Details about each of these events, including organizers and sponsors, are available at Village Hall and on the Village web site at www.roselle.il.us/events. While the economy has forced some municipalities, including the City of Chicago, to cut back on festivals and celebrations this summer, the Village of Roselle will continue to host a fireworks display this 4th of July, at 9:30 p.m. at Lake Park High School West Campus, 500 W. Bryn Mawr Ave. In the event of rain, the rain date for the fireworks show this year is July 5. The fireworks continue this year, thanks to a donation for the full cost of the show by the Taste of Roselle Commission. As an independent commission of the Village, the Taste of Roselle has always donated its proceeds back into the community. Past donations include the gazebo at Turner Park (and funding for this year’s Gazebo in the Park Concert Series), new basketball standards at Spring Hills School, Roselle’s Miracle Field, and many others. Pro bono entertainment and the provision of safety services by the Village help keep the Taste Commission’s costs down. Since 1982, The Taste of Roselle Commission has donated over $300,000 back to the community. Local support for the 29th annual Taste of Roselle, which runs on Main Street in Roselle from July 30 through August 1, will help the Taste of Roselle Commission to continue its tradition of giving. Editor: Melissa Brito, Community Relations Coordinator Gazebo Concerts In the Park The Gazebo Concert in the Park series showcases FREE musical entertainment the last four Thursdays in July at Turner Park, 81 E. Devon Ave. (special concert July 8 at Kemmerling Pool). What a great way to meet up with your friends and neighbors, listen to some great music, and enjoy open-air summer entertainment at Turner Park. All shows start at 7:00 p.m. and end by 8:30 p.m.; please bring your lawn chairs and blankets. Entertainment lineup and other details are available online at www.roselleparkdistrict.com. Coffee with the Village Board Do you have questions about what’s happening in the Village of Roselle? Coffee with the Village Board is a great opportunity to meet and talk with the Mayor and Board of Trustees. The Coffee with the Board series is scheduled for the first Saturday of the month. Upcoming Coffee with the Board meetings will be held August 7 and September 4 from 9:00 to 10:30 a.m. at Village Hall. Unlike regular Village Board or Committee of the Whole meetings, this informal session provides residents and business owners an opportunity to discuss issues affecting them and the community. Whether it be an update on the recent Main Street, Irving Park Road, or Lake Street/Gary Avenue redevelopment efforts, or a few questions about the Village’s code enforcement procedures, the Mayor, Trustees, and Village Staff will be prepared to assist you. So come in and enjoy a cup of coffee and chat with your local elected officials. 2 www.roselle.il.us The Roselle Reporter Mayor’s Message Depending on when this issue reaches your home, you are either looking forward to our 4th of July fireworks, or have just enjoyed them! Either way, I want to give a big “THANK YOU” to our Taste of Roselle Commission for covering the cost of the fireworks. Like many communities, their cost ($24,000) was part of the budget cuts we would have made for the 2010 budget. Upon hearing this, commission members stepped forward to keep our wonderful fireworks show alive. It is this type of community spirit that makes Roselle a wonderful place it is to live, work and play. Surrounding communities have cut back, or eliminated, their festivals and/or fireworks this summer. Not only will we get to enjoy the wonderful display on the 4th, but still have the Taste of Roselle to look forward to July 30, 31 and August 1. Because the Taste is put on entirely by volunteers, and our music is local talent who do not get paid, the Village only has some minimal costs for employee overtime. Besides the Taste Commission, Roselle Chamber of Commerce and the Lions’ Club, we also have our Explorer troops, Roselle Emergency Management Agency (REMA) and Volunteers in Police Service (VIPS) who volunteer to make the Taste work. If you have never attended our Taste before, please consider doing so this year. Each food and craft vendor counts on residents coming and purchasing something from them, to justify their booth costs. Consider that every pizza slice, hot dog, crab meat Rangoon or craft you buy pays for one of the fireworks you enjoy! Calling all volunteers! Recently, I had the opportunity to visit with a local volunteer group, who are truly saving lives. Kids Against Hunger (Fox Valley branch) just marked their third anniversary of packaging meals for starving children. This group began in Minneapolis over 30 years ago and now has 90 independent, self-funded, satellite centers across America who package and distribute bags containing a blend of processed soy, dried vegetables, rice and a chicken flavoring with 20 vitamins and minerals. Each bag cooks up 6 helpings and each helping provides all essential nutrients for one person for one day. Not only does Kids Against Hunger keep millions of people alive, but they make them healthy in the process. KAH operates out of the Harris Bank facility on Lawrence Ave. in Roselle. Besides the use of the facility, Harris pays for the utilities as well. While Executive Director Darrel Malcolm and his wife, Karen, live in Carol Stream, volunteers come from many local communities, including Roselle. I visited