It is supported by a yearly Programme of Initiatives (POI) which contributes towards the objectives and the actions defined in the strategy. This document gives a very brief overview of the achievements since the inception of the National Digital Strategy in 2014. It is a report highlighting the impact of the initiatives on each theme. From year to year, the coverage of actions is evaluated in order to ensure a holistic implementation of the strategy. The document also summarises the initiatives that are being implemented during 2016, and their respective owners. An annex to this document shows the full list of the two hundred and twenty two (222) ICT initiatives planned for 2016. For those interested in the implementation of the DM Strategy, each initiative is linked to one or more actions. This gives a clearer picture of the intended goal(s) behind the initiatives. DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 4 Progress in Addressing Actions Contributions towards 80% of the Actions Table 1 highlights the progress achieved on the various actions through the POIs of 2014, 2015 and 2016. Over the three years, initiatives have contributed towards 85% of the actions. These indicators allow the Digital Malta Governing Board (DMGB) to analyse the country’s progress compared to other EU member states. DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 9 Appendix A – List of initiatives for 2016 Digital Business MICROGUARANTEE Limited availability of funds many times prohibits small business from carrying out new investment projects and may consequently lead to the loss of business opportunities. The Micro Guarantee Scheme has the objective to accelerate growth by facilitating access to debt finance for smaller business undertakings. This Micro Guarantee Scheme shall provide eligible undertakings with a guarantee of up to 80% on loans of up to €100,000 which may be used to finance projects leading to business enhancement, growth and development. Related to Digital Malta Action: 12, 16 Owner: Malta Enterprise MICROINVEST The scope of this scheme is to encourage undertakings to invest in their business, to innovate, expand, and implement compliance directives or to develop their operations. Such undertakings may include self-employed persons. Undertakings will be supported through a tax credit representing a percentage of the eligible expenditure and wages of newly recruited employees and/or apprentices. Related to Digital Malta Action: 12, 16 Owner: Malta Enterprise to KNOWLEDGE TRANSFER Through this scheme Malta Enterprise (ME) aims to address skill shortages. Related ME shall provide a framework for the training and re-skilling of existing and Digital Malta SCHEME new employees by supporting knowledge transfer and acquisition of new competences, in line with the requirements of the industry. Computer Programming Activities (NACE code 62.01) will be one of the sectors eligible for this scheme which will be launched during 2016. Action: 12, 16, 17, 21, 24 Owner: Malta Enterprise BUSINESS SCHEME ADVISORY The business advisory scheme is designed to provide business undertakings Related operating in Malta with advisory services that suit their specific circumstances. The aim is to support undertakings identify strengths and weaknesses in specific areas which are key to their competitive development and growth. These include areas related to digital development. to Digital Malta Action: 12, 16, 21 Owner: Malta Enterprise DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 10 SUPPORT FOR EMPLOYMENT THE OF PERSONS HOLDING A DOCTORAL DEGREE OR STUDENTS FOLLOWING A DOCTORAL DEGREE. Through this support scheme, an eligible business employing a person holding a doctoral degree or following a doctoral degree in science, information technology or engineering, will be entitled to a tax credit of €10,000 after keeping the person employed for a minimum of 12 months. This scheme will be launched during 2016. Related to Digital Malta Action: 12, 24, 63 Owner: Malta Enterprise to TAKEOFF BUSINESS The CEBI board has set up the TAKEOFF Business Incubator to help start-up Related high growth technology companies, including those in ICT. TAKEOFF is run by Digital Malta INCUBATOR the KTO on a day-to-day basis, but takes its strategic direction from the CEBI Board. Action: 16 Owner: UoM to MIH ACCELERATOR MITA will focus on creating and implementing an Accelerator programme at Related the MITA Innovation Hub which will include aspects such as provision of a Digital Malta PROGRAMME mentorship programme, mechanism for the evaluation of ideas and seed investment and implementation assistance. The programme is intended to be a highly competitive programme offering a co-working space, mentorship and other means of support to tech start-ups for a fixed term, and eventually culminating in a celebratory demo day. Action: 16 Owner: MITA to KORDIN BUSINESS Malta Enterprise operates an