CERTIFICATE IN REAL ESTATE VALUATION
C
ertificate in Real Estate Valuation is the first programme established in Malaysia that produced
quality and all-rounded semi-professional workforce. The content of this program is based on
industry oriented to ensure graduates are ready to face all the requirements and challenges in the
workplace. The following are the advantages offered to the graduates:
•
Graduates are entitled to receive the higher salary than the SPM certificate holder which is P1T9
for the post of Assistant Valuer (W17) in the government sector.
•
Credit exemption from UWS Australia which offer saving from 3 to 1 year which requisite in
Bachelor of Business and Commerce (Property).
•
Credit exemption from QUT Australia which offer saving from 4 year to 11/2 year which requisite
in Bachelor of Urban Development (Property Economics).
•
Graduates are eligible to sit for Professional Exam, Royal Institute Surveyor Malaysia (RISM) which
is Property Consultancy and Valuation Surveying Division (PCVS).
•
Accredited by JPA, RISM, LPPEH, UITM, UTM, QUT, UWS and International Professional Body:
Royal Institution of Chartered Surveyors (RICS).

To offer skillful workforce for the post of Assistant Valuer in any government sector, statutory
body, PBT and private sector.

To provide opportunity to INSPEN graduates to pursue their studies to the higher level in Malaysia
or overseas.
WHO IS VALUER?
Valuer roles are to advise and provide opinion on the real estate value.
Besides that, valuer also plays important roles as property consultant,
project consultant, advisor in the real estate investment, property
auctioneer and building managers. In this context, valuer can advise
and provide opinion regarding investment and financial matters on
property development to the companies or individuals who seek for
advice on matters concerning land and buildings in terms of rental,
buying and selling, mortgage lending, and others
Roles:
The roles of valuer are to provide professional services in valuing the
property, plant, machinery and equipment. Valuation is needed for
the purpose of:

Statutory valuation
Sales or purchases, housing loan, mortgage, auction, court
references, rental determination, compensation of land
acquisition by government, fire insurance and etc.
Others expertise for the valuation profession includes valuation of
private hospital, airports, hotels, plantations and special properties
such as mines and quarries land and petrol stations, shopping
complex and office buildings, plant, machinery and equipment.
CAREER
Certificate in Real Estate Valuation (CREV) graduates from INSPEN will be having job opportunity as Valuation Assistant (W17) in JPPH, Ministry of Finance Malaysia, local
authorities, government agency or public sector as assistant valuer officer. List of private valuation firm and developer can be check in the official website of LPPEH at www.
lppeh.gov.my.
ENTRY REQUIREMENTS
FIRST SEMESTER
Entry requirements are as follows:
General requirements:

Age between 17 to 21 years old on the closing date

Pass in SPM or equivalent
SPM Requirements:

Credit in Bahasa Melayu
•
Credit in Mathematics or Additional Mathematics

Credit in any Science/ Accounts/ Economy

Pass in 2(two) other subjects including English.

WHO IS PROPERTY MANAGER?
Property manager is a person who is appointed by the property
owner to manage the property. Property managers’ job is to keep and
manage the property investment at the level of best and reasonable.
Property Managers’ duties and responsibilities including building
operating fund and budget, tenancy management, maintenance
management, legal and contract documentation, administration,
human resource management, insurance and others.
Roles:
Property management involves the management of the building
owner or the management corporation whose manage the building
involving an individual or organization to ensure optimal returns
on real estate investments and ownership. Achievement and
management goals are as follows:

public authorities and other government agencies will offers job opportunity as Assistant Valuer (W17)

ertificate of estate agency is the third programme conducted in INSPEN. It is different from
other courses offered in IPTA whereas its main focus is to produce a professional agent in
real estate agency. This program is a pathway to become a qualified estate agent that has
knowledge and technical expertise in property industry. This program also aims to produce estate
agent who are capable in achieving the required level of expertise in estate agent industry. CEA
focuses both theoretical and practical aspects of estate agency practice and related fields.
This program offered 2 modes of studies: full time and part time. The differences between these
two modes are:

Full time program is offered to students’ age from 17 to 21 years old
Part time program is offered to students’ age from 17 years old and above (no age limit)
CEA has been accredited by Board of Valuers, Appraisers and Estate Agent. (Equivalent to the written
examination: part 1 and part 2 of the real estate agent examination).
PROGRAM OBJECTIVE
WHO IS REAL ESTATE AGENT?
Real estate agent appointed as a representative of the landlord for
the purpose of sale or rental of a real estate. Transaction involving
real estate is complex due to the complexity of the real estate nature.
Real estate consists of various types of the land such as agricultural
land, residential buildings, commercial buildings, and industrial. Each
of the real estate requires specific expertise, particularly related to
the legal and administrative aspects of the property, negotiation
skills, the tax system, government policies and others.
Besides, the real estate transaction involves the large sum of money
and not many people could afford it. Good and strategic marketing
which involves long period of time is needed hence cause people to
hire the real estate agent as the representative. The need for the good
real estate agents who has extensive knowledge in this area is needed
to ensure that the interests of the parties involved in the transaction
are secure.

CAREER
CEA is the alternative routes for graduates to establish as the registered real estate agents from LPPEH. The course which offered in 2 modes (full time and part time) had
been accredited by BOVEA (equivalent to the written examination: part 1 and part 2 of the real estate agent examination).
ENTRY REQUIREMENTS
FIRST SEMESTER
Entry requirements for Certificate in Estate Agency (FULL TIME MODE or PART TIME
MODE) are as follows:
SPM Requirements (Full Time & Part Time Mode)
• Credit in Bahasa Melayu,
• Credit in Mathematics, or Science, or Commerce, or Account,
• 1 Credit in any subjects taken, and
• 2 Pass in any subjects taken.
OR (Additional Requirements for PART TIME MODE only)
• Certificate of Real Estate Valuation (CREV) from INSPEN, or
• Certificate of Property Management (CPM) from INSPEN, or
• Diploma in any discipline recognized by JPA, or
• Bachelor degree in any discipline recognized by JPA.
