President’s Report
JIM KING
2013 GOLF ASSOCIATION OF ONTARIO
PRESIDENT
I suppose the best characterization of the
past year would be to use the old phrase
– “never a dull moment.” From exciting
tournaments, to attending the Canada
Summer Games, to dealing with a myriad
of business issues, and culminating in the
intense search for a new Executive Director
to replace the retiring Dave Mills, this has
been one interesting year.
It has been my pleasure to serve as your
President for 2013 and to work with our
very capable staff in Uxbridge, as well as
the many, many volunteers that make the
Golf Association of Ontario the envy of the
other provinces.
Much has been accomplished in 2013
as we continue working on the goals and
objectives established in our strategic plan.
Our plan is built around the pillars of Long
Term Athlete Development, Performance
(at all levels), Participation (More Golf in
Schools), Capacity (more trained officials
and volunteers), Communication (digital
magazine), and Revenue (fundraising and
sponsor development).
Mr. Knickers and Friends has taken the
National Golf in Schools program to over
880 schools in 2013 , including 57 high
schools. We have opened five new Junior
Golf Development Centres for a total of 16
across the province to evaluate and train
promising junior golfers. In addition to over
100 competitive events, including regional
qualifiers, we ran six Member Days – net
events for a reasonable fee at quality
venues – and nine vTour events, online
competitions where you play the course of
your choosing and compete online against
YEARBOOK 2013

other GAO members. The vTours attracted
3800 participants (2950 men and 850
women) in its first full year.
In the spring, we held a series of officials/
volunteer training days to ensure that we
are providing the best possible experience
for competitors at provincial events, and we
continue to optimize the human resources
available to us to focus on our priorities.
Our Course Rating teams continue to be
busy, and in 2013 they rated or re-rated
almost 70 courses across the province. In
addition, two in-person handicap seminars
were held resulting in 41 GAO members
becoming Certified Handicap Officials. Our
online certification program added another
74 for a total of 115.
Although our athletes did not enjoy
the success at the national level as we
did in 2012, there were some notable
achievements.
The year started off on a high note as
the Canadian men’s and ladies’ team of
Brooke Henderson, Augusta James, Albin
Choi, and Corey Connors (all from Ontario)
were victorious at the Copa de la Americas
at Doral, the third victory for Canada in the
history of this event.
Brooke Henderson continued her fine play
and won the South American Amateur, the
Canadian Women’s Amateur as well as the
CN Future Links Pacific Championship.
Taylor Pendrith won the prestigious Porter
Cup at Niagara Falls Country Club in New
York State in June. Former Ontario Amateur
champion Corey Conners advanced to the
semi-finals of the US Men’s Amateur losing to
eventual winner Matt Fitzpatrick of England,
while Jenna Hague finished runner-up at the
Western Women’s Amateur.
Mary Ann Hayward won her third
Canadian Senior Women’s Championship
title, and Stefi Markovich advanced to the
semi-finals of the US Women’s Mid Amateur
before losing to eventual winner Julia Potter
of the US.
Team Ontario members Tony Gil, Sam
McNulty, John Boncoddo and Conner
Watt won the Williamson Cup matches,
and finally, the Ontario junior boys’ team
of Carter Simon, Austin James, and Jake
McNulty garnered a silver medal at the
Canada Summer Games in Sherbrooke,
Quebec. I had the pleasure of attending
these games as part of our delegation, and
I must say how impressed I was by the play
and behaviour of our young athletes.
There was excitement on the people
front as well in 2013. Claire Welsh of our
Marketing and Communications Department
accepted a similar position at The R&A in
Scotland. Claire assumed her new duties at
the beginning of 2014, and it is good to see
one of our own move on to bigger things.
And of course, long time GAO volunteer,
Board member, and Executive Director for
the last 27 years, Dave Mills has announced
his retirement as of the AGM. It goes
without saying that Dave will be missed,
and on behalf of the Board I thank him
for his diligence, integrity, enthusiasm, and
friendship over the years.
At the same time I am pleased to welcome
Steve Carroll, our new Executive Director,
and look forward to his energy, leadership,
and commitment to relationship building for
years to come.
In closing, I would be remiss if I didn’t
extend my thanks to our sponsors and
donors who make it possible to run the many
programs and competitions throughout the
year. As the industry continues to change,
the stress on our resources increases, and
without the support of these corporations
and individuals it would be difficult to
deliver the current level of excellence. Also,
I must extend my gratitude to the various
courses throughout the province that provide
their facilities for our events. As a volunteer
who attends many events over the summer, I
can attest that the athletes who participate
are very appreciative as well.
As much as we have accomplished, there
is a long way to go. Through the strength
of our volunteer base, the staff in Uxbridge,
and the support of our Board, we shall
continue to pursue the key performance
initiatives identified in our strategic plan.

