Background
• Fifth Meeting of Southeast Asia Network of Climate Change
Focal Points (SEAN-CC) held on Bangkok on 21-22 September
2011.
• Discussed that need for integration of climate change into
national and sectoral plans.
• Agreed that Training Workshop on Planning, Implementing,
and Mainstreaming Adaptation in Government Programme to
be held on 13-19 November 2011, Dhaka, Bangladesh.
• Considering need of the SEAN-CC network member countries,
the SEAN-CC supported a team of maximum 4 participants
from each countries as Cambodia, Laos and Myanmar.
• Hosted by International Center for Climate Change and
Development (ICCCAD)at Independent University.

Outcome from Training Workshop
1.
WHAT ARE REQUIRED FOR MAINSTREAMING?
1. Mid term planning is the best entry point for mainstreaming (Nepal
has CC integrated into MTEF – however, LAPA will support this mid
term planning through iterative annual M&E).
2. Kenya: look at CC strategy; develop CC scenarios (simulation);
assess what areas are affected; this simulation exercise helps guide
investment required for CC;
3. Need good leadership: Appropriate Ministry/Agency should be
identified (Kenya: Leadership should be National Planning– a
Ministry that all listen to; In Nepal, MoE-MoLD partnership – MoE
no implementation thus good for coordination- MoLD for
implementation)
2. CHALLANGES TO MAINSTREAMING
