that the warmer weather is just
around the corner and spring will
soon be upon us.
I can’t believe how fast the first seven months of this Lions’ year has
passed, but as the old saying goes, time flies when you are having
fun. I have had a great time this first seven months serving as your
District Governor. I know the remaining five months will be just as
great.
Once again, I would like to remind everyone that the Lions Youth
Foundation has great funding available. If any club has any project
that involves youth development, please feel free to contact me or
any member of the Youth Foundation for an application and copy of
the grant criteria.
I would like to take this opportunity to stress the importance of membership recruitment and retention as we move forward through the
Lions’ year. As I state in my Official Visit address, our members and
clubs are the heart of our organization and to continue to serve, we
must continue to grow our membership.

New members are one of the life blood's of our organization and with them come new ideas, new thoughts, and new talent. Let’s all go out in the next few months and make a conscience effort to recruit someone into our Lions family.
Unfortunately, the Third Cabinet Meeting of the year that was scheduled for January 24th
had to be postponed due to Winter Storm Jonas. The reschedule date for this meeting is
February 14th and will be held at the Libertytown Fire Department. I hope to see many of
you on the 14th.
In the coming months I look forward to seeing many of you through the District. If I can be
of any assistance at any time, please feel free to contact me.

1st VDG’s Message
Hopefully everyone has dug out from our snowstorm and stayed safe and warm.
February is Low Vision Month and a great opportunity for Lions to provide hope and resources to
those living with Low Vision. The Lions Eye Health Program offers a Low Vision module for community education and awareness, co-branded with the National Eye Institute. More information
about Low Vision is available at Multiple District 22 Lions Vision Research Foundation: http://
www.lionsvision.org/ and at the National Eye Institute: http://www.nei.nih.gov/lowvision.
Through the Lions Vision Center (LVC), the Lions Vision Research Foundation and Wilmer are
committed to supporting low vision research and rehabilitation to minimize the disability caused by
low vision and blindness. The Center's professional staff includes physicians, optometrists, research scientists, rehabilitation therapists, and ophthalmic technicians. Together they have created
a low vision rehabilitation program that has become a model for clinics elsewhere.
The LVC has three integrated missions: research and development, education, and patient care in
low vision (uncorrectable vision loss). All three missions brought to bear on the search for an understanding of the causes of low vision, better management of patients, and, ultimately, effective treatments.
What the Center Offers: At the Low Vision Rehabilitative Service, a multidisciplinary team of doctors and rehabilitative specialists works closely with the patient, family, friends, and the referring
doctor to assist an individual in regaining function lost by visual impairment. This typically includes
addressing vision issues causing problems with reading, driving and activities of daily living
through the use of adaptive devises to help with their remaining vision and to maintain quality of life. Comprehensive low vision services include clinical rehabilitation services and the
use of adaptive technologies.

Richard Newton “Robbie” RobertDebra "Debbie" Ellen Adcock Fisher,
67, Middletown, died unexpectedly
on Wednesday January 20 at Frederick Memorial Hospital.
son, 77, of LaVale, died Wednesday, January 13, 2016 at the
Western Maryland Regional Medical Center. Born September 6,
1937 in Santa Monica, CA, he
was the son of the late Julius
Newton Robertson and Ellenor (Bowen) Robertson.
Robbie began his military career in the U.S. Navy,
where he served for 10 years. He also served in the
Army National Guard Active Duty, retiring as a Master Sergeant. In addition, Mr. Robinette did training
for NCO in the Maryland National Guard Reserves.
He was active in the LaVale Lions Club, where he
served as President in 2009-2010. He was recognized for his exemplary service to the club and the
community with the Melvin Jones Fellowship Award.
Robbie was active with the Potomac Council-Boy
Scouts of America. He was a past Scout Master of
Troop 10 and served on various committees.
Survivors include his loving wife of 33 years, Judith;
his children, Dawn Viands Richardson, Yvette Evans, Ruth Rencher, Ella Eaver, Albert Nielsen, and
Kathy Hatos; 11 grandchildren,
and

