General 1. All sanctioned events must be run according to the current WSCC Competition Code and its Guidelines. The Events Director (or Regional Director of Events, if applicable) must be present at all Type I and Type II Autocross, Concours, Car Show, Rallye events in his/her Region (or in the event of his/her absence, an Officer or Regional officer must be designated by the Events Director (or Regional Director of Events, if applicable) to be there to insure the Code is followed. The WSCC Event Director will notify the event chairman who the designee is if the Event Director is not present. R 2. a. A Club that is granted a WSCC Type I, Type II or Type III event sanction and does not submit $4.00 per entrant fee in accordance to Section I, paragraph E to the WSCC within 30 days after event date will be subject to discipline as follows: 1. First offense within a calendar year - a written warning to the hosting Club of the failure to comply, and assessment of a 10% penalty of the amount due, payable in full before any future sanction requests are approved. 2. Second offense within a calendar year, the Club will be denied all sanction requests for the balance of the calendar year in which the funds are due. b. No Club will be granted a sanction until all fees and assessments are paid in full. 3. a. No WSCC Member/Voting Club shall request a Type I or Type II sanction on behalf of or in conjunction with a non-Member/Voting Club. b. No Member/Voting Club may request a sanction for a commercial organization or private enterprise. B. Sanctioning Events 1. Any WSCC voting club can apply for any type sanctioning. a. Type I or Type II: By submitting an "Events Sanctioning Request Form" (WSCC Form No. 2), accompanied by a $50 Sanctioning Fee for single event and $100 for multiple events (within four days), to the Events Director, (or Regional Events Director, if applicable), at least 30 days prior to said event. The $4.00 per entrant fee (in accordance with Section I, paragraph F) will be sent to the Events Director, (or Regional Events Director, if applicable), within 15 days of the conclusion of the event. The latest a Type I or Type II event may be held in the competitive series will be the second Sunday of November. All Sanctioning Fees are retained in the WSCC Treasury. R b. Type III, Type IV or Type V: By submitting an "Events Sanctioning 1 January 1, 2016 PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council Request Form" (WSCC Form No. 2) to the Events Director, (or Regional Events Director, if applicable) at least thirty days prior to said event. A Sanction Fee is not required. R 2. Approval or denial will be granted by the Events Director (or Regional Events Director, if applicable) (WSCC Form No. 2) according to the events calendar and the Competition Code Guidelines. R 3. Upon denial, or cancellation of said event, written notice must be given 30 days in advance to all WSCC clubs within the Region, the WSCC President, the WSCC Council, and Events Director, (or Regional Events Director, if applicable). R 4. Said club will be notified within ten days of initial application by mail. It may, under unforeseen conditions, be necessary to notify the club by phone, however, written notice shall follow. 5. For Autocross or Slalom a course map must be provided in accordance with PART III, ARTICLE II, Section I-G of this Code. 6. Except for the WSCC Convention, the Events Director, (or Regional Events Director, if applicable) will act as advisor throughout the event within said Region. However, it may be deemed necessary by the Events Director (or Regional Events Director) to appoint an alternate. The advisor will have the responsibility and authority using good judgment to take any necessary action to correct any unsafe condition that creates a hazard for any entrant or spectator. R C. Types of Sanctioned Events 1. Type I, Major Sanctioned Event This type of event will be sanctioned by WSCC for a voting club wishing to host an event strictly using the WSCC Competition Code and its Guidelines. The event will be open to Corvettes only (EXCLUDING RALLIES) and event contestants will be awarded points and trophies in class per the WSCC Competition Code and its Guidelines. Advertising of this type of sanctioned event is necessary and must be sent 45 days prior to the event to all WSCC clubs within the sanctioning Region. Copies of event results must be made electronically available or mailed upon request to all entrants and the Events Director (or Regional Events Director, if applicable) within 14 days after said event. Results will be posted on the WSCC website within 30 days of receipt. This type of event will be included in the WSCC Regional competition series and year-end points. R 2. Type II, Open Dual Sanctioned Event This type of event will be sanctioned by WSCC for a voting club wishing to host an event using the WSCC Competition Code and its Guidelines and the Code of a similar sports car council (if applicable). The Events Director (or Regional Events Director, if applicable) may request the hosting club to supply a copy of the nonWSCC Code prior to approval of the sanction. Entry of this type of event shall require an entry fee for each council in which the contestant wishes to compete for points and awards. The host club is to classify all Corvettes according to the Code of the Council for which an entry fee has been paid. 2 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council The total number of runs shall not exceed the maximum allowed under either Code being used jointly. Advertising this type of event is necessary and must be sent 45 days prior to the event to the WSCC clubs within the sanctioning Region. A separate set of results corresponding to the WSCC competition classes must be made electronically available or mailed upon request to all WSCC entrants and the Events Director (or Regional Events Director, if applicable) within 14 days after said event. Results will be posted on the WSCC website within 30 days of receipt. This type of event will be included in the WSCC competition series and year-end points. R 3. Type III, Closed Dual Sanctioned Event This type of event will be sanctioned by WSCC for a voting club wishing to host an event jointly with another sports car club council's Code being used. Before acceptance of this type event, the Events Director (or Regional Events Director, if applicable) must be furnished with up-to-date copies of the Code to be used. (This type of event can be sanctioned so that WSCC clubs in outlying areas will get the benefit of WSCC competition insurance). Host club must adhere to all tech and safety requirements within WSCC Competition Code and its Guidelines. Advertising is not necessary, and is not a WSCC points event. R 4. Type IV, Closed to WSCC Member Club This type of event will be sanctioned by WSCC for a voting club wishing to host an event strictly for its club members and their guests (i.e., practice Autocross/Slalom, Rallye, etc.). Host club must adhere to the WSCC Competition Code and its Guidelines. Advertising this type of event is not necessary, and it is not a WSCC points event. 5. Type V This type of event will be sanctioned by the WSCC for voting club wishing to host an event. Advertising this type of event is not necessary and is not a WSCC points event. R D. Insurance for WSCC Sanctioned Events 1. Upon renewal of the WSCC "Certificate of Insurance", each voting club will receive the "Verification of Insurance". Additionally, a complete copy of the "Notarized Copy of Policy" will be forwarded to each Regional Director. The insurance shall remain void until approval has been granted by the WSCC Events Director for the sanctioned event, at which time the insurance policy shall be valid and binding for the approved sanctioned date or dates (in the case of multiple day event) only. 2. The WSCC insurance policy will not cover Drag Racing or Road Racing or any other side-by-side competition. (Exception: Tecati Racing, see PART III, ARTICLE V, Section I-A.2 for definition). A hosting club of an event may obtain a WSCC sanction for a side-by-side event if it: a. Obtains an additional insurance policy naming WSCC as insured for side-byside competition events (i.e., Drag Reading, Solo I, etc.) b. Complies with all parts of the WSCC Competition Code and its guidelines. c. Provides evidence of insurance to the Regional and WSCC Events Director 3. It shall be mandatory to use WSCC insurance for all WSCC sanctioned events or provide adequate proof of insurance liability naming the "Western States Corvette 3 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council Council, Inc. its officers, and its members." On a wheel-to-wheel event where the Council will not provide coverage a certificate of insurance or binder from another company shall be submitted with the Sanctioning Request form (WSCC Sanction Request Form No. 2) naming WSCC as an insured before the sanctioning will be approved. E. Financial Obligation for Sanctioned Events 1. A club granted a WSCC Type I, Type II, or Type III sanction must submit a copy of the event results to the Director of Events, and a check for $4 per entrant to the WSCC, P.O. Box 35720, Monte Sereno, CA, 95030-0720 within 30 days of the event. Failure to comply could result in the loss of the sanctioning of future events. 2. WSCC Granting of a sanctioned event does not obligate the council financially for any losses incurred by the hosting club. (Exception: Annual Convention). F. Website Controls for WSCC Events 1. WSCC events posted by any WSCC Convention hosting club or Convention Chairman on website(s) exclusively used to advertise or promote WSCC Conventions shall be on (sub) domains owned or managed by WSCC (i.e. convention.wscc.ws). (Sub) domains obtained by WSCC for a special event are subject to the Executive Board review and approval of all materials posted or deleted. Funds for those particular site(s) will come from the appropriate budget to cover related costs subject to approval of the WSCC Board of Directors. Section II Guidelines for Activities A. General 1. All flyers for WSCC TYPE I or Type II sanctioned events must contain the following information: a. Type sanctioned event (for competition series points) b. Name of hosting club. c. Date or dates of events. d.Times: Registration, tech inspection, clean-up, judging. List of all run groups if used, or class run order, etc. e. List all entry requirements (i.e., seat belts, muffler, whether helmets will be available, etc.). f. Entry fees: For WSCC members as single or couple and fees for nonmembers. g.Must have attached map of direction to the event site. h.Must contain the names and telephone numbers of at least two club members who can be reached for further information on the event. i. Must have WSCC Logo. 2. The following items should be made available at event registration: a. Time schedules. 3. Dash Plaques are required at all Type I, Type II or Type III sanctioned events. Size, design, color and price are to be decided by the hosting club. (Exception: Annual Convention). 4. Chamber of Commerce will usually help with name tags and literature about your city. 6. Hosting clubs generally should not assume responsibility for participant's hotel room reservations. Provide the correct information and let each individual make his/her own reservations. B. Host Club Responsibilities: 1. Hosting clubs for Type I or Type II events must keep copies of event score sheets and results for one year after event. 2. Host Clubs are responsible for confirming if a WSCC Member has indicated a valid membership number on their registration form. If there are pricing differences for Non-WSCC Members at an event, and the WSCC Member has not provide a valid WSCC number or has chosen not to provide their membership number, they will be charged the Non-WSCC Member fee and no points will be awarded for the event. The Host club will have a current list of WSCC members (as provided by the WSCC Vice President) available reference. N 3. Size, design, color and price of awards are to be decided by the hosting club. (Exception: Annual Convention). 4. Proper classification of car will be the responsibility of the Host Club based on input from the participant. In an event of a disagreement as to classification, the protest committee shall make the final decision. 5. Provide Event results in accordance to Competition Code Guidelines (see Section III Event Results) R C. Entrant's Responsibilities 1. Registration forms must be completely filled out and correct. 2. The hosting club is not responsible for any information that an entrant should have or be aware of (i.e., WSCC member number, performance modifications made to car, etc.). However, proper classification of car will be the responsibility of the Host Club based on input from the participant. In an event of a disagreement as to classification, the protest committee shall make the final decision. 