Everyone has the right to study in a suitable place. 2/10 C1354 Primary School in Trapeang Thmor - 30/03/2011 Vianney HIVER – Project Coordonator - Cambodge Trapeang Thmor Elementary School > General Presentation The village of Trapeang Thmor is isolated in the middle of the Banteay Meanchey countryside, far from the main roads. The place is well known, however, because the village is located near a large water reservoir built by the Khmer Rouge, an invaluable source of very precious water but also a destination point for the residents of the region during holidays. The village is home to over 2,700 people including nearly 900 children under 18. Most families depend on agriculture and fishing. The Aing Trapeang Thmor Reservoir. Views of the village from the main road. The Trapeang Thmor Primary School includes a kindergarten and a primary school in the same compound. A few kilometers away are the college and Poy Cha high school, and children attending the school can therefore easily receive complete schooling. This year the primary school had six classrooms for 328 students divided into 11 classes. The nursery school accommodates 70 children aged 3 to 5 years (primary school begins at age 6) divided into three classes. The building housing the nursery school was built in 1994 and is also in rather poor condition: of the three classrooms, one is now unusable and the kindergarten has to use a room at the primary school. Both rooms still used in the old building are in poor condition, and therefore not ideal for accommodating young children. Of the three rooms of the last building built in 1996, two are used by the primary school and one by the nursery school. At right, primary school class in the other building. The primary school students attend only half the day, morning or afternoon, which means that a classroom is shared by two classes. With this turnover, the class sizes are reasonable: the largest class is the fourth grade, which has "only" 50 students, while other classes have about thirty. The school’s main problem is really the outdated buildings, which do not offer the proper conditions to accommodate the children. Fourth grade class. 5/10 C1354 Primary School in Trapeang Thmor - 30/03/2011 Vianney HIVER – Project Coordonator - Cambodge Project details > A new building for the school Faced with these difficulties, the director of the primary school, with the support of the district and local authorities, has made a request of Enfants du Mékong for the construction of a new building for the school. The director’s goal is to no longer have to use the old four classroom concrete building, which will soon be completely unusable during the rainy season due to water leaks in the porous roof. He therefore wants to have a new building of four classrooms constructed to replace the old one. After discussing the issue, taking into account the financial capabilities of the Enfants du Mékong and the school’s situation, it was decided to initially construct a building of three classrooms. Indeed, in the short term, the class sizes of the school are very reasonable, and with only five classrooms (two in the wooden building, and three in the new, which would thus allow for the use of the old building), the school will be in good condition to accommodate the students: there are only two classes significantly larger than others, with 50 and 47 students, which is reasonable. In addition to building three classes, the project also plans to build a block of two toilets. Currently, there are only two toilets for the 398 nursery and primary school students, plus the teachers, so it is therefore necessary to add new ones. In the background, the school has available space to construct a new building. To ensure the future development of the school and to prepare for the increases in class size to come, Enfants du Mékong plans to support the Trapeang Thmor School for the long term. After the primary school is completed, a second stage is envisaged for another building of three classrooms for the nursery school. This new building will provide young children with classrooms tailored to nursery school and ensure the development of the primary school by freeing the classroom that is currently used by the nursery school. 6/10 C1354 Primary School in Trapeang Thmor - 30/03/2011 Vianney HIVER – Project Coordonator - Cambodge Budget An estimate has been made for the construction project. A detailed estimate is presented as an appendix. Enfants du Mékong only begins a project once all the funds have been found, it is the best way to avoid what is sometimes found in Cambodia: half constructed buildings that are falling apart even before they are used due to funding problems encountered during construction. Because of the time spent searching for funding, there’s a delay of several months between the launch of a project and the start of construction. In the meantime, the price of materials often increases. To cover inflation during this period, a safety margin of 10% is now applied to the estimate of our projects. If afterwards there is money leftover, we then examine along with the school director, the best way to use this money for the beneficiaries. For a school construction project, this may consist, for example, of the purchase of school supplies, books, or any other material which the school would need. Enfants du Mékong adds operating costs to the budget, which amounts to 15% of the total project budget. For large amounts, the currency used in Cambodia is the dollar. The demand for this new building, made by the director of primary school, Mr Pech Huong, is supported by local authorities and local representatives of the Ministry of Education and Sports. This building will be constructed for the Trapeang Thmor public school, and will then be managed by the school principal and the authorities. This contractor does quality work, and in addition to his skilled workers, he hires local people to work at his sites, which helps the villages in question and involves the public in the life of the school. The classroom furniture (tables, chairs, desk, tables) is included in this estimate.