HANDICAP AND COURSE RATING REPORT
Members of the Handicap and Course Rating committee met during the 2013 season to
fulfill committee mandates in the following areas:
Handicap Licensing and Certification
Each member club of the Golf Association of Ontario/Golf Canada (GAO/GC) issuing
Handicap Factors must have a Handicap Committee. At least one member of the Handicap Committee must take a Handicap Certification Seminar course conducted by the
GAO. The GAO conducted two Handicap Certification Seminars allowing 41 members
from 34 clubs to become certified Handicap Officials. The GAO also provides an Online
Handicap Certification course, which another 66 registered for and achieved certification from 41 clubs.
There are 338 member clubs that have signed and returned the Golf Canada Handicap License Agreement. There are 131 licences which expire December 31, 2013, and
these clubs will have to renew their agreement to fulfill club obligations in the program.
The agreement helps to ensure compliance with the Golf Canada Handicap System and
authorizes those golf clubs to issue valid Handicap Factors to their members. The majority
of our member clubs (359) continue to use the Golf Canada Score Centre (Handicap
software) to maintain Handicap Factors for their membership.

Course Rating
This year 64 courses were rated for both men and women. We also conducted a two
day Provincial Course Rating Training seminar in May that concentrated on fine tuning
the skills of our existing course raters on day one, and sharpening the skills of our Team
Leaders on day two. We also introduced a course rating training manual and workbook.
It was sent in advance of our training session, and exercises were answered by each
attendee, and discussed in an open forum. This workbook will be used when introducing
new raters to our course rating procedures. Our Committee also tabled and laid all the
framework of a four level Course Rating Certification Program. The program is to ensure
course rating knowledge is attained and maintained to ensure consistency in rating results
from team to team across the province. This will be formally introduced in 2014. Efforts
to finalize the setup of a course rating team in Niagara District were successful. A series
of ratings were scheduled to test the knowledge of the team of which they completed,
we’re pleased to officially announce the setup of this team.
We appreciate all volunteers who willingly committed their time, expertise and energy to
further the work of our Handicap and Course Rating Committee. Those who represent the
Golf Association of Ontario and our Committee so very well are; Course Raters, Team
Leaders, Master Course Raters, Club Handicap Certified Officials, Club Handicap Committee Chairpersons, and those who served on their club Handicap Committee.

DISTRICT COORDINATORS COMMITTEE REPORT
Members of the District Coordinators committee met in the Spring and Fall in 2013. The
committee continues to share “best practises” and has begun to explore strategies that
will align the district programs with the Long Term Athlete Development Plan.
The District Team competition had a very strong showing at the Senior Women’s Amateur
with eleven districts fielding a team and the Scarboro District team capturing the District
Gross title. The District Team Net competition saw Northern and Waterloo tie for first
place. The Kingston District Team had a solid performance at the Women’s Amateur
District team competition capturing both the Gross and Net titles.
The committee wishes to express their appreciation to all the volunteers that commit their
time, expertise and energy that strengthens the district programs.

Volunteer Recognition
The GAO Volunteer Recognition program has been designed to recognize outstanding
performance and contributions by volunteers who have played an instrumental role in promoting
the growth and development of amateur golf throughout the province of Ontario while preserving
the integrity and traditions of the game.
All individuals who are currently active members of the GAO and have been involved with the
GAO in a volunteer capacity for more than three consecutive years are eligible for nomination.
These individuals will have made a significant contribution to amateur golf in Ontario through
various GAO initiatives.