3. If the WSCC member does not provide their valid WSCC Membership number on the Registration form, it will be presumed that they do not wish to participate as WSCC Members and will receive no points for the even or Membership fee discount. N Section III Event Results A. It is the hosting club's responsibility to provide complete and correct event results. Refer to Section I, Paragraph E1 for requirements. B. All event results shall be provided to the Events Director (or Regional Events Director, if applicable) and the WSCC Webmaster within 14 days after said event in order to allow sufficient time for the Webmaster or Event’s Director to post the results to the website in a timely fashion. Host Clubs may also post the event results directly on the WSCC website in lieu of sending to the WSCC Webmaster. R C. All Type I and Type II events results shall be posted on the WSCC website within 30 days after said event. Event results shall be mailed to entrants upon request. Section IV Annual Convention A. The Convention is the largest and most prestigious event of WSCC's calendar year. Club(s) planning on hosting Convention (the Host Club) should make every effort to plan a full schedule for maximum enjoyment of all participants. B. The Council accepts all financial responsibility for pre-approved direct expenses incurred for material, services, property and equipment rental, etc., as necessary, related to the organizing and production of the events packages. This financial responsibility does not apply to any individual personal expenses. All expenses must be accompanied by valid receipts. Fifty Percent (50%) of the net profits from Convention will be retained by WSCC, and the Hosting Club will receive Fifty Percent 50% (percent). Clubs hosting individual events (Event Host Clubs) will receive Fifty Percent (50%) of the profit (if any) of income received for individual events. C. To be eligible for the profit split, any WSCC club(s) interested in hosting individual events at Convention must be a voting club for at least one year, and will have put on a successful event in the preceding 12 month period. A non-voting club(s) may be considered as Event Host Club(s) for certain events at Convention at the discretion of the WSCC Executive Board. Any profit sharing for a non-voting club hosted event will be as determined by the Executive Board. D. Club(s) considering hosting the events for a Convention must make initial contact with the E-Board at least a year in advance. E. Club(s) shall submit the following to the E-Board for approval: 1. Identification of the proposed location for the event. 2. Tentative schedule of events which may include Autocross, Car Show, Park and Show, Rallye, Tours, and other Convention activities (listing the Event Host Club hosting the event). 3. List of suggested hotels in the area with addresses and persons for the Executive Board to contact, and a description of venues where meetings, banquets, and social events may be held. 4. A brief description of surrounding businesses and services that might be of interest to attendees. 5. Suggested package and event prices (including partial packages). F. Once approval has been granted by the E-Board, the Convention will automatically become a sanctioned event normally to be held the first week of July. No other Council event will be sanctioned on these days. No exceptions. G. Each club shall select a Chairperson for their event. Said Chairperson will present awards for their event at the awards banquet. These Chairpersons will be called the Convention Committee which shall represent each club when dealing with the Executive Board. 6 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council H. The Convention Committee can request an advance of funds if needed (for site deposit, printing, etc.). An exact record of expenses, including supporting vouchers will be submitted within 30 days to the WSCC Treasurer. I. The Convention Committee shall have scheduled meetings at least once a month and all correspondence and Committee meeting minutes shall be distributed to all Council Officers and Regional Governors. J. The Convention Committee, its club(s) and the Executive Board agree to support each other when necessary at any time to help out or for relief. K. Additional activities can be added to the events package for the enjoyment of the Convention participants, such as technical seminars, racing films, trike races, gambling nights, advertising booths, club challenges, commercial displays, Tours, etc. L. All checks for donations, sponsorship, program booklet (brochure) ads, registration etc., must be made payable to WSCC Convention. All checks and other monies will be sent to the Council Treasurer for deposit. M. The Convention Committee and its club(s) will have the responsibility for the following: 1. Furnish equipment necessary to carry out the running of all events (i.e. ambulance, tow truck service, etc.), meeting the requirements of the Competition Code for each event, scoring of these events, and the mailing of results. 2. The Convention Committee, its club(s) and members will be responsible for their own hotel accommodations if they decide to stay at the hotel, and also should not assume responsibility for Convention participant's hotel room reservations. 3. Will solicit door prizes (it is also recommended that Council Officers and member clubs do likewise) from local businesses, and give national business contact's names and addresses to the President of WSCC for his/her signature and mailing. 4. Will offer member clubs and local sponsors advertising space in the Convention brochure at appropriate rates. (NOTE: The following must be submitted to the Executive Board for approval. NO EXCEPTIONS). 5. Design and procurement of all trophies for the events (by donations preferably), which they will present at the Awards Banquet. 6. Design, colors, size and procurement of flyers, event forms, dash plaques, pins, embroidered patches, etc., and will have included in the design the WSCC logo, hosting club's logo, the words "hosted by the WSCC E-Board", dates, numbers of conventions and major sponsor logo, if donated. N. The Executive Board will have the responsibility for (but not limited to) the following: All major contracts will be signed by the President or the WSCC Events Director, whom ever is located closer to the Convention site or is able to facilitate the contract signing. 1. The President or the WSCC Director of Events will see that approximately seven complimentary rooms will be provided at the hotel for the Council Officers, Convention Chair(s) (Maximum of 2) and others as deemed appropriate (i.e. Officials from General Motors, guest speakers, etc.). Hotels will usually provide one free room for every 25 sold. Balance of rooms will be paid for from the Convention fund. In addition, basic registration packages must be provided for the above officials. Additional complimentary rooms (or area) will be needed at the hotel for at least 3050 people for an Executive Board Meeting, Committee Meetings, General Business 7 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council Meeting (may be on different days) and registration and hospitality room. 2. The President or the Convention Coordinator will arrange with the hotel: meals, security, caterers, banquet and other rooms, parking facilities and forms to mail with pre-registration. 3. The President will contact all major sponsors and advertisers. Copies of letters will be sent to the E-Board as well as the Convention Committee. The President will write thank you letters with copies of the program booklet after Convention. 4. Program booklets (brochure) will be handled by the Director of Publications or delegated persons. Advertising will be sold at appropriate rates. Deadline for material to be printed should be no later than 30 days prior to Convention. 5. Registration will be handled by the Vice President, and pre-registration will have a deadline of 15 days prior to Convention. All registration monies must be sent to the WSCC Treasurer. 6. Goodie shop will be handled by the Treasurer for the selling of Convention items. (both past and present), as well as WSCC related material. (Only sales of current Convention items will go into the Current Convention monies). 7. Tech inspection will be handled by the Events Director along with the Convention Committee. All forms used will be furnished by the Convention Committee but will be approved by the Events Director 8. The Director of Public Relations will contact all major auto magazines before the end of the preceding year to be sure of advertising deadlines for the future Convention. Will work with the local Chamber of Commerce to secure whatever they have to offer in the way of maps, tags, sites to see, etc. 9. The Executive Secretary will arrange for the design and printing of all tickets for door prizes, meals, raffles, etc. 10. The Treasurer, upon finalization of the Convention financial books, will mail the Convention Committee, a Convention Financial Statement and a check (divided equally if applicable) representing their share of the profits made payable to the club(s). O. Tri-Challenge Championship scoring system for WSCC Convention. 1. Tri-Challenge is combination of three competitive events entered and scored, per entrant, at Convention. (Concours and Car Show may not be entered concurrently). The entrant will compete only in the vehicle(s) noted on the Convention Registration Form. There will be no changes after registration. 2. Entrant’s Corvettes will be classified using standard competition nomenclature in the WSCC Competition Code Book, i.e., Stock, Modified, Custom and Competition classes and compete in those classes only. Points acquired (See 4 Below) in the events will be added to the entrant’s total score and used for the Tri -Challenge points calculation. The participant would also receive the customary points for the event as defined in Part III of the Competition Code, Section V, D 1 and 2 to determine his/hers finishing position for the individual events. 3. You must sign up for the three competitive events you wish to have scored in the TriChallenge at registration. Once the competitive events start, there will be no changes or additional contestants. You must compete in all three events on the same set of tires to be verified by serial number and/or physical examination at the start of each event. In addition to the scoring points, each contestant will receive one additional point for each competition he/she finishes in front of in his/her class/division. (i.e., If you finish 3rd in your class/division in an event and there are five contestants, you would earn two additional points. If you finish 1st and you are the only one in your class/ division, you would not earn any additional points). 5. The Tri -challenge competition with the most points in his/her three chosen events will be crowned the winner. In case of a tie duplicate trophies/awards will be given, however, any additional prizes such as tires, wheels, etc., will be drawn for and the winner announced during awards. Section V Competition Series - (January 1 through December 31) A. Purpose The Regional Competition Series shall determine the WSCC Regional class and overall Autocross/Slalom, Concours, Car Show, Tours, Drags and Rally champions for the calendar year in each Region. Clubs granted a Type I or Type II WSCC sanctioned event will automatically become an event scheduled on the competition series calendar during the calendar year in their respective Region. R 2. There will not be two sanctioned Type I or Type II events of the same type on the same day per Region.(i.e. Car Shows, Auto Crosses, Rallye) R 3. The best efforts will be used to work with the clubs on sanctioned events. Clubs which hold events on the same day or weekend each year will be given priority over new proposed events. Guidelines for selecting which clubs get proposed dates include number of years event was held, only date event can be held and sponsors requests. 4. The Director of Events and the Club representatives shall meet near the end of each year to determine the number of Competition Series events to be held the next year, and to work out a schedule in compliance with all paragraphs of this Section. Planning shall be finalized, with events Sanctioned by March 15. 5. The clubs that want to host autocrosses shall determine how many events each club will host. Normally, all hosting clubs should host the same number of events, to ensure that each club’s events are relevant to the overall competition. Unequal allocations are allowable when not mathematically possible, or when requested and agreed upon by the hosting clubs. C. Series Minimum Events Type I or Type II 1. Three Autocross/Slaloms must be sanctioned during the calendar year within a Region for that Region to present year-end awards for Autocross/Slaloms. For every six (6) sanctioned Autocross/Slalom events in one calendar year, the lowest two scoring (or missed events) will be dropped from each competitor’s year end score only. 2. Three Concours must be sanctioned during the calendar year within a Region for that Region to present year-end awards for Concours. 