PROJECT NARRATIVE
The proposed 707 East Seneca Street House is planned to be complete in the Summer 2015 in
time for occupancy by students during the Fall Semester. 707 East Seneca Street LLC proposes
to construct a new house with 6 three bedroom apartments on a recently acquired vacant lot at
707 East Seneca Street. There will be two apartments on each floor. The 0.171 Acre (7,444 SF)
lot is located on the south side of East Seneca Street, between Stewart Avenue and North Quarry
Street. The house is located in the East Hill Historic District and is subject to approval of the
Ithaca Landmarks Preservation Commission for which an application has been made.
The design of the house is consistent with the character and scale of the neighborhood, especially the
houses in the immediate block which is also notable for the steepness of Seneca Street at 17%-18%. The
use of architectural features such as 12:12 roof with attic story, dormers, bay windows, bi-color siding,
shingles, and lap siding will give the house the feeling of belonging in the neighborhood. The gross area
of the house on the first floor is 2,284 SF.
The house will require a zoning variance due to an 806 SF lot area deficiency. The Owner is attempting to
purchase an adjoining piece of land as shown on the site plan. If the purchase is made a variance would
not be required.
Since the house is in the Collegetown Overlay parking area, 9 parking spaces are required for 18
bedrooms. 5 spaces are behind the house and 4 spaces are in the basement, including 1 accessible space.
There are also 4 bicycle parking spaces in the basement. A lift will be provided to get from the garage to
the front porch.
The site will drain toward the rear as it does now. A small retention area will be provided in the southwest
corner of the site to reduce peak runoff.
Landscaping is provided at the front of the house as shown on the site plan including 2 Thornless
Hawthorn trees in the front yard at Seneca Street. The rear yard will be developed as a lawn area
surrounded by existing trees on site and on the adjoining properties.
In summary we feel that this house would help to provide housing in a neighborhood with high demand
and be a beautiful and sympathetic addition to the East Hill Historic District, adding new vitality to the
old neighborhood.