VOLUNTEER OF THE YEAR
For the past six years, Collingwood resident Karen
Newman has been a familiar face GAO at qualifiers
and championships assisting with registration, starting
and scoring. At the 2013 Investors Group Ontario Men’s
Amateur Championship, Karen stepped up to take on the
challenging role of volunteer chair, an integral part of the
execution of the event. Traditionally, a major tournament
of this size would have seen the tasks grouped into
committees with a separate chair for each, but due to
time restraints, Karen managed the full team of over 70
volunteers. She skillfully recruited and scheduled members
from her home club, Blue Mountain Golf and Country Club,
OslerBrook, and neighboring golf clubs to make up a full
team of volunteers. Throughout the championship, Karen
was on-site ensuring the “blue team” of volunteers was
successfully engaged.
Born and raised in Toronto, Karen was the longtime
Director of Volunteers at the Credit Valley Hospital in
Toronto. A member at Blue Mountain for the past eight
years, the grandmother to five started volunteering as an
activity that she could share with her husband, Pat, who is
a GAO Rules Official.
By taking on the daunting task of managing a full team
of volunteers for a major championship, Karen played
a key role in the execution of the Ontario Amateur, the
GAO’s biggest championship. Karen went above and
beyond in 2013, working relentlessly on her own time to
make sure that more than 70 volunteers were organized
and managed effectively. For her outstanding efforts, The
GAO is proud to recognize Karen Newman as the 2013
Volunteer of the Year.
BRUCE RAND
DISTRICT VOLUNTEER OF THE YEAR
The District Volunteer of the Year Award has been
designed to recognize those volunteers who embody
the spirit of volunteerism and have shown dedication
by making a significant contribution in promoting,
supporting and expanding amateur golf within their
District. Windsor resident and longtime Essex-Kent
District Coordinator Bruce Rand first began volunteering
with the Ontario Golf Association in the mid-1980’s,
serving as club representative for Beach Grove Golf
and Country Club. A former assistant pro at Beach
Grove, Bruce started actively volunteering with the Essex
Kent District as a starter and scorer before taking on
the lead role of District Coordinator in 2001 when the
GAO was established. He has been a vital link between
the GAO and golfers in the Essex-Kent District, tirelessly
promoting GAO initiatives and growing the game at the
club, District and provincial level. Bruce was instrumental
in bringing three GAO events to Beach Grove over the
past two years, and continues to act as a starter and
scorer at provincial events throughout the District. While
leading the District Executive Committee and serving on
Beach Grove’s golf committee, Bruce is a familiar face at
functions and meetings throughout Essex-Kent providing
information about GAO programs and encouraging
golfers to get involved by participating or volunteering.
In 2013, Bruce served as the Senior Tournament
Official at the Investors Group Ontario Junior Boys’
Championship, one of the GAO’s major events. His
passion for golf, unwavering dedication to promoting the
GAO and commitment to growing the game make him
an invaluable part of the Association, and we are proud
to recognize Bruce as the 2013 District Volunteer of the
Year.

Volunteer Recognition
The Dick Grimm Distinguished Service Award is considered the highest honour recognizing
individual service to the game of golf in Ontario. The award is named after Richard H. Grimm,
who has been affectionately known as “Mr. Canadian Open” for his service to the event from
1965 to 1993. This award recognizes an individual’s meritorious service to the game of golf in
Ontario as a volunteer. Recipients of this award embody the principles of integrity, dignity and
commitment which are central to the volunteer experience and to Mr. Grimm’s persona.

