The Department of the State Guard of Ukraine is a state-owned special-purpose law enforcement agency, which
is subordinate to the President of Ukraine and is controlled by Verkhovna Rada of Ukraine. The Department of the
State Guard of Ukraine has the following functions:
• guarding governmental authorities of Ukraine;
• safeguarding public officials on site both in the territory of Ukraine and abroad;
• safeguarding family members of public officials living with them or accompanying them;
•preventing unlawful encroachments on public officials and their family members, as well as facilities under state
guard, detection and termination of such encroachments;
• guarding facilities defined by law;
• ensuring safe operation of vehicles intended for public officials defined by law.
The state guard also protects citizens registered as presidential candidates in Ukraine for the period of the
campaign and election. Other persons protected by the state guard include heads of foreign states, parliaments,
governments and their families, heads of international organizations that arrive in Ukraine or stay on its territory.

A prestigious Organizing Committee was created to
organize and conduct competitions of this scale:

Referee Board
The Organizing Committee of the competition has
approved the professional referee board, who can
boast long years of service in law enforcement bodies,
thousands of cases of ensuring safety of VIPs, as well
as participation in numerous competitions in Ukraine and
abroad:

of UGOU Institute of the Taras Shevchenko Kyiv
National University (Ukraine);
• Viktor Tkachenko – international referee (Ukraine);
• Mladen Iliev – national referee (Bulgaria);
• Nicholai Seryi – national referee (Belarus);
• Ariston Abroiev – national referee (Kazakhstan);
• Petro Sherekin – international referee (Ukraine);
• Nicholas Scheckel – national referee (UK);
• Dimitr Maslev – national referee (Bulgaria).
The referee board is headed by an international referee Major-General Vasyl Vakulenko. The referee board serving
the World Championship includes five judges of the international category and 17 judges of the national categories
from five countries.

Additional information about the Championship
As part of the Championship specialized workshops and exhibitions will be held, including sales of gear and
equipment for employees of government and private security agencies, and a sightseeing and a concert program
will be organized. All venues will be free to attend. We invite representatives of mass media at a press conference to
be held on September 23 at 17.00 in the city of Yalta at the following address: 39, Kirov St. (sanatorium named after
Kirov, press hall), and to cover events and activities of the World Bodyguard Championship in the city of Yalta.