incubation centre in Kordin. The primary Related function is to assist budding entrepreneurs who are starting a business by Digital Malta INCUBATION CENTRE providing them with operating space, administrative support and specific schemes. Action: 16 Owner: Malta Enterprise KTO The Knowledge Transfer Office (KTO) has organized a training program for its Members, UoM staff and the external Eco-system to stimulate the commercialization of University Intellectual Property, including ICT. Related to Digital Malta Action: 16 Owner: UoM DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 11 The scheme will support start-ups engaged in manufacturing, design, R&D and other innovative business ventures. The scheme will provide two phases of support. Phase 1 is mainly intended for new entrepreneurs and will provide support through a grant instrument. The funding mechanism will provide front financing through direct grants and hence will not require the entrepreneur to seek additional funds and then claim reimbursement. Phase 2 will be based on repayable quasi-equity financial instrument which will enable enterprises to address initial growth. The public funding will be based on a pari-passu approach whereby it will not exceed the total value of private funds available to the beneficiary. B. START Related to Digital Malta Action: 16 Owner: Malta Enterprise START Malta Enterprise, via Business START is offering a seed funding for start-ups. Related BUSINESS SCHEME The measure is intended to support small start-up undertakings that have a viable business concept and are in the early stage of its development. Initiatives that are deemed to be economically viable shall be supported through a grant of up to €25,000. This scheme will be available throughout 2016. to Digital Malta Action: 16 Owner: Malta Enterprise EBUSINESS AWARDS The MCA will continue to hold annual eBusiness Awards aimed at acknowledging unique and innovative local ideas and initiatives in the use of web-based technologies and eBusiness, for the benefit of businesses and society at large. Related to Digital Malta Action: 16 - The eBusiness Awards complement the MCA’s efforts to facilitate the takeup of ICT and the promotion of eBusiness, whilst at the same time offer a platform for participants to showcase their innovative solutions to the business community and the general public. The fifth edition of the eBusiness Awards was held in March 2016. Owner: MCA IMPLEMENT A MOBILE The implementation of an innovative solution to improve the tourism INNOVATIVE SOLUTION TO IMPROVE TOURISM THE EXPERIENCE experience in Gozo through the utilisation of a mobile application. Related to Digital Malta Action: 16 Owner: MGOZ IN GOZO DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 12 to CONSTRUCTION OF A The project entails the development of a hub which will be designed and Related developed in order to facilitate the establishment of synergic and joint actions Digital Malta DIGITAL HUB for enterprises in the digital creative sectors, as well as creating the environment and structure for the training of students and the incubation of new enterprises. Malta Enterprise also envisages the creation of synergies with companies housed in the life sciences park on the development of biotechnology projects. Action: 16, 17, 19 Owner: Malta Enterprise DIGITAL HUB During 2016, the Digital Hub will be fully functional. The businesses which have been approved will start operating from the allocated units in this hub. In parallel, the Corporation will continue with its efforts to attract more businesses to this hub in line with the indicators established in the Project Grant Agreement (ERDF funded). Related to Digital Malta Action: 16, 17, 19, 20 Owner: Malta Enterprise START-UP SCHEME FINANCE The Start-up Finance scheme, which will be launched in February 2016, is intended to support small start-up enterprises. The scheme may provide aid in three different ways: Related to Digital Malta Action: 16 (i) Support linked to equity: The Corporation may provide a repayable grant equivalent to the value of private equity held in the company. The total value of grants issued by the Corporation may not exceed the nominal value of paid up share capital held by private parties or €200,000 (whichever is the lowest). The grant will be disbursed in a maximum of three (3) tranches of not more €100,000 over a period of twenty four (24) month. (ii) Support linked to procurement of equipment: The equipment must be new and shall be considered as a security against the repayment of the grant. (iii) Support linked to Crowdfunding: Malta Enterprise may agree to match any amount pledged through a pre-approved crowdfunding campaign, up to a maximum of €50,000 per campaign. The funding may not exceed half the amount requested through the crowdfunding campaign and the support provided by the Corporation must be indicated in the crowdfunding campaign. Owner: Malta Enterprise DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 13 STRATEGY RELATING TO The evolution of the global satellite communications industry is generating Related SPACE COMMUNICATIONS AND SATELLITE SERVICES new commercial opportunities for businesses operating within the space sector. This opens up prospects where Malta may be able to create its own niche. to Digital Malta Action: 17 - In order to assess the potential of this economic sector and build towards a space communications strategy, the MCA will in the first quarter of 2016 engage experts to assist it in: - identifying Malta’s potential to exploit the research, technological and commercial opportunities offered by the space domain; and - establishing the proper governance and regulatory framework for Malta. The MCA will continue working with Malta Enterprise to identify existing incentives and develop new ones, as may be necessary and feasible, targeted at facilitating the establishment of a space industry in Malta. Owner: MCA FDI PROMOTION The Malta Enterprise structure, through its various departments and its overseas representation aim at promoting Malta as an investment location, with emphasis on FDI. The digital sector is actively sought after and promoted. Related to Digital Malta Action: 17 Owner: Malta Enterprise CLOUD COMPUTING A high level strategy document was presented by MCA to MEIB in February 2014. This concluded the first phase of the study. The MCA is currently establishing the next phases of the project with an external consultant. Related to Digital Malta Action: 18 Owner: MCA to CLOUD SERVICES FOR MITA will develop and improve the catalogue of services that are provided Related through the cloud in order to drive through the next wave of ICT services. This Digital Malta GOVERNMENT initiative is intended to formally define and subsequently execute the cloud computing strategy/vision. Action: 18 Owner: MITA INDIE MEETUP MALTA Monthly public meetings of local game developers. Guest developers present their latest projects and ideas to other developers, game audiences, students and the general public. This initiative effectively facilitates the development of the local game-development culture. Related to Digital Malta Action: 19 Owner: UoM DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 14 to AUTOMATIC GAME The aim of the EU-funded AutoGameDesign project (secured by the Institute Related of Digital Games) is to answer the question of whether autonomous creative Digital Malta DESIGN: EU FUNDED systems are able to generate valuable, novel and surprising outcomes. The Action: 19 RESEARCH computational creators’ output is evaluated within the domain of game design being among the most content-intensive and multifaceted domains of human creativity and, undoubtedly, the richest form of human-computer interaction. Owner: UoM GAME LECTURES AND Regular game lectures and game nights at the Institute of Digital Games bring researchers, students, developers and the public together around games. Lectures are delivered by local and guest researchers from abroad. GAME NIGHTS Related to Digital Malta Action: 19 Owner: UoM GAME RESEARCH IN The games developed under EU-funded projects (iLearnRW and C2Learn) at Related CONJUNCTION THE WITH ONE-TABLET-PER- CHILD INITIATIVE the Institute of Digital games have been supported (technically and financially) by the Ministry for Education and Employment (MEDE) for their inclusion to the one-tablet-per-child initiative. They are currently on pilot evaluation in several schools in Malta. to Digital Malta Action: 19 Owner: UoM to M.SC. IN DIGITAL The M.Sc. in Digital Games brings together students from many backgrounds Related to create innovative and exciting digital games. In all cases, students fully engage with the processes of game design and creation, as well as logistical concerns such as project and business management. Owner: UoM to MALTA GLOBAL GAME A worldwide event where around 25,000 participants meet in physical Related locations around the globe to create an innovative digital or board game in 48 Digital Malta JAM hours. The event focuses on creativity and collaboration, and includes a fun competitive element. The Institute of Digital Games chapter has brought internationally prominent guests to Malta. As there are concurrent Game Jams in locations across Europe and participants tend to join their local chapter, the event is focused on the local game development scene. Action: 19 Owner: UoM DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 15 to BUSINESS ASSOCIATION Through the Business Association Grant Scheme Malta Enterprise will Related promote the development and continuity of Small Business Associations that Digital Malta GRANT SCHEME aim to facilitate collaboration and develop their relevant business sector. The ICT sector is one of these sectors. Aid shall be provided in the form of a cash grant which may amount up