DICK GRIMM DISTINGUISHED SERVICE AWARD
For more than three decades, Thornhill’s Liz Hoffman has been an
influential leader in Canadian sport, as an elite athlete, successful coach
and widely-respected administrator. She joined the GAO Board of
Directors in in 2007, bringing her extensive knowledge and experience
to become a driving force within the Association as a volunteer and
fervent supporter of junior development programs across the province.
Liz’s passion for golf developed at an early age, when she won the
Ontario junior and Quebec amateur championships before becoming a
member of the national team and participating in numerous amateur
championships throughout the world. While serving as the University of
Toronto’s Director of Athletics, Liz joined the GAO as a volunteer and
immediately became part of the Executive Committee as Vice President
before assuming the role of President in 2009. Outside of those key
roles, Liz has also lent her expertise to multiple GAO committees
including Hall of Fame, Scholarship, Governance, and Finance, while
also chairing the Sport Development Committee and becoming a
familiar face as a tournament official at championships across Ontario.
Liz’s outstanding leadership skills and passion for the advancement
of young athletes has been instrumental in the establishment of
multiple new GAO initiatives to develop junior golfers. She has been
influential in the launch of Junior Golf Development Centres, which
provide developmental pathways and coaching support for juniors,
while providing guidance in securing provincial grants to help fund new
programs.

She also serves as a link between the GAO and Golf Canada, where she is a member of the Board of Directors
and numerous Golf Canada committees. A member at Thornhill Golf and Country Club, Liz has been highly involved
with junior golf at the Club, the golf and greens committees, and is on Thornhill’s Board serving as Membership Director.
Her boundless energy and ability to inspire and motivate have made her a valued fixture within the GAO, and her
wealth of experience make Liz a key asset to the Association. A hardworking, conscientious and dedicated individual,
Liz is an advocate for all athletes – but golfers are certainly closest to her heart. She is an outstanding example of one
who works to promote the values of the GAO and the sport of golf, and we are honoured to name Liz Hoffman as the
2013 recipient of the Dick Grimm Distinguished Service Award.

Commitee Reports • Scholarship
SCHOLARSHIP REPORT
With the support of its generous partners and
sponsors, the GAO awarded $38,500 to 12
deserving student golfers in the province of Ontario.
This year, recipients received awards between
$500 and $4,000 to assist with their continued
education at the post secondary level.
All recipients have maintained at least a 75%
academic average, are enrolled in a post
secondary institution, are members of the GAO and
are actively involved in the game of golf.
The GAO has been awarding scholarships to
promising young golfers since 1996 and has now
awarded over $400,000. The GAO scholarship
program is supported by donations from partners
including the Estate of Ken McKenzie, Investors
Group, Bushnell,
Acushnet, the Craig Revell
Memorial Award Fund, the Helena Harbridge
Award Fund and the Christine Fisher Memorial
Student Award Fund.

MARKETING AND SPONSORSHIP
The GAO marketing staff and volunteers were charged with a full slate of new
initiatives in 2013 along with the daily, monthly, and annual duties which made for
a very busy year. At the foundation of all marketing efforts was our new strategic
plan and our continual focus on a consistent brand message for the Association.
The first major project was the transition to the national CRM database system to
better manage and communicate with GAO members and contacts. The GAO also
redeveloped and launched a new website for the GAO and the coaching program
this past year. A change to the design and menu system has been well received and
has made navigation easier for the casual user. The new content management system
platform has been extremely well received and has increased the staff’s efficiency
and ability to customize the site for the short and long term. 2013 also saw the rise of
the new Ontario Golf News magazine in digital format. Over the course of the summer
three issues were circulated to GAO members with news and features from across
the province. Along with these new initiatives the GAO also exceeded expectations
in a number of other programs as well. The vTour platform for online tournaments
produced over 3300 participants in 2013 which is three times higher than 2012.
The GAO Invitational presented by Sandals sold out in six days as 40 couples (14
couples in 2012) teed it up and had a wonderful week in Exuma, Bahamas in early
November. The GAO also continues to maintain a strong sponsorship portfolio of
great partners and marketing support provided to Sport Development, Handicap &
Course Rating and championships in 2013 helped to ensure best in class delivery of
events, programs and services in each area. A big “Thanks” must go to all committee
volunteers and staff for their help in making 2013 such a successful year.