children

She was the wife of Gary S. "Buck"
Fisher. Born in East Liverpool, Ohio
on October 27, 1948 she the daughter of Lorraine
Sheetz Adcock, Frederick and the late Marvin Milton Adcock.
Debbie was employed for over thirty years with
Nationwide Insurance Co. until her retirement. As a
member for twenty-one years of the Middletown
Lions Club, she served as past president, regional
chair and zone chair. She was a devoted member
of the Harmony Church of the Brethren, Myersville,
where she also served as choir director. She was
an avid musician, playing at many venues and had
recorded with the Route 15 Express Surviving, besides, her husband, are:2 daughters Sherry Lynn Fisher White and Amy Fisher Kiefert4
grandchildren - Lucy Kiefert, Audrey Fisher, Kadin
Fisher, Sully Kiefert. She was predeceased by her
son Timothy Scott "Rivers" Fisher in 2015.
The family will receive friends on Tuesday January
26 from 5 to 8 PM at the Donald B. Thompson Funeral Home, 31 E. Main St., Middletown. Funeral
services will be held 11 AM on Wednesday January
27 from the Harmony Church of the Brethren, 3924
Brethren Church Rd., Myersville. Rev. Larry Fogle
and Rev. Tim May will officiate.

"ERNIE" MILLER,
Ernest Miller, Middletown, husband of Middletown Lion Bobbi Miller, died Saturday
January 2, 2016 at Kline Hospice House in
Mt. Airy. He was the husband of G. Roberta
"Bobbi" Miller. They married on December
23, 1967.
Born in Lime Kiln near Buckeystown on January 5, 1932
he was a son of the late Claude L. Sr. and Hilda Walck
Miller. Ernie was first associated with Gladhill Funeral
Home Co and later with Gladhill Furniture Co., Middletown for over fifty-six years where he was affectionately known as the "Ironman." . He was a member of
Zion Lutheran Church, Middletown; a US Army veteran
from 1952 to 1954 stationed in France at an ammunition
arsenal and former member of both Middletown Volunteer Fire Co and Middletown AMVETS Post #9, Middletown.
He coached little league baseball for one year then
switched to umpiring and was a long time umpire and
member of the Frederick County Umpire Association
and was 1989 Umpire of the Year in 1989 from the Maryland State association of baseball coaches.He also received the SERTOMA service to mankind award in
1990.
Surviving, besides his wife are two children; Robin L.
Adam and husband Mark, Charlestown, WV and Mark
C. Miller and wife Angie, Langhorne, PA, 4 grandchildren; Tyler and Hallie Miller, Jessica and Sean Adam,

LION E. LARUE SIPES
E. LaRue Sipes, age 80, of New Windsor, died
January 6, 2016 at Carroll Hospice Dove House.
Born June 26, 1935 in New Windsor, she was the
daughter of the late Charles H. Sr. and Bertie Owings Ecker. LaRue was a charter member of Sulphur Springs Lioness Club which transitioned to a
Lions Club. She then transferred to Francis Scott
Key Lions Club.
She was the wife of John A. Sipes, her husband of
59 years. Mrs. Sipes was a 1953 graduate of New
Windsor High School. While her husband served in
the Army they lived in Germany for 1 ½ years. For
many years she was employed as a secretary and
with her husband owned and operated Sipes Enterprises.
She was an active member of Linwood Brethren
Church, where she was a Deaconess and held numerous other positions. She was a founding member of the Sulphur Springs Lioness Club, which
transitioned to Sulphur Springs Lions Club, where
she was president numerous times. Currently she
was a member of the Francis Scott Key Lions Club,
Daughters of the American Revolution, and various
other community organizations. She loved flower
gardening, reading, cooking, decorating her home
and taking care of her husband and family. Surviving, in addition to her husband, are two daughters
and sons-in-law, Jenny and Rick Klabansky of Myersville and Judy and Michael Duears of Frederick.

LCIF IS THE CORNERSTONE OF SERVICE
Dear Lions,
In 1928, Gandhi laid the cornerstone of a school for
blind, deaf and disabled students in Ahmedabad. That
original building is still in use today. A year and a half
ago, I laid the cornerstone for a new building at that
school. During my latest trip to India, I was lucky
enough to stand beside International President Yamada as he officially opened the new building.
As clubs, districts and multiple districts come together
during this LCIF Week, remember that LCIF is the cornerstone of service. Service looks different all around
the world. In your area, it might be vision screenings,
beach cleanups, or vaccinations. Whatever service
looks like in your community, know that LCIF is there to
support you while you bring hope and comfort to those
around you.
I also want to remind you that your donations to LCIF
help make it possible for Lions to meet the growing
needs of people around the world. Thank you for your
generous support of LCIF.
LCIF has laid the cornerstone, and you Lions are building upon it every day!