with Jeannette, Marty, Joyce and Georgia—all of whom are my neighbors. I also spoke with Greg, who I have known since our children were small. In the past three years, over 800 volunteers, ages 8-90, have helped this local chapter. Ten percent of the food stays in the area and 90% is shipped to Nicaragua, one of the poorest nations in our hemisphere. The entire KAH organization ships 50 million meals to 45 countries PER YEAR. KAH can always use volunteers. The assembly line process makes it easy. Packaging usually takes place every Saturday from 9:00 to 10:00 a.m. and from 10:30 to 11:30 a.m. This is a perfect opportunity for local youth groups, scout troops, or any resident—or families—who would just like to help. Kids Against Hunger also needs sponsors, especially corporate sponsors, to help defray the cost of the food and supplies. Lisa has lived in Roselle for 6 years and she was recently nominated for Roselle’s Great Neighbors program by Sue Gransee. “Lisa Basso is a good neighbor to the entire Village of Roselle whether you live here or work here,” Sue says. “Lisa was instrumental in seeing that Roselle had a severe weather warning system for our town. She spent many hours reviewing minutes from past village board meetings to see what attempts had been made to install a weather warning system. She also researched warning systems that other towns had and gathered nearly 200 signatures to support her belief that Roselle needed a weather warning system. I am proud to call Lisa my neighbor and friend.” Lisa says, “After learning that the last warning siren in Roselle had been dismantled in 1983, I thought it was time to have a weather warning siren working again in our community. With facts and data, plus the efforts and feedback of others in the community, I was able to present the Village Board with a proposal to install a severe weather warning siren in Roselle. Many neighbors came together with one voice to our Roselle Village Board who was willing to listen and open to the idea of a siren. Once approved, Roselle’s Village Administration and the Police Department took on the task of implementing the system and now citizens are warned when bad weather is near.” The rain garden was designed by Master Gardener and Landscape Designer Lin Drogos, excavated by Northwestern Landscape Contractors, and will be planted by volunteers from the Roselle Park District Garden Club. The garden will divert 1,000 square feet of runoff from the roof of the Village Hall and adjacent lawn runoff into the ground, keeping it out of the sewer system. Rain gardens are beautiful, low maintenance areas planted with native species; hospitable to native insects, butterflies, and wildlife; and friendly to the environment. Shriners Lane, in Addison on Monday July 26. Over 70 companies are expected to participate in the job fair, which will run from 9:00 a.m. to 1:00 p.m. Exhibitor space is still available and will be provided free of charge to prospective employers, educational institutions and non-profits. The Village of Roselle was awarded a $1,000 grant sponsored by the Illinois Conservation Foundation and the Illinois Department of Natural Resources, in cooperation with the U.S. Fish and Wildlife Service, for construction of a sustainable rain garden on the west side of Village Hall. Residents are invited to attend the dedication and learn more about the project and the use of rain gardens in home landscapes. The YWCA Patterson and McDaniel Family Center is looking for volunteers to assist in the Rape Crisis Center of DuPage County. Volunteers are needed to assist with the 24-hour rape crisis hotline, as medical/police advocates, and as prevention educators. Maple Ave., Roselle. Join the Lions Club for an afternoon of bingo, music, and a BBQ box lunch at this annual event. Roselle History Museum American Legion Auxiliary Seeking Jelly Jars Passport Program In order to continuing the tradition of offering homemade jams and jellies for sale at their annual craft show in October, the American Legion Auxiliary is seeking donations of 4 oz. and 8 oz. canning jelly jars. Jars can be dropped off at the American Legion Hall, 344 E. Roselle Park District Senior Trip Seniors are invited to join the Roselle Park District on a Lake Geneva Lunch Cruise, including a 2+ hour narrated tour. Children ages 4-14 can visit any DuPage County museum through September 6 to participate in the program and receive a passport stamp. Passport holders with 7 or more stamps are eligible to receive a $5.00 gift certificate for “How Sweet It Is” on Main Street. Passport books are available at the History Museum or the Roselle Public Library. Each child needs their own passport to participate. Chicago Cubs Trip Volunteers The Roselle Park District is planning a Chicago Cubs Trip on Wednesday, July 21 as the Cubbies take on the Houston Astros. Registration includes transportation and a game ticket in the upper reserved deck. Participants must provide their own lunch. Tickets are non-refundable. Those with any type of talent interested in volunteering can attend a volunteer orientation meeting at the Museum Coach House the second Saturday of any month (except August) from 9:00 to 10:30 am. Woofstock at Odlum Park on August 21 Memberships Join the Roselle Park District at Odlum Park for the second annual Woofstock. This special event for dogs and their families is free for pooch pass holders. Bring your pup out to Odlum Park for a funfilled day of obstacle courses, a costume fashion show, and doga (yoga for dogs) demonstrations. Pet health and safety information will be available, as well as a special treat for you and your puppypal to take home with you! Non-pooch pass holders must bring proof of vaccinations to enter. Grip It and Rip It Disc Golf Tournament on August 8 The Roselle Park District will host its fourth annual Grip It and Rip It Disc Golf Tournament on August 9 at Goose Lake Park in Roselle. The singles styles tournament consists of 36 holes on the Park District’s newly expanded course. Prizes will be awarded for first place finishers in each division. Roselle Charity Duck Race The Roselle Charity Duck Race is returning to the annual National Night Out event on Tuesday, August 3, 2010, at Turner Park. This fun-filled rubber duck race will benefit Roselle Police and Fire Charities, Special Olympics, and the Roselle Park District Scholarship Fund. Village Clerk Reminders for Dog Owners Dog owners, please be aware that dogs are prohibited by Village ordinance at public events, including the Taste of Roselle. Village ordinances also specifically address nuisance noise caused by dogs barking outside. No one likes to hear a dog bark incessantly, especially those who don’t own dogs. Out of consideration of others, please do not permit your dog to bark for prolonged periods of time. AARP Driver Safety Program The Roselle Police Department, in cooperation with the American Association of Retired Persons (AARP), is hosting a Driver Safety Program on July 21 & 22. The two-day course will meet from 9:00 a.m. to 1:00 p.m. each day at the Roselle Police Department, 103 S. Prospect Street. The cost is $12.00 for AARP members or $14.00 for non-members. The fee covers all classroom materials. Coffee and rolls will be served. The course is open to all drivers. Participants will refine existing driving skills and develop safe, defensive driving techniques. They will review how to handle adverse driving conditions and traffic hazards and learn about the effects of aging and medication on driving, as well as much more. The Driver Safety Program results in safer roads for everyone. Older drivers benefit from increased confidence on the road, better driving records, lower insurance rates and a continuing mobile, independent lifestyle for additional years. Several automobile insurance companies provide multi-year premium reductions to graduates of the course who are 55 years of age or older. Update Your Contact Information in the Village’s CodeRED Emergency Notification The Village of Roselle wants you to receive CodeRED notices at work, home, on your cell phone, by e-mail or by text message in the event of an emergency situation. Please register your The Village implemented this emergency notification system in May 2009 and activated it for the first time in September 2009 to alert residents about an escaped convict in the area and to follow up with an update when he was captured. The system sent out 8,738 emergency alert phone calls, 145 e-mails and 105 text messages during this initial notification. The CodeRED system was developed for Roselle using phone numbers derived from the Village’s utility billing database. However, having community members update contact information ensures a more accurate database for the Village and also allows residents to add an unlisted number, cell phone numbers, other secondary phone numbers and e-mail addresses. This will allow the Village to contact more residents with essential information during an emergency situation. When a call is made using the CodeRED system, the number that appears on Caller ID is (866) 419-5000, and the name appears as Emergency Communications Network. Cell phone users can program this number into their address books to better identify when they are receiving a call from the Village’s CodeRED system. Police Department Canned Food Drive The Roselle Police Department is participating in a canned food drive August 16 through mid-November. The food collected will be donated to the Bloomingdale Township Food Pantry for distribution. Donation boxes will be located at the Roselle Police Department, Village Hall, Clauss Recreation Center, and the Roselle Post Office. A list of needed grocery items will be available at any of the four locations. For more information about the canned food drive, contact Detective Pat Stopka at (630) 671-4078. Police Officer of the Year Deputy Chief Roman Tarchala Named Police Officer of the Year Deputy Police Chief Roman Tarchala was recognized at the May 24, 2010, Village Board meeting as the Lions Club 2009 Police Officer of the Year. Tarchala was appointed a police officer in Roselle in 1989, a sergeant in 1997, and deputy chief in 2006. While working as a police officer and in addition to his police duties, Tarchala attended Lewis University and earned his master’s degree. Tarchala is also a graduate of the FBI National Academy and the Northwestern University School of Police Staff and Command. During 2009, Tarchala prepared and managed the Police Department’s $6.7 million budget during difficult financial times. Not only did the department operate well within its budget, Tarchala also worked to renegotiate existing service contracts and improve operating efficiencies. Tarchala also worked to ensure a smooth transition as emergency dispatch operations were transferred to DU-COMM. According to Police Chief James Kruger, “Deputy Chief Tarchala spent many long days planning and executing directions related to this enormous task. The move to DU-COMM dispatching was seamless, and other internal operational impact was minimal.” 