3. Either three TSD or Gimmick type Rally must be sanctioned during the calendar year within a Region for that Region to present year-end awards for Rally. 4. Three Tours must be sanctioned during the calendar year within a Region for that Region to present year-end awards for Tours. 5. Three Drags must be sanctioned during the calendar year with a Region for that Region to present year-end awards. 6. Three Car Shows must be sanctioned during the calendar year within a Region for that that Region to present year-end awards for Car Shows. 7. Three Park and Show events must be sanctioned during the calendar year for WSCC to present year-end awards for Park and Show. D. Points 1. Contestants 1. All contestants may compete in all WSCC Competition series events including those events sponsored by their own club. However, any contestant pre-running or practicing said event will forfeit all competition points for that event. Forfeited points may not be used as a dropped event as defined in Article 1. Section V. Subsection C. 2. Any WSCC member who permits a non-WSCC member to use the WSCC member's number at any event will be ineligible to participate in WSCC sanctioned events for the remainder of the calendar year, and will forfeit all points for the year. Section VI Year-End Awards - (January 1 through December 31) A. The following awards shall be given by the WSCC Regions at the end of the calendar year: 1. Most Competitive Male Driver Overall. (three awards: see B1 (Awards Determination) below). 2. Most Competitive Female Driver Overall. (three awards: see B1 (Awards Determination) below). 3. Concours Overall Sweepstakes Award (See B2 below) 4. Rally TSD and/or Gimmick Driver Overall (See B2 below). 5. Rally TSD and/or Gimmick Navigator Overall. (See B2 below) 6. Most Participating Club. (See B4 below) 7. Most Competitive Club. (See B5 below) 8. Class Champion in all classes of Autocross/Slalom, Drags, Concours and Car Show and Rally/Gimmick. Awards will be presented to WSCC participants who competed in 60% of the events. (See B6 below) 9. Class Champion - best average miles per gallon for Tours. (See B7 below) 10. Special recognition award for WSCC service, humanitarian and community service. 11. Lifetime Achievement Award a. This award to be presented to the WSCC Member who has demonstrated a long standing dedication to furthering the sport of Corvetting b. Eligibility 1. A minimum involvement in Corvetting of at least 15 years. 2. A current member of WSCC. 3. Cannot be a current member of the Executive Board. c. Criteria (Guidelines) 1. Extent of involvement with Corvettes 2. Club and/or WSCC offices held. 3. Competitive experience with Corvettes (Racing, Car Shows, Auto Cross, Etc.) 4. Overall personal recognition with the Corvette Community. 5. Other accomplishments. 6. Nominated by a WSCC club d. Process 12 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council 1. Any club wishing to nominate one or more persons may do so by submitting written nomination, following the eligibility and criteria guidelines, to the WSCC Executive Board by September 1 2. The Executive Board will review the nominations and select the winner by secret ballot. A majority vote will be needed. The winner will be announced at the Annual Awards Banquet. B. Awards Determination 1. Most Competitive Driver awards, both male and female, shall be determined by the top ten finishers per Autocross/Slalom (Which also ranks all drivers by time). Driver awards shall be given in (1) Stock, (2) Modified and (3) Race vehicle classes. Regional year end point standings will be calculated as per PART III, ARTICLE I, Section V,-D (Points) of these guidelines. In order to qualify for overall points and awards, a contestant must have participated in 60% (percent) of all applicable events during the calendar year – For the Most Competitive Driver there is no allowance for dropped event scores – the total of the overall finish based scores will be summed; the highest scoring Competitor in each of the categories (Stock, Modified, Race) will be the Most Competitive Driver (Male and Female). R 2. Concours overall award shall be determined by the total number of sweepstakes points a contestant receives during the calendar year in all Concours combined. In order to qualify for overall Concours award, the contestant must have participated in 60% (percent) of all applicable events during the calendar year. 3. Most Competitive Rallyist awards, both driver and navigator, shall be determined by the top WSCC member finishers per Rallye. Regional year-end point standings will be calculated as per PART III, ARTICLE I, Section V-D of these Guidelines. In order to qualify for overall points and awards, a contestant must have participated in 60% (percent) of all applicable events during the calendar year. The maximum number of Rally events for which a member can accumulate points is one less than the total number of sanctioned events for that calendar. If a WSCC member participates in all the Rallies for the year, the points for the worst place finish will not be counted for year-end total. 4. Most Participating Club shall be awarded to the WSCC Regional member club which won the largest number of Type I or Type II participation awards for the calendar year. At the option of the host Region, Most Participating Club overall award may be broken down to Most Participating Club Autocross/Slalom, Concours, Car Show, Rally, Drags. 5. Most Competitive Club shall be awarded to the WSCC Regional club accumulating the most points. Points are accumulated by the number of contestants and their placement per class per event for the total of all Type I or Type II Regional events during the calendar year. Points shall be given to each contestant's club per PART III, ARTICLE I, Section V-D of these Guidelines. Exception: Driver and navigator of a Rallye team will split awarded points if from different clubs. Each club will receive 100 points for successfully hosting a Type I or Type II event. 6. Class champion awards for Autocross/Slalom, Drags, Concours, Car Show/Park and Show, and Rally/Gimmick will be determined by the total number of points a competitor accumulates in his/her class during the event calendar year. (Type I and Type II sanctioned events only). In order to quality for year-end class awards, a contestant must have participated in 60% (percent) of all applicable events in the same class during the event calendar year. Delete all non-WSCC participants at each event and move up WSCC members when counting for year-end points. 1. Tour class champion award shall be based on the miles per gallon tallied from each event. Only one award will be given to the driver/car for the best average gas mileage of the calendar year within a Region. D. Awards Presentation The WSCC Regional Competition Series Awards shall be presented to class and overall champions at a WSCC Annual Awards Banquet. Section VII Newsletter Contest Rules A. Purpose Yearly newsletter contest is conducted by WSCC for the following purpose: 1. To promote the publishing of newsletters by all WSCC clubs. 2. To improve the content and quality of all newsletter publications. 3. To recognize the club(s) that consistently publish(es) the best newsletter(s). 4. To promote communication among all WSCC member clubs. B. Contest Rules 1. This contest is open to any WSCC member club. 2. Contest period runs from January 1 to August 31 of the current year. 3. All newsletters published during the contest period must be submitted in a package of one bundle and labeled "WSCC Newsletter Contest" and mailed to the WSCC Publications Director prior to August 31st. 4. There must have been at least four publications during the contest period. 5. The WSCC Newsletter is not eligible. C. Judging 1. The WSCC Publications Director will appoint an impartial Committee to judge the entries prior to the last General Business Meeting of the fiscal year. 2. The judging Committee will include at least one member of the publishing industry. 3. No one shall be on the judging Committee who is a member of a club whose newsletter is entered in the contest. D. Basis for Judging 1. Refer to WSCC Form No. 7. E. Awards 1. The Publications Director at his/her discretion may present up to three awards, based upon that year’s contest participation and the quality of the entries. 2. Awards will be presented to the club newsletter editors at that year’s Annual WSCC Awards Banquet. 3. To recognize the club(s) that consistently publish(es) the best or most improved Newsletters 14 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council Section VIII Protest and Appeal Procedure A. Protest Committee The sponsoring club will provide for a three person Protest Committee whose names shall appear at the event registration and/or scoreboard locations. At least one member shall be a WSCC E-Board member or a Competition Code Committee member may be designated as a Protest Committee member by request of the event hosting club (providing they are present at the event). 1. Any modification and/or action not listed shall be grounds for protest if Protest Committee feels that modifications and/or action will give car and/or participant a significant advantage. B. Submittal of Protest. A protest must be submitted only by a contestant in the event in question. The protest must be submitted in writing along with a fee of $20.00 to a member of the Protest Committee. Protest must be submitted as follows: 1. Autocross/Slalom - All protests must be in the hands of the Protest Committee no later than 30 minutes after the last official timed run. Action on all protests (with the exception of engine protests) must be decided within two hours after the last official timed run. 2. Car Show - "ALL" Protests must be submitted to a member of the Hosting Club’s designated Protest Committee, along with a $20 Protest Fee, no later than 1 hour after completion of the awards ceremony. 3. Rally - All protests must be in the hands of the Protest Committee no later than onehalf hour after the last competitor has terminated his/her participation in the Rally. C. Action of Protest (except engine protest) 1. Protest Upheld - If a protest is upheld, the protest fee will be refunded along with the decision and appropriate action taken by the Protest Committee within ten (10) days after the event. 2. Protest Denied - If a protest is denied, the protest fee will be turned over to WSCC Treasury within ten days after the event and transferred to the appropriate Regional fund. D. Engine Protest Any engine protest must be submitted along with an additional fee of $20.00, in cash or traveler's checks, to the Protest Committee before the final run is completed, which could be the first run of the protested car. The Protest Committee shall, if it deems necessary, make the arrangements to seal the protested engine and determine a place where the engine may be inspected. All inspections must be confined to the specific items written in the protest. All engine teardowns shall include a flat rate charge, per the motor's flat rate charge, per the Motor’s flat rate and parts manual or Chilton's flat rate manual, whichever is convenient or more reasonable. If engine inspection is refused, protest shall be deemed upheld. 1. Engine Protest Rate - The Protest Committee and/or the owner of the protested car may request to have quoted in writing the cost of the flat rate and parts involved to the protester, to be paid by the protester if the protest is denied. Dismantling of the protested engine is to be done at a garage or dealership determined by the Protest Committee or may be done by owner under supervision of the club Protest Committee members at a location selected at the discretion of the Protest Committee. E. Action of Engine Protest 1. Protest Upheld - If an engine protest is upheld, the protest fee money and any flat rate and parts charged will be refunded to the protester. The protested competitor will be disqualified and results will indicate such. It will be the responsibility of the disqualified competitor to pay for all costs of reassembly of his/her engine. 2. Protest Denied - If an engine protest is denied, the flat rate and parts charged will be given to the protested competitor. The protest fees will be turned over to the WSCC Treasury within ten days after the event and transferred to the appropriate Regional fund. 3. Engine Protest Fee and Limitations - Action on the engine protests must be decided no later than three hours after the last car of the day has run. F. Appeals The decision of the sponsoring club's Protest Committee regarding action on any protest may be appealed by an event entrant to the WSCC E-Board by submitting a written appeal with a $10.00 fee within 24 hours after the Protest Committee's decision. It shall be the responsibility of the Protest Committee to submit a copy of the original protest and the protest Committee's written decision to the WSCC E-Board within 5 days after the protest is received by the WSCC E-Board. The WSCC E-Board shall function in total as an Appeal Protest Committee. Copy of Original Protest. Copy of Protest Committee's Decision. Copy of Appeal. The Appeal Fee(s). The WSCC E-Board shall rule on the appeal within 30 days after the date of the event. G. Action on Appeals The decision of the WSCC E-Board shall be forwarded in writing to those concerned within 45 days after the event. 