CHRISTMAS EXTRAVAGANZAS

On Saturday, December 12th, the first of two
open house fundraisers was held to benefit
LCIF. More than 60 people attended, including
District Governor Bob Mitchell and First Lady
Michelle and International Director Dick Liebno
and his wife Grace.
In addition, there were other Lions from around
the District. The crowd of attendees viewed the
more than 150 trees and dined on a festive
feast. More than $950.00 was raised and a
good time was had by all. This makes for a fun
and festive way to raise funds. Despite the low
turnout (normal turnout runs closer to 90 or
100); the event was marked by spectacular
weather. Due to the lower than normal turnout,
a second event was quickly organized to allow
some of those that were unable to attend on
December 12th another opportunity to attend
and contribute. Also, many Lions helped with
the event, and Doug and Don wish thank them
for their support and help in making this such a
huge success.
On December 26th a second fundraiser was
held to benefit the Maryland Patriot Guard.
More than 30 people attended and $650.00 was
raised. Donations were received and passed
along to benefit some needy recipients at Walter Reed. The crowd of attendees included a
wounded sailor who had been deployed overseas and his family. He brought along his service dog, Chevy, and helped describe what his
life is like after being wounded in combat. It was
a truly inspirational evening. Ted and Ann Nettles passes along their deep appreciation to
everyone who attended and contributed to this
worthwhile fundraiser.

LVRF NEWS

LVRF Public Relations Chair
The Lions of MD22 through a partnership
with the Wilmer Eye Institute at Johns Hopkins Hospital are supporting low vision research and rehabilitation to minimize the
disabilities caused by low vision and blindness through their Lions Vision Research
Foundation, Inc. (LVRF).
We have established a $4 million Endowment Fund. Earnings from this Endowment
support the operation of the Foundation.
Through additional donations from Clubs
and Individuals, we are funding a $100,000
Fellowship established to provide an opportunity for a doctor with advanced training to
spend a year working at Wilmer doing research, receiving additional education and
assisting with patient care in the clinic.
We have received two grants from LCIF to
help fund our major projects: Lions Low
Vision Education and LOVRNET.
Mark your calendar NOW and plan to attend the celebration of our accomplishments and release of future goals on Saturday, November 19, 2016. The date has
been set, plans are being finalized and details are forthcoming.
The Multiple District 22 Lions
LOVRNET
Low Vision Rehabilitation Network
This LVRF Project jointly funded by grants
from LCIF and the Reader’s Digest Partners
for Sight is in its third year of development.
To date, Lions LOVRNET:
* Created online programs for Lion Volunteer training including Hippa Compliance. 50 Lions have completed the
training and are now conducting Patient Interviews.
* Created accredited continuing education
course for professionals wishing to acquire knowledge and skills needed to
provide low vision rehabilitation services.
Approximately 40 low vision
rehabilitation professionals have completed this training.
* Created and assembled low vision device kits to be distributed to professionals participating in the LOVRNET project. Three Doctors are now utilizing
these kit.
* Developed the e-commerce system for
purchasing low vision devices. T
Ultimately, the goal is to provide continuing
education or basic training on low vision rehabilitation to 65 ophthalmologists, optometrists
and 300 Lions in MD 22.

THANK YOU LIONS!!
DEER PARK TRAIN HUGE SUCCESS

A huge “Thank You” to all those Lions Clubs which
donated funds to the Project Success students Holiday Celebration.
The Train Show was a big success. A huge thank
you to ID Dick Liebno for heading up the vendor
side and Lion Jim Kave who led the food & drinks.
Another HUGE!!! Thank you to all of those who
helped with setup, and in the kitchen & elsewhere
during the event. .
Pictured below are the SUCCESS students from
Walkersville (with Lion Bob Martin in the back in the
green Santa Hat) and most important, Santa in the
front (better known as Lion Joe Mangiafico). Thanks
to the contributions of District 22-W Lions Clubs
these students were rewarded (for the work they do
sorting eye glasses, cases, and sunglasses) with a
Christmas party which was enjoyed by one and all.
Myersville Lions Ed and Ellen Crutchley, who also
help with the sorting, declined to be part of the picture but were available to help with the festivities.
The Lions meet on Wednesdays to help the students box up the thousands of glasses, etc., collected by the District. Any Lion who wishes to is invited
to join in the project. Working with the students is a
lot of fun.
The Carroll County Times did a terrific article about
the show, interviewing ID Dick and several train
show vendors and attendees. The article stated
that Liebno explained that model trains are built in
different scales and gauges. Scale is the ratio of the
model to the real train. Gauge is the distance between the rails.
The show featured small N-scale trains and HO
trains, which are twice the size of N trains. It also
included O gauge trains, which are larger than HO
trains and run on three rails, and S gauge trains,
which are similar in size to O gauge but run on two
rails.
"In many cases, people like to model where they
live. Others like to put up train gardens at Christmas
time," Liebno said. Vendor Dan Godfrey, who originally helped Liebno organize the show, said the
event is a great way to make friends.
While the total numbers are not in, we know we had
nearly 1000 adults and an estimated 500 children
attend. We saw LOTS of attendees walking out the
door with packages under arm or in tow.

