That the request from Trillium Developments for The
City's forgiveness of $31 ,195.87, of existing Prior-toService-Application charges, be denied; and,
2.
That the Report from Manager of Capital Planning
and Strategic Services dated October 12, 2013, with

Administration for further review and report and a

and 23, 2013, both with respect to 13th Street West
Subdivision be received; and, that the following
recommendations of the Planner 1, as contained therein, be
approved:
"1.
That the original report on the 131h Street Subdivision,
being RPT#PDS-13-117, be disregarded and
replaced with the new report, being RPT#PDS-13121;
2.
That the Subdivision Consolidation Application for the
lands legally described as Lots 15 - 19, Block 3, Plan
No. P4175 be approved;
3.
That the Applicant be required to enter into a
Servicing Agreement with The City, and that the
Mayor and City Clerk be authorized to execute the
Agreement, on behalf of The City, once prepared;
and ,
4.

execute the Final Plan of Survey, and any other

Council Meeting Schedule be received; and, that the
following recommendations of the City Clerk, as contained

That the 2014 Executive Committee and City Council
Meeting Schedule, as outlined on the attached list, be
approved;
2.
That a departure from the regular meeting scheduled
for the Executive Committee meeting in February be
approved to accommodate the attendance of

Own Cell be received ; and, that the following
recommendations of the Executive Committee, as amended,
be approved:

That the Bring Your Own Cell program and its
associated reimbursement rates for all City
Employees, who choose and are approved to use
their personal cell/smart phones for City of Prince
Albert business, be approved; and,
2.
That the Bring Your Own Cell Program and its
associated reimbursement rates be available for
Elected Officials, subject to the necessary Public
Notice in accordance with the provisions of City
Council's Public Notice Policy being Bylaw No. 5 of
2003.

"That the request from Northern Prairie Arts and Culture
Studio Inc. for a 2013 and 2014 tax exemption for the

"That Tender No. 122 of 2013 for the purchase of an
International 4300 single axle truck, complete with a Lanau
Industries SM gravel box, from Maxim Truck and Trailer, for
the total amount of $98,031, less the trade in value of
$38,000 for Unit 92, plus applicable taxes, be approved."

lncamera dated October 28, 2013, with respect to
Appointment of City Manager - Bylaw No. 46 of 2013 be
received; and, that the following recommendations of the
Committee of the Whole Council lncamera, as contained
therein, be approved:

That James Victor Toye be appointed as City
Manager of The City of Prince Albert effective
January 2, 2014;

INQUIRIES:
14.1
Inquiry from Councillor C. Miller to the Director of Public Works:
"Could the curb at 18th Street and 6th Avenue West be
inspected, as it is too high to drive on and could cause
damage to vehicles."
The Director of Public Works, in responding to the
Inquiry, indicated that this is being worked on, however
some curb will be necessary for drainage purposes.
14.2
Inquiry from Councillor T. Scharkowski to the Acting Director of
Community Services:
"The trees at 121h Avenue and 22"ct Street East near
the Golf Course need attention, as they pose a hazard to
pedestrians."
The Acting Director of Community Services, in
responding to the Inquiry, indicated that a site meeting with
Councillor Scharkowski is required to make sure the correct
area is being looked at and once this is determined the trees
will be dealt with.
14.3
Inquiry from Councillor M. Ring to the Director of Public Works:
"What is the status of Garden/Yard Refuse pick-up, as
people need to know, and the website needs to be updated.
Also, please advise members of Council the date of the final
pick-up for the year."
The Director of Public Works, in responding to the
Inquiry, indicated that the last date of yard pick up for the
year is November 14, 2013, and the City's website has been
updated.

investigate whether a Bus Shelter could be located in front of
the Columbian Centre at 205 - 131h Street West.
Also, could the trip hazards on the sidewalk and ramp
at the front door of the same location be addressed."

Mayor G. Dionne to the Director of Public Works:
"Can The City get insurance for the sidewalk damage
on 1st Avenue East, as a result of SaskTel Work, and can the
repairs be done as soon as possible."
Mayor G. Dionne to the Director of Financial Services:
"Can the Executive Assistant in Financial Services
assist the Mayor to provide a Report on all building and
property leases that The City has in the City, for
consideration at the November 18, 2013 Committee of the
Whole Councillncamera meeting."