1. 2. 3. 4. 5. 1. Appeal Upheld - If the appeal is upheld, the appeal fee shall be refunded and appropriate action taken. 2. Appeal Denied - If the appeal is denied, the appeal fee shall be deposited in the WSCC Treasury. 3. The WSCC E-Board shall have final authority over all championship series events. Section IX Amendment to the Competition Code A. Standard Procedure 16 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council 1. All amendments to this Code shall be presented with their stated reason intact two weeks prior to a scheduled meeting of the Competition Code Committee. 2. The Competition Code Committee will review the recommended amendments and present them to the Executive Board and the General Membership with the Committee’s recommendation to approve or not, at the next Regular Business Meeting unless the amendment requires immediate action. 3. Proposed changes to the Competition Code should be presented to the membership present at the last general membership meeting of the calendar year and voted upon at the first general membership meeting of the next calendar year. 4. Proposals that are passed at the first general membership meeting will go into effect the same competition year, for example: i. Proposed changes are presented to the General Membership at the last general membership meeting of 2015 in October. ii. The Proposed changes are voted on by the delegates present at the 1st General Membership meeting in January 2016. iii. The proposals accepted by the membership at the January meeting will go into effect as soon as the Comp Code can be modified and uploaded on the WSCC Website, but no later than March of 2016. R B. Emergency Procedure 1. Amendments to the Code shall be proposed to the Competition Code Committee and the Executive Board. 2. If it is determined by the Committee and the Executive Board that immediate action is necessary, they may act accordingly. 3. While this emergency rule change will take place immediately, it must be ratified by all voting clubs. 4. All voting clubs shall be notified of the proposal at least 45 days prior to the General Business Meeting at which it will be ratified. 5. Emergency procedures shall be limited to those situations in which physical harm or property damage may occur or which may result in financial impact to the Council. C. Approval Requirement 1. A simple majority vote of the attending WSCC voting clubs delegates/proxies at the first General Business Meeting of the fiscal year is required to pass any amendment recommended by the Competition Code Committee and the Executive Board. 2. A two-thirds majority vote of the attending WSCC voting delegates/proxies at the fourth General Business Meeting of the fiscal year is required to pass any amendment not recommended by the Competition Code Committee and the Executive Board 17 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council ARTICLE II Section I Autocross Code A. Purpose 1. This Code shall provide the rules and regulations of the organization and operation of any WSCC sponsored event in order to stimulate interest, participation, fairness and enjoyment of the motor sport. 2. This Code shall provide the minimum standards for event safety, fairness, and performance quality. B. Definition 1. Slalom or Autocross: A prescribed course of limited distance and speed. 2. Time Trial: A Slalom or Autocross being longer and faster. 3. Hill climb: A time trial on an uphill grade. C. Entry Requirements 1. All drivers must be at least sixteen (16) years of age and have a valid driver's license. All drivers and passengers under eighteen (18) years of age must have written parental permission to participate, and this must be presented to the Competition Director before participation. 2. A driver may enter an event only once. 3. A driver may compete in only one class per event. 4. Only those cars listed in WSCC car classification may be entered unless preadvertised as a Type II sanctioned event. 5. No men may run in women’s classes. 6. A pregnant competitor must have written approval from her doctor before she may compete. 7. Helmets meeting the following standards must be worn while on course. All helmets meeting the current or two immediate preceding Snell Memorial Foundation Standards SA, or SFI standards 31.1A, or 31.2A are acceptable a. See WSCC Form #9C WSCC 2015 Helmet Requirements and Matrix (represented here for 2016) WSCC 2015 Helmet Requirements N As most of you know, the 2015 Competition Code amendments were just voted on and approved at the General Membership meeting in January. The Code has been revised and is now posted on the WSCC website. One on the approved changes will affect autocrossers as it applies to motorcycle helmets. For 2015, motorcycle helmets are no longer approved for use. Article II, Section 1 Autocross/Slalom Code, Section C – Entry Requirements, #7 (page 16): Was revised and now reads: 8. “Helmets meeting the following standards must be worn while on course. All helmets meeting the current or two immediate preceding Snell Memorial Foundation Standards SA, or SFI standards 31.1A, or 31.2A are acceptable” The current Snell Memorial Foundation standard is 2010, however, the 2015 Standard will be in effect 10/1/2015. SA2015 helmets generally are not available until October or later. The Comp Code allows for the two immediate preceding Snell Memorial Foundation Standards (2000 and 2005); SFI rated helmets are also permitted with a 2000 or 2005 date. Snell Memorial Ratings are updated about every 5 years. Snell’s advice – “Our advice to Safety Inspectors and Racing Authorities is that they continue to accept helmets in good condition and certified either to the current or immediately previous Snell standard. At this time, SA2010 is the current Snell standard and SA2005 is the immediately previous. Snell urges everyone to replace their Snell certified helmets routinely no later than five years after the helmet is first worn. However, even by this conservative advice, many current SA2010 certified helmets still have years of service in them. Unless a helmet has been damaged, or has five or more years of use, or is no longer accepted by safety inspectors or track authorities, there may be no need to replace it.” The WSCC rules are less restrictive than Snell, but we do rely on their advice. A helmet that is over 5 years old is recommended to be replaced, but the final decision is up to the individual racing. You are allowed to use a helmet for almost 15 years by our current Comp Code. However, although there are several changes in test requirements and procedures from the current SA2010 Standard, Snell certified auto racing helmets are expected to stay very much the same as they are now. Changes include: SA2015 helmets must be ready for the addition of frontal restraint tether hardware such as used in HANS® and other systems. SA2015 includes provisions for “Low Velocity” impact testing. SA2015 includes “Low Lateral” impacts in case of strikes against side window frames and similar structures. The projected timeline for SA2015 is as follows: SA2015 Certification testing has already begun. SA2015 Certified helmets will not be available for sale until October 1, 2015, when the standard takes effect. Reckless Driving: Reckless driving on or about the event site shall, at the discretion of the event advisor and/or Regional Administration, result in the driver's: 1) Loss of accumulated year-end points, and 2) Barring from petition in any WSCC sanctioned event for the remainder of the competition year. 9. Narcotics and Alcohol: Consumption of alcohol or the use of narcotics by any person attending the event site shall result in his or her disqualification from the event and all WSCC sanctioned events for a period of one year, shall result in a score of DNF for that event and immediate expulsion from the course site. 10. Smoking: Smoking is not allowed in the Pre-Grid area, Registration or driver Meetings and on course. “Smoking” would include tobacco or nicotine products including, but not limited to, cigarettes, cigars, pipes, e-cigarettes, vaping or any form of inhaled substance emitting smoke or visible vapor. N 11. Flags: No contestant shall be allowed to run without understanding flag signals and correct procedures. a. Flag Definitions: 1. Green - Course is clear and start of event or run may begin and continue. 2. Checkered - Finish of fun and competitor should exit the course. 3. Red - Something has occurred in which the event or run cannot start or continue. A competitor seeing the Red Flag while on course must immediately bring the car to a safe stop. 12. All entrants must sign up and work the course for a designated time period during the event. The hosting club will determine the location the entrant will work, and provide a signup sheet with time listed. Any entrant who fails to sign up and/or work the course (unless excused by the hosting club's event director) will receive a DNW (Did Not Work) in the results, will not be eligible for an award for that event and will not receive cumulative points for year-end awards for said event. 13. Competing drivers cannot be passengers if they have not completed their own competitive runs. D. Tech Inspection 1. Requirements: Each car shall be subjected to a tech inspection by the owner or designated representative prior to running the course and must meet the minimum requirements given in this Code. In addition, an on-site inspection shall be conducted by the host club to verify selected aspects of the code. Entry fees shall be refunded if the car fails to pass the on-site inspection. 2. Classification: The hosting club’s Tech Inspection personnel may advise classification of any car competing. Competitor must clearly display car number on both sides of vehicle. Class designation must be displayed on the vehicle. 3. At an event, a car may run in any class for which it meets all safety standards and all requirements of this code. 4. Seat Belts: Each car must be equipped with a seat belt for the driver and passenger, if present. Helmet a. A safety Helmet in good condition shall be worn by all competitors. b. Snell SA certification is required. 6. Steering and Front Suspension: The steering and front suspension must not have excessive looseness. 7. Camber: All cars with swing axles must have negative camber at the rear of the car. 8. Brakes: a. Pads and shoes shall not be worn out b. Solid pedal feel, no fade after 5 seconds c. Brake fluid reservoir full 9. Fluid Leaks: No car shall be permitted on course with excessive leaking, (gas, oil, antifreeze, power steering fluid, brake fluid, et al.). 10. Tires: a. Street tires shall be inflated to no less than 5 psi below manufacturerrecommended pressures. b. Any tire pressure should not exceed 38 psi cold. c. Minimum race tire pressure shall be 20 psi. d. The tire must not be worn through. 11. Wheels a. All wheels shall be on tight and shall not have visible cracks. b. All lug nuts present and tight per spec c. Hubcaps shall be removed d. Cars utilizing wheel spacers must have lug nuts engaged at least six revolutions. R 12. At all sanctioned events, functional mufflers are required, unless they have been specifically waived in the event flier. All local noise ordinances must be adhered to. 13. Other a. Battery shall be secured b. Hoses and belts in good condition c. No loose items in car d. Gas cap secured 14. Entrants submitting cars for technical inspection shall declare by signature that they have checked said vehicle for compliance with this code and confirm that it meets minimum safety standards and any other applicable requirements. E. Organization 1. The sponsoring club shall take all reasonable precautions for the safety of drivers, workers and spectators. 2. Club Responsibility: The club sponsoring an event shall assume responsibility for keeping unsafe cars off the course. 3. Decision of Safety: Individual club may determine which cars they do not consider safe for their event. Fire Extinguishers: A minimum of six properly charged five-pound ABC dry powder type fire extinguishers must be readily available. The fire extinguishers shall not be acceptable if their seals have been broken. 5. Autocross/Slalom Preparation: Refer to the booklet made for the “Autocross/Slalom” outline, which is available from WSCC for a member club. The booklet will outline the presentation of an Autocross/Slalom. 6. A first aid kit must be present. F. Scoring and Awards 1. Pylon Penalty: Pylon penalties shall be charged whenever a pylon is upset (on its side) or if pylon is standing but its base in completely outside of its chalk box. Pylons intentionally placed on their side, also known as pointer cones, shall be completely outlined but will not incur a penalty under any circumstances. The pylon penalties shall be added to the contestant's time. 2. Pylon Time Penalty: the pylon penalty shall be one second per pylon. 