Fellow Lions now is the
time to plan the ultimate Lions vacation and learning event with Lions from the US and Canada. In
addition to 60 plus seminars, this year four giant
community service projects are planned for Saturday afternoon to include all attendees. Unlike other
Lion events, the Forum’s four Banquets provide an
opportunity for grassroots Lions to meet and learn
from Past International Presidents, International
Directors, and Past International Directors who are
there to share their Lion knowledge and answer
your questions.

Your Lions Vision Research Foundation is doing exciting work. LOVRNET is now in its third
year of a three year Grant from LCIF SightFirst
and Reader’s Digest. LOVRNET will serve as
a model for community based health care.
Areas were Lions have been directly involved
with LOVRNET are Low Vision Interviewing
with Patients and Direct Service to Low Vision
Patients in their Community. Another area
where Lions can utilize the efforts of LOVRNET
is by using the newly operational LOVRNET
Shopping Cart for low vision products. The address

Looking into the future: Save the Date:
Saturday, November 19, 2016. The 2016-year
is the 25th Anniversary of the Lions Vision Research Foundation. A special event is being
planned to celebrate the Foundation’s Silver
Anniversary and the completion of the LOVRNET SightFirst Grant. Other exciting information and activities are also being planned, so
stay tuned for more information as it becomes
available.
I will be making visitations to clubs to present
Vision Days Patch for their participation in that
wonderful opportunity to be visible in our Communities while collecting donations for low vision.
Now is the time to plan recognition to Lions in
the form of a Knights of the Blind Pyramid, an
Arnall Patz Fellowship or a Progressive Arnall
Patz Fellowship. Recognition forms are available on the LVRF Website, www.lionsvision.org,
to assist in the process to obtain recognition
with the correct information and delivery to the
correct individual for presentation. A Trustee
will make the presentation to the recipient. Allow approximately 4-5 weeks to process your
request prior to the event where you desire to
make the presentation. Coordination with me,
your District 22W LVRF Chair will help to en-

LAVALE LIONS ADVOCATE
FOR CHILDREN

Jane's Place, Inc. is a nonprofit organization
dedicated to reducing the trauma that child victims of abuse experience and preventing child
victimization in Allegany County.
On Friday evening, Friday, December 18, 2015,
seven Lions and Lionette Val Llewellyn, a board
member at Jane’s Place, made a visit to tour
the facility and hear a presentation by Executive
Director Shannon Frankenberry, and Community Outreach Coordinator Amie Chronister. The
tour completed a funding project taken up by
the LaVale Lions to complete the renovation of
interview rooms that provide a safe and welcoming place for interviews with agency representatives working with children who have been
neglected, abused and/or assaulted. It was very
educational.
The visit was arranged by Lion Vice
President John Warnick, who championed our involvement in this effort to
ensure dignity and humanity to children.