On behalf of the Marketing and Sponsorship Committee
MEMBERSHIP
The GAO has welcomed more than 40 Ottawa Valley clubs into membership over the
past two years, and many individual affiliate members. As we expand our programs,
services and opportunities into the region, we continue to discuss membership and
benefits to all. In addition, the GAO is extremely pleased to include another thirteen
Ontario clubs (and their members) to membership for 2013 and beyond. And in a
new initiative, the GAO partnered with the Northern Golf Association, successfully
supporting the Northern Amateur with GAO trained officials and programming. Although the GAO and program offerings have grown greatly over our history, the
membership model has remained staid. In the fall of 2013, GAO and Golf Canada
met with a significant number of member and non-member club representatives in
a series of focus sessions to solicit input on the model, and to gather suggestions on
a potential future model. Using this crucial stakeholder info, and a comprehensive
industry review, we will be able to assess the feasibility and introduction of a change
to the membership model. Memorable milestones were celebrated by many clubs in 2013, including three
100th Anniversaries – we heartily congratulate the members, volunteers and staff
for their ongoing dedication and valuable contributions to the sport of golf. We also

Ontario Golf Hall of Fame
The Golf Association of Ontario
welcomed four new members into the
Ontario Golf Hall of Fame in 2013. Ian
Leggatt, Rod Spittle, Gord Witteveen and
Alexa Stirling Fraser became the 61st to
64th members while Jack Marks receieve
the Lorne Rubenstein Media Award. The
inductees were honoured at the annual
induction ceremony at Wooden Sticks Golf
Club in May.
Hosted by CTV and TSN sports anchor
Rod Black, the ceremony highlighted each
of the inductees’ accomplishments and
contributions to the game of golf, and
featured an opportunity to share memories
from their careers with an audience that
included current Hall of Fame members
Marlene Streit, Gary Cowan, Warren Sye,
Gar Hamilton, Kelly Roberts, Mary Ann
Hayward, Stu Hamilton and Sandra Post.
Ian Leggatt is one of Canada’s best
known professional golfers and is a winner
on both the PGA Tour and Nationwide
(now Web.com) Tour. He won the Buy.Com
Dayton Open as a PGA Tour rookie in 2001
and the Touchstone Energy Tucson Open
in 2002 when he was named Canadian
Golfer of the Year in 2002. Leggatt played
as an exempt player on the PGA Tour until
2008 and retired from the game in 2009.
Following his retirement, Leggatt joined
Wasserman Media Group as Executive VP
of Golf before being named Director of

August 2012.
Rod Spittle is a competitive standout
that made his mark on the Champions
Tour by capturing the AT&T Championship
in October 2010. After strong finishes
at the Ontario Amateur and Canadian
Junior, he captured the Canadian Amateur
Championship title in 1977 and 1978.
Spittle turned professional in 2004 at the
age of 49. In 2010, he Monday-qualified
into the AT&T Championship, and won the
event in a one-hole, sudden-death playoff.
Spittle is continuing his professional career
on the Champions Tour, earning two top-ten
finishes in 2012.
A career superintendent with over a
half-century of service at golf clubs across
Ontario and Quebec, Witteveen was the
Founding Director of the Canadian Golf
Superintendents Association (CGSA) and
a renowned golf writer, author, featured
speaker and educator.
A frequent contributor to industry
publications, Witteveen was also the
founding editor of the CGSA’s GreenMaster
magazine and authored several books.
Witteeveen passed away in 2010, and
has also been posthumously elected to the
Canadian Golf Hall of Fame.
Alexa Stirling Fraser began golfing at a
young age earning her first club title at age
12. A close friend of Bobby Jones, she was
dubbed “The Empress of Golf” and earned
her first of three U.S. Ladies’ Amateur
Championship titles in 1916. She relocated
to Ottawa and won two Canadian Ladies’
Amateur titles. Stirling Fraser maintained
her interest in golf throughout her life, and
passed away in 1977. She has also been
inducted into the Canadian Golf Hall of
Fame, the Georgia Sports Hall of Fame,
and the Georgia Golf Hall of Fame.
Receiving the Lorne Rubenstein Media
Award, Jack Marks was a sports writer at
the Timmins Daily Press, The Globe and
Mail, and The Toronto Star. Over the course
of his career, he served as president of both
the Ontario Sportswriters and Sportscasters
Association and the Toronto Press Club. He
was also editor and part-owner of Tee-Off
magazine, which later became Ontario
Golf News. Marks continued playing until
age 80, and passed away in 2001.