3. Pylon Record: Course personnel who are responsible for counting these penalties shall radio call in the penalty to the scoring personnel to be recorded on the run sheet of the competitor. The radio call shall include at least the color and make of the car and the number of pylons charged as penalties. The Club shall keep the record for at least two weeks after the event. R 4. Course Deviation: a. Timed Lap - A four-wheel course deviation, (if a competitor goes 4wheels off course, that is, the car completely leaves the designated route for any amount of time), s/he shall receive a DNF (did not finish) for that run. Drivers hitting the timing equipment shall receive a DNF for that run. R b. Mechanical or Voluntary - Once having entered the course, the driver may not leave the course or receive any assistance for voluntary or mechanical reasons in order to complete the course. 5. Official Run: A minimum of two separate runs, the best of two being counted for awards. (If it is a continuous lap event, where it includes a practice lap and one or two timed laps, the driver shall receive two separate runs). 6. Official Rerun: An official rerun must be allowed if the contestant did not receive a fair run through the fault of the sponsoring club. An official rerun must include and practice lap. 7. The method of starting, timing, judging and scoring an event must remain consistent throughout the event. 8. Sufficient workers must be provided to adequately cover all parts of the course. 9. All drivers, passengers and course workers on the course must be 16 years of age or over. 10. Each driver must be informed, as soon as possible after his/her run, of the official corrected time for his/her run. 11. Awards shall be presented, at the discretion of the hosting club. Top Time of Day award shall be presented, at the discretion of the hosting club, at all WSCC sanctioned events (Autocross/Slalom, Time Trial, Hill climbs and Tecati) to the competitor with the fastest official run, including penalties. This award shall be separate from class awards. 13. Autocross/Slalom results shall contain: a. A listing of placement in class, entrant's name, name of club, WSCC number, year Corvette and corrected time. b. A listing of the top ten overall competitors. The Top Ten list will rank all competitors solely by time without regard to vehicle class. These lists will be used in the accumulation of "Most Competitive Driver Overall" (Male and female) year -end awards. R G. Course 1. Course Map a. A clear scale map of the course with all its obstacles and boundaries must be in the hands of the WSCC Regional Events Director 30 days prior to the event. NO EXCEPTIONS. b. A clear scale map of the course with all its obstacles and boundaries, flag meanings and list of Protest Committee must be posted at the event. 2. Course Boundary: The Boundary should be determined by white lines (where possible) and shall be controlled with pylons. 3. Pylon Location: the base of each pylon must be outlined on the pavement with no part of the pylon located inside the course boundary. If a pylon is moved, it must be immediately replaced in its original position. 4. Course Dimension: a. Course Size -The track shall have a minimum width of 15 feet, and any turn shall have a minimum inside radius of 30 feet. b. Square Corners - "Square" or acute corners may be used if the course (per PART III, ARTICLE II, SECTION I-G.4.A of this Code), could be laid out completely within its boundaries. c. Safety Margin - the course shall be laid out so that no spectators, cars, buildings, or other objects are within 30 feet of the course. This safety margin must be increased appropriately around "fast" corners. Unobstructed spin-out areas shall be included where advisable. 5. Flying finishes are permitted providing an area is designated in which the cars can be stopped safely. 6. The course layout must be the same for all drivers. 7. I. Modifications Listed below are the ways to determine Stock, Modified, Race and Unlimited in WSCC. Updating and backdating within the vehicle class is allowed. Model groups shall be class grouped 1953 through 1982, and 1984 through 1996, 1997 through 2004 and 2005 to current year. MODIFICATIONS NOT LISTED SHALL BE GROUNDS FOR DISQUALIFICATIONS, IF AFTER A PROTEST IS FILED, THE PROTEST COMMITTEE DETERMINES THAT THE MODIFICATION PROVIDES AN UNFAIR ADVANTAGE TO THE COMPETITIOR. 1. STOCK (Class B, C, D, E, F, G, H, and W suffix) R a. Legal tires in stock class are tires with a D.O.T. number and a uniform tread wear rating of 150 or more and tires size is within 5% of factory original specifications, for cross section and diameter. Tire must not be marked for “Competition Use” or Racing Purposes.” b.Parts replacement: Worn or damaged parts may be replaced with parts that are the same type and dimensions. c. Cars originally equipped with catalytic converters may run any muffler exhaust system after the catalytic converter. Non-catalytic converter cars may run any muffler exhaust system after the stock exhaust manifold. d.Wheels: 1. 1953 to 1982 - Any wheels are acceptable to a maximum allowable rim width of eight and one-half inches, and a maximum of fifteen inches in diameter. 2. 1983 to current year - Any wheels are acceptable to a maximum allowable rim width within one-half inch of factory specification, and the factory diameter within the vehicle generation. e. Fenders may be modified to provide tire clearance. Top of tire must be covered by fender. f. Spare tire, jack and carrier (cover) and tire inflator kits may be removed. g.Normal engine rebuilding procedures shall be allowed. Maximum overbore cannot exceed 0.0472. h.Transmission shifter and/or linkage may be changed. Cars with overdrive transmissions may be equipped with a manual override switch. Computer Assisted Gear Selection (CAGS) may be overridden. i. Top(s) may be removed. j. Any air filter element may be used. k.Solid Axle (1953-1962) cars will not be classified higher that Class B1/B1W regardless of level of modification. 2. MODIFIED B 1, C1, D1, E1, F1, G1, H1, and W suffix) R Legal changes in modified classes shall include all Stock class modifications plus: a. Spoilers and wings to be no more than six inches in height and cannot extend beyond the width of the car. e. Any air cleaner assembly may be used. f. Computer chip and programming changes are allowed. Any ignition may be used. g. Add-on gauges and /or instruments are allowed. h. Any seats can be used and harness bars with racing harnesses are allowed. i. Any sway bar mounted to the factory mounts including any end links, may be used. Changes can be made to sway bars including solid (heim) joint links. j. Replacement of stock shocks must use the stock mounting points. Shocks with remote reservoirs are not allowed. Coilover shocks are not allowed. k. Chassis and suspension changes can be made to steering, and stabilizer bars. Polyurethane bushings are allowed. Spring rates can be modified. No engine repositioning and no modification to any suspension pick up point is allowed. Modified tunnel plates are allowed. Offset trailing arms are allowed. Modified factory trailing arms are permitted. l. Any type and number of fuel pumps and/or regulators may be used. m. NHRA, AHRA, or SEMA approved scatter shields are highly recommended on manual transmission cars and explosion proof blankets are highly recommended on automatic transmission cars. n.Any intake manifold with any carburetor/fuel injection may be used. Any MAF sensor and any throttle body may be used o.Any muffled exhaust may be used 3. RACE (Class B2, C2, D2, E2, F2, G2, H2, and W suffix) R Legal changes in Race classes shall include all Modified class modifications plus: a. Air cleaner may be removed. b.Any tires may be used. c. Battery may be relocated but must be secured and contained in a leak proof container if installed within the passenger compartment. d.Any exhaust system may be used. e. Bumpers and bumper brackets may be removed. f. Any engine modification is permitted including after-market turbo and Super charging. No nitrous oxide may be on board or used. (New 2011) g.A passenger seat is not required. h.Any modified wheel wells are permitted. Any diameter is allowed. k.Any brake rotor/caliper is allowed as long as original quantity per wheel is maintained (i.e., one rotor and one caliper). l. Any rear-end ratio and any transmission may be used. m. Any shock is allowed. n.Suspension changes can be made to springs and steering. Suspension pick up points can be modified. Chassis stiffening devices are allowed. 4. PERFORMANCE EVALUATION (PE and W suffix) a. To determine Autocross Classes for all new model stock cars that may have significant performance and/or competitive advantage over previous model year cars. b.The Competition Code Committee will review all previous year new models annually at its meeting and place the car in the appropriate class after reviewing the new car(s) performance during the previous competitive season. J. Run Groups and Class Runs 1. Definitions a. Run Group: A class category (i.e., all "A" cars). b. Class Run: Respective classes (i.e., A1). c. Open Run Groups: Cars may run any time of the day prior to the close of the event (provided they’re signed up for a proper time-slot prior to entering the grid) prior to the close of the event. 2. Open run groups may be used at sanctioned events, at the hosting club's option. However, open run groups must not be used at the Annual Convention. 3. If run groups are used, they shall be run within time brackets (i.e., "A" cars 9:00 to11:00 a.m., men's and women's classes included). The time to run shall be clearly posted at the event headquarters and printed in a flyer 30 days prior to the event and sent to all WSCC clubs. 4. Late Entries: Any contestant running at other than the official run group or class runtime (i.e., fun run) or as an extra driver for the car, for his/her class, shall not be eligible for points or awards and shall be listed in the official results for that class as a fun run. 5. Revision of Run Groups: The hosting club of any event may move back in time the run group schedule as it deems necessary in the event of unforeseen difficulties (i.e., timer failure, blown engines, etc.). The hosting club may not move forward an original run group cutoff time. 6. Each driver of a car with multiple entrants shall take all of his /hers runs before a second driver begins his/her time on the course. Driver must move to the start line within 60 seconds of being instructed by the gridmaster. Any driver failing to do so will receive a Did Not Run (DNR) for that run, and must move the car to the end of the appropriate grid line. K. Timing 1. Required Timing Equipment: the timing equipment shall consist of a primary timing system and a secondary (backup) timing system. The primary system shall provide a digital readout to the nearest .01 second or better. It shall contain a crystal oscillator or other internal time base having an accuracy of better than one part in ten thousand. Both systems must be present at the site and both must be operable at the start of all WSCC sanctioned events. 2. The primary timing equipment must be automatically started and stopped by the competing car. 3. Power Source: If a power source other than a public utility is used (i.e., generator or battery) a backup power source must be provided at the site and must be operable at least at the start of the event. 4. Timer Failure: In the event of timer failure or trouble, (including failure to start) any car on course shall be stopped immediately with a red flag. After the trouble has been remedied, the car shall be given an official rerun counting for points and awards. (Official Rerun is defined in PART III, ARTICLE II, Section I-F.6 of this Code). The secondary (backup) time shall not be substituted for a missed primary time unless authorized by the event advisor. L. Safety Recommendations (For those classes where not required). 1. Explosion proof clutch, flywheel and bell housing are highly recommended. 2. Fire Extinguisher. 3. Non-power assisted braking devices. 4. Non-stock oil systems (i.e., deep pans, pickup). 5. Electrical system cutoff switch within reach of the driver. 6. Double throttle return springs. 7. The use of a roll bar is allowed and strongly recommended for all cars. 8. Any seat can be used. Harness bars with racing harnesses are allowed (New 2011) ARTICLE III Section I Concours Code A. Introduction 1. Concours d'Elegance is an event displaying Corvettes in class competition. 2. Corvettes are broken into four classes, (per PART III, ARTICLE III, Section I-E of this Code) and each class into divisions. 3. Coupes, convertibles and roadsters will be classed together. B. General Entry Requirements (All Classes) 1. Entrant agrees to abide by Concours Chairperson's decisions. 