6 www.roselle.il.us The Roselle Reporter Fire Department Fireworks Safety It is the time of year again when many people participate in family gatherings and attend Fourth of July celebrations. Here are some facts and safety precautions to keep in mind while you are around fireworks of any kind. • In 2004, the National Fire Protection Association reported that fireworks caused an estimated 1,500 total structure fires and 600 vehicle fires nationwide. Those fires resulted in an estimated 20 injuries and $21 million in direct property damage. • In 2006, eleven people died and an estimated 9,200 were treated in emergency departments for fireworks-related injuries in the United States. • An estimated 5% of fireworks-related injuries treated in emergency departments required hospitalization. • People actively participating in fireworks-related activities are more frequently and severely injured than bystanders. More than two-thirds of all fireworks-related injuries in 2006 occurred between June 16 and July 16. During that time period: • One out of every three people injured were children under 15 years of age; • About three times as many males were injured as females; and • Young people under 20 sustained nearly half (47percent) of all injuries from fireworks. The following types of fireworks are allowed to be used in the State of Illinois: • Sparklers • Snake/Glow worm pellets • Smoke devices • Trick noisemakers • Plastic or paper caps Even though these devices are allowed in many towns, it is very important to remain extremely cautious when handling them as they can still cause serious harm. It is important to know that sparklers burn at approximately 1200 degrees Fahrenheit and can cause serious burns to children and adults. Some fireworks that are prohibited to use in the State of Illinois include, but are not limited to: • Bottle Rockets • Firecrackers of any size • Sky Rockets • Roman Candles • Chasers • Buzz Bombs • Helicopters • Missiles • Pinwheels • Planes For more information about the use of fireworks, please call the Office of the Illinois State Fire Marshal at (217) 785-0969. Juvenile Fire Setter Intervention Program The Juvenile Fire Setter Intervention Program is part of a statewide effort to reduce the frequency and severity of fires set by juveniles through prevention education, intervention, and referrals as warranted. Partnering with the fire service, this program provides a coordinated referral center for the assessment and treatment of juvenile fire setters and their families, thereby slowing down the often devastating results of fire setting. Every day children throughout our state are playing with fire. Fifty percent of all arson arrests are juveniles. In 2009, 119 children, in 32 communities completed the statewide Juvenile Fire Setter Intervention Program. Only through identification, intervention and education can we change this alarming statistic. The Roselle Fire Department currently has three Juvenile Fire Setter Intervention Specialists. If you suspect your child or another child has a problem with setting fires, or for more information about the program, please call the Roselle Fire Department at (630) 671-2855. Firefighter of the Year Ted Matuszewski Named Firefighter of the Year Ted Matuszewski was recognized at the May 24, 2010, Village Board Meeting as the Lions Club 2009 Firefighter of the Year. A 32-year career paramedic, Matuszewski serves as a firefighter-paramedic on the Fire Department’s black shift, and is currently the only full-time paramedic in the Fire Department. In addition to serving as a paramedic, Matuszewski serves as the department’s emergency medical service coordinator, the hazardous materials coordinator, the Roselle Emergency Management Agency (REMA) coordinator, and as the grant administrator. A recent grant award of over $90,000 from the Federal Emergency Management Agency (FEMA) was obtained by the department because of Matuszewski’s efforts. According to Fire Chief Robert Tinucci, “Ted is the type of person who is very motivated and always strives for the betterment of our department. July/August 2010 www.roselle.il.us 9 Public Works Road Construction Update Work on the annual street improvement program has been completed, with resurfacing projects completed on portions of 13 roads within the Village. Work on the Foster Avenue project, which includes replacing the water mains and repairing the road between Roselle and Medinah Roads, continues this summer. Almost 8,000 feet of water main has been replaced along Foster Avenue, with repairs to the ditches and roadway now underway. Previous estimates called for a late-October completion date for this project, however it seems likely that if weather cooperates, work should wrap up by the end of September. By the end of the 2010 construction season, the Village will have made an infrastructure investment of nearly $4.5 million in these two projects. Favorable bond ratings and lower-than-average construction bids were major factors in the timing of these projects. Gypsy Moths Identified in Roselle Gypsy moth infestations have recently been identified in the Village. During outbreaks, gypsy moth caterpillars are a nuisance and can strip trees of their leaves, defoliating neighborhoods or forests by late June. For information about gypsy moths, including signs of infestation, controlling infestations, and the Village’s reimbursement policy for residents who have treated or are thinking about