RECYCLE YOUR CARDS!!!!!
Trying to decide what to do with your holiday cards?
Why not send them to St. Jude’s? St. Jude’s Ranch
for Children recycles used greeting cards and creates new holiday and all-occasion greeting cards.
The recycled cards are sold to support their programs and services for abused, neglected and
homeless children, young adults and families.
It is beneficial to everyone – customers receive fun,
“green” holiday or other occasion cards they can
feel good sending to their friends and loved ones,
and the children at St. Jude’s Ranch receive payment for their work and learn basic job skills and the
importance of recycling.
Recycled Card Program History: More than
thirty years ago, the idea was conceived to turn the
previous year’s Christmas cards into “new” cards for
the coming season. The recipients were so delighted when they received the unique “thank you,” that
they requested to purchase the special cards. The
program soon expanded to include all-occasion
greeting cards.
How It Works: Operated by Kids’ Corp., a program designed to teach entrepreneurship skills, the
children at the Ranch participate in making the new
“green” cards by removing the front and attaching a
new back. The result is a beautiful new card made
by children and volunteers.
HAGERSTOWN LIONESS CLUB IN THE
NEWS
For more than 20 years, the club has been working toward its
goal by offering free in-school screenings every fall for students in
kindergarten, first, third, fifth and eighth grades in Washington
County Public Schools. The team is manned by a small pride of
Lioness members who share in the co-chairing responsibilities in
teams, usually of two. Four of this year’s co-chairwomen — Pat
Kelley, Mary Licht, Lesley Smith and Ellen Gercke — were able
to gather to talk about the program. The fifth co-chairwoman is
Sandy Burns. There are 57 active members in the Hagerstown
Lioness Club. Additionally, the Hancock Lioness Lions Club helps
when the group branches out to Hancock schools as well as
helpful friends, retired schoolteachers, nurses, and church members.
Two types of equipment are used: The Good-Life for younger
students and a Timus machine for the older students. There are
also tests for far-slightness, muscle balance, and color as well as
Visual acuity, and a measure of the central vision and the ability
to distinguish details and shapes of objects.
This year, the Hagerstown Lioness Club screened 8,236 students, of which 1,600 failed the eye exam.

LIONS CLUB WELCOMES
NEW MEMBERS
The South Carroll Lioness Lions Club recently inducted three new members. Peggy Dagley and
Pauline Fredritz were inducted on January 7, 2016
and Elaine Hagenrater was inducted on November
5, 2015.

and new Lion Hagenrater was sponsored by Lion
Judy Champ. PDG Robert Miller, a member of the
club, inducted these new members at the club’s regular monthly meetings held at the Messiah Lutheran

Sykesville.
WORLDWIDE WEEK OF SERVICE
PROJECT
January 16, 2016 – There were six LaVale
Lions who completed a service project at the
Western Maryland Food bank, providing 12
hours of labor sorting, labeling and packing
food supplies.

ROARING RUN LIONS HEAR MISSION OF MERCY SPEAKER
Linda Ryan, M.S., Executive Director of the Mission of Mercy, stated that the organization
has been serving patients since 1994. Their mission seeks to restore dignity and provide
“healing through love” by offering free primary health care, dental care, and prescription
medications to the uninsured and underinsured working poor through their mobile medical
clinic.
Mission of Mercy provided more than 800 medical and dental patient visits in the Taneytown area. Ms. Ryan identified the local areas served and said the rest of Carroll County
is provided similar programs in Westminster by Access Carroll. Mission of Mercy is a nonprofit organization that receives no government funding and operates on grants and donations. Most of the patients have chronic problems. Roaring Run Lions list MOM as one of
the projects they support.

HAGERSTOWN LIONS TO PROVIDE
BOOKS FOR CHILDREN
LCI, President, Jitsuhiro Yamada, has issued a Centennial Challenge to Lions that involves supporting
services for youth and emphasizes a “Reading Action
Program” for children to encourage literacy. The program is also endorsed by District 22W DG Bob Mitchell.
As one of its service projects, the Hagerstown Lions
Club has plans to donate a book to all students at Winter Street Elementary School for children as they leave
school for summer vacation. The book gift is provided
to encourage the children to read with a focus on
grades pre-K through fifth grade. They chose this
school because of its high percentage of children in
need in the area and because is the final year for the
school.
New Hagerstown Lion, John McCain, CEO of Horizon
Goodwill Industries, has donated books from the organization to be used in the project. The Club has donated money to purchase new books as well.
AMERICAN HERITAGE ESSAY
CONTEST SUBMISSIONS
The American Heritage Essay Contest, Preservation and Patriotism, were to be submitted to Zone
Chairpersons for evaluation by January 31st. One
winning essay in each category: Elementary
School, Middle School, High School, Adult Lion and
Lioness and Adult Non-Lion, is then sent to the Region Chairperson by February 14th who should forward the winner(s) to the District Chairperson, Larry
Stambaugh. By February 28th.

The club sponsors a group of community individuals called the SeeMore Group who are either blind or have limited sight capabilities.
Monthly meetings are held so that members can
meet together socially and share experiences of
everyday living with this handicap.
Programs are arranged so that the group can
learn about various resources available to them
from various state and county agencies.
Members of the group attended the “Big Band
Merry Christmas” concert with transportation
support from the Lions Committee.

Hungry Program” or the “Reading Action

monthly basis.