5. Agrees not to move the Corvette until all sweepstakes judging is completed unless by prior approval of the Concours Chairman. 6. Acknowledges that all Concours entrants' classifications are subject to the final approval of the Concours Chairman. 7. Agrees to abide by Concours Code, Protest Committee and local requirements. 8. A car cannot be entered in Concours and Car Show Concurrently. C. Display Requirements (All Classes) 1. All entrants must comply with these rules prior to the starting of judging. 2. Hood will be open. 3. Doors and trunk closed. 4. Windows down. 5. Roadsters, if equipped with convertible top, may have them up. 6. Roadsters, if equipped with removable hardtop, may have their hard top in place. 7. T-top Corvettes may have tops installed on luggage rack or removed. 8. Competition cars will show per PART III, ARTICLE III, Section I-I of this Code. 9. Description card must be displayed immediately upon staging of car in Concours area. 10. Installation of any trailer hitch for the express purpose of carrying handicapped equipment or modifications to the automobile to accommodate handicapped persons is permissible in all classes and will not affect classification. ( Inc. 2002) D. Sponsoring Club's Responsibilities 1. Registration shall provide each entrant with Concours judging sheet, Sweepstakes judging sheet and Operability Check, description card, dash plaque, envelope to selfaddress and access to Concours book for determining classes and divisions and have a list of the Concours Chairperson and Protest Committee members available. 2. Must select a Concours Chairman, who will have the power to make decisions for the show. A Protest Committee will be established for each Concours show in accordance with Part III, Article I, Section VIII to handle disputes. 3. Event results shall follow PART III, ARTICLE I, Section III (Event Results) of the Competition Code Guidelines. 4. Will designate an area to be used for operability checks per PART III, ARTICLE III, Section I-K of this Code. 5. After the operability checks, entrant will be guided to display area by the sponsoring club. 6. Corvettes will be ready for inspection by a pre-determined time and notified of it by sponsoring club's Concours officials. 7. Concours area to be roped off during judging. 8. Sponsoring club should, whenever possible, select judges who are knowledgeable, or current or recent owners of a Corvette(s). Under no circumstances should a group which is not affiliated with Corvettes in any way be asked to judge. 9. Stock engine compartment as factory delivered for that year Corvette with possible very minor (if any) deviations (i.e., non-original carburetor or non-factory fuel filter). No nonfactory headers, intake, valve covers or plating. 4. Stock interior as factory delivered for that year Corvette with possible "very" minor (if any) deviations, (i.e. non-stock shift linkage, shift knob, extra gauges, or non-stock upgraded radio). Entry Requirements (Show) 1. Not necessarily street legal. 2. Must have body modifications, (i.e. flared fenders, spoilers, air dams, removal of chrome and/or bumpers, different headlight assembly). 3. Must have modified paint (i.e. color not factory for the year Corvette, pinstripes, flames, pearl, two-tone when not factory, racing stripes). 4. Must have modified interior (i.e. modified steering wheel, seats or covering on seats, shift linkage, CB-stereo radios - non factory, carpeting, gauges). 5. Must have modified engine (i.e., different engine, multi-carbs, headers, extra chrome work, custom intake and carbs and air filter, non-factory color). Entry Requirements (Competition) 1. Must show proof by results of Corvette having been used during competition in six Rallies, Drags, Hill Climbs and Road Races. 2. Not necessarily street legal. 3. Must have a roll bar. 4. Must have mounted fire extinguisher. 5. Must have an approved helmet in Corvette. 6. Must have scatter shield on standard shift transmission. 7. Must have double throttle return spring. 8. Must be shown as prepared for competition (i.e., gumballs, if applicable, installed, no wheel covers unless permanently attached for competition purposes). Entry Requirements (Modified) 1. Must be street legal as required by State Code. 2. Body modifications are allowed. 3. Cleanliness is not a "condition", if it is worn but clean, award points as such. 3. Stains a. If clean and does not rub off they are not to be considered dirt but rather "condition"(i.e., on paint, chrome, and upholstery) and are not condemned. 4. Judging (Classes) 1. Corvettes will be judged for cleanliness (except exhaust, inside tread of tires, under dash, door hinges, under ash tray, glove or compartment boxes, under carriage and below valve covers). 2. Corvettes will be judged for the class: a. Originality in Stock class b. Quality of modifications in Show class c. Competitive components in Competitive class d. General condition in street drive class. 3. All Corvettes will be judged for condition in the following areas: a. Exterior b. Wheels and tires. c. Interior d. Under hood 4. Each class will be judged by a minimum of four judges. (No smoking, drinking, or eating near the cars during judging). 5. No judge shall have been a member of any cleanup crew or be a contestant (entrant). 6. No class judge will be a sweepstakes judge. 7. The sponsoring club will hold an informal judge's meeting just prior to judging. All class judges will be in attendance. 8. All Corvettes entered in the Concours will be judged in their class by the same judges. 9. All judges prior to judging must review all entries of their class (preferably after cleanup cutoff). 10. No judge will be allowed to remove or disassemble any component parts of a Corvette. He may open ashtray door, passenger and driver doors, and fold seats. 11. Judges are required to enter comments on the score sheets. No comments provided will be considered as no deduction found and a score of the maximum possible in a category per part III, Article III, Section I, Paragraph O will be entered at time of scoring regardless of the judge's score provided at the time of car evaluation. 12. Each entry will be given an informational description card pertaining to their entries equipment, year, model, special features, etc. The sign shall not be any larger than 20" X 20" and placed in view for public. "Do Not Touch" must be on the sign. 13. An approximately equal amount of time, to be determined by sponsoring club’s Concours Chairman, will be spent on each area of judging. 14. Points determined by four judges in each area will be averaged. Averaged points for all four areas will be totaled and used to determine class winners. No change on score sheet unless verified by Concours Chairman. 15. Judges are not to talk or discuss discovered defects among themselves. 16. A separate sheet of paper must be used by judges for comments and will be supplied at the event to all entrants so they would know the reason for the car being judged the way it was judged. If points are deducted for classification, the judge must state reason(s) on the comment sheet. 17. Entrants in Concours that are in a class by themselves must attain a minimum number of points to receive a class award, and to be eligible for sweepstakes competition. Minimum points in stock, modified and street = 120 points. In case of a tie, either in class (first judging) or sweepstakes judging, duplicate awards shall be provided. 4. Each class entrant shall receive an award if: a. The entrant received 100 points or more in Stock, Street or Modified class unless, the entrant is in the class by themselves, then the minimum points must be 120 (as defined in PART III, ARTICLE III, Section I-M). b. The entrant received 80 points or more in Show or Competition class unless, the entrant is in the class by themselves, then the minimum points must be 100 (as defined in PART III, ARTICLE III, Section I-M). 5. Disqualification 1. Any Corvette having obscene pictures, writing or gestures. 2. Any Corvette being cleaned after stop time announced by officials. 3. Any contestant willfully interfering with or trying to influence the decision of the judges or willfully and intentionally violating the Concours Code. 4. Any Corvette moved without the approval from the Concours Chairman before sweepstakes judging is completed. 5. The Concours chairman reserves the right to disqualify any entrant if deemed necessary. ARTICLE IV Section I Rally Code A. Purpose 1. This Code shall govern the rules and regulations for minimum standards for quality, safety and fairness for all contestants of WSCC sanctioned Rallies. 2. Only WSCC sanctioned Rallies will receive WSCC competition series points for yearend awards. 3. WSCC clubs that host sanctioned variety, Gimmick, Hare and Hound, Poker Run, Tours, time-speed-distance, and other types of Rallies, etc., must adhere to PART III, (Competition Code Guidelines) where applicable for safety and handling of said event. B. Definition 1. A Time-Speed-Distance (TSD) Rally shall be a test of precise observation and navigational skills, scored on time and precise speeds. Scoring must be on time error only. No questions or blanks are allowed for any scoring, bonus or tie breaker points. 2. A Gimmick Rally is one in which scoring does not depend primarily on time and/or mileage calculations, or in which the course is not described by clean and accurate means. 3. A Tour which supplies a method of numerical placement may be considered a sanctioned Gimmick Rally. 4. No Tour or Rally which supplies a method of numerical placement solely by chance may be considered a Type I or Type II Rally. 5. Rallies must be sanctioned as either Gimmick or TSD type events. C. Entry Requirements 1. Contestant: a. Driver must have valid driver's license (no learner's permit). b. All entrants will be eligible to receive trophies for the event. c. A pregnant woman must have written approval from her doctor before she may enter the event. e. Reckless driving about the events starting area or during any part of the Rallye shall, at the discretion of the Competition Code Committee, the Executive Board, or the host club, result in the disqualification from all WSCC sanctioned events for a period of one year, and shall result in a score of DNF (did not finish) for car and crew. f. Alcohol and Narcotics: Consumption of alcohol or the use of narcotics by an entrant or worker during a Rally shall result in the entrant's or worker's disqualification from all WSCC sanctioned events for a period of one year, and shall result in a score of DNF for car and crew. g. Any crew will consist of a maximum of two people per vehicle, driver and navigator (i.e., car, van, truck with or without camper, etc.). h. Evidence that the car entering the Rally is either owned by the entrant or is being used by the entrant with the owner's written permission must be made available for inspection by officials of the event, before the start of the Rallye and at any time during its progress. i. Substitution for any reason, of another person in place of either member of a car originally entered in a Rally, after the car has departed from starting line of the Rally, shall result in a score of DNF for the car and its crew. j. Substitution, in case of an emergency, of a car different from the one originally entered may be approved only before the close of the event registration and safety inspection. No substitution will be permitted after the Rally has started. k. The communication of any two Rallye teams during the course of a Rally will be grounds for an official protest, filed by anyone concerned with the Rally, to be upheld with the results of those two or more teams being disqualified from the Rally. The only exception of this is to be if one car has become inoperable, and there is a need for assistance. l. Any entrant may be disqualified for unsportsmanlike conduct during a Rally, or any violation of this Code. 2. Hosting club's additional responsibilities: a. Name of the Rallye master and names of three Protest Committee members organized by the host club, shall be posted at Rallye registration and in the Rally General Instructions (G.I.). b. A driver's meeting may be held if deemed necessary by the host club. c. No WSCC sanctioned Rally will be conducted on a gravel or dirt road. d. Critique sheets must be made available on demand to all participants requesting them at the completion of the Rally (i.e., after the last car has come in or all remaining cars will be DNF due to coming in late). e. All printed Rallye instructions shall be typed and duplicated legibly for each entrant. D. Safety Inspection 1. Each car entered in a WSCC sanctioned Rallye shall be subject to a safety inspection within a 24 hour period prior to the start of the event at a suitable location designated by the host club. Inspection at Annual Convention may be any day of Convention prior to Rallye, but subject to re-inspection. 2. The following vehicle equipment shall be operable and in safe condition: a. Parking brake (to be tested for holding ability). j. Seat belts (to be securely installed for both driver and navigator). k. Tires (to be checked for minimum of 2/32 tread depth). 