As we inch closer to the arrival of the Toronto 2015 Pan American
Games, the GAO’s Sport Department has embraced this opportunity
and has been diligently planning and supporting key long-term
projects for the legacy of golf in Ontario.
The 2013 season was historic, marked by tremendous performances
by Ontario’s top athletes including three individual National
Championships: Mary Ann Hayward – Women’s Senior, Brooke
Henderson – Women’s Amateur and Future Links Pacific and Carter
Simon – Future Links Ontario. Athletes also excelled in International
Championships including: Brooke Henderson - South American
Amateur champion, Corey Conners – Semi-Finalist in the US Amateur,
Taylor Pendrith – Winner of the Porter Cup, Jenna Hague – Finalist
in the Western Women’s Amateur and Team Ontario – Williamson
Cup champions. Ontario athletes Brooke Henderson, Augusta James,
Corey Conners and Albin Choi also captured the Copa de las
Americas title at the beginning of 2013.
The GAO continues to set the national standard for provincial
developmental high performance as we work to develop the next
generation of National Team athletes. In 2013, nine Ontario athletes
were selected to Team Canada; Carter Simon and Tony Gil – Boys
Development Team, Brooke Henderson, Brittany Marchand and
Augusta James – Women’s Amateur Team and Corey Conners, Taylor
Pendrith, Garett Rank and Chris Hemmerich – Men’s Amateur Team.
Team Ontario’s 2013-2014 squads include: Boys – Conner Watt,
Chad Watt Denyes, Brendan Seys, Trevor Ranton, Tyler Nagano,
Jason Chung, Sam McNulty and Max Sear. Girls – Alyssa Getty,
Annika Haynes, Monet Chun and Grace St-Germain. The GAO also
launched Regional U17 development teams in Ottawa, Waterloo
and York featuring 12 athletes per squad identified through skilltesting combines teaching over 140 juniors.
For the second time, the golf competition in the 2013 Canada Summer
Games was a showcase event. The City of Sherbrooke Quebec and
Milby Golf Club was an excellent host to the top junior golfers in
Canada. Team Ontario included Sam Spencer, Alyssa Getty, Grace
Chung, Jake McNulty, Carter Simon and Austin James. While the Boys’
Team picked up the silver medal, the province of Ontario came away
the big winner tallying the most medals and securing the Canada
Games Flag.

Yorkville in Toronto, 85 of the best coaches and PGA professionals
in Ontario took part in exciting development sessions from some of
the world’s foremost experts in sport including LTAD expert Istvan
Balyi, Golf Canada’s Chief Sport Officer Jeff Thompson, Customer
experience consultant Michael Mattalo, media personality Rod
Black, PGA of America Master Professional Michael Hebron and
Kai Fusser from the Annika Academy.
The development of new golfers continues to be a major priority
for the GAO and 2013 was no exception with Mr. Knickers
and Friends and the National Golf in Schools Program now
reaching over 860 elementary schools and 45 High Schools.
With assistance from the Golf Canada Women’s Fund, the GAO
successfully launched She Swings She Scores (SSSS) taking golf
to girls’ hockey tournaments across the province. Supported by
PGA of Canada women coaches, SSSS provided participants with
basic fundamentals and information on golfing opportunities to
over 800 girls.
Another highlight in 2013 was the groundbreaking work of the
Officials Development Sub-Committee. Chaired by John Turner,
the group included Ian Giles, Jim Furlong, Barbara Allan, Lee
Griffin and Gerry Bower. Together with staff, the sub-committee
launched two officials’ spring training meetings and re-vamped
the Association’s tournament
manuals.

2011 ROYALE CUP CANADIAN WOMEN’S AMATEUR CHAMPION
Funding all sport programs from Schools to Team Ontario continues
to be a challenge and in 2013, the Granite Golf Club and its
members assisted the GAO in raising over $40,000 by hosting the
2nd Annual Junior Golf Drive to generate important dollars to
continue the development of golf in Ontario.
The continued success of our athletes, coaches and clubs is a
testament to the focus and dedication that the GAO takes with
its sport programs. We thank Mike, Dave, Larry, Sandy, Mallory,
Mary Ann, Jon and Reggie.