treating trees for gypsy moths, please visit the Forestry Division page on the Village’s web site at www.roselle.il.us/publicworks. Did You Know? Sanitary Sewer Problems? Call the Village First Parts of the sanitary sewer system in Roselle were built years ago when tile pipes were standard materials. The age of these pipes, along with the materials used, can make them vulnerable to root intrusion. This can result in cracked pipes, additional root growth, and clogged pipes. While the Village is working on upgrading the older pipes in the public portion of the system, homeowners are responsible for the sewer service line to their homes. According to Roselle Wastewater Superintendent John LaRocca, residents experiencing sewer line problems should call the Village before calling a plumber or contractor. “The blockage may be in the Village’s line,” said LaRocca. “We can help determine 10 where the problem is, and if it is in the private service line to the house, we can advise the resident on further action.” Some sewer line problems can be avoided with preventative maintenance. LaRocca recommends pouring a cup of bleach in sinks, showers and floor drains once a month to dissolve materials and clean the pipes. Let the bleach sit in the drain for about 15 minutes before rinsing it out with hot water for 10 to 15 seconds. Call the Wastewater Division at (630) 980-2024 during business hours for more information about sanitary sewer lines. After business hours, inquiries can be made by calling the Police Department non-emergency number at (630) 980-2025. In the event that police department personnel are unable to answer, calls to the non-emergency number are routed to emergency dispatch. Please be prepared to speak with emergency dispatch personnel, who are trained to forward the nature of your problem to the Public Works Department. www.roselle.il.us The Roselle Reporter Community Development Economic Development Update Tilted Kilt Coming to Corner Stone Plaza The Tilted Kilt Pub and Eatery will open its largest regional location this fall in the Corner Stone Plaza on Lake Street in Roselle. The 11,200 square foot restaurant and bar will occupy the entire eastern-most building in the Corner Stone Plaza, located at 1360 Lake Street, and will feature indoor and outdoor seating for over 650 people. Plans call for 57 flat-panel TVs, four projector screens, a private party room and a multi-level outdoor patio. With an expected grand opening early this fall, the Tilted Kilt will hold a job fair, including casting calls, starting in late-July. Over 250 jobs will initially be created when Tilted Kilt opens. Civic Plaza Construction Begins Construction on a new civic plaza has begun on the undeveloped parcel on the southeast corner of Prospect and Main Streets in Roselle’s Town Center. The site will serve as additional parking for Main Street while offering a new space for special events in the community. Designs call for a water feature abutting the lot, which will be made of a porous recycled glass material that allows for natural storm water drainage. Substantial completion of the plaza is expected in late-July. The lot is designed to be easily converted into open space and has room for a proposed synthetic ice skating area. The design of the recently installed brick planter upgrades on the sidewalk along Main Street east of Prospect Street will be incorporated into the new plaza. According to Roselle Community Development Director Patrick Watkins, this corner lot is in a strategic position to benefit the town center and draw additional patrons, through the planning of special events, into Main Street businesses. The currently undeveloped lot is located in the Village’s Town Center TIF district, and revenues derived from the TIF, along with a $50,000 donation from Richard and Anni Janke, are being used to fund this project. A TIF district, or Tax Increment Financing district, is a financing mechanism that municipalities use as a tool to spur redevelopment and community improvement projects. The TIF financing strategy allows for the financing of these projects without raising local taxes. Roselle’s Town Center TIF was created in 1989 to address economic underperformance in the area. A baseline property tax value was determined when the TIF was created, and that value has remained the same, for taxing purposes, throughout life of the TIF. Any increase in property tax values during the life of the TIF is reinvested back into the district to fund development and redevelopment projects, such as the proposed plaza. Since the creation of the TIF in Roselle’s Town Center, the development and redevelopment projects have added an additional $1.25 million more in annual property tax revenue. The spending of TIF funds is regulated by Illinois law, and is generally limited to development projects. The Village may not spend TIF funds for operating costs, such as employee salaries and benefits. Refuse and Recycling Carts Ordinance Requires Screening of Refuse and Recycling Carts The Village Board recently amended its municipal code regarding the storage of refuse and recycling carts when not placed out for pickup on garbage collection days. Refuse and recycling carts must be stored out of view from the street, which may include storage within a garage or shed, or in the back yard. Carts that are stored on the side of a house must be fully screened by shrubbery or a fence. Residents may elect to request a smaller cart from Republic Services to help accommodate inside storage.