3. Any car initially failing to meet these requirements shall be given a reasonable opportunity to repair the deficiency and re-submit the car for safety inspection. 4. Any car failing to meet the standards required by this Code shall be disqualified from participation in the Rallye at the discretion of the host club. E. Instructions 1. Special Instructions (S.I.) a. A WSCC sanctioned Rallye may have, incorporated in the general instructions, its own S.I.'s supplementing this Code. b. If an S.I. conflicts with this Code, it must be outlined and submitted to the Regional events Chairman 30 days prior to said event for approval (allow ten days). c. S.I.'s must be given in writing to all contestants (verbal instructions will be disregarded) and will take precedence over all other instructions. d. An S.I. may be used at any time during the Rally to ensure the entrants avoid a problem area. There will be no gimmicks or points attained during the execution of an S.I. 2. General Instructions (G.I.) a. G.I.'s shall contain all the rules and regulations of this Code (including any S.I.'s per E.1. above) governing the Rally together with any detailed data concerning timing and scoring procedures and penalties (including off-course, checkpoints, creeping and stopping in sight of a checkpoint, etc.), route following priorities and overlay, and redundancies, if any ,of instructions. b. (TSD only) Unless otherwise stated in the G.I.'s an average speed assigned for an unspecified distance may overlap subsequent course following instructions and the speed is effective until the next change of speed. c. The G.I. shall contain a glossary, listing and defining all terms (including abbreviations and symbols) used in the Route Instructions (R.I.) giving particular attention to local usage and colloquialisms. d. Notwithstanding the provisions of E.1 above, it is not required to reprint this Code in the Rallye G.I.'s. It is presumed all entrants are acquainted with this Code. e. (TSD only) The G.I.'s must state procedure for checkpoint operation, opening and closure. f. G.I.'s must explain cancellation procedure for numbered route instructions, lettered route instructions and S.I.'s (if any). 3. Route Instructions (R.I.) a. Distribution of instructions: 39 January 1, 2016 R = Revised this edition N = New this edition PART III COMPETITION CODE GUIDELINES WSCC - Western States Corvette Council (1) TSD only R.I.'s shall be issued to each crew not less than 15 minutes and upon completion of registration procedures and tech check. (2) Gimmick only R.I.'s shall be issued to each crew not less than 15 minutes nor more than thirty minutes before the start of the Rallye. b. Two sets of R.I.'s shall be available to each crew if so desired. c. R.I.'s will not identify action points (turns, speed changes, etc.) by names on mail boxes, by numbers on utility poles, by paddle marker signs on road surfaces (except center line), or by other land markers of a similar character (frequently recurring and difficult to read) unless action points are confirmed by mileage reference or by other substantiating information. d. No contestant shall be required to violate local traffic regulations because of R.I.'s. e. "U" turns 180o (degrees) may occur if directed in the R.I.'s. f. TSD only. Odometer calibration checks shall be given in the R.I.'s with the time for completion stated. Odometer checks must be five miles or longer and at least three intermediate mileage reference checks must be given. The R.I.'s shall provide a ten minute pause minimum at the end of the odometer run for contestant's calculations. g. R.I.'s must include at least a 30 minute rest stop for each three hours of Rally time. No rest stop will be over two hours. Maximum Rally times shall not exceed 12 hours. (Not including rest stops). h. Spelling must be accurate, signs and markers will be quoted. (Landmarks will not be quoted. i. A course following instruction will become effective execution of previous course following instruction. 4. Route following a. Proceed in the most nearly straight direction, or in the only direction possible. Execute a turn instruction only if it will cause you to make a change in your direction or travel which you would not have made in the absence of that instruction. b. Unpaved roads will not be used for any purpose unless the route instruction states otherwise by use of the words "unpaved" or "dirt". c. Alleys, private driveways, entrances to parking lots, and/or roads which obviously end will not be used for any purpose unless specifically stated otherwise in the route instructions. d. Roads marked DEAD END, DO NOT ENTER, NOT A THROUGH STREET, PRIVATE (or similar wording), will not be used for any purpose unless specifically stated otherwise in the route instructions by reference to that type of road. e. Do not execute a U-turn unless specifically instructed to do so. F. Rally Route Pre-check 1. All route instructions must be checked by the host club, by someone other than the Rally master. The Rallye will be checked for errors or any misleading instructions, etc. The Rally route shall be pre-checked a minimum of three hours prior to the start of the Rally. Persons checking the Rally route should not have prior knowledge of the Rally and must use a final copy of the master sheets. A lead car from the host club shall drive the Rally route to assure that the course is clear and accurate, and if not, the navigator shall post emergency markers as needed. Lead car should start out a minimum of 30 minutes before the start of the Rally. Emergency Markers Will Be Used Only For Valid Emergencies, and shall be in clear sight. G. Checkpoints 1. Controls a. All checkpoints must be located on the right hand side of the road. b. All checkpoints must provide ample room for Rallye cars to pull off the roadside. c. Each checkpoint sign shall be minimum of two feet square, and visible in conspicuous location. d. Checkpoints must not be located in a traffic lane, curve, or within 50 feet of direct line of sight of the following: stop sign, intersection, fire hydrant or any posted emergency area or sign. e. (TSD only) Each checkpoint shall have a timing line for each leg of the Rally. The point of timing shall be when the front wheels of the car cross the checkpoint timing line, and the driver honks his/her horn for recognition, if applicable. f. Each checkpoint shall keep a log to include the car number, time in and time out of checkpoint, if applicable. g. There shall be a minimum of one minute layover between cars leaving the checkpoint. h. No Rally leg, checkpoint to checkpoint, shall be more than one hour long or 50 miles in distance. i. All checkpoint questions must be Rally related. 2. Maintenance and Timing a. Each checkpoint shall have a crew, minimum of two people at any time, and no more than six people. b. A checkpoint shall open a minimum 30 minutes before the first car is expected to arrive. It shall remain open until the last car has left the checkpoint or until the Rally sweep car arrives. c. Each checkpoint crew shall make certain that the checkpoint sign is legible before or as contestants pass the checkpoint. d. The checkpoint crew shall clean up the checkpoint area before departing. e. All (TSD only) checkpoints shall be synchronized in time by WWW or CHU time signals. These time signals shall be made available to all contestants at all checkpoints. Lead car shall synchronize all timing equipment. f. All (TSD only) checkpoint must have the following equipment in operation at the time of its opening: (1) Two watches capable of being set and read to one second increments – digital watches are preferred. (2) A short wave radio or a citizen's band radio, if possible. (3) A log for the Rally leg, timing slips, and any S.I.'s needed for the contestant. g. Timing for (TSD only) Rallies shall be based on the nearest second of the minute when the Rally car reaches the checkpoint time line, the driver will signal the timer by honking his/her horn. All checkpoint crews must be instructed of their duties prior to the start of the event by the host club prior to the event. H. Official Mileage 1. Time Speed Distance Rally a. Official mileage shall be consistent as possible, and measured to the nearest onetenth of a mile. The Corvette measuring the Rally route shall be equipped with "nonexpandable" tires and one distance measuring device. b. Each leg of the Rally must have accurate mileage, leg to leg, and shall be available to all contestants at the end of each leg. I. Scoring and Penalties 1. Time Speed Distance Rally a. The official Rally logs of each leg of the Rally shall be calculated to determine the contestant's placement in class and Rally overall winner. b. A contestant will start the Rally with 300 points per Rallye leg. At each checkpoint the contestant will receive 300 points less the penalty points he has incurred for: (1) Arriving at the checkpoint earlier than the official time. (2) Arriving at the checkpoint later than the official time. (3) Having mileage calculation other than the official mileage of each leg. Mileage scoring is optional. c. Contestants shall be penalized as follows: (1) One point per early arrival per second early at checkpoint. (2) One point per late arrival per second late at checkpoint. (3) One point per 0.1 mile off the official mileage per Rallye leg. (Example: b. and above). A car may enter a Rally leg checkpoint five seconds early or late. The car would receive 295 points for that leg. When the navigator is asked for a mileage reading, and for instance, it is plus or minus one mile off the official mileage, the contestant will then receive an additional minus ten points, leaving his/her total of 285 points. The total of all Rally leg points shall determine finishes in class of all contestants. d. No Rally crew shall be penalized by more than 150 points per Rallye leg. (This is to assure that any cars lost will still be able to compete in the remainder of the Rallye. Each leg of the Rallye should be treated by the contestants as though it were a separate event. A crew may lose 150 points on one leg and may get 300 points on all other legs of the Rally). e. All cars entered shall report to each checkpoint leg within a period of 45 minutes of the scheduled arrival time. 2. Gimmick Rally a. Points can be gained by correctly solving gimmicks or questions, if available. b. Points can be lost or not given by incorrectly solving gimmicks or questions, if available. c. Each Rally team must be asked exactly the same questions and/or asked to solve exactly the same gimmicks. d. All points awarded or taken away (e.g., time (+ or -), gimmick, check point entry, checkpoint questions, bad check points, scramble questions, bonus, etc.) shall be noted in the G.I.'s. Each Rally should have at least two tie breakers - to be announced to each entrant preferably in the G.I.'s.). J. Awards 1. Awards shall be given at the finish of the Rally at a time and location to be determined by the host club. A minimum of five awards of 10% (whichever is greater) will be presented to provide one award to each qualifying team. If a qualifying team desires two awards, (one for driver and one for navigator), the host club is obligated to provide an additional exact same award to this team within 60 days after the event. 2. Rally results shall contain: a. A listing of placement in class, driver's name, navigator's name, name of club(s), WSCC number(s) and official score. b. A listing of top ten over all WSCC (both driver and navigator) determined by official score. This listing shall be used to determine year-end "most competitive rallyist" awards. K. General Instructions 1. Time Speed Distance Rally a. The following instructions shall apply unless superseded per PART III, ARTICLE IV, Section I-E-1. 2. General Information a. Check your route instructions for legibility and completeness before leaving the start line. b. Obey all posted speed limits and traffic laws. Time will be provided to make up time lost due to heavy traffic, stop signs, traffic signals and route instructions calling for speeds above posted limits. c. Contestants will be disqualified for moving violations, causing an accident, Unsportsmanlike conduct, reckless driving, or using drugs or alcoholic beverages during the event. The hosting club reserves the right to deny participation to anyone. 