Our Provincial Championships program had an exceptional year,
continuing to elevate the national standard. Multi-day championships
were hosted at some of the province’s premier facilities including
Sleepy Hollow CC, Wooden Sticks GC, The Lake Joseph Club,
Grey Silo GC, Barcovan GC, South Muskoka CGC, The Rock GC,
Oslerbrook GCC, Woodington Lakes GC, Ambassador GC, Stratford
CC, Sunningdale GCC, Elmira GC, Seaforth GC and Renfrew GC.
Junior Golf Development Centres (JGDC’s) continue to flourish
across Ontario and Canada. With 16 recognized centre’s in 2013
and another four coming in 2014, this initiative represents the very
best in junior development including team competitions such as the
junior Inter-Regional Final which was held at the Toronto Hunt Club.
Coach development in the Province has proved to be a key investment
for the GAO and the 2013 Ontario Golf Coaches Summit was

Congrats Dave!
GAO Executive Director Dave Mills is retiring after three
decades of involvement with the Association. Prior to his
retirement, he was named an Honourary Life Director with the
Golf Association of Ontario.
Dave Mills’ relationship with the Ontario Golf Association (OGA) and Golf Association
of Ontario (GAO) spans over 30 years as both a volunteer and administrator. After 15
years volunteering with a focus on junior golf development at the Bay of Quinte Golf
& Country Club and serving on the OGA Board of Directors, Dave took on the role as
Executive Director for the OGA.
His administration would last 17 successful years leading up to his retirement in
January 2014. In his time as Executive Director, the OGA/GAO saw a number of
significant changes which have given the GAO the reputation as a leading Amateur
Golf Association.
One of Dave’s first strategic moves was relocating the OGA head office from
Newmarket to Uxbridge at Wooden Sticks Golf Club. This move also allowed him to
help guide the Association in the establishment of the Ontario Golf Hall of Fame that
same year in 2000 and pave the way to the amalgamation of the OGA and OLGA
(Ontario Ladies Golf Association) in 2001 to form the Golf Association of Ontario. He
was also responsible for the GAO becoming the PSO (Provincial Sport Organization)
for Golf with the Government of Ontario, allowing the GAO to apply for grants to
help establish and grow many sport development initiatives. Dave created a Sport
Development Department to assist with these programs including Golf in Schools, high
performance development and the addition of golf to the Ontario Summer Games. GAO
Championships have grown and been elevated in stature under Dave’s leadership, and
he can also be credited for bringing a modern governance structure to the GAO. Dave
helped implement a $0.50 per member donation to the Ontario Turfgrass Foundation
which is regarded as an important gift to the sport and industry from the GAO. He
implemented and expanded the education of young golfers through a scholarship
program that benefits students at Humber, Niagara, Georgian and Durham College, as
well as sponsoring the Golf Management Institute of Canada.
Dave helped initiate and forge a strong relationship with the Ottawa Valley Golf
Association (OVGA), which has seen 43 clubs/courses in the area join the GAO since
2011. Membership in the Association grew substantially from Dave’s initial start from
some 65,000 members to over 100,000.
He was also part of the formation of the National Allied Golf Association – Ontario
Chapter in 2001, a group comprised of the GAO, PGA of Ontario, Club Managers
Association, the NGCOA – Ontario Chapters, and Ontario Golf Course Superintendents
Association to help address Ontario golf industry issues.
Dave is married to Judy, they have three children who are very active in sport; Jennifer
Mills is a US College Volleyball Coach and Hall of Fame member at her alma matter,
Jeff Mills is the Head Golf Professional at the esteemed Wildfire Golf Club and finally
Jon Mills is a professional golfer that has played on the PGA, Web.com and PGA of
Canada Tours and is also a past Ontario Amateur Champion.
Dave has recently returned to his roots in Belleville and will be afforded the pleasure
of playing more golf as a member of the Bay of Quinte Golf and Country Club. The
GAO is indebted to Dave’s contributions to the Association and to the game both as a
volunteer and leader. The GAO would like to wish Dave and his family the very best as
they embark on their next adventure.