to a maximum of €10,000 per annum. This scheme will be launched in 2016. Action: 20 Owner: Malta Enterprise to GALILEO GNSS AND In 2015 the MCA embarked on building capacity to be able to actively Related participate in the Galileo Global Navigation Satellite System (GNSS) and Public Digital Malta PRS PROGRAMME Related Service (PRS) programme. Action: 20 - The MCA is currently identifying those key areas that could be of national interest and representatives for the relevant GNSS meetings have been nominated. The MCA’s view is that Malta’s main focus should be on supporting local industry and academia participating in Galileo projects. Owner: MCA STRENGTHENING MARKET ENTRY & INTERNATIONALISATION SCHEME The scope of this incentive is to facilitate access to foreign markets by allowing enterprises to explore growth opportunities, establish business contacts and consolidate existing markets. This scheme provides partfinancing to business undertakings that participate in international trade events, fairs and trade missions. Business undertakings can capitalise on these events by; - establishing trade partners, - developing value chains, - identifying new business opportunities and - acquiring knowledge about new markets, technologies and consumer trends. Related to Digital Malta Action: 20 Owner: Malta Enterprise DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 16 FACILITATING THE DEVELOPMENT AND UPTAKE ECOMMERCE OTHER SERVICES OF AND ONLINE During 2016 the MCA will focus its work on the following key tasks: Online Directory of eCommerce Service Providers (Blink) and eCommerce Guides for Business Related to Digital Malta Action: 22 - The MCA will focus on widening business sector awareness of its now- - established online directory of eCommerce Service Providers (Blink). ECOMMERCE STRATEGY INITIATIVES - Blink is a practical resource that provides easy access to information required by businesses who wish to take their operations online. It is a directory specialising in eCommerce service provision and has been purposely designed around the different phases of setting up an online shop. In addition Blink provides online guides aimed at businesses who sell goods and/or services online and those who intend to set up their own online business. - The MCA will carry out a marketing campaign on the benefits of using Blink in order to increase visibility and usage. Training in Digital Marketing to Industry - Following the success of the sessions held for the tourism/hospitality industry, MCA will continue to provide, free of charge courses, on digital marketing to different sectors. The aim of this activity is to ensure that businesses across various industries fully appreciate and harness the economic opportunities made possible by online technology. eCommerce Training for SMEs - The MCA has this year submitted an EU funded application for a 3 year project which focuses on the delivery of an accredited eCommerce training programme for individuals. The programme covers the entire range of the eCommerce value chain; from planning a business, to delivering products, and ensuring customer retention. Owner: MCA DIGITAL MALTA – PROGRAMME OF INITIATIVES 2016 17 to RESEARCH & Through this scheme Malta Enterprise can assist businesses that engage in Related research and development projects and which are classified as Industrial Digital Malta DEVELOPMENT 2014Research or Experimental Development as per terms and conditions set Action: 24 2020 SCHEME within the Incentive Guidelines. The aim of this scheme is to: a. assist undertakings that carry out Industrial Research and Experimental Development required for the acquisition of knowledge which leads to the development of innovative products and solutions. b. encourage cooperation between firms by providing additional assistance for collaborative Industrial Research or Experimental Development projects, which may include Eureka endorsed projects and projects accepted under the Eurostars framework of the European Commission. Owner: Malta Enterprise OPEN CALL STARTUPS MIH2015/001 FOR – Awarding of two €15,000 grants for two proof-of-concept projects combining public data with a mobile app to address pain points in two thematic areas in public administration. Related to Digital Malta Action: 25 Owner: MITA PROMOTING AND FACILITATING BUSINESS DEVELOPMENT INNOVATION AND Building an innovation stakeholder network - The MCA will continue sustaining the development of an innovation stakeholder network with a view to promoting and facilitating dialogue on innovation in communications amongst a diverse representation of stakeholders. Related to Digital Malta Action: 25 - Building Innovation Intelligence - The MCA plans to undertake a series of intelligence-building activities that will serve to guide future public policy by presenting Malta’s value proposition to investors and to guide local industry in seeking new business opportunities.