3. Instructions a. All route instructions are to be executed at the first possible occasion to do so. Unless otherwise stated, this will be at a sign, landmark, mileage, or time. If an instruction calls for both a speed change and a turn, execute the speed change as you begin the turn. b. An average speed assigned by a route instruction remains in effect through subsequent instructions until a new speed is assigned. c. Route Instructions - There are two types of route instructions, numbered and note. (1) Numbered instructions are to be executed in ascending numerical sequence. Each numbered instruction must be completed before the next numbered instruction is considered. An instruction may specify a sign or landmark without a specific action, such an instruction is provided simply for course confirmation and is completed at the indicated sign or landmark. (2) Note instructions are identified by the word "note" followed by one or more capital letters and a dash (-) or colon (:). A note instruction becomes active after the preceding numbered instruction is completed. It is not necessarily executed before the next numbered instruction and might never be executed. Continue to execute numbered instructions while attempting to execute the note instruction. A note instruction may also be canceled by another note, numbered, or special instruction. d. Note and numbered instructions may be executed at the same point if they do not conflict and if they do not call for the same action. For example, a note pause and a numbered turn may be executed at the same point. Occasions where route instructions call for the same or conflicting actions will not occur. e. Special instructions are identified by the words "special instruction(s)" and become active when received by the rallyist. They have the authority of, and may supersede, the general instructions. f. Information in the route instructions enclosed by parenthesis is not official. It is intended to be an aid to the rallyist for course confirmation only. The course can and should be followed without it. 4. Signs and Landmarks a. Signs - Information in the route instructions enclosed in quotation marks refers to material quoted from signs. Quoted material will be clearly readable at Rallye speeds without the use of spotlights or other supplementary equipment. All or part of the material on a sign may be quoted, except that parts of words or of numbers will not be used. Individual signs or letters on the same support will be considered one sign. b. Signs printed on the surface of the road or curb, and signs on vehicles, will not be used. Quoted signs will be on the right, or overhead, of the Rally route unless otherwise indicated by SOL or SA (see definitions). Signs will be readable before or as you pass them. Signs readable only after passing will not be used. The only speed limit signs which will be used are those controlling your route of ravel. c. Landmarks - A landmark is a physical thing or place, such as a main street, fire hydrant, etc. References to landmarks in the route instructions will be capitalized and may be underlined for clarity. Landmarks, and signs identifying them (if any) may be located anywhere along the Rally route. Common landmarks will not need identifying signs. Landmarks which are identifiable only after passing will not be used. d. Material identifying landmarks or quoted from signs will have no intervening words, numbers, or letters omitted. Punctuation, arrows and artwork (illustrations, drawings, etc.) need not appear in the route instructions but if they do, they must appear on the sign as stated. Spelling must be exact. No attempt will be made to duplicate the size, style, capitalization, or exact spacing or lettering. 5. Odometer Check a. The first section of the Rally will be an odometer check. Its purpose is to permit rallyists to calibrate their odometer against that of the Rally master who measured the course. The end of the odometer check will be indicated in the route instructions, and there will be no checkpoints during this sections. An elapsed time or an average speed will be given for this section, as well as the official mileage. When you reach the end of the odometer check, pull ahead out of the way and, if you are early, wait for your proper time to leave. 6. Check Points a. A check point marks the end of one leg of the Rally and the beginning of the next. Re-group at city limits of a town where open highway speed signs are posted. d. Absolutely no passing of members unless member waves you around. e. Allow car passing space between cars, one car length for every ten miles per hour. f. Use hand sign for slowing down, stopping, or turning when required. g.A trouble truck will be required and assist for temporary repairs of damaged cars on the tour. h. The lead car and trouble truck will carry C.B. radios. 2. Tour Instructions Type I a. Requirements for Tour: 1. The route shall be a minimum of 50 miles but no more than 500 miles, round trip. 2. The route shall use paved public roads. 3. Instructions MUST be straightforward with no gimmicks. 4. Cars are to be in normal street driven condition. No unusual preparation is allowed, but minor adjustments may be made. 5. A minimum average speed of 25 miles per hour shall be required. 6. All posted minimum and maximum limits MUST be obeyed when possible. 7. All other traffic laws MUST be obeyed. 8. Addition of fuel and deviation from the prescribed route is prohibited. 9. Entrants are on their honor to obey the above regulations. 10. Checkpoints are to be placed along the route. Where questions are used in lieu of checkpoints, a maximum of five are allowed. 11. Gas tank is filled to bottom of neck at start at checkpoint, and again at end. Use dollar amount on pump divided by price per gallon to obtain total gallons. 12. The Tour Chairman and/or workers are responsible for making and recording this reading. 13. Minimum of five gallons of gas MUST be put in tank at start. 14. No pushing or pulling allowed on course. 15. The ten divisions will be separated by horsepower and cubic inches as follows: Class E-1 all six cylinders and 265 and 283 single four-barrel engines, plus 283 fuel injection. Class E-2 All 265 and 283 multiple carbureted engines plus 250 horsepower 327 (62-65). Class E-3 Engines that fit into Group II, C or D, plus 327 fuel injection (nonrubber bladder equipped). Class E-4 All engines that could fit into Group II "B" class. Class E-5 All hydraulic lifter (low performance) big blocks. Class E-6 All solid lifter (higher performance) big blocks. Introduction 1. Car Show is an event displaying Corvettes in class competition. 2. Corvettes are separated into four classes and each class into divisions. a. Coupes and convertibles (roadsters) are classified together. B. General Entry Requirements 1. All entrants agree to abide by the Car Show Chairman’s decisions. 2. All entrants acknowledge that classifications are subject to the final approval of the Car Show Chairman. 3. All entrants agree to abide by this Car Show Code, Protest Committee rulings and any local requirements. 4. A car cannot be entered in Concours, Car Show or Park and Show concurrently. C. Display requirements (All Classes) 1. All entrants must comply with the following rules prior to the start of judging. 2. Hood will be open. If the hood is not open, no points will be awarded for the engine and engine compartment. 3. Doors will be closed. Trunk or rear hatch may be opened or closed. If open it will be judged as interior. 4. Windows are to be down. If the windows are not down, no points will be awarded for the interior. 5. Convertibles (roadsters) may have their top up or down and if so equipped may have the hardtop in place. 6. Removable roof panels may be installed or removed. 7. Any modifications made to accommodate handicapped persons or their equipment will be allowed in all classes. 8. Entrant agrees not to move his/her car until judging is completed or permission is obtained from the Event Chairperson. D. Sponsoring Club Responsibilities 1. Registration shall provide each entrant with a score sheet, Corvette description card, dash plaque, Do Not Touch sign, envelope to self-address for results mailing and access to the WSCC Competition Codes and the Car Show Competition Handbook (Pending Council Approval). 2. Select a Car Show Chairperson who will have the power to make decisions for the show. A Protest Committee will be established for each car show in accordance with Part III, Article I, Section VIII to handle disputes. 3. A separate sheet of paper must be used by judges for comments and will be given to all entrants so they know the reasons for any points deducted. If points are deducted for classification, the judge must state the reason(s) on the comment sheet. 4. Maximum Points - 25 c. Tires and wheels condition and cleanliness of tires to the second tread inward and wheels from the point of attachment to the axle outward. Brake drums, rotors and inside of wheels are not to be judged. Maximum Points - 25 Note: Cars in competition class will not have tire tread area judged if the car has race tires. Wheels and sidewalls will still be judged. d. Engine and engine compartment cleanliness. Engines are judged from the valve covers up. Judging excludes engine mounted accessories, drives, supports, headers and pumps (water, smog, PS, AC) below the valve covers. The engine compartment is defined as the area between the fender wells, front of the radiator to the firewall above the frame rails and the underside of the hood including attach points and hinges. Areas below the top of the frame rails are not to be judged. Maximum Points - 25 e. Point deductions will be in one-quarter (1/4) point increments only for each item. Example: ¼ point for lint on seat, 1/4 point for fingerprint on door, 1/4 point for wax on tail light on lens, etc. Judges may total multiple infractions of same item, i.e. wax in three lenses could be a 3/4 point deduction. 3. Each area will be judged by four (4) judges, one for each of the areas judged. 4. Clubs will make their best effort to secure knowledgeable judges. No judge shall have been a member of any clean-up crew or be a contestant in the class and division being judged by them. 5. The sponsoring club will hold an informal judges' meeting just prior to judging with all judges in attendance. 6. All Corvettes entered in the Car Show will be judged in their division by the same judges. 7. No judge will be allowed to touch any entry at any time. 8. Judges are required to enter comments on the score sheets. If no comments are provided by the judge it will be considered as no deduction(s) found and a score of "25" will be entered by the scorer at the time of scoring regardless of the judge's score provided at the time of evaluation. 9. No displays, mirrors, EZ ups, etc. 10. Entrants that are in a class by themselves must attain a minimum of 85 points to receive a class award. M. Awards Presentation 1. A minimum of half the entries in each class will be awarded trophies. 2. In case of a tie, duplicate awards will be provided and the next lower place shall be left vacant. N. Disqualification 1. Disqualification may occur for: a. Any Corvette being cleaned after “rags down” announced by officials. b. Any contestant willfully interfering with the judges. c. The Chairperson reserves the right to disqualify any entrant as he/she deems necessary. 2. The Car Show Protest Committee reserves the right to disqualify any entrant if it deems necessary. Park and Show is an event displaying Corvettes in a relaxed, entry-level competition. B. General Entry Requirements (all entries) 1. No excessive body damage or lack of finish paint. "Works in progress" are otherwise acceptable at the discretion of the hosting club. 2. Entrant agrees to abide by the hosting club's decision relative to placement in this category. 3. No displays, mirrors, EZ ups, etc. 4. Entrant agrees not to move his/her car until judging is completed or permission is obtained from event chairperson. 5. A Corvette entered in Park and Show cannot be entered concurrently in Car Show or Concours. C. Display Requirements 1. Hoods may be up or down but the engine compartment will not be judged. 2. Doors will be closed. Trunks or rear hatches may be open or closed. If open, it will be judged as interior. 3. Windows are to be down. If windows are not down, no points will be awarded for the Interior. 4. Convertibles (roadsters) may have their top up or down and if so equipped may have a hardtop in place. 5. Corvettes with removable roof panels may show with them installed or removed. 6. Any modifications made to accommodate handicapped persons or their equipment will be allowed in all classes. D. Sponsoring Club's Responsibilities 1. Registration shall provide each entrant with a score sheet, Corvette description card, dash plaque "Do Not Touch" sign, envelope, to self-address for results mailing, and access to the WSCC Competition Code and the Car Show Competition Handbook (Pending Council Approval). 2. The Car Show Chairperson shall be considered to be the Park and Show Chairperson. 3. Judges will make constructive comments on the score sheet or otherwise provide these comments to the entrants so the entrants may improve their scores in subsequent events. 4. The format time for cleanup, judging and awards will be the same as for Car Show and Concours. 5. Clubs will make their best effort to secure knowledgeable judges. No Park and Show entrant or member of the cleanup crew for a Park and Show entrant may judge in Park and Show. E. Classes 1. There shall be only one class: 53 to present “Park and Show”.
