi Beta Mu, and is a current member, as well as a past Member-at-Large, on the
board of directors of the National Band Association. A noted clinician, adjudicator and conductor,
Mr. Bianchi was elected to membership in The American Bandmasters Association (ABA) in
1987. He subsequently served on its board of directors, was elected vice president, and in 2007
became ABA’s president. He has been married to the lovely and talented Patricia Bianchi since
1975. Jeff’s stepson Jim, and his wife Connie have three sons–Max, Dylan and Liam–who Jeff
affectionately calls the